Nation/World D2 Nation FLU SEASON NEW YORK — Health officials say the flu is now hitting hard in parts of the country, especially the South and Midwest. The Centers for Disease Control and Prevention on Friday reported cases were widespread in 29 states last week. If the trend continues, it could bring another early peak to the flu season as happened in the last two winters. Experts worry this will be a bad season because the dominant strain — seen in roughly two-thirds of recent tests — is a nasty bug not covered in this year’s vaccine. But officials have not seen an unusually high number of hospitalizations or deaths so far. Flu season traditionally peaks around February. But in the last two winters, flu peaked by early January. HASTINGS TRIBUNE Saturday, Dec. 20, 2014 EPA sets national standard for coal waste DINA CAPPIELLO The Associated Press WASHINGTON — The Obama administration on Friday set the first national standards for waste generated from coal burned for electricity, treating it more like household garbage rather than a hazardous material. Environmentalists had pushed for the hazardous classification, citing the hundreds of cases nationwide in which coal ash waste had tainted waterways or underground aquifers, in many cases legally. A hazardous classification would have put the federal government in charge of enforcement, which has been uneven across states that have varying degrees of regulation. The coal industry wanted the less stringent classification, arguing that coal ash wasn’t dangerous, and that a hazardous label would hinder recycling. About 40 percent of coal ash is reused. But classifying coal ash as solid waste leaves it up to citizens and states to ensure standards are met. “The regulatory uncertainty that has impeded the beneficial use of coal ash for half a decade has finally come to an end,” said Thomas H. Adams, the executive director of the American Coal Ash Association. “EPA’s final decision to regulate coal ash as a ‘non-hazardous’ material puts science ahead of politics and clears the way for beneficial use of ash to begin growing again — thereby keeping ash out of landfills and disposal ponds in the first place.” The Environmental Protection Agency said in a call with reporters Friday that the record did not support a hazardous classification. The agency said the steps they were taking would protect communities from the risks associated with coal ash waste sites and hold the companies operating them accountable. “It does what we hoped to accomplish ... in a very aggressive but reasonable and pragmatic way,” said EPA Administrator Gina McCarthy. The Obama administration was under court order to unveil Australian woman arrested in deaths of 8 children PEDESTRIANS HIT TORRANCE, Calif. — A 56-year-old woman has been charged with five felony counts for allegedly driving into a crowd outside a California church, killing four people including a 6-year-old boy. The Los Angeles County district attorney’s office says Margo Bronstein was to be arraigned Friday. She is charged with four counts if gross vehicular manslaughter and one count of driving under the influence of a drug causing injury. Five children and eight adults, including the suspect and the other driver, suffered injuries including broken bones, abrasions and head trauma in the crash Wednesday night. Four people, including a mother and her son, later died. KRISTEN GELINEAU The Associated Press PET BOBCAT STAFFORD TOWNSHIP, N.J. — A pet bobcat that has escaped from its owner’s home multiple times since April will be made to live at a zoo, a judge ruled Friday, and its owner will be fined for letting it run free. Rocky the bobcat has been the subject of an ongoing legal fight between owner Ginny Fine and town officials because of the repeated escapes. A judge in Stafford Township fined Fine $500 and ordered her to pay $560 in restitution to the zoo, where the bobcat has been since it last escaped in October. “This should be an end to the tortured history of this case,” Municipal Judge Damian Murray said. “Some things are not meant to be. Rocky living in your household is one of them.” The Associated Press the rule Friday, ending a sixyear effort that began after a massive spill at a Tennessee power plant in 2008. Since then, the EPA has documented 132 cases in which coal-fired power plant waste damaged rivers, streams and lakes, and 123 where it has tainted underground water sources, in many cases legally. Coal ash had been piling up in ponds and landfill sites at power plants for years, an unintended consequence of the EPA’s push to scrub air pollutants from smokestacks. BILL ROTH, Alaska Dispatch News/AP Peter Zug of the Nordic Ski Association of Anchorage trail maintenance crew looks up after making an adjustment to a snow gun during a snowmaking test at Kincaid Park in this Dec. 1 file photo. Weird weather lingers in Anchorage RACHEL D’ORO The Associated Press ANCHORAGE, Alaska — A week before Christmas, Alaska’s largest city should look like a postcard wonderland, and the last place you’d expect to see equipment making snow. “We want Santa to bring snow, soon,” Terry Goodwin said as she hit a ski trail in Anchorage on Thursday near snowmaking machines churning out the white stuff. A picturesque northern winter-scape is hardly the reality here as a spate of weird weather lingers in Anchorage, which is almost 2 feet behind the snowfall totals typical by this time. With just days to go until solstice Sunday signals the official start of winter, bare ground can be seen in places and temperatures have been averaging in the 30s, prompting a few hardy residents to take to the streets in T-shirts and shorts. For the most part, it’s even been too warm to make snow for local ski haunts because the machines would churn out slush. However, a slight dip in temperatures allowed the Nordic Skiing Association of Anchorage to manufacture powder Thursday on trails at the city’s Kincaid Park. That will have to do until nature provides its own supply. “It’s one of those things we have to weather through. Pardon the pun,” said Craig Norman, a trail groomer for the association. By this time of year, Anchorage normally has 30.9 inches of snowfall, according to National Weather Service meteorologist Bill Ludwig. But the city has seen 10.3 inches this season from just two measura- ble snowfalls, with much of that melted down to a thin layer in many places. December has seen above normal temperatures every day so far, although Thursday’s high of 26 degrees came close to the norm of 25. Wednesday’s high temperature was 36 degrees. To date, the average temperatures for the month have been more than 8 degrees above normal, Ludwig said. The average low for December so far is nearly 23 degrees, compared with the normal low of 13. A pressure system that has pushed warmer weather to the north more than usual is a factor in the extended warming spell, according to Ludwig. Coastal water temperatures near Alaska also have been between 5 and 8 degrees above normal at times this year, he said. SYDNEY — An Australian woman was arrested for murder in the killings of eight children, seven of whom are believed to be her own, police said Saturday. The children were found dead inside the woman’s home. The 37-year-old woman, who is recovering in a hospital from stab wounds, was under guard and speaking with police, Queensland Police Detective Inspector Bruno Asnicar said. She has not yet been formally charged. The woman is thought to be the mother of seven of the children, Asnicar said. The eighth is believed to be her niece. Police haven’t said how the children died. But Asnicar said they’re examining several knives in the home that may have been the weapon used to kill them. The children ranged in age from 18 months to 14 years, Asnicar said. Queensland police were called to the home in the Cairns suburb of Manoora on Friday morning after receiving a report of a woman with serious injuries. When they got to the house, they found the bodies of the children. The woman, whose name has not been released, was also found in the home with the children, suffering from stab wounds to the chest. Asnicar said she is lucid and talking to police.
