Subject:
Construction of brick drain along the North & West side border of
Sludge drying beds at ETP for drainage of storm water flowing down from
nearby hillock area.
Sealed Tenders are invited from all the bidders under 2(Two) Bid system
i.e.Un-Priced Techno-Commercial Bid (Part-I) & Price Bid (Part-II) having
valid independent P.F. Code No.& meeting the undernoted Pre-qualification
criteria for carrying out the above work in accordance with the Corporation's
General Conditions of Contract, Special Terms & Conditions of Contract &
Particular Terms & Conditions of Contract, Standard specifications, Extent of
Work, Special Instructions to Bidders as appended on the subsequent page &
Annexures.
Percentage rate to be quoted in the Format for Schedule of Rates attached.

Pre-Qualification Criteria:
A) The annual turnover of the tenderers during any of the preceding three
financial years ending on 31-03-2014 should be minimum Rs.1,77,479/- (Rupees
One Lac Seventy Seven Thousand Four Hundred Seventy Nine Only).
B) For experience, the single work executed by the bidder, as main or
sub-contractor, during any of the last 05 (five) years ending on last day of
the month immediately previous to the month in which last date of bid
submission falls as per below:
(i) Three similar completed works each costing not less than the amount equal
to Rs. 84,559/-(Rupees Eighty Four Thousand Five Hundred Fifty Nine Only)
OR
(ii) Two similar completed works each costing not less than the amount equal
to Rs. 1,12,745/-(Rupees One Lac Twelve Thousand Seven Hundred Fourty Five
Only)
OR
(iii)
One similar completed work costing not less than the amount equal to
Rs. 1,40,932/- (Rupees One Lac Fourty Thousand Nine Hundred Thirty Two Only)
Similar work must be any executed civil construction or repair work.
Bidder shall furnish documentary evidence i.e. audited balance sheets as well
as profit & loss accounts of the desired financial years (for qualification
criterion "A") and copies of similar work orders & completion certificates
conforming the scope or work from the organization for which work was
carried-out (for qualification criterion "B" ) in support of their fulfilling
the qualification criteria.
# The completion certificate, submitted by the bidder shall separately
indicate the service tax amount included in the value of completed job OR a
separate certificate from the respective client, mentioning the service tax
amount if any, included in the value of completed job under consideration
should be submitted by the bidder.
# In case service tax amount/component is not specified in the submitted
completion certificate, then the amount equivalent to rate of applicable
service tax for the subject tender shall be deducted from the value of
completed job mentioned in the completion certificate to arrive at the value
of the completed job without service tax.
Note:- If sub-contract work order document furnished, a certificate is to be
submitted as per enclosed format certified by EIC/ Competent Authority of the
organisation issuing the original main Work order,failing which IOCL reserves
the right to reject their bids.
Copies of these documents are to be submitted as documentary evidence as a
part of un-priced techno-commercial bid as per instruction given in tender
document, failing which IOCL reserves the right to reject their bid.

