ADVERTISEMENT OF PETITION
THE HUMBLE PETITION of Gulf Insurance Company Limited a Limited Liability Company having its registered office at No. 1 Gray Street,
St. Clair, Port-of-Spain, showeth as follows:
1. The Telstar Cable Systems (hereinafter called the Company), was in the month of October 2004.
2. The Registered office of Company is at No. 20 Foster Road, Sangre Grande.
3. The Company was established for the purpose of providing Public Broadband Wireless Services. In order to do so it was
necessary for the company to obtain a broadcasting license from the Telecommunications Authority of Trinidad and Tobago
(the authority). It is against this background that the Company's Managing Director, Michael Simeon approached the
Petitioner’s then Managing Director, Gerard Lee Inniss for a short term loan in the sum of $1,300,000.00 USD from which
the sum of $7,800,000.00 TTD would be paid to the Authority for the obtention of the broadcasting license. It was specifically
agreed that the said sum of $1,300,000.00 USD would be repaid within 28 days of August 22, 2008, together with interest at
the rate of 8% per annum at the end of 90 days (the Agreement).
4. Pursuant to the petitioner lent the company the said sum of $1,300,000.00 USD. From this sum $7,800,000.00 was paid to
the Authority.
5. On 16th February, 2012, the petitioner instituted proceedings against the company and 17th May, obtained a default
judgment against the company. True copies of the said proceedings as well as an office copy of the default judgment are
hereto annexed and marked “A”.
6. The Company is indebted to your Petitioner in the sum of $9,919,171.36 together with interest at the rate of 12% per annum
from 3rd May, 2012 until payment pursuant to a judgment entered in the High Court Proceedings Number CV 2012-00676
intituled Gulf lnsurance Limited and Telstar Cable Systems Limited.
7. Your Petitioner has written to the company for the payment of this debt, but the company has failed and or refused to pay
the same or any part thereof. True copies of the demand letters that were sent to the company are hereto annexed and
marked “B”.
8. The company is unable to pay its debts.
9. In the circumstances it is just and equitable that the company be wound up.
Your Petitioner therefore humbly prays as follows:
(1) That the above company be wound up under the provisions of the Companies Act;
(2) Or such other order may be made in the premises as shall be just.
It is intended to serve this petition on Telstar Cable Systems Limited.

TENDER FOR THE SUPPLY AND DELIVERY OF ONE WATER TRUCK—FACTORY FITTED WITH STAINLESS
STEEL WATER TANK AND PUMP FOR THE DIEGO MARTIN REGIONAL CORPORATION, MINISTRY OF
LOCAL GOVERNMENT
TENDERS are invited for the supply and delivery of One (1) Water Truck—Factory fitted with stainless steel water tank and pump for
the Diego Martin Regional Corporation, Ministry of Local Government.
Tender documents can be collected during normal working hours at the Central Tenders Board’s Office, 116, Frederick Street,
Port-of-Spain. Telephone Number: 1-868-625-4330, Fax Number: 1-868-625-1809.
Any technical information can be obtained during normal working hours from Mr. Lutchman Maraj, County Superintendent,
Diego Martin Regional Corporation at Telephone Numbers: 1-868-695-7841 (office) or 1-868-315-7274 (cell).
Tenders must be accompanied by valid–
(a) Income Tax and Value Added Tax Clearance Certificates issued by the Board of Inland Revenue and dated not more than
six (6) months prior to the closing date of the tender;
(b) Certificate of Compliance issued in accordance with the National Insurance Act.
Tenders on the approved Tender Forms in duplicate, should be placed in sealed envelopes clearly marked on the outside: “Tender
for the Supply and Delivery of One (1) Water Truck—Factory fitted with stainless steel water tank and pump for the Diego Martin
Regional Corporation, Ministry of Local Government”.
Envelopes must be addressed to the Chairman, Central Tenders Board, 116, Frederick Street, Port-of-Spain and must be
deposited in the Brown Tenders Box located in the lobby of the Board’s Office not later than 1.00 p.m. on Thursday 18th July, 2013.
Tenders will be opened publicly at the Board’s Office shortly thereafter. The tenderer or his representative may be present at the
opening.
Tenderers should note that the dimensions of the slot on the Tenders Box are 37.5 cm x 5.5 cm and as such, tenders should be
packaged accordingly.
Late tenders will not be considered in any circumstances.
The Board does not bind itself to accept the lowest or any other tender.
The Central Tenders Board reserves the right to cancel the present notice in its entirety or partially, without defraying any cost
incurred by any firm in submitting their tender.
