The marriage license application process takes approximately 20-30
minutes to complete. For your convenience we are open during the noon
hour. However, if you are coming late afternoon, we ask that you arrive
no later than 4 p.m. in order to allow enough time for processing.
LEGAL NOTICE: If an applicant has a Social Security Number, it must be
provided on the Marriage License Application according to state law
(1997-98; ACT 191.)

THE WISCONSIN OPEN MEETINGS LAW
Because government belongs to the people, the Wisconsin
Open Meetings Law, found in sections 19.81 through 19.98 of the
Wisconsin Statutes, requires
that public business, with certain
exceptions, be conducted in public.
Under the law, all meetings of governmental bodies are
presumed to be open to the public unless the law specifically allows a
closed session. The county board, its committees, boards, commissions
and agencies are governmental bodies. There are several reasons
allowing a closed session (found in s.19.85, Wis. Stats.) The major
reasons are:
Considering punitive personnel action against an employee of
the body; evaluating performance, compensation, promotion or
employment of a public employee of the body; considering strategies
for crime prevention or detection; conducting public business (such as
purchasing property) where competitive or bargaining reasons require a
closed session; considering information related to personal, social,
medical or financial data of specific people where open discussion
might injure their reputations; conferring with the attorney for the body
to discuss litigation. Specific applications of these exemptions should
be discussed with legal counsel in advance.
The law requires that the public have notice of what will be
discussed at meetings. This requires advance preparation of an agenda
which gives a specific description of the matters to be discussed and
acted upon by the body. The agenda must be prepared at least 24 hours
before the meeting, except where urgent situations require less notice.
The law also forbids use of secret ballots except in certain
elections of offices. No body can convene privately to avoid the law –
any gathering of a majority of the body is presumed to be a meeting. No
body can meet in open session after going into closed session unless
prior written notice has been provided.
The basic rule of the open meetings law is: “access by the
public, to public business”. Where any closed sessions are contemplated,
care should be taken to assure the law is being followed.

The Administration Department is responsible for centralized financial and
budgetary management, and purchasing functions. The department
provides centralized financial management and accounting services
consistent with federal and state laws and Governmental Accounting
Standards Board pronouncements.
As part of the budgetary management function, the department is
responsible for preparation of the annual budget, capital improvements
bonding plan, administrative policies and various special purpose analyses
and reports. As part of the financial management function, necessary
financial information is provided to the County Executive, departments,
County Board and various boards, commissions and committees to aid in
policy making. Accounting activities include preparation of financial
reports and audits, maintenance of the books (general ledgers, accounts
payable, etc.), indirect cost allocation and bonding. Purchasing provides
centralized purchasing capabilities for all departments as well as facilitates
the proposal and bid process to ensure contracts are awarded to the
vender or firm that will provide the best value for the taxpayer’s dollar.

The Aging and Disability Resource Center (ADRC) provides information,
assistance and advocacy on issues affecting older people, adults with
disabilities, and their families. Information, advice and access to a wide
variety of services is provided in a welcoming and accessible
environment. Assistance is also available to help arrange and coordinate
community resources needed to maintain independence.
In addition, the ADRC provides benefits counseling on private and
government benefits and programs. Staff can help determine eligibility,
assist with applications and other paperwork, and advocate on behalf of
consumers if a benefit is denied.
Four permanent Add Life Centers (Green Bay, De Pere, Pulaski, and
Denmark) serve as the focal points for the delivery of prevention,
educational, and social programs. The nutrition program provides hot
noon meals five days per week at nine meal sites and home-delivered
meals are available to the homebound. The Resource Center recruits,
screens, and matches workers to provide persons with non-medical, inhome services on a fee-for-service basis.
The ADRC serves as a clearinghouse of information about long-term care
and maintains a comprehensive data base of services available in our

