UNEAU, Alaska — After years
of being flush with oil money,
Alaska now faces drastic budget
cuts and having to dip into wellstocked savings to offset
unprecedented deficits exacerbated by an unexpected plunge in oil
prices.
When lawmakers left Juneau last
April, the price of North Slope crude,
Alaska’s economic lifeblood, was $107
a barrel. On the eve of a new legislative
session, starting Tuesday, the price had
dropped by more than half.
Alaska heavily relies on oil revenue to
fund the cost of state government, but
the fall in prices has contributed to an
estimated 80 percent decline in the state’s
share of production taxes from last year.
The new governor, Republicanturned-independent Bill Walker, is
among those calling for a look at revenues along with budget cuts, but that
could involve ideas that no one who
dreams of re-election is eager to take up.
Among those ideas are instituting a
personal income or sales taxes, or tapping Alaska’s oil wealth fund, which
provides nearly every Alaskan with a
yearly check just for living here.
“The numbers just don’t allow you
to cut your way out of this, not without some severe impacts on the economy,” said David Teal, director of the
Legislative Finance Division.
Alaska is no stranger to oil’s booms
and busts. In the last few years, high
oil prices helped insulate Alaska from
the brunt of the recession felt acutely
elsewhere.
Unemployment hit a high of 11.5 percent during a crash that saw about 35,000
people flee Alaska between mid-1986 and
mid-1988. The trans-Alaska pipeline system was just 10 years old in 1987.
Caroline Schultz, a state labor
department economist, doesn’t expect
a repeat with the current price drop.
The economy is more mature today
and diversified, with residents having
deeper roots, she said.
Today, though, there’s far less oil. Oil
production peaked at 2.1 million barrels a day in the late-1980s; production
for this year is forecast to average
509,500 barrels a day. The size of government is bigger, as is the population.
This year’s budget deficit alone, estimated at $3.5 billion, is bigger than
the entire state general fund budget in
2006, Teal said.
Gunnar Knapp, director of the Institute
of Social and Economic Research at the
University of Alaska Anchorage, said lawmakers don’t have to drastically cut
spending this year or raise new revenue.
But Knapp said the longer it takes for
them and Walker to make decisions, the
faster they will burn through savings.
Every year, most Alaskans receive a dividend based on the five-year average of
the realized earnings of Alaska’s oil wealth
account, the Alaska Permanent Fund.

chain Shake Shack, which got
its start as a hot dog cart in
New York City, plans to raise
up to $80 million from an initial public offering of its common stock.
The company said Tuesday
that it anticipates its IPO of 5
million shares pricing
between $14 and $16 per
share.
Last month Shake Shack
Inc. disclosed in a regulatory
filing that it was hoping to
raise up to $100 million from
its IPO, but it didn’t say how
many shares it planned to
offer or at what price, so the
figure was subject to change.
Shake Shack said that it
plans to give the underwriters
the option to buy up to
750,000 additional shares of
its stock.
The origins of the restaurant date to 2001, when privately held Union Square
Hospitality Group, a company
owned by restaurateur Danny
Meyer, opened a hot dog cart
in Manhattan’s Madison
Square Park. Three years later
a more permanent kiosk
opened in the same park. It
now has 63 locations in nine
countries, according to a
Tuesday regulatory filing.
Shake Shack said that after
the offering it will be a separate company from Union
Square Hospitality Group.
In 2013, Shake Shack had
revenue of $84.5 million, up
45 percent from the year
before. It posted a profit of
$5.4 million in 2013, up 31
percent from 2012.
Shake Shack cooks its
burgers to order and promotes its use of natural
ingredients, including hormone- and antibiotic-free
beef. It’s known for its long
lines and its vibrating pagers
that signal when an order is
ready. The chain calls its
restaurants “shacks,” and
uses the word to describe its
menu items. The
ShackBurger, for example, is
topped with ShackSauce and
a hot dog is named the
Shack-cago Dog.
Other fast-casual restaurant
operators have fared well after
their IPOs, including chicken
chain El Pollo Loco Holdings
Inc. and Mediterranean-style
restaurant chain Zoe’s Kitchen
Inc.

at the end of November.
Wielechowski said lawmakers should
find other sources of funds, such as setting a minimum oil tax to better protect the state at low oil prices.
Walker has said Alaska this year
stands to pay out about $100 million
more in oil and gas credits than the
production tax brings in. He hasn’t
proposed an alternative but some
Republican and Democratic lawmakers
support looking at the credit issue.
Many in the GOP-controlled
Legislature are looking to a proposed
major liquefied natural gas project as the
state’s next best hope for any significant
new revenue. That project is years away
from production, if it gets built, and the
state would have to invest potentially
billions of dollars to reach that point.
Incoming Senate President Kevin
Meyer, R-Anchorage, wants to reduce
spending and cut any fat from the
budget before getting into ways to generate more revenue. He and other lawmakers are clear about the repercussions: It’s going to hurt.
Walker himself has yet to propose any
specific cuts or new sources of revenue,
but the bare-bones infrastructure budget
he put forth as a placeholder after taking
office last month set the tone. He also
halted new spending on six megaprojects but has yet to officially nix any.
He has asked Alaskans for their ideas
for saving money, or raising it. Those
with the top five ideas will have a
chance to eat lunch with Walker and
his Democratic lieutenant governor,
Byron Mallott.
But don’t expect anything more
extravagant in these lean times than
soup and sandwiches.