SUBMISSION OF TENDER:
Tender must be submitted in two different sealed
covers one for the Un-priced Techno-Commercial Bid (Part-I) & the other for
Price Bid(Part-II) which should be superscribed on the top of the envelope as
Un-priced Techno-Commercial Bid and Price Bid.
Both the sealed covers
containing Un-priced Techno-Commercial Bid & Price Bid should be put in a
separate envelope which should also be sealed properly and addressed to :- The
Chief
Manager
(Contracts), Indian Oil Corporation Limited (Assam Oil
Division), DIGBOI - 786171, Assam, superscribing the Tender No. and Due Date.
Sealed tender should be dropped in the Junior Tender Box of Contract Section
kept near the Administration department, at the Corporation's general office
complex at Digboi or may be sent by REGISTERED post to reach the office of
the Chief Manager(Contracts) on or before the closing date & time.
Note:- In case the tendered job demands engagement of contract worker,
Contractor will have to pay wages to contract workers as per the Circular ref
no-ER:3/35-175, dtd.- 12.07.2013 & ER:3/35-113, dtd.- 22.10.2014
As per Circular, Contractor will have to pay not less than Rs. 350/- per
manday for unskilled & Rs. 478/-per manday for skilled minimum labour wages to
workers inclusive of employee & employer's PF & ESI.
These rates shall be applicable for FY 2013-14. Annual increment of Rs. 15/- &
Rs. 16/- per manday for un-skilled & skilled worker respectively to be added
to the basic wages which will be due with effective from 01/04/2014.
Note:The
following
benefits
for contractor's workers working in
IOCL(AOD)covered
by Contract Labour (Regulation & abolition Act.1970) has
been approved:
a)
Casual Leave- 6 days per calendar year (1 day CL will be generated after
every two months of work).
b)
Grant of paid holidays - 10 days per calendar year.
c)
Earn Leave with wages-18 days per calendar year (1.5 days EL will be
generated after every month of work)
d) Shift allowance - Rs.17/- per shift for morning/evening shift. Rs.27/- per
shift for night shift.
Bidder to quote their rates inclusive of all taxes,duties,levies & ESI but
exclusive of Service Tax & Cess.
"The CONTRACTOR shall be exclusively liable for the payment of any & all
taxes, duties, levies etc. now in force increased or modified in respect of
any work done &/or materials supplied & for the payment of all contributions &
taxes for unemployment compensation, Insurance & old age pension & annuity
imposed by the Central and State Govt. or any authority with respect to or
covered by the wages, salaries or other compensations paid to persons employed
or engaged by the CONTRACTOR & both hereby undertake to indemnify & keep
indemnified the OWNER from & against the same & all claims, actions, demands &
payments whatsoever against the OWNER howsoever arising therefrom or in
connection therewith. However, any new taxes, duties, levies, etc. imposed by
the Central or State Govt. subsequent to the submission of the bid shall be
reimbursed."

"If there is holiday/closed/Bandh day on the opening date of the tender, the
tender will be opened on the next working day at the same time at the sole
discretion of IOCL. Closing date for submission of the tender will not be
extended under normal circumstances by IOCL, &,if extended, shall be at the
sole discretion of IOCL."
"Issue of tender documents will not automatically mean that the tenderers are
considered pre-qualified."
"The tenderers should respond to the tender either by submitting their bids or
by explaining the reason for non-submission of the offer. In case there is no
response either way continuously for three times, names of such tenderer may
be removed from the list of contractors."
"Tender issuing authority is not responsible for the delay/non- receipt of
tender document by the recipient in case of tender notice/tender document sent
by post/courier."
The Corporation is not bound to accept the lowest quotation and reserves the
right to reject any or all the quotation or split the work amongst various
contractors or to award only part of the work without assigning any reasons
thereof.

& Description of the Work" sent by Registered Post so as to reach the
office of the Chief Manager(Contracts) on or before the closing date & time
or
dropped in the CONTRACT SECTION JUNIOR TENDER BOX kept near the
Administration Dept. at the Corporation's General Office Complex at Digboi.
Note:
i)Any Bank Draft, drawn more than a fortnight earlier than the date of opening
of the tender, by the bidder shall not be considered and the offer of the
bidder shall be liable to be rejected and not considered for evaluation.
ii) Earnest money to be deposited against individual A/C No. of Tenderer.
---------------------------------------------------------------Time Schedule:The time schedule is 120 days from the date of handing over the site.
Any other information regarding the work can be obtained from the Office of
CMNM(C)-I/C/CM(Contracts) on any working day during office hours.
Tender document may be obtained by the bidder from the office of CM(Contracts)
up to 3.00 PM of 08.12.2014.
The offer shall remain Valid for 4(Four) Months from the date of bid opening.
Tender shall be addressed to the Chief Manager(Contracts), Indian Oil
Corporation Ltd.(Assam Oil Division), Digboi duly filled in, signed & stamped
on each page including the annexures, as per requirement.
Quotations which are clearly written, duly filled in, signed & stamped as
indicated and free from overwriting, mutilation shall only be considered.
No tender or amendment or conditions/stipulations etc. will be accepted after
the closing date and time.

SERVICE TAX
The bidders must declare the applicability of Service Tax as per the attached
Service Tax format which is an integral part of this Tender. Kindly note that
the declaration on the attached format is mandatory.