As the third largest airport in the State of Wisconsin, Brown County
Austin Straubel International Airport operates a 24 hour, 365 day a year
operation. As such, the airport is a key ingredient to northeastern
Wisconsin’s economic growth and quality of life. The airport provides job
opportunities for over 2,000 people and contributes over $120-million
annually into the region’s economy. The airport is strictly a self-funded
enterprise fund, with a $11.1 million operating budget that has no impact
on the county tax levy.
Austin Straubel International Airport serves the citizens and business
community of Brown County and Northeast Wisconsin by operating the
facilities necessary to support commercial and general aviation activities.
The airport is currently served by six airlines with worldwide connections
through four major cities. In addition, the airport is host to a multitude of
support businesses such as parking facilities, car rental agencies,
restaurant/lounge, fixed base operators, gift shops, air freight companies
and custom brokerage.
Austin Straubel International Airport is also a regional base of operations
for the Transportation Security Administration serving the upper one-third
of Wisconsin. Additionally, the airport is a U.S. Customs Port of Entry,
capable of handling international regulated garbage.

The purpose of the Brown County Child Support Agency is to provide
services to custodial, non-custodial parents and dependent children in
establishing paternity, when necessary, and establishing and enforcing
child support and medical support orders. As part of those functions, the
agency locates absent parents and reviews orders to ensure compliance
with federal and state guidelines. The millions of dollars the child support
program collects each year, directly benefits the children and families of
Brown County and provides a savings for taxpayers.

The purpose of the Brown County Circuit Court system is to hear and
determine, within the Brown County circuit, all civil and criminal actions
and proceedings unless exclusive jurisdiction is given to some other court.
The purpose of the Court Commissioners, appointed by the Circuit
Judges, is to aid in minimizing court delays by handling certain cases as
directed by the Judges. The purpose of the Register in Probate,
appointed by the Circuit Judges, is to maintain records and provide
information and counsel to attorneys and individuals involved in probate

The Circuit Court Commissioners assist the judiciary by handling criminal,
traffic, small claims, juvenile and mental health hearings, and serve as
Assistant Family Court Commissioners. The Family Court Commissioner
handles family court matters including divorce, abuse injunctions, and
child support enforcement.
The Register in Probate fulfills its mission and serves the Probate Court
and the public by accomplishing several major functions. The Office
maintains all records for the court, prepares records for the Court of
Appeals and advises the Director of State Courts of all record statistics.
The Department schedules matters before the court with concise
information regarding the issues involved; issues orders for hearings; and
takes testimony of witnesses under oath for proof of heirship and wills.
As the focal point for all adult and juvenile alcoholic, mental health and
drug commitments, the office prepares necessary documentation and
schedules hearings. Attorneys and the public are advised regarding
Probate matters and changes in estate, trust and guardianship. The office
also audits and approves/disapproves all guardianship, conservatorship
and trust annual accountings and currently supervises the maintenance of
states, commitments, guardianships and conservatorships, and trusts.

The purpose of the Brown County Clerk is to perform services for the
public, including conducting elections, issuing and the distribution of
Federal, state and county licenses and permits, publish annually the
Brown County Directory, and supports the County’s government
information line. The County Clerk also serves the County Board by
assuring completion of necessary support functions. The County Clerk
is responsible for conducting county, state, and national elections to
include: publishing of legal notices; filing of nomination papers; coding,
printing, and distributing ballots; tabulating, canvassing and releasing
election results; and storing and maintaining election records, supplies,
and ballots. The County Clerk’s Office also maintains the statewide
voter registration records to comply with the federal HAVA Act. The
County Clerk’s Office acts as an agent for the Department of State,
accepting applications for U.S. passports. Marriage licenses/Domestic
Partnerships are issued to include obtaining confidential information,
and the collection and payment of funds as necessary. In conjunction
with the Treasurer’s Office, the County Clerk issues logging permits for
Brown County.
Dog licenses are received and distributed to
municipalities, as an agent of the state, to include the distribution of
forms and the generation of reports. The County Clerk’s Office also
issues golf passes and certificates for the Brown County Golf Course;
issues boat launch permits and work permits for minors; issues
emergency alarm permits; and receives and opens bids for Brown
County projects. In addition, the County Clerk serves the County
Board by recording and publishing the County Board proceedings,
assuring compliance with open meeting and record laws, and
maintains files of legal papers and other documents. The Clerk’s Office
provides numerous other auxiliary services, as required by law, to all
constituencies internal and external to Brown County including annual
payments for the upkeep of Veterans’ Graves to Cemetery
Associations.

