early on Christmas Eve and will reopen on Friday,

snow plows will be running as necessary during the holidays. I would also like to thank everyone for another

Legal Notice
NOTICE is hereby given that an election will be
held in the City of Lake Lotawana, Jackson County,
Missouri, on Tuesday, April 7, 2015, for the purpose of
electing the following: Mayor; City Collector;
Aldermen for wards 1, 2, and 3. Filing forms must be
filled out during normal business hours (8:00 am to
4:30 pm Monday through Friday), starting at 8:00 am,
TUESDAY, DECEMBER 16, 2014, and ending at
4:30 pm, TUESDAY JANUARY 20, 2015, in the
office of the City Clerk, 100 Lake Lotawana Drive,
Lake Lotawana, Missouri, 64086. Candidates filing
must bring proof of citizenship, registered voter
identification card, and paid tax receipt for both real
estate and personal property taxes.
Candidates having filed and desiring to withdraw
such candidacy shall appear in person before the City
Clerk on or before 4:30 pm, January 21, 2015, and
execute and deliver to the City Clerk a proper withdrawal of such candidacy.

Election that two Director positions for the
Board of Directors of Public Water Supply
District 15 of Jackson County, Missouri will be

office. The cost per year for each trailer is $35.00.

This will notify the general public that the Lotawana
Fire Protection District, a political subdivision in
Jackson County, Missouri, will hold an election on
April 07, 2015 for the Board of Directors’ position.
The opening filing date shall be at 8:00 A.M. on
Tuesday, December 16, 2014 and shall close at 5:00
P.M. on January 20, 2015.
Any candidate may file during that time at Lotawana

PRESIDENT:
The appeal of Case #LIB 14-099C (Bob Hublou
M-62) by Steve Meagher M-61 was presented. After
discussion, the case was decided in closed executive
session.
Jan presented a letter from the Executive
Committee requiring disabling bladders on boats so
equipped. Rena Allin moved that the letter be sent to
current owners of boats with bladders. Steve Small seconded. Motion passed.

TREASURER’S REPORT:
Steve Small moved that the October Treasurer’s
report be accepted. Motion seconded by Jeff Moore.

OPERATIONS:
Greg reported that the dredge has been taken out of
the lake and is up at the shop. We’re cleaning it up and
getting it ready to sell. The crew has been vacuuming
the leaves from the ditches and wrapping up the mowing at the Stafford Property for the season. Greg also
reported that we have applied for permits to demo the
Buckner/Tarsney houses and that the snow removal
equipment had been checked out and installed.
ROADS/DREDGE:
No report.
DAM:
No report.
RULES:
Dave Cooley reported that the committee would be
meeting on Monday to go over the changes in the format of the rule book as recommended by Pat Starke.
ENVIRONMENT AND WATER QUALITY:
Dwane reported that the Watershed Consortium
would be meeting on Thursday at 3:00 at Grain Valley
City Hall.
WAYS & MEANS:
Rena thanked Terry Haug and Dave Wagner for their
efforts in marketing the dredge and Jan and Laura for
the budget preparation and presentation.
ADMINISTRATION:
Jan thanked the volunteers who worked at the Fall
Cleanup Day November 8th.
MISCELLANEOUS: Brad Barnhart reported that
we received 5000 white/striped bass hybrids and 1000
channel catfish to stock the lake and it looked like every
fish survived. The walleye and yellow perch would not
be delivered until spring due to weather conditions in
South Dakota.
ADJOURN: Rena Allin made a motion to adjourn
the meeting and go into executive session. Motion seconded by Jeff Moore. Motion approved. Meeting
adjourned at 9:35.

