Building Services
Building Services has all the answers if you
intend to build, renovate or extend. The
City is responsible for administering and
controlling the construction and safety
standards of the built environments.
Formal approval (a building permit) is
required for any building work involving
the development of new structures,
alterations or extensions and changes in
ground levels. These include front fences,
swimming pools and spas, garden sheds,
verandas, gazebos, garages, workshops,
pergolas, dwellings, commercial buildings
including fit-outs and refurbishments,
industrial buildings, changes to levels
(i.e. cut and/or fill) and retaining walls.
The City’s building officers are available to
offer advice on regulations relating to all
building activity in the district.

Citizenship Ceremonies
The City holds citizenship ceremonies on
the first Monday of each month, except
January. The January ceremony is held on
Australia Day. For more information visit the

The City is only responsible for the
ceremonial aspect of the citizenship process.

City Safe Services
The City Safe team’s main roles are to
protect community assets by providing
information and education to the
community on safety, security, Ranger,
parking, fire and emergency issues
through the facilitation and promotion
of partnerships with and within the
community.
Community Capacity Building
The role of the CCB team is to empower
community members to develop the
capability and resources necessary to
make the City of Rockingham a centre of
continuous community growth.
This is achieved by providing the guidance,
support, assistance, knowledge and
connections required to enable community
members to feel a strong sense of local
ownership towards their local and wider
community and the City.
CCB encompasses the following five key
areas-: Sport and Recreation, Community
Development, Active Ageing, Cultural
Development and the Arts and Youth
Development.
Community Capacity Building staff work
together with event organisers and sponsors
to build a vibrant community with access to
a wide range of educational, cultural, artistic
and social opportunities for the community
to enjoy. This team coordinates a diverse
range of programs and special events as well
as planning for the community’s recreational
and cultural future.
Community Centres & Ovals
The City provides a number of facilities
that are available for hire to groups or
individuals.
Community & Leisure Facilities
The City’s Community and Leisure Facilities
Department oversee the management of
Council’s community halls, aquatic and
recreational centres, sport and recreational
reserves as well as the services provided at
the Autumn Centre and Child Care Centre.
Bookings for the Baldivis Community
Recreation Centre, Hillman Hall, McLarty
Hall, Port Kennedy Community Centre,
Secret Harbour Community Centre,
Singleton Hall and Settlers Hills Community
Centre are also administered through
Community & Leisure Facilities.
The seasonal allocation of active sporting
reserves throughout the City and bookings
for weddings, social functions and events on
other non-sporting parks and reserves are
also managed by the Community &
Leisure Facilities.

The Gary Holland Community Centre
features multiple multipurpose designed
spaces and is a suitable space for meetings,
functions, events and exhibitions. Situated
within the Waterfront Village Precinct,
the centre is within walking distance
of Rockingham’s beautiful beachfront,
restaurant and café strip. The centre is
easily accessible via public transport and
is serviced by ample street parking and
parking to the rear of the building.
The centre is also home to the Rockingham
Visitor Centre and the Rockingham Regional
Arts Group.

Community Security Service

The City of Rockingham Security Service
delivers an operational role in the areas of
community safety and crime prevention.
The service operates 24 hours a day, 7 days
a week throughout the year, including
public holidays. Licensed security officers
will respond to a range of issues including:
antisocial behaviour, vandalism and
suspicious behaviour and activity. The
service can also provide a ‘holiday watch’ of
your property if you are going to be away.
Council Elections
Ordinary Council elections are held every
two years. The last ordinary election was
held on 15 October 2011.
Eligible residents should register to vote as
a referendum or extraordinary election may
occur any time between ordinary elections

Emergency Services
Fire Control
The construction of suitable firebreaks
on vacant urban blocks and rural land is
mandatory. Firebreaks are required to be
installed by 30 November and maintained
until 31 May each year. Burning is
prohibited between 1 December and 31
March, and restricted between 1 October
to 30 November and 1 April to 31 May.
Burning of garden refuse or rubbish, unless
approved by the Manager of Health, is not
permitted in residential areas.

Engineering
The City’s Engineering and Parks Services
Division constructs and maintains the
city’s roads, drains, parks and reserves,
public buildings and coastal facilities. You
would talk to them if you wanted to do
planting or have a street tree on your verge
replaced, construct a crossover, report
footpath damage or drainage problems, or
find out when your road pavement is due
for replacement.

Consideration of the environment has
become a major part of the strategic
planning and Council has initiated many
environmental plans and projects.

Health Services undertake a range of
programmes which assist residents to
maintain a healthy lifestyle. These include
Food Safety, Public Building Inspections,
Noise Surveillance and various Health and
Wellbeing programmes.

The City of Rockingham operates three
diverse libraries with combined resources
of over 190,000 items. Library membership
is FREE. To join, you need to provide a form
of identification which shows your current
address.
Once you have successfully joined, you can
immediately borrow from any of the three

Pioneers Luncheon
The City honours residents with a
celebratory lunch for residents who
have lived in the area for more than 50
consecutive years.
Planning Services
Planning approval is required for all
development within the City, other than a
single house and two grouped dwellings
(duplex) and associated structures such
as garages, pergolas and sheds. In the
various Special Residential and Special Rural
Zones, however, planning approval may be
required for certain developments.
The Planning Department guides and
manages land use throughout the
municipality for the benefit of present
and future residents. It is responsible for
all residential, rural, industrial, commercial
and regional centre development. The City
is focused on strategic planning in carrying
out its role and seeks to ensure that
development is consistent with the various
regional and local planning statues and
initiatives.
Ranger Services
Rangers are responsible for a variety of
tasks including the enforcement of State
and local laws and the protection of City
property.