The Clerk of Circuit Courts office is responsible for the administrative
management of Brown County’s Circuit Courts and Commissioner’s
Courts, except the Probate Branch. The Clerk of Circuit Courts is
organized around seven areas of law; criminal, traffic, family, small
claims, civil, juvenile, and paternity. The office provides support
services for the court actions relating to the above, specialized areas.
This Department also manages the courts’ jury system, financial
functions, and maintains the court files. Statutory functions include court
clerk staffing, opening, closing, and archiving files, issuing court
directives, receipting fines, fees, and forfeitures, docketing records,
minutes and orders, and servicing the public, in person, and by
telephone.

The Brown County Community Treatment Center is a County operated
and State licensed inpatient psychiatric hospital and nursing home.
Admissions to the Nursing Home may be arranged by calling the Center
during weekdays from 8 a.m. to 4:30 p.m. Emergency protective
placements are accepted at all times via legal process.
Emergency hospital admissions are screened by the Family Services Crisis
Center at 436-8888.
Adults may be admitted for hospital care, pursuant to State law.
Consultation to other area nursing homes is available also. The facility
commonly has an average census of 80, in two different licenses.
Brown County Shelter Care is a County operated State licensed facility
providing unlocked shelter for area youths. This is a 24 hour facility.
Children of middle school or high school age are admitted who have
histories of running away, family or legal problems. An intake worker
must first screen and provide an authorization according to State
standards. Intake workers are accessed at 448-6035 or the Crisis Center
during nights and weekends. Supervision and planning for permanent
services are begun at the Shelter Care. This is a temporary care facility.

The legislative body of the County is the Board of Supervisors, which
consists of 26 members who are elected by districts to a two-year term
in even number years. From its members, the Board elects a Chair and
a Vice-Chair as officers of the County Board. There are six standing

Education and Recreation; and Planning, Development and
Transportation. Several subcommittees exist within each of the
standing committees.

The District Attorney's Office provides a range of services including:
prosecution,
investigation,
extradition,
victim/witness
services,
education/advice, and representation of county or state agencies in
various proceedings. Regarding prosecution, the Office prosecutes adult
criminal violations; noncriminal violations of the county code; juvenile
delinquent matters; all criminal traffic offenses and noncriminal traffic
citations issued by the State Patrol or Brown County Sheriff. The
Victim/Witness Program assists victims and witnesses by providing
notification of court dates, gathering information for restitution, referring
victims to appropriate agencies, and advising victims and witnesses
regarding case disposition. The Office is available 24 hours per day to
advise law enforcement agencies in an emergency and also provides
education on an ongoing basis regarding the current status of criminal
law. State or county agencies are represented by prosecuting violations
regarding natural resources, liquor laws, unemployment compensation
fraud, welfare fraud, election/open meeting law violations, wage claims
and consumer protection violations.

The County Executive is the chief executive officer and chief elected
official of the County. As such, the Executive is responsible for the
administration and management of the County. The Executive appoints
and supervises department heads; appoints members to boards and
committees; represents the interests of the County at the local, state and
federal level; and prepares and submits an annual County budget to the
Board for review. The Executive’s office also collaborates with County
departments, local officials, and the general public to further the interests
of the County; provides legislative research support; addresses
constituent concerns; and promotes the County through positive
representation at community events. There are currently 29 County

The purpose of the Brown County Facility and Park Management
Department is to provide a safe, efficient environment for the
administration and operation of the County’s programs and services by
utilizing the most efficient and cost-effective management practices,
preserving and extending the useful life of county facilities, and providing
the highest quality and value to the County’s stakeholders.
The Brown County Facility and Park Management Department provides
facility services to Brown County buildings (encompassing over 1.4 million
square feet) and their respective grounds. Major services of the
Department include:

maintenance, repair and emergency service, housekeeping, contracted

treatment, rehabilitation, and related case management services to
persons in need. Program eligibility varies according to state and federal