Medicare’s top administrator
unexpectedly resigned Friday,
becoming the latest casualty in
the turmoil over the president’s
health care law, which is still
struggling for acceptance even
as millions benefit from
expanded coverage.
Marilyn Tavenner’s departure
underscores the uncertainty
overshadowing President
Barack Obama’s health care law
nearly five years after its partyline passage by a thenDemocratic-led Congress. The
Supreme Court will hear a challenge to the legality of the law’s
financial subsidies this spring,
and a new Republican Congress
is preparing more repeal votes.
A former intensive care nurse
with a businesslike approach to
a divisive area of public policy,
Tavenner told staff in an email
that she’s stepping down at the
end of February with “sadness
and mixed emotions.” Her
chief of staff is also leaving.
Tavenner, 63, survived the
technology meltdown that initially paralyzed HealthCare.gov.
She remained in place even as
her boss, former Health and
Human Services secretary
Kathleen Sebelius, left office
following signals of White
House unhappiness.
But Tavenner was embarrassed last fall when she testified to Congress that 7.3 million people were fully enrolled
for private coverage under the
health law. That number
turned out to be an over-count
that exaggerated the total by
about 400,000 people. The
error, discovered by Republican
congressional staff, was termed
“unacceptable” by new HHS
Secretary Sylvia M. Burwell.
Tavenner had played a key
role in the 2013 decision to go
live with HealthCare.gov, signing a required cybersecurity
clearance after technology professionals under her balked
because testing was incomplete. The website later passed
security tests and received full
authority to operate.
In her farewell message,
Tavenner termed the health
law’s online insurance markets
“a success.” But she also said
her job, which involves oversight of Medicare and Medicaid
as well, was a “huge and complex responsibility” and “we
had many additional chal-
lenges put before us” because
of Obama’s health law.
Roughly 1 in 3 Americans are
covered by health insurance
programs run by the Centers
for Medicare and Medicaid
Services.
Despite Tavenner’s close association with “Obamacare,”
some senior Republicans in
Congress said they were sorry
to see her leave.
“She has proven herself to be
a strong leader and a straight
shooter who brought in muchneeded private sector sensibility into the agency,” Sen. Orrin
Hatch, R-Utah, said in a statement. “I truly appreciate her
service and wish her the very
best in her next adventure.”
But former House oversight
chairman Darrell Issa, R-Calif.,
said, “Tavenner had to go.” The
over-count, discovered by his
staff, “was a deplorable example of an agency trying to scam
the American people,” Issa
said. The administration insists
it was only a mistake, resulting
from a double-count of people
with dental coverage.
In her own message to the
department, current HHS
Secretary Burwell called
Tavenner “one of our most
esteemed and accomplished
colleagues” and said the decision to leave was Tavenner’s.
Tavenner joined HHS shortly
before the passage of the
Affordable Care Act. She came
from state government, having
served as Virginia’s health secretary under former
Democratic Gov. Tim Kaine.
Although she started out
directly caring for patients, most
of her career was spent in hospital administration. She rose
through the ranks to become a
top executive of Hospital
Corporation of America.
Andy Slavitt, a former technology executive who played a
leading role in the rescue operation to get HealthCare.gov
working last year, will take over
as acting Medicare administrator. The website is the online
portal to subsidized private coverage for people who don’t have
health insurance on the job.
Slavitt had impressed the
White House with his mix of
technology and management
skills. He stayed on after
HealthCare.gov stabilized, serving as Tavenner’s principal
deputy, responsible not only
for HealthCare.gov but also for
key Medicare and Medicaid
issues as well.
A permanent replacement
requires Senate confirmation,
and any presidential health
care nominee could face rough

