Assignment Description:
The City of Galaţi, with a population of 250,000, is a significant commercial and
industrial centre in southeast Romania, with the local economy related to steel
processing (Mittal Steel Works), ship manufacturing (Damen Shipyards) and
adjacent industries. Galati has about 345 kilometres of streets in total. The City has
already completed the first phase of the urban infrastructure upgrade with a total
amount of about EUR 14 million, co-financed from the European Regional
Development Fund; however, there are still investments needs in the urban transport
sector and related infrastructure.
The City has therefore approached the European Bank for Reconstruction and
Development (The Bank) with a request to provide funding for the modernisation of
urban roads and for an upgrade to related road and public transport management
measures. The Bank is providing a RON 100 million (or EUR 22.6 m equivalent)
toThe City of Galaţi, to finance key investments in the urban transport sector and
related infrastructure (the “Project”).
The main objective of this Invitation for Expressions of Interest is the Design
Services for 2 lots:
• 1st Lot – The design and the development of the Technical Specifications for the
investment objective: “Rehabilitation of Tecuci Street”;
• 2nd Lot – The design and the development of the Technical Specifications for the
investment objective: “Anghel Saligny Street”;
The scope of this assignment is to do the design and technical specifications for the
following investment objectives: “Rehabilitation of Tecuci Street”, “Anghel Saligny
Street”.

It is expected that The Designer shall perform the following main tasks:
--Technical Project;
--Specifications;
--Documentation for Obtaining the Building Permit;
--Technical Documentation for Works Execution Organization;
--Documentation for Approvals;
--Instructions for Reliability;
--Health and Safety Plan.
--Overall project management support as required;
--Assist with approvals of designs and design certificates;
--Support The Client during the tendering procedure for Works;
--To provide quality of the design in compliance to the international best practices.
Status of Selection Process: Interested firms or group of firms are hereby invited to
submit expressions of interest.
Assignment Start Date and Duration: The Assignment is expected to start in first
quarter 2015 and has an estimated overall duration of 45 days.
Maximum Budget available for the Assignment:
• 1st Lot – 396,000 lei [RON] (excl. VAT).
The design and the development of the Technical Specifications for the investment
objective: “Rehabilitation of Tecuci Street”;
• 2nd Lot – 540,000 lei [RON] (excl. VAT).
The design and the development of the Technical Specifications for the investment
objective: “Rehabilitation of Anghel Saligny Street”.
The Designer must determine whether any indirect taxes/VAT are chargeable on the
proposed services and state the basis for such. If any indirect taxes/VAT are
payable, the Client will have to pay indirect taxes/VAT element to the services
directly to The Designer unless otherwise agreed.

Eligibility: A consistent history of historical non-performance and/or litigation awards
against the Tenderer or any partner of a joint venture may result in rejection of the
tender.

Designer Profile:
The Designer shall be responsible for mobilisation of qualified engineers, technicians
and other professional staff with the proven experience in the design of similar
construction works and acquiring of equipment for the projects in comparable
climatic and geological conditions.
It is expected that the team includes the following experts, inter alia:
• design engineer specialized in strength in construction: graduate of a construction
faculty, with a degree in civil, industrial and agricultural engineering;
• design engineer specialized in installation: graduate of a construction faculty, with
a degree in installations;
• design engineer specialized in electric networks;
• graduate design architect with a degree from an Architecture Faculty;
• survey engineer;
• civil engineer, graduate of a construction engineering faculty, with the degree in
civil engineer field;
• civil engineer, graduate of a construction engineering faculty, with the degree in
installations field;
• civil engineer, graduate of a construction engineering faculty, with the degree in
roads, bridges, railways fields;

• Project inspectors, certified by MLPTL on the fields: construction resistance, water
networks and sewage, power networks, roads;
• Project inspectors for Af requirement (geotechnical study equivalent) certified by
MLPTL.

It is anticipated that The Designer shall have:
--preferably at least 7 years of experience in design of road works (including: water
works, rehabilitation of street lighting, raising manholes to grade, low-power network
ducts, rehabilitation of sewerage network structure) gained in countries with climatic
conditions similar to Galati;
experience in
i. planning and design activities;
ii. assistance in planning and design activities; and
iii. engineering;
--very good knowledge of Romanian legislation concerning construction; and
--proficiency in Romanian and English.
It is expected that The Designer will engage a sufficient number of local experts to
enable the proper interaction with the client and with the local business environment.
Submission Requirements: In order to determine the capability and experience of
Designers to be shortlisted, the information submitted should include the following:
(a) brief overview of the firm/group of firms including company profile, organisation
and staffing;
(b) details of similar experience of firm or group of firms and related assignments
undertaken in the previous five years, including information on contract value,

(c) CVs of key experts who could carry out the Design Services, experience in
similar assignments, particularly assignments undertaken in the previous five years,
including information on contracting entity/client, project location/country, duration
(mm/yy to mm/yy), expert months provided, assignment budget, main activities,
objectives.
(d) The structure of the proposed team expected to carry out the assignment
(number of the proposed staff, role, coordination, the proposed staff position in the
team, backstopping, etc)
The expression of interest shall not exceed 25 pages (excluding CVs and Contact
Sheet).
One original and one copy of the Expression of Interest, in English, shall be
submitted to The Client in an envelope marked “GALAŢI URBAN
INFRASTRUCTURE REHABILITATION PROJECT”, to reach The Client not later
than 15 January 2015 at 11:00 time (Client local time).
For each Lot, the Tenderers shall submit a separate application.
Tenderers may submit application for any of the two Lots or for both Lots.
Each Tender shall submit only one application per each Lot (alone or part of a joint
venture consortium or association)

Following this invitation for expressions of interest, the first ranked qualified firm will
be formally invited to submit proposal. Designer selection and contracting will be
subject to availability of funding.