The Information Services (IS) Department is responsible for technological
investments across Brown County involving computers and related
hardware devices, software, technology services and telecommunications.
As part of the technology management function, strategic project insight
is provided to the County Executive, County Board, departments and
committees to allow for wise use of Brown County finances and resources
on initiatives involving technology. Support of the Brown County staff
computers and the library public use computers is performed by the IS
Department. The IS Department maintains a WIFI public internet
network accessible in most county office locations, libraries and airport.
There is also a private fiber optic cable network connecting many of
Brown County locations consisting of 31 miles of cable that is managed
as part of the local area network. A unified communications network

corpse for any reason must also be authorized by the Medical

The Brown County Facility and Park Management Department operates
18 parks, recreation, and natural areas comprised of over 3,600 acres.
These include the Reforestation Camp, Barkhausen Waterfowl Preserve
and Fort Howard Paper Foundation Wildlife Area, Brown County Park,
Suamico Boat Landing, Brown County Fairgrounds, Pamperin Park,
Wrightstown Boat Landing, Way-Morr Park, Lily Lake Park, Neshota Allan
De Wane Park, Fonferek’s Glen, Wequiock Falls County Park, Bay Shore
Cecil De Peau County Park, St. Francis Park, and the Brown County
portions of the Fox River, Devil’s River and Mountain-Bay State
Recreational Trails.
Facilities include campgrounds, boat landings,
interpretive centers, disc golf, playgrounds, pet exercise area, picnic
areas, rental shelters and rifle range. The park system has 22 miles of
mountain bike trails, 26 miles of equestrian trails, 44 miles of cross
country ski trails, 20 miles of hiking and interpretive trails, 34 miles of
State recreational trails and 192 miles of snowmobile trails located
throughout the county. The department also oversees lease agreements
for the Triangle Winter Sports Area, National Railroad Museum and

Within the Planning and Land Services Department, the Planning Division
undertakes planning activities in six general categories: Transportation
includes all urban and rural transportation planning. As the Metropolitan
Planning Organization (MPO) for the Green Bay urbanized area, staff
works with the urbanized area communities, county highway and WI DOT
to plan the area’s motor vehicle, bicycle and pedestrian system. The
MPO also acts as the planning staff of the Green Bay Transit System.
Local Assistance includes assistance to municipalities for comprehensive
planning, zoning ordinances, zoning and official maps, area development,
recreation plans, interpretation of ordinances and advice regarding
planning issues. Natural Resources includes administration of various
regulatory and non-regulatory environmental programs and providing
education, information and assistance to officials, citizens, surveyors,
realtors, and developers.
Specific duties include erosion control,
stormwater management, environmentally sensitive area identification,
public sanitary sewer extension and service areas, open space and
outdoor recreation planning. Land Use includes administering the county
subdivision and platting regulations. In addition, staff serves as an
objecting agency for subdivision plats within cities and develops Area
Development Plans, erosion control and stormwater plans and the land
use recommendations in the Brown County Comprehensive Plan – A
Vision for Great Communities.
Economic Development includes
coordination of the Brown County Economic Development Loan Program
and Wisconsin Department of Commerce economic development loans.
Land Information Office (LIO) using Geographic Information Systems

Within the Planning and Land Services Department, the purpose of the
Brown County Property Listing Division is to process the documents that
affect land boundary location, title interest and extents, and property
taxation status so land interest can be identified, listed, mapped,
assessed, and taxed; to preserve and maintain the Public Land Survey
System (PLSS) and the records thereof, and provide technical and/or
professional assistance to the public concerning issues related to land
ownership or location.
The Property Listing Division’s function is to carry out statutory duties to
create and maintain a current property listing file and mapping system
which accurately displays the ownership, mailing address, taxing status,
geographic location, enclosed area, and a map of every tax parcel of land
within the County. The department also carries out the statutory duties

The Department of Public Safety Communications provides Brown County
Emergency Communication Services and Emergency Management to all
citizens and public safety field officers in Brown County. The provision of
public safety communications originates from citizen initiated calls for
service or public safety field personnel requests for information and
response. The department provides the information flow between
citizens who are in need of public safety emergency and non-emergency
assistance and those who respond to those needs. We also provide
proactive planning and local government assistance in the protection of
lives, property, and the environment in time of natural and man-made
disasters.
This department is obligated to operate the recognized Public Safety
Answering Point for 9-1-1 service in Brown County 24 hours a day, 7
days a week. This organization is charged with providing the staffing,
services and solutions to meet the common communication and data
needs of all public safety agencies in Brown County. The department
manages the voice radio networks and consoles, telephone answering
consoles, data radio network and software, dispatch software, voice
logging and other integral public safety communications information
systems. This department is also obligated, through the Emergency
Management Office, to ensure the effective planning and continued
operation of Brown County and all its community in the event of
emergency situations through countywide disaster planning and
emergency command operations.
The coordination of personnel,

