General Information
1.1
Introduction
This document covers the general requirements for the construction and refurbishment of water
intakes, treatment, storage and water supply (to the ring main) for the Government of the Cook
Islands, through the Ministry of Finance, Economic Management (MFEM), Te Mato Vai PMU.
The Te Mato Vai project is generally made up of the following components:
1) The design and construction of the inner and outer ring mains (construction currently being
undertaken).
2) The design and construction of new water treatment facilities (currently part of this potential
tender).
3) The design and construction of replacement trunk mains as required (currently part of this
potential tender).
4) Upgrade of roading assets to improve all weather access to the water treatment facilities
(currently part of this potential tender).
5) The installation of domestic and commercial meters for the purposes of monitoring water
consumption (as part of a future tender).
6) The design and installation of a SCADA system (as part of a future tender).
1.2
Purpose
The purpose of this document is to provide some project specific design information to the
industry prior to the release of the tender document in order to assist the contracting industry to
prepare for the tender and understand the scope of work.

Contained in this Document
Information contained in this document is subject to change and no reliance can be placed on
the scope of the tender being the same as the information contained in this document.
Every attempt was made to ensure the accuracy of the information contained in this document
at the time of release however it should be noted that this may not be exactly reflected in the full
tender document put to the market.
Also, the issue of this document does not constitute a tender, or infer that any tender will
actually be released for this work at any point in the future.
Any costs incurred by any prospective contractor will be at that contractor’sthat contractor’s
risk, irrespective of whether any tender, in any form, is actually released at any point in the
future.

2.1

The contract works are located across eleven (11) sites in Rarotonga, Cook Islands:

2.2
Design and Build Works – Headworks
For the purposes of this project, Headworks are defined as stream intakes, pre-treatment
facilities, treatment facilities and, where specified, any storage identified for each of the
locations. The headworks, and hence the scope of the design build, does not include the trunk
main pipeline works.
2.2.1
Design Works
It is intended that the headworks will be a design and build component, with the design works
incorporating the design, design report, drawings, documentation and Principal’s approval (on a
site by site basis) of all works required to be constructed for the headworks.
The activities to be completed under the design will be, but not necessarily limited to:
Production of all Design Documentation
Production of Process Documentation
Production of the Contractor Quality Plan
Approval of the design and relevant documentation by the Engineer
Other project requirements as necessary to satisfactorily complete the design of the
headworks
2.2.2
Headworks Construction
It is intended that the Headworks Construction is a ‘design and build’ component and shall incorporate all works required to complete the construction of detailed design as approved by
the Engineer. It includes the following sites:

Completion of construction works to the satisfaction of the Engineer
Initial commissioning of the Headworks to the satisfaction of the Engineer
Production of As built documentation
Production of Operation and Maintenance manuals
Approval of Operation and Maintenance manuals by the Engineer
2.3
Build Only Works – Operations, Roads and Pipelines
2.3.1
Headworks Operational Period
Headworks Operation Period is a ‘build only’ component and shall require the contractor to complete all works required to prove the performance of the plant installed in the headworks
locations. It is likely that the contract will be required to operate the headworks components for
12 months.
The activities to be completed under this separable portion are, but not necessarily limited to:
Post commissioning of the plant to refine the production process
Supply and shipment of any coagulant required to operate the plant
Provision of water quality testing equipment for ICI(new SOE) operations staff
Water quality testing to prove the performance of the treatment process

Training of TMV staff on the operation of the plant (both formal office based training and
on-site training)
Direction of TMV operation staff in the day to day operation of the water treatment
plants

Pipelines Construction
Pipelines Construction is a ‘build only‘ component and shall incorporate supply and construction
of the following pipelines. The work starts at the extent of the ‘design and build’ component works and ends at (and including) the connection to the ring main.

