GENERAL: The First Annual Bluffton JROTC Drill Meet is a competitive drill Meet that will be held on-site at Bluffton High School. The date of the meet is Saturday 22, November 2014. The Commanders briefing will be at 0730 hrs. in the JROTC classroom. JROTC cadets, other high school students, their parents and friends are invited and encouraged to attend the drill meet. 2. PURPOSE: The purpose of this SOP is to set forth rules and procedures governing the conduct of the Bluffton JROTC Drill Meet Competition. The provisions set forth in this document are binding. Acceptance of the SOP constitutes willingness for its entries to be governed, scored, and awarded recognition by the provisions of said SOP. It is the responsibility of each unit to be familiar with the information contained herein. 3. REGISTRATION: 1. The registration fee is $100.00 per school. The registration fee entitles the school to one entry in each category. All categories need not be entered; however, the registration fee is the same. 2. You should register early for the meet. While faxed registration forms and emailed forms will be accepted, they must be followed up by a check for at least half the total amount of the entrance fees. Your slot cannot be guaranteed if the payment is not received by the due date. You must return at least 50% of registration fees postmarked NLT 31 October 2014. You will need to pay 100% of registration fees NLT 22 November 2014. 3. At the time of registration, a team will be given the following items: a. Receipt for payment (including any refunds) b. Participant Roster (to be returned to the registration table with any changes) 4. At least four teams must compete in an event for the event to be scheduled and held. Schools will be notified of any event cancellations and refunded appropriately. Participation will be limited to the first 15 schools that register. 5. IDR Knockout tickets will be sold the day of the meet at the registration table for both the armed and unarmed events. Cost of the tickets is $1.00 for each person per event. 6. A letter confirming your registration will be emailed to your unit upon our receipt of the registration form and the fees. We will also attempt to confirm your registration by telephone. 7. The drill schedule with your drill times and any changes will be sent out by 3 November 2014. 8. Make all checks or money orders payable to: Bluffton JROTC 9. COMPETITION TIMES: Competition times will be determined by random selection. Each school will be notified of its competition time 3 weeks prior to the date of the Meet. 5. INCLEMENT WEATHER PLAN: In the event of inclement weather, the drill meet will be canceled and registration fees will be refunded. 6. WEAPONS SECURITY: Weapons will be the responsibility of the school advisor and/or unit commander. A weapon storage area will not be provided. 7. COMPETITIVE CATEGORIES: The meet will consist of the following events: The Inspection will be used for any tie breakers. Score sheets 1. Score sheets are triple-checked, as well as inputted and totaled on a computer program designed for this event. The score sheets to be used at this event are located in this SOP. 2. Complete scoring packages are planned to be given to each school immediately after the Awards Ceremony on Saturday evening. If not available, Army Instructors will mail them after the event. Questions regarding scoring or score tabulation may be addressed either before or after the event by contacting LTC John Carothers or SFC David Wettrich at our office. 9. Awards Ceremony 1. The Awards Ceremony will be held following the Knockout Drill on Saturday evening in the Bluffton gym. No placements are announced or scores posted in advance. The Awards Ceremony is as much a part of the Bluffton Drill Meet as any team event. 2. All teams are encouraged to attend the awards ceremony in uniform. During the ceremony, when trophy placements are announced, the unit company commander (or their designee) should come to the center stage area to receive the unit’s trophy and then return to their unit’s formation with the trophy. 3. Seating for parents and other spectators will be in the bleachers of the gym. 4. First, Second, Third place trophies are awarded for the following events: a. Armed IDR Platoon b. Armed IDR Squad c. Unarmed IDR Platoon d. Unarmed IDR Squad e. Unarmed Freshman IDR Squad c. Armed Exhibition Platoon d. Armed Exhibition Squad e. Armed Exhibition Duet f. Armed Exhibition Individual g. Color Guard h. Freshman Color Guard 5. First through third place trophies are awarded to cadets for each IDR Knockout competition. Fourth through tenth place will receive medals. 6. In the event of a tie in an event listed above, the highest inspection score will be used. 7. A trophy will be awarded to the Best Overall Inspection. 8. Commander’s Trophy Note: A unit must participate in all events, except the all-freshman team and individual and duet team to be eligible for the Commander’s trophy. The unit with the highest average will be awarded the Commander’s trophy at the end of the competition. 10. Drill Area Sizes a. b. c. d. e. During report in, the Unit Cadet Commander reports-in to the Head Judge. To report in, he/she should state:“(school name) Unit from (city, state) reporting in for (event)” 2. Armed & Unarmed Drill Teams will maintain the following competing cadet team sizes: Color Guard — 4 cadets, two rifles/two flags (ONLY units of 4 compete - no exceptions) Platoon IDR (Armed/Unarmed) — 13 Cadets plus Commander min. no max. Squad IDR (Armed/Unarmed) — 8 Cadets plus Commander min. no max. Platoon Armed Exhibition — 12 cadets plus a commander min. no max. Squad Armed Exhibition — 8 cadets plus a commander min. no max. Knockout Drill (Armed/Unarmed) — All JROTC competition roster cadets may enter both the Armed & Unarmed Knockouts 3. During IDR & Exhibition competition, teams will receive a 25-point penalty per missing cadet. With a maximum of two missing cadets allowed (for a 50-point penalty). No team may compete in these events with more than two cadets missing. No team may compete in Color Guard without 4 cadets (two rifles/two flags). 4. A 5-point penalty for going out of bounds. 5. Incorrect cadence (Too fast or too slow) 5-point deduction. 6. Improper drill sequence 5-point deduction. 7. The standard cadence for IDR and Color Guard Drill is 112 to 120 steps per minute. In all other facets of the event, cadence is left up to the discretion of the performing team. 8. During IDR/Color Guard, the performance of extra movements not required by the sequence (done primarily to avoid boundary violations, i.e., Mark Time, to the Rear March, etc.), will result in a 5-point per-occurrence deduction. 