The Brown County Sheriff’s Department fulfills its mission by providing
patrol, investigative, court, jail and administrative services. The Patrol
services provide protection for the life and property of all citizens and
enforce traffic regulations throughout Brown County. Through police
service contracts, the Patrol Division of the Brown County Sheriff’s
Department provides police services to the Villages of Allouez,
Bellevue, Howard and Suamico. The Investigative Division function
involves all levels of criminal investigation for both adults and juveniles.
This Division includes photo/identification officers and the school
liaison program. The Jail Division provides a safe, secure, and humane
environment for all individuals confined to the custody of the jail. The
Support Services Division provides court security, warrants, inmate
transportation, and oversees the civil process officers and data
management for the department. Through the Professional Standards
Division, all of the department’s training needs are provided, and
policies and procedures throughout the department are kept current.
This division includes internal affairs, pre-employment investigations
for Sheriff’s personnel and oversight of the Drug Abuse Resistance
Education (DARE) Program. The Administrative Division oversees
various administrative matters such as the Drug Task Force, record
keeping, Brown/Outagamie Bomb Squad and the Emergency Response
Unit.

The purpose of the Syble Hopp School programming for children with
disabilities is to provide educational settings and deliver services to
students with developmental disabilities (cognitive and early childhood
disabilities) from three to twenty-one years of age residing in the school
districts served (Ashwaubenon, Denmark, De Pere, Howard/Suamico,
Pulaski, West De Pere, Wrightstown). Programming will place emphasis
on the identified needs of the special population resulting in a selfconfident student who has grown and developed into a productive
member of the community. Local educational agencies are responsible
for the provisions of educational services and programs to children with
disabilities who reside within their school districts, per Wisconsin
Administrative Code Public Instruction 11, Wisconsin Statute 115 and
Federal Law Individuals with Disabilities Education Act. The Brown
County Children with Disabilities Education Board (BCCDEB) may
collaboratively provide programming and administrative supervision.

The Brown County Treasurer provides for the orderly collection,
disbursement, and recording of all monies received or disbursed by the
county. The County Treasurer is also charged with maintaining records
of transactions affecting taxes and the safekeeping of all county funds
including the investment of those funds as prescribed by the County
Board. The Brown County Treasurer's Office provides three major
activities. First, in accordance with state statute, the Office keeps records
of all monies appropriated and disbursed regarding: general property
taxes, bail, fines or forfeitures imposed by the courts for violation of state
laws or county/municipal ordinances, fish and game fees, boat launch
fees, and all other monies received by the County. Second, the County
Treasurer is charged with the safekeeping of all county funds and invests
such funds consistent with state statute and County Board policy. The
Office maintains property tax records and is responsible for the collection
of property taxes.
The Treasurer handles transactions affecting
delinquent taxes and foreclosures.
The County Treasurer's Office
provides information and services to local municipal governments,
treasurer's assessors, clerks, and to the public.

The Brown County UW-Extension Office provides information, education
and research. Major programs focus on Family Living, Agriculture,
Horticulture, and 4-H/Youth Development. The Family Living program is
intended to identify and address the concerns and needs of families and
provides educational programs on nutrition and food safety, human
development, and family financial management. Programs in Agriculture
focus on dairy, forage crops, farm business management and pesticide
use and training. The Horticulture program provides information and
education to homeowners and the commercial horticultural industry. The
4-H/Youth Development program involves Brown County youth in
learning life-long skills, experimental learning, and leadership
development for youth ages 5-19.

The Veterans' Service Office aims to aid Veterans, and their dependents
and beneficiaries, in securing the wide range of V.A. benefits, to which
they are entitled, as efficiently and courteously as possible. The office
assists in obtaining benefits by advising persons on possible remedies
available through the Veterans' Administration or the Wisconsin
Department of Veterans' Affairs, by obtaining necessary public records
and supporting evidence, filing appropriate forms with benefit agencies,
and follow-up and maintenance of a file. The Office administers the
county's fund to provide aid to needy veterans. Finally, as part of its
service, the Office provides information and referral as necessary to assist
in obtaining remedies available through other resources.