Access Road Construction
Access Roads Construction is a ‘build only‘ component and shall incorporate supply and construction of improvements to the access roads. Generally, road require improvements to the
surface drainage, pavement replenishment and construction of stream crossings. The work to
be undertaken is based on the following:

3.
Design and Build Requirements
3.1
General Design Requirements
The design of the treatment facilities will be robust in terms of performance under varying
weather conditions and as such shall:
Use robust mechanical and hydraulic flow controls.
Eliminate, or minimise, the use of electricity (it is not available at most of the sites). All
Site must be reliably controlled.
Incorporate simple, low maintenance hydraulic chemical dosing systems (where
required).
Be of simple construction using long design life materials (i.e. concrete) where possible
for civil structures and when this is not possible metal structures shall be adequately
protected for coastal and tropical environments.
Have standardised treatment systems and equipment across all sites.
Allowance for access for ongoing operation and maintenance of equipment being
installed.
The footprint of the headworks to be kept to a minimum.
Equipment shall be located to minimise the extent and associated cost of new
infrastructure.
Headworks location to minimise the need for erosion protection due to the proximity to
the stream and the requirement for stream protection works.
Minimise lengths of watermain pipes and stream crossings.
Levels shown on Process Flow Diagram drawings are indicative only and may be
modified to meet the design requirements.
Where storage is proposed at a site, floor levels of the storage tanks proposed by the
contractor shall not be below the design floor level of the tank as shown in the concept
design. Deviations from these levels will need to be check during tender to prove no
detrimental impact to the operation of the supply system.
Where no storage is proposed at a site, the outlet from the filtration device proposed by
the contractor shall not be below the outlet level of the AVG shown in the concept
design. Deviations from these levels will need to be check during tender to prove no
detrimental impact to the operation of the supply system.
3.2
Concept Design
A concept design for an appropriate treatment process has been developed for proof of concept
purposes, based on the result of water quality investigations carried out at all intakes, site
constraints identified during the site investigations and a review of available technology.
The concept design is as follows:
Intakes upgraded to improve water capture and reduce occurrences of blockages
caused by debris in stream flows.
Settling tank with flow control arrangement at inlet to settlement tank, coagulant dosing
and settlement (possibly including further aeration).

The concept design has been provided in good faith and the Contractor will be deemed to have
carried out further research and investigations as needed before either offering an optimised
design based on the concept design, or an alternative design.
3.3
Treatment Facility Performance
The objectives of the treatment facilities are those consistent with the Hydraulic Levels of
Service as set out in the ICI Technical Standards for Water Supply, May 2014, Section 3.0
Design Levels of Service which states the treatment system design will not include any
disinfection.
In terms of the Te Mato Vai Project the specific water quality objectives for treatment are to
generally meet WHO Guidelines for aesthetic determinands at all times with allowance for
unusual weather events as summarised in the table below.

As part of the pretender information pack it is proposed to hold a Presentation and site visit day.

There will be a maximum of 30 places available on the site visit component, as such and unless
attendance allows otherwise, it is only intended that representatives of companies intending to
tender for the entire project works will be selected to attend the site visit. Companies that are
looking to subcontract as part of the greater project are not intended to be catered for during the
site visit, however, they will be welcome to attend the presentation.
If necessary, and as available spaces dictate, it may be required to limit attendance at the site
visit to 1 or 2 people per prospective tenderer.
4.2

4.3
Existing Site Investigation Information
Other information that has been collected during the design stage, and will be issued during the
tender phase is as follows:

4.4
Local Contractor Involvement
A key component of selecting the preferred tender for this construction works will be the level of
involvement of local contractors (loosely defined as a company, or operation, that would be

registered, or domiciled, in the Cook Islands, has a majority ownership by nationals of the Cook
Islands and generally, or wholly, employs people that permanently reside in the Cook Islands),
and can show a successful term track record of operating in the Cook Islands.
During the design process, local contractors were requested to submit their interest in providing
services to the project. Their names, contacts and general skill areas are contained in the table
below, and their actual registration forms are attached in Appendix C.
There is no representation that any information supplied in this document in relation to the skills,
or suitability, of these registered local contractors to complete any works associated with this
project can be relied upon. The list is not extensive and is not meant to provide a full list of
available local contractors. The list is also not exclusive, and any other local contractor not
registered on this list would be considered in the same context as the ones that are contained
on this list.
No screening has been undertaken on this list, and it is replied upon that the prospective
tenderers would satisfy themselves that any contractor listed here is in fact a local contractor.
