Transcranial Magnetic Stimulation (TMS)
TMS provides service members who cannot take or who have not profited from an antidepressant medication,
often called psychotropics, with a safe FDA approved non-medication treatment for depression. Similar to
how an MRI uses magnetic pulses to create images, TMS utilizes magnetic pulses to stimulate areas of the
brain that are underactive in patients struggling with depression. Essentially, the magnetic pulses generate a
small current in the neurons below the skull, specifically
in the left dorsolateral prefrontal cortex (DLPFC) which
research points to playing a role in depression. TMS has
been shown to eliminate the need for psychotropic medications.
Service members presenting at Poplar Springs Military
Unit frequently report comorbid depression and PTSD,
substance abuse, or anxiety. For some, unresponsiveness to medications contributed to their referral to Poplar Springs. For others, like the undersea and aviation
communities, whose duties do not permit the usage of
psychotropics, provides Poplar Springs, and ultimately
command, one other resource to aid the service member
in returning to his or her duties.
There is no additional charge for TMS as Poplar Springs
sees it as one other means of contributing through its
Patriot Support Programs. Research has shown that typically 15 to 20 daily TMS sessions lasting 30 minutes each
is sufficient to produce therapeutic results. Consequently,
many service members are able to complete TMS treatment
while at Poplar Springs.

Dr. Neil N. Hines, M.D.
TREATMENT
Tracks
Dr. Hines is the Clinical Director of Military Services at Poplar Springs Hospital. Dr. Hines received his
Bachelor’s of Science degree in Molecular Biology from Hampton University and his Doctorate from
Boston University School of Medicine. He completed a psychiatry internship and residency at the Naval
Medical Center Portsmouth, VA. Prior to joining Poplar Springs in July 2013, Dr. Hines was the mental
health division officer for the Oceana Clinic Triad of Naval Medical Center Portsmouth, VA, for two years
and he was also the mental health liaison officer to Naval Special Warfare Development Group. Dr. Hines
spent one year as the head of inpatient mental health services at Naval Medical Center Portsmouth, VA.
Additionally, Dr. Hines deployed to Afghanistan during his active duty service, providing direct care to
warriors suffering with acute combat stress reactions. He has been a Board-Certified Psychiatrist since
July 2010.

1 Post-­Traumatic Stress Disorder:
Focuses on the emotional and psychological effects of combat stress and post-deployment,
adjustment-related issues. Our evidenced-based cognitive behavioral therapeutic approaches are
consistent with DOD and VA treatment guidelines. 28-Day Program.
2 Substance Abuse Treatment Program:
May be preceded by detoxification if warranted. This 28-Day program focuses on recognition and
understanding of the bio-psycho-social aspects of addiction as well as the development of relapse
prevention skills.
3 Chemical Dependency Detoxification:
Service members receive close medical monitoring to safely detoxify from alcohol, opiates and
prescription drugs as well as relapse prevention skill development.
4 Military Sexual Trauma: For female active duty service members and veterans who have experienced
sexual trauma and may be exhibiting emotional “numbing out”, intense emotional reactions, sleep
difficulties, substance abuse, relationship difficulties – personally and professionally, and other
related symptoms.
5 Dual Diagnosis:
Designed for service members who are struggling with substance/chemical dependency in conjunction
with psychiatric disorders such as PTSD, Depression, Anxiety, and/or Axis II diagnoses
6 Crisis Stabilization:
For service members demonstrating severe emotional or behavioral changes related to depression,
anxiety, and other psychiatric presentations that may present themselves as a potential harm to
themselves or others.
7 Partial Hospitalization:
A less restrictive treatment option for those with behavioral health issues who may benefit from
more intensive treatment and structure than offered in a traditional outpatient setting. Housing
considerations include Poplar Springs Hospital’s Military Lodge and nearby Fort Lee.