Within the Planning and Land Services Department, the purpose of the
Brown County Zoning Division is to promote public health, safety and
welfare, protect the environment and maintain high-quality surface and
subsurface water for all Brown County residents. This is monitored via
good land-use practices in the unincorporated areas and also by contract
with the Village of Bellevue. Proper sanitary disposal of private sewage is
monitored countywide.
To fulfill its mission, the Zoning Division is authorized to issue sanitary
and shoreland permits to assure conformance with code requirements.
Sanitary permits control all private onsite wastewater treatment systems
(POWTS) while shoreland permits control shoreland/floodplain/wetland
use.
The Division assists citizens with concerns and investigates
complaints as necessary. The Division also administers and issues
permits for the non-metallic mining reclamation program to ensure
compliance with State code.

Devil’s River State Recreational Trail - Village of Denmark

bicycles, dog walking and in-line skaters. Portions of trail open
to horseback riding. Trail runs south from downtown Green

Mountain-Bay State Recreational Trail – 83 mile (13 miles within

BROWN COUNTY
HISTORICAL BACKGROUND
Brown County has been called the birthplace of Wisconsin.
Within its boundaries the first white man set foot in the state when Jean
Nicolet stepped ashore at Red Banks in 1634. The mouth of the Fox
River nourished the first religious missions and fur trading posts, and
there the first permanent white settlement began with the arrival of
Charles De Langlade and his family about 1745.
In 1671 Jesuit Father Claude Allouez established the Mission of
St. Francois Xavier at the foot of the De Pere rapids. The mission was a
center of religious and commercial activity until it closed in 1728,
although its work was intermittently halted by Indian hostilities. In what
are now the Chicago & North Western Railroad yards in Green Bay the
French built a small stockade fort as a base for operations; it
subsequently became a British post and, finally, the site of the U.S.
Military Post of Fort Howard.
Although the Treaty of Paris, ending the American Revolution,
gave what is now Wisconsin to the new United States, the infant republic
was unable to assert sovereignty until the close of the War of 1812. Fort
Howard was established in 1816, shortly followed by the vanguard of
pioneers from New England and New York, who gradually pushed the
original French-Canadian settlers into the background while laying the
foundations of today's communities.
Brown County, formally established as part of the Michigan
territory in 1818, comprised the entire eastern half of the State of
Wisconsin. It was named for Major General Jacob Brown, one of the
successful military leaders of the War of 1812 and subsequently Generalin-Chief of the United States Army. Fort Howard was named for Brig.
Gen. Benjamin Howard, an otherwise undistinguished soldier, who died
while in command in the West during the war.
By the time Wisconsin Territory was established in 1836 the
southern third of Brown County had been amputated to form new
counties in the more rapidly growing southeastern portion of the territory.
When Wisconsin became a state Brown County included what are now
the counties of Door, Outagamie, Kewaunee, and Oconto but by 1852

these had been withdrawn and Brown was confined to its present area of
538 square miles or 344,320 acres.
The first Courthouse was established in 1824, in a log cabin.
The site is marked by a monument in Heritage Hill State Park in the
Village of Allouez.
Among the early Yankee pioneers were Daniel Whitney,
Morgan L. Martin, James Duane Doty, Henry S. Baird, Joel S. Fisk, William
Dickinson, John Penn Arndt and Hoel S. Wright, all of whom played
significant roles in the settlement of the area. In 1829, Whitney platted
the Town of Navarino, which eventually became the downtown business
district of Green Bay, while his rival Dickinson moved south to establish
De Pere. On the original 1835 map of the Town of Astor, John Jacob
Astor, Robert Stuart and Ramsey Crooks are listed as the proprietors
(developers) of the Town which was adjacent to the Town of Navarino.
Hoel S. Wright developed Bridgeport, a community to the south on the
Fox River. The name was later changed to Wrightstown to honor its
founder.
An 1837 referendum to locate a county seat resulted in De
Pere capturing the prize when Astor and Navarino canceled each other's
vote. The defeat taught the rivals a lesson and they joined as the
Borough of Green Bay in 1838, but De Pere remained the county seat
until Green Bay was incorporated as a city in 1854.
As the area gradually filled up, the county was divided into
towns. By 1935 the Towns of Green Bay, De Pere, and Howard had
been established. In 1906, the last town established was Hobart creating
20 towns in all. The total was reduced when the Town of Howard
became a Village in 1959 and the Town of Preble consolidated with the
City of Green Bay in 1964. In recent years the Towns of Allouez,
Ashwaubenon, Bellevue, Hobart and Suamico have changed to Village
status.
Removal of the Menominee Indians and the withdrawal of the
Fort Howard Garrison in the 1840's opened the west side of the Fox River
to settlement. In a short time, the villages of West De Pere and Fort
Howard sprang up to dispute industrial leadership with De Pere and
Green Bay. The bitter rivalry both stimulated and retarded progress until