9. Shoe taps MAY NOT BE WORN during ANY FACET of the Drill competition. Also, no bayonets, or musical instruments, (bugles, drums...ANY musical instrument), are allowed to be used or carried by anyone at the event. Additionally, no horns, whistles, or any other artificial noise-making devices may be used at the event by anyone at any time. Teams failing to follow this rule may be removed from that competition event. 10. Schools with any questions regarding what is and is not authorized equipment for use should check with their School Instructor prior to attending the event to clarify this issue. 11. No restrictions are placed on the team uniforms, but all team members must be in the same uniform. 12. Event Judging 1. Non-Commissioned Officers (NCOs) or Drill Sergeants from various active and reserve units judge all competition events. 2. Each team of judges has a designated head judge. 3. The head judge will be positioned for report in and out. 4. Only exhibition teams may reposition the head judge within the floor boundaries for reporting in and out. 5. Each event will be judged by the same judging team to ensure consistency and fairness. 6. Judges’ decisions are final. Any appeals will be brought to the attention of the Drill Meet Officer (DMO) Cadet CSM or Drill Team Advisor (DTA). 7. All judges will be addressed as either “Sergeant” or “Drill Sergeant”. 8.. Three judges will be utilized as scoring judges in each competition area. Judges are supplied with all needed manuals and regulations to execute their judging duties. Also, judges are given a detailed briefing the day prior to the competition to ensure everyone is prepared to give the cadets the best effort possible. 9. Judges will not discuss personal evaluations concerning completed performances among themselves. They will, however gather after each performance to discuss correct rulings on any boundary violations, omitted commands, SOP-related items & other nonsubjective matters. This will ensure a correct ruling from each judge on these crucial items. 10. During judging, all judges are instructed to move around the competition area allowing the best angle to grade the performances. Cadets may use every inch of all drill areas. Judges will move out of a cadet's path, allowing cadets total access of all drill area space. Judges may come very near any cadet to gain a better judging perspective at any point during an event. Cadets should be prepared for this. 11. All judges' scoring & decisions are final. Protests regarding violations of regulations will be considered and brought up with the Drill Meet Officer. Many double check processes are in place to ensure event mistakes are kept to a minimum. 12. As a matter of proper conduct, discussion with judges during the competition about any facet of the Drill Meet is forbidden. Any questions from parents, team followers, cadets, or instructors about any portion of this competition that requires immediate action should be directed to the Drill Meet Officer, LTC John Carothers or SFC David Wettrich. Should the issue go beyond the scope of the written SOP and warrant outside input, the DMO will consult with the designated school representative. 13. All score sheets will be collected from event judges by the runners stationed within that event. He/she will ensure an explanation is given for any penalties issued by the judge and that all S.O.P. regs are in effect. The score sheets will then be quickly scored to ensure no omitted scores are present. After this brief review, the score sheets will be given to the runners where they are then taken directly to the scoring table and entered into the scoring database. Important Note! Judges are encouraged to discuss matters of rule interpretation, boundary violations, and missed commands among themselves immediately after both IDR and Color Guard sequences. This remains the only way to ensure a school is graded correctly. Judges DO NOT discuss matters of preference or opinions regarding a performance AT ANY TIME prior to the Awards Ceremony. 13. Time limits are as follow: - Armed Platoon Exhibition - Min. 6 Minutes - Max. 9 Minutes - No Time limit on IDR and Color Guard events as they will be judged by sequences. 1. All performances officially begin along with event timing when the first cadet of the competing unit crosses the drill area entry point and IDR or Color Guard Drill as the completion of the movements, in cadence, is satisfactory. Teams should not prolong the report in/out process. Should judges feel that teams are belaboring these moves, it will be reflected in their overall evaluation. 14. Concessions 1.Concessions will be sold at the Bluffton High School Drill Meet on the day of the meet. Types of Concessions that will be sold: Hot dogs, Chips, Soda, Bottled Water, Gatorade, Candy, Coffee, Juice, and other assorted snacks. COUNTER-COLUMN MARCH FROM THE HALT. a. As the third squad leader marches past the last man in the third squad, he and his squad begin to march at the Half Step. After marching past the last man in each file, all other squads incline to the right and left as necessary, obtain Normal Interval on the third squad, and begin to march with the Half Step. When all squads are abreast of each other, they begin marching with a 30-inch step without command. b. During the movement, without the platoon leader present, the platoon sergeant marches alongside the first squad. With the platoon leader present, the platoon sergeant marches one step to the rear and centered between the second and third squads and the platoon leader marches alongside the first squad. c. When marching, the preparatory command Counter-Column is given as the left foot strikes the marching surface and the command of execution MARCH is given the next time the left foot strikes the marching surface. On the command of execution MARCH, the platoon executes the movement basically the same as from the Halt, except that the squad takes one additional step to ensure that the pivot foot is in the correct position to execute the movement. NOTES: 1. When there are only three squads in the column, the first squad takes two steps before executing. 2. When the platoon leader and platoon sergeant are marching at their posts as part of a larger formation, the platoon leader takes three steps forward and executes a column right, marches across the front of the platoon, executes another column right (just beyond fourth squad), marches to his post in the most direct manner, takes up the Half Step, and then steps off with a 30inch step when the squad leaders come on line.