Thirteen years ago this month. I submitted an article
celebrating the one-year birthday of my daughter’s dog,
Fly. Savannah had just turned 11 and the 911 attack had
occurred just a few weeks earlier. The birthday party
was created to serve as a bit of a distraction from that
awful and worrisome time. And in a flash, it’s 13 years
later, my daughter is a grown woman living out of state
and Fly, having just had his 14th birthday earlier this
month, succumbed to the inevitability of time.
Fly had a great run, he outlived all of the birthday
guests from that day, and he went on ski trips and
escorted Savannah back to school in Ohio on a few
occasions. He got to herd a few sheep, had an unlimited
supply of tennis balls. He mastered diving off the dock,
watching over the chickens, played soccer relentlessly
and in short did every single thing that you want your
perfect family dog to do. He introduced us to all of the
lore and history of the incredible breed of Border
Collies and allowed me to spend a small fortune on
books that would prove to me just how smart he (and by
extension myself) was.
But this isn’t just about one dog, it is about all of the
dogs that I’ve had. A Poodle named Pierre (the toughest
dog ever); Sable, my incredible high school Border
Collie; Shelley, the Golden mix; Tasha, who came as
part of the package deal with my wife, Cindy; Shirley,
the setter mix from the Lee’s Summit Shelter; and Sally,
the other Border Collie and Fly’s kennel mate. Each one
of these dogs was a time marker; elementary school,
junior and senior high, early adulthood, the kid years
and now the empty nester years.
I’m not sure what’s next because for the first time,
just as I assumed that I would always be a teenager or
that the kids would all be adorable and cute (I’ve wised
up to that one!), I always assumed that there would be
the next greatest dog. But for the first time I don’t know.
Sally is 12 and as this is
an article about marking time; I know with
certainty that in another
two years or so I will
have to let her go as
well. The house is a lot
quieter this weekend
and a little bit cleaner
and even a little bit
larger. XMAS travel
plans got a little bit easier as well. I’ll keep you
posted!

GARDEN CLUB MEMBERS PITCH IN FOR SOME CREATIVE HOLIDAY FUN

An annual event creating natural greenery displays
has traditionally been hosted by Alverda Tillema of the
Lake Lotawana Community Gardeners. This year
Alverda couldn’t make the event but members pitched
in to provide this enjoyable event for its members.
Alverda supplied beautiful ribbons, candles, ornaments,
floral wire and other creative elements. Pat Beer supplied her wonderful creative talents to guide members
with design and finishing touches. She was there early
to ready supplies and start cutting the floral foam or
“oasis” for each container. Jerry and Bob Metcalfe and
Wendy and Bob Kendrick had weathered the elements
to recently gather and cut fresh greenery of all sorts for
members to use. Cindy Morehead supplied us with
fresh carnations to add a colorful touch and pinecones
for added dimension and texture as well as more greenery. Jerry Metcalfe baked a delicious chocolate cake
and provided a fresh fruit and cheese snack as well as
hot cider.
HOLIDAY GIVING BY THE
LOTAWANA COMMUNITY CLUB

Members gathered at the Lake Lotawana Community
Club on the first of December bringing gifts of home
baked goods, healthy snacks, holiday candies and fresh
fruit. They worked together to fill platters and bowls,
wrap them in clear wrap and tie them up with holiday
bows and tags. With greetings of Holiday cheer and
Thankfulness for their service, these offerings were
delivered to the men and women who work for our community all year long: firefighters, police officers, City
and Association employees.
A collection barrel for boxed and canned food goods
donated for distribution thru the Lee’s Summit Social
Services is also located at the club for quarterly donations to our greater community in need. The holidays
and winter are always a time of great need, so the ladies
of our club let this be the start of an annual quarterly
effort to donate to hungry families in our area also.
Sandi’s beautiful large pot arrangement is front
and center while Pat’s hands (left) fashion a bow,
and Joni concentrates on her creation.
Sherry’s smile adds to the beauty of these three
arrangements. Fashionable Ginger enjoyed the
evening also.
Sharon adds carnations while Nancy (hidden by
beautiful blonde hair) creates a planter style
arrangement.
Pat Beer generously agreed to use her talents in
arrangements and bow making to dress these
gifts from the Community Club ladies.