the De Peres consolidated in 1889 and Green Bay and Fort Howard
followed suit six years later in 1895.
Courthouse
The first courthouse in Green Bay was a versatile little building
on the site of St. Willebrord's Church, it also served as City Hall, a public
meeting place, a schoolhouse and as the first church of the St. Willebrord
congregation. A second courthouse, built at the southwest corner of
Jefferson and Cherry Streets in 1868, remained in use until the
completion of the present courthouse in 1910.
C.E. Bell's Brown County Courthouse is an impressive BeauxArts Structure, situated in a relatively small urban environment. Its
characteristically Beaux-Arts, cross-axial approach provides a lasting
impression of this finely proportioned and balanced design. The very lack
of unnecessary details emphasizes its geometrically ordered elevations.
It is three-stories high, plus an attic story and the dome. All four
entrances utilize the Ionic order. The main entrance, balanced by
coupled Ionic columns, projects more and is made more imposing by the
slightly taller pediment. The composition adheres to the three-bay
system, showing great concern with symmetry, balance and clarity.
Rustication varies, and it provides surface contrasts. The design is very
symmetrical. The dome is square at the base, with four massive corner
piers, and Ionic columns, both single and coupled from where the cupola
rises, surmounted by the lantern.
Franz Rohrbeck, the noted panorama painter of San Francisco
and Milwaukee, painted murals in the courthouse showing Jean Nicolet's
landing in 1634, Indian Battles, Old Fort Howard, and arrival of Father
Claude Allouez in the company of an Indian Chief. For the dome,
Rohrbeck used allegorical subject matter -- Justice, Agriculture,
Commerce and Industry. The Brown County Courthouse has nobility and
dignity, and Bell's mastery of Beaux-Arts style shows selectively in motifs
and fine proportioning of the mass.
Standing on the northeast corner of the courthouse grounds,
Sidney Bedore's sculpture, "Spirit of the Northwest", showing the early
Jesuit Missionary Father Claude Allouez, the French Explorer-Trader
Nicolas Perrot and an Indian, complements the classically-oriented

building. To the west of the “Spirit of the Northwest” lies the Replica of
the Liberty Bell, which was dedicated on September 11, 2002. David Lee
Gauthier of Green Bay was the director of the Liberty Bell project. The
project was a tribute to the innocent lives lost in an attack on America on
September 11, 2001. The dedication of the Liberty Bell at the Brown
County Courthouse on September 11, 2002, marked the 250th
Anniversary of the Liberty Bell.
Industries
Brown County is composed of 13 townships, 9 villages and two
cities, of which Green Bay is the largest. Green Bay is one of the most
progressive and rapidly growing cities in Wisconsin while still retaining
some of the most beautiful and charming residential suburbs.