They are on patrol throughout the City
every day of the year, excluding Christmas
Day and Good Friday. Ranger Services
include:
Dogs
All dogs over the age of 3 months must
be registered and on a leash at all times.
Approved dog exercise areas are sign
posted but you must have a leash with
you and be able to restrain the dog from
approaching other dogs and people.
Off-road Vehicles
Use of trail bikes and other off-road vehicles
is not permitted on vacant land within the
City of Rockingham. They may be used on
private property with the consent of the
owner. The nearest permitted area for the
use of trail bikes and other off-road vehicles
is in the Town of Kwinana, off Thomas
Road. Anyone using these vehicles in a nonpermitted area may receive a fine and the
vehicles may be impounded.

A Ranger will be able to clarify any issues
over the phone or arrange to visit at a
mutually agreeable time.
Parking
As Rockingham grows, parking restrictions
will help control traffic flow and promote
safe and accessible parking. Rangers enforce
parking restrictions, particularly in disabled
bays, around schools and footpaths.
Rates
If your circumstances change, particularly
with respect to your ownership or
occupation of the property, or your
eligibility as a senior or pensioner, you
must notify the City or the the Water
Corporation.
Pensioners who meet the eligibility criteria
are entitled to claim rebates of up to 50
percent off the annual rates and emergency
services levy, all other charges must be paid
in full. Contact the Rates team to enquire
about eligibility.
Rubbish and Recycling

Millar Road West BALDIVIS
Council operate a two-bin rubbish service,
one green-lidded bin for general waste
and one yellow-lidded bin for recyclable

materials. For lost or damaged bins, or bins
for a new house, contact Waste Services on
9528 8550.
Green Waste/Bulk Rubbish Collections
The City provides three green waste and one
bulk junk and metals collection throughout
the year. Please refer to the Resource
Recovery Calender for scheduled dates.
Should you require a copy of the calender
please see the City’s website or visit the
Customer Service counter at the Council
Administration Building.
Millar Road Landfill
(Millar Road West, Baldivis)
The landfill facility is open from 7.30am to
4pm, seven days a week (closed Christmas
Day and Good Friday). Entry after 4pm will
not be permitted under any circumstances.
Payment is by tip pass, cash, EFTPOS or
business cheque. Credit accounts may
be approved by prior arrangement.
Fourteen days notice is required to process
applications.
Tip Passes Bar Code
Tip passes are issued as a barcode on the
annual Rates Notice. If the Rates Notice is
lost, owners or authorised representatives
may request replacement tip passes. Proof of
ownership or authorisation is required.
If you have built a new home you will be
issued tip passes on your interim rate notice.
Owners of newly purchased properties
can request any remaining passes for the
property from the Customer Service Centre
in the City Administration Building.

Mulch
Mulch is free of charge from the Millar Rd
Landfill, when available and must be loaded
using your own equipment. Trucks may be
loaded at 8am with 24-hour prior notice.
Recycle Yard
The Recycle Yard at the Millar Road Landfill
Facility accepts:
• Metal goods including whitegoods
• Garden and building supplies
• Furniture and bric-a-brac
• Bicycles, toys and books
• Batteries and gas bottles
• Polystyrene
• Cardboard
Staff will assess the condition at the gate.
Items accepted as recyclables are free of
charge. Some limits or conditions may apply.
Asbestos
Asbestos may be taken to the landfill
facility between 8am to 12 noon and 1pm
to 3pm Monday to Friday, or 8am to 12
noon Saturdays. Bookings are subject to
conditions. All deliveries require 24-hour
notice and the asbestos must be wrapped
and sealed in PVC plastic with a minimum of
0.2mm thickness. For more information on
disposal or to book a delivery call 9528 8550.
Household Hazardous Waste
All hazardous waste should be taken
to your nearest landfill site. Household
quantities up to 20 litres will be accepted
free of charge. Containers must be clearly
labelled with contents.
Street/Verge Trees
The majority of street tree pruning takes
place in winter. Pruning is scheduled by
suburb annually, unless urgent.
Council also offers street trees to residents
for the verge adjacent to your property.
To encourage tree planting and promote
landscaping of your newly constructed
dwelling, Council has arranged for two
trees or shrubs to be made available to each
new ratepayer. These trees are not available
from October to February.
Youth Services

The City of Rockingham has established
The Station Youth Centre and Youth Health
Service to provide free and confidential
services to young people aged between
12-24. The Youth Work Team provide young
people with support, information, advocacy,
referrals, groups and programs from the
duty system at the Station Youth Centre
on Monday to Friday afternoons 1-5pm.
The Youth Workers can also be accessed
at local education settings on Monday to
Friday mornings via the student services
teams and are out in the community on
outreach during weekday afternoons with
the Youth Services activity trailer. The Youth
Health Service provides access to youth
counselling services, sexual health clinic’s
and G.P Service. Contact Youth Services for