The newest addition to the Lake Lotawana Parks and
Recreation is the Robison Memorial Recreation
Endowment. Founded in memory of Peet Robison, the
mission of the endowment is to support youth educational and recreational programs at Lake Lotawana.
Annual income from the endowment has gone to the
benefit of the Lotawana Ski Club and youth sailing programs. The tennis courts and the swim program also
receive a portion of its annual distributable income to
pay for their insurance.
The Lake Lotawana Parks and Recreation is made up
of volunteers who enjoy helping their community. They
do this by participating in the various organizations
under "the umbrella." Program fees help defray our
costs but financial support is always appreciated.

driving crackdown will

events and will be supported by national paid
advertising, creating a
comprehensive campaign
to
curb
substanceimpaired driving over the
holidays.
Although it is illegal in
all 50 States, the District
of Columbia and Puerto
Rico to drive drunk (having a blood alcohol concentration of .08 or higher), far too many people
across the nation still get
behind the wheel after
consuming too much
alcohol. The latest statistics from the National
Highway Traffic Safety
Administration underscore the serious nature of
the nation’s continuing
substance-impaired driving.
“Every year, about one
third of all motor vehicle
traffic deaths involve one
or more impaired drivers
or motorcycle operators,”
said Chief Wayne McCoy.
“In 2014, 223 people died
in Missouri crashes
involving impaired drivers. That works out to
approximately
one
impaired driving fatality
every 1 ½ days.”
Between December 13,
2013 and January 1, 2014,
there were 41 people
killed and 242 seriously
injured in Missouri traffic
crashes.

helps Greenwood Elementary first graders wrap holiday
gifts destined for the school’s adopted grandparents at
Truman Medical Center-East. Assisting other first grade
classes were Blaine Foster, quality control technician,
and Tony Micketti, plant manager. The quarry is operated by Martin Marietta Materials, which has participated
in the district’s Partners In Education program for three
years.

Representatives of the University of Central Missouri
(UCM), Lee’s Summit R-7 School District and
Metropolitan Community College (MCC)-Longview
joined President Barack Obama, First Lady Michelle
Obama, and Vice President Joe Biden on Dec. 4 to
announce new actions to help more students prepare for
and graduate from college. Hundreds of college presidents and other higher education leaders across the
nation are also part of this event.
The White House College Opportunity Day of Action
supports President Obama’s commitment to partner
with colleges and universities, business leaders and
nonprofits to support students across the country to help
the nation reach its goal of leading the world in college
attainment. Participating as representatives of The
Missouri Innovation Campus (MIC) in Lee’s Summit
are Dr. Charles Ambrose, UCM president; Dr. David
McGehee, Lee’s Summit R-7 superintendent; and Kirk
Nooks, MCC-Longview president. The MIC, located in
R-7’s Summit Technology Academy, is a joint initiative
between UCM, Lee’s Summit R-7 School District,
Metropolitan Community College and numerous business partners.
“We look forward to being part of the national discussion on expanding college access,” Dr. Ambrose
said. “We are very proud of the strong partnership that
has been created through The MIC and are excited about
taking it to the next level. Expanding the partnership
gives us an opportunity to align leadership, talent and
economic needs of this region to meet national goals for
degree completion.”
Dr. McGehee added, “The Missouri Innovation
Campus prepares our students for bright futures through
a rigorous, accelerated program that blends classroom
instruction with hands-on learning and internships at top
businesses. We are grateful to all of our partners –
UCM, MCC and the business community – who are
working together to ensure that our students succeed,
and we appreciate the opportunity to participate in the
national dialogue.”
When he visited UCM in July 2013 to speak about the
nation’s economy, President Obama cited The MIC as
an exemplary example of the type of partnership needed to help meet national goals related to reducing students’ college debt load and to produce more graduates
with job-ready skills. Students enroll in The MIC their
junior year of high school and take classes at Summit
Technology Academy. Upon graduation from high
school, these students will have their high school diplomas and associate degrees, then complete their final two
years of study at UCM. While doing so, they accelerate
the time it takes to earn a four-year degree, graduate
with no student debt, obtain applied experience through
paid internships with major Kansas City area corporations and obtain highly sought after skills for high paying technology careers.
Participants in the Dec. 4 White House event were
asked to commit to new action in one of four areas:
building networks of colleges around promoting completion; creating K-16 partnerships around college
readiness; investing in high school counselors as part of
the First Lady’s Reach Higher initiative; and increasing
the number of college graduates in STEM fields.
The MIC, in collaboration with a host of other local
education and community partners, commits to expanding college degree attainment aligned with high demand
science, technology, engineering and mathematics