The principal industry of the Green Bay area is that of
papermaking. The papermaking industry consists of paper mills, pulp
mills and paper converting companies. These mills specialize in tissue
papers, such as toilet paper, towels, napkins and tablecloths, with some
wrapping and printing papers, and in chipboard for the manufacture of
boxes, all of which are used throughout the nation.
Green Bay is one of the largest cheese processing,
concentrating and shipping center in the U.S. Brown County is also the
home of an internationally recognized manufacturer of custom log
homes. Other important industries located in Brown County are furniture
factories, automobile parts plants, cold storage plants, dairy products

plants, fisheries, meat packaging and processing, machinery production,
transportation, tourism and national communications
Green Bay is home base for one of the nation's most
recognized environmental quality paper converters and recycling
companies. In fact, the recycling industry is fast becoming a sizable
economic force in new jobs: paper, plastics, and wood products are all
being recycled/processed locally.
Agriculture
Agriculture is an important economic force in Brown County,
providing 15,234 jobs (almost 8.5% of the county’s workforce of
179,992) for Brown County residents. Brown County ranks in the top ten
counties in the state for agricultural, milk and dairy products sold,
accounting for $3.3 billion in economic activity in Brown County. Who
owns the farms in Brown County? Individuals or families own 88%;
Family partnerships own 8.5%; Family-owned corporations own 3.3%;
and non-family corporations own 0.2%. These farms in Brown County
account for approximately 2.3 million pounds of milk produced from
approximately 40,000 dairy cows.
Tourism/Recreation
Brown County boasts numerous tourism attractions which
include: Heritage Hill State Park, the N.E.W. Zoo, the National Railroad
Museum, newly renovated Lambeau Field, the Packer Football Hall of
Fame, Green Bay Botanical Gardens, Triangle Sports Area, Neville Public
Museum, World Trade Center 911 Memorial, Hazelwood Historic House
Museum, Bay Beach Amusement Park and Wildlife Sanctuary, Fox River
Trail, Weidner Center for the Performing Arts, Meyer Theater and many
others.
The Fox River is once again becoming a major attraction for
water sports, sport fishing and walleye hatchery. Much of the success is
due to the improvement of the water's quality and waterfront
development/planning.

Transportation
The Green Bay area is the transportation hub of Northeastern
Wisconsin. Our highway system has the only complete beltline in
Wisconsin.
Together with rail and port facilities, there is excellent cargo
service provided by Canadian National.
Many trucking firms haul cargo out of Green Bay, with one of
the nation's largest (Schneider National) having its headquarters and
terminals located within our boundaries.
Brown County has one of the finest harbors on the Great
Lakes, and the Port of Green Bay is an international port for domestic and
foreign trade. Ocean vessels also call at the Port of Green Bay on a
regular basis. The commercial tonnage entering the harbor has annually
averaged more than 175 ships and 2 million tons.
Austin Straubel International Airport is owned by Brown
County and was named in honor of Lt. Col. Austin Straubel, a Green Bay
native, killed in action while serving the U.S. Air Corps in the South Pacific
in February 1942. Austin Straubel International Airport is the third largest
airport in the State of Wisconsin and has title to 2,500 acres.
Education
Brown County offers higher education opportunities and is
home to the following institutions: The University of Wisconsin-Green
Bay (UWGB), St. Norbert College (SNC), Northeastern Wisconsin
Technical College (NWTC), Bellin School of Nursing, ITT Technical
Institute, Martins College of Cosmetology and WI College of Cosmetology.
The following institutions also offer classes in Brown County: Concordia
College, College of Menominee-GB, Lakeland College, Rasmussen
College, Silver Lake College, and Viterbo College.
UWGB was established in 1969. Academic offerings were
expanded in the fall of 1974 to include a Master's Degree program.
Undergraduate enrollment on the 600 acre campus is approximately

the Fox River in De Pere. The institution was founded in 1898 by the

Green Bay Packers
The Green Bay Packers are the only publicly owned
professional sports franchise in the United States, this gives the Packers’
a fan base of people from all around the world.
Green Bay Packers football has been synonymous with
leadership, talent, and winning, thanks to the likes of Lambeau, Hudson,
Canadeo, Lombardi, Starr, Taylor, Davis, Nitschke and numerous others
who are today enshrined in the Pro-Football Hall of Fame. Green Bay
holds the distinction of being nicknamed “Titletown, U.S.A.” because of
the Packers’ domination of professional football throughout the 1960’s.
The Green Bay Packers have captured the National Football
League Championship on 12 occasions. In addition the team won Super
Bowls I and II, then known as the inter-league playoff, between the
champions of the National Football League and the American Football
League. In 1996, the Packers won Super Bowl XXXI.
