SUPERINTENDENT
General Description:
The Superintendent serves as the chief administrative and academic officer of the New Mexico School for the
Deaf (NMSD), which serves as the statewide educational resource center for children and students who are deaf
and hard of hearing, and for families of children who are deaf and hard-of-hearing. The mission of NMSD is to
provide for the unique needs of children and students who are deaf/hard of hearing, their families, and
professional partners by providing a comprehensive array of school and statewide programs.
As a school, NMSD provides an American Sign Language and English bilingual learning environment that
includes direct, ongoing access to language and communication in and out of the classroom with a wide range of
peers and adults. The students are interactive learners who receive dynamic high quality standards-based
instruction in a variety of curricular and extra-curricular activities.
As a statewide service agency, NMSD collaborates with families, school districts, agencies and communities
throughout the state to meet the critical language, communication, and learning needs of children and students
in New Mexico who are deaf/hard of hearing, birth through high school.
Required Qualifications:




Master’s degree in education
Possess a New Mexico School Administrator’s License or commit to obtaining licensure within a
negotiated time period
A minimum of three years administrative experience with responsibilities for supervision of educational
programs/services for students who are deaf and hard of hearing
Fluency in the use of American Sign Language (ASL) and English
Preferred Qualifications:


Advanced degree in education or administration: Ed.S., Ed.D., or Ph.D.
A total of ten (10) years’ experience in an educational program serving students who are deaf and hard
of hearing (combination of teaching, supervision, administration)
Knowledge:















Principles, practices, trends, and issues in school administration, particularly in schools for the deaf
Curriculum, instruction, and assessment for students who are deaf and hard of hearing
Organization and administration in the area of special education
Cultural diversity unique to state of New Mexico
Residential programming
Related services programming
Fiscal management and oversight
Personnel management
Strategic planning
Facilities master planning
Laws and regulations impacting education – deaf education
Legislative and other governmental relations
Community relations and statewide outreach
Local, state, and national programs for the deaf and hard of hearing
Technology applications in Education
Skills and Abilities:














Communicate fluently in American Sign Language and English
Promote and ensure academic and instructional excellence in all educational programs according to
rigorous content and performance standards for all students served
Develop and utilize participatory administrative and leadership structures
Promote effective parent and community partnerships
Maintain general oversight and monitor business functions of a state supported school system, including
all budgetary functions and plant operations needs
Promote and implement effective personnel policies and procedures, inclusive of performance evaluation
and planning for professional development for all staff
Assure compliance with all state and federal regulations governing NMSD
Establish and maintain effective communications and public relations with deaf and hard of hearing
constituency groups
Establish and maintain effective communications and public relations with other relevant constituency
groups, including legislators, to integrate the activities of diverse interests to attain common goals
Negotiate inter-governmental/inter-agency agreements necessary for effective provision of statewide
services for children and students who are deaf and hard of hearing
Establish credibility and be decisive when necessary in support of the organization’s priorities
Develop and implement procedures to ensure quality control of all programs and services
Work collaboratively with Governor appointed Board of Regents
Be highly visible on campus and across the state