(STEM) - related fields across the Kansas City region.
Using The MIC as a model, this network will work in
cooperation with the Metropolitan Kansas City Higher
Education Collaborative (a Lumina-sponsored community mobilization site) to expand the existing K-16 partnership that emphasizes college readiness, competencybased delivery, accelerated pathways and new credentials that lower the cost of college, eliminate skills gaps
and reduce and/or eliminate student loan debt to finance
a college degree. The MIC model also will serve as a
platform to significantly increase partnerships that will
expand access opportunities for underserved Hispanic
and Black student populations, as well as working
adults seeking to obtain gainful employment and/or
expanded career opportunities.
“MIC is a shining example of partnerships that prepare students for the success they deserve,” said Dr.
Nooks. “Public school districts, higher education and
businesses working together in a whole new way can
only lead to bright futures for our students. We are excited and energized to be involved in the national discussion and are looking forward to what we can and will
accomplish in the future.”
President Obama will announce new steps on how
his Administration is helping to support these actions,
including announcing $10 million to help promote college completion and a $30 million AmeriCorps program
that will improve low-income students’ access to college. The Dec. 4 event is the second College
Opportunity Day of Action and will include a progress
report on the commitments made at the first day of
action on Jan. 14, 2014.
Expanding opportunities for more students to enroll
and succeed in college, especially low-income and
underrepresented students, is vital to building a strong
economy and a strong middle class. According to statistics provided by the White House, only 9 percent of
those born in the lowest family income quartile attain a
bachelor’s degree by age 25, compared to 54 percent in
the top quartile. In an effort to expand college access,
the Obama Administration has increased Pell scholarships by $1,000 a year, created the new American
Opportunity Tax Credit worth up to $10,000 over four
years of college, limited student loan payments to 10
percent of income and laid out an ambitious agenda to
reduce college costs and promote innovation and competition.

Hazel Grove Elementary students create
mural using plastic bottle caps
Students at Hazel Grove Elementary School recently created a 4-foot by 8-foot
mural for their school using plastic bottle caps. The project was organized by the
school’s art teacher, Rise Stephenson, with students collecting the multi-colored
caps for almost a full year. Students submitted mural ideas to Mrs. Stephenson
who combined several sketches into one design and painted the basic outline on
a large piece of wood. During art classes, children glued the caps to the board, creating a work of art currently hanging outside the art and music room. In all, it is
estimated that the piece includes approximately 2,900 bottle caps. Mrs.
Stephenson is pictured with the mural.

The Cub Scouts opened their pack meeting by decorating their Christmas tree with ornaments made during den meetings. Some very nice ornaments adorned the tree this year. The
tree will brighten the home of a fine lady on Christmas day.
To the joy of the Scouts, Santa made an early visit at the pack meeting. He suggested that
the boys put out fireplace fires on Christmas Eve. Last Christmas he experienced a burned

On Thanksgiving evening an enthusiastic crowd cheered as the lights outlining the
Marina Grog & Galley were activated, illuminating the area in brilliance as the glow cast a
rainbow of color onto the waters of the Lake.
Judging by the size of the crowd who gathered to view the lighting on Thanksgiving
evening, the community wholeheartedly supports the idea of Lotawana Beautification similar (though smaller in scope) to the lights of the Country Club Plaza and Crown Center...

After my annual Christmas deliveries at your fair city this year, I felt compelled to send
you a letter. Occasionally, a rooftop is just too steep and I must land in a roadway. I felt so
relieved this year to see a smooth surface below....not one sprained reindeer ankle and no
need to realign the sleigh this year. Your new gates (especially the ones with lights) helped
us immensely when trying to locate each address...

Zebra Mussels

I received notice that Zebra mussels have been found in two lakes close to Wichita,
Kansas. El Dorado Lake has adult mussels and Cheney Reservoir has larvae, which will
turn into adults before long. Fortunately, our boating season is pretty much over for this
year. I think we need to put together a strong program for the future to try and keep the mussels out of our lake...