ADVERTISEMENT FOR BIDS
The Village of Juniata, Nebraska will receive sealed
bids for replacement of a 48” corrugated metal pipe
(CMP) with two 42” culvert pipes and for construction of
a new 4’ x 4’ reinforced concrete box culvert as described in the Plans and Specifications for the “5th and
BOWEN DRAINAGE PROJECT”. The project includes
all demolition, excavation, grading, construction and accessories to provide complete and finished structures tying into the surrounding areas.
Bids prepared in accordance with the Plans and Specifications will be accepted at the Village Hall at 1001
North Juniata Avenue, Juniata, Nebraska 68955-0026
until 2:00 p.m. CST on Monday, February 9, 2015 and
then at said office publicly opened and read aloud.
All bids must be made on the Proposal Form
provided with the Plans and Specifications as prepared
by W DESIGN ASSOCIATES, Consulting Engineers and
Architects. Bids received after the closing will be returned unopened and shall not be considered.
Contractors may obtain Plans and Specifications
from W Design Associates, 214 East 1st Street, McCook, Nebraska 69001 upon payment of $60.00 for
each set requested. One half of the payment is a deposit that shall be refunded if a bid is submitted and the
Plans and Specifications are returned in good condition
within ten days after the bid opening. The other half is
for postage and paper and will not be refunded. Electronic copies of the plans and specifications may be obtained at NO COST by calling Britney Daugherty at 402463-2377.
Each bid shall be accompanied by a certified check
or bid bond in an amount of not less than five percent
(5%) of the total bid amount, and shall be made payable
to The Village of Juniata as security that the bidder to
whom the contract may be awarded will enter into contract to construct the project and give bond in the sum of
the total contract amount for the construction of the
project. Checks accompanying bids not accepted shall
be returned to the bidders after a contract is awarded.
Performance and Payment Bonds will be required for
this project.
No bid shall be withdrawn after opening the bids
without the consent of the Owner for a period of 30 days.

LITTLE BLUE NATURAL RESOURCES DISTRICT
ORDER ADOPTING THE KENESAW/PROSSER
LEVEL II WATER QUALITY SUB-AREA
WHEREAS, the Little Blue Natural Resources District is authorized under the Nebraska Groundwater
Management and Protection Act, Nebr. Rev. Statutes
46-701 – 46-753 to adopt measures to preserve and
protect the water resources of the District; and
WHEREAS, the District Groundwater Management
Plan in Section 10.5.2.1 outlines the criteria and triggers
necessary to move an area of water quality problems into a higher level of management; and
WHEREAS, an area of Adams County has met the
criteria established in the plan, whereby the average
groundwater nitrate levels in the 2013 sampling was
11.8 PPM, with 74 percent of the sampled wells over 7
PPM.
BE IT RESOLVED, the Little Blue Natural Resources District hereby establishes the Kenesaw/Prosser Level II Water Quality Management Sub-Area as outlined in the Groundwater Management Plan and according to the Rules and Regulations for Enforcement of the
Little Blue NRD Groundwater Management Area;
BE IT FURTHER RESOLVED, the area shall include
the following lands: Sections 1 thru 30, Township 8N,
Range 12W, Adams County, Nebraska; Sections 6, 7,
18, 19 20, 28, 29, 30, Township 8N, Range 11W, Adams
County, Nebraska; and
BE IT FURTHER RESOLVED, that the Little Blue
Natural Resources District Board of Directors hereby adopts the following rules and regulations for said area;
•Require initial operator reports of pertinent farm and
practice information;
•Require training and certification of all owner and/or operators who make the day to day farm decisions;
•Collect water sample for nitrate analysis from all irrigation wells annually;
•Establishment of a “Demonstration Field” for implementation of best management practices;
•Require that any anhydrous ammonia applications
made between November 1st and March 1 must include
a nitrogen inhibitor at the manufacturer’s recommended
rate;
•Require soil sampling on “Demonstration Field” and follow certified laboratory recommended on amount of nitrogen applied starting in crop year 2016;
•Require irrigation management on “Demonstration
Field” during the 2016 crop year; and
•Require an annual report of farm and practice activities
on the Demonstration Field beginning in 2016.

LITTLE BLUE NATURAL RESOURCES DISTRICT
BOARD OF DIRECTORS
In the matters of modifying Rules and Regulations for
the Enforcement of the Little Blue NRD Groundwater
Management Area.
THE BOARD FINDS:
• Legislative Bill LB 272 passed by the 2014 Legislature
made changes to Section 46-2201 through Section 461121, the Nebraska Chemigation Act, and
• Legislative Bill LB 513 passed by the 2014 Legislature
made changes Section 46-707 and 46-708 dealing with
the issuance of cease and desist orders for violations of
rules and regulations of the District.
IT IS CONCLUDED THAT THE FOLLOWING RULES
SHALL BE ADOPTED:
• In Chapter 10 of the District’s Rules, the fees for
chemigation permits shall be set at:
a. $60 for new permits
b. $20 for renewal permits
c. $250 for emergency permits
• Permits must have the signature of the permitholder,
and certified applicator, if not the same individual.
• In Chapter 11 of the District’s Rules, the District may,
upon three (3) days notice to the person affected, stating the contemplated action and in general the grounds
therefore, and upon reasonable opportunity to be heard,
issue cease and desist orders to enforce any of the rules
and regulations of the District.
IT IS HEREBY ORDERED:
• A document entitled “Rules and Regulations for the Enforcement of the Little Blue NRD Groundwater Management Area” which contain the Chemigation Rules, and
Rules for Violations and Enforcement as set forth above,
will become effective at 12:01 a.m. on February 11,
2015.
