The State of Wisconsin has set the following minimum requirements to register: you must be at least 18 years of age; you must be a U.S. citizen; and you must reside in the Village of Pleasant Prairie for a minimum of 28 consecutive days immediately preceding an election. Proof of residence is required at all times when registering to vote or when updating a name or address change. An acceptable proof of residence document listed below must contain the current name and current address of the registrant. ACCEPTABLE PROOF OF RESIDENCE DOCUMENTS • A current and valid Wisconsin driver license • A current and valid Wisconsin identification card • Any other official identification card or license issued by a Wisconsin governmental body/unit • Any identification card or license issued by an employer that contains a photo of the holder, but not including a business card • A real estate tax bill or receipt for the current year of the year preceding the date of the election • A residential lease which is effective for a period that includes Election Day • A university, college or technical college ID card (must include photo) ONLY valid if the voter provides a fee receipt dated within the last 9 months • A university, college or technical college ID card (must include photo) ONLY valid if the institution provides a certified housing list to the municipal clerk that indicates citizenship • A utility bill (gas, electric, cell phone, etc.) for the period commencing no earlier than 90 days before registration • A bank statement (depository account, not just a credit card statement) • A paycheck • A check or other document listed by a unit of government • A letter on public or private social service agency letterhead identifying a homeless voter and describing the individual’s residence for voting purposes Three options to register are: By Mail: obtain an Application for Voter Registration (EB131) from the Village Clerk’s Office or at PleasantPrairieOnline.com. Information current as of November 2014 Voting by Absentee Ballot Any registered elector who is unable or unwilling to appear at the polling place on Election Day may request to vote by absentee ballot. Absentee Ballot requests must be submitted in writing. To Receive an Absentee Ballot •Contact the Village Clerk’s Office and request that an Application for Absentee Ballot be sent to you, or download the form from the Village website and return it. •A written request for an Absentee Ballot (other than a completed Application for Absentee Ballot) must list your complete name, voting address within the municipality, the address where the Absentee Ballot should be sent (if different), and contain a signature. •The deadline for submitting an Application to receive an Absentee Ballot by mail is 5:00 p.m. the Thursday before the election. Household hazardous wastes are common products found in the home. People usually store these materials for a time and eventually discard the unwanted items and their containers. When products are used according to label directions, most are not hazardous. They may become hazardous, however, if you use or store them improperly. Environmental problems can arise if you dispose of products improperly. DO NOT BURN, BURY, DUMP, (in yard, toilet or down a storm sewer) or MIX leftover products. Chemical containers should not be reused for any other purpose. How to dispose of Hazardous Wastes Village residents can dispose of their hazardous wastes during Household Hazardous Waste Collection. This takes place at the Kenosha County Municipal Center on Saturday, May 2. The Village also accepts hazardous waste at the Compost Site on the first Saturday of every month from April through December. 2015 hazardous waste collection dates are: Saturday, May 2, 2015 Kenosha County Municipal Center Hwy 45 & Hwy 50 8:00 a.m. - 1:00 p.m. First Saturday of each month (April - December) Roger Prange Municipal Center 8600 Green Bay Road 7:00 a.m. - 2:00 p.m. You may bring any products that say: Caution, Combustible, Corrosive, Danger, Flammable, Pesticide, Poison, Reactive, Toxic or Warning. We will recycle or dispose of it in an environmentally safe manner. We are not able to accept: biological material or medical wastes, commercial waste, propane cylinders, explosives, radioactive materials, latex paint (not considered hazardous) or tires (see page 9). The more you recycle, the more we save as a Village. Items on the list below should be placed in your recycle cart for collection. As a reminder, food containers that are recyclable should be clean and free from food remnants (ex: a pizza box is recyclable so long as any melted cheese and other food remnants are removed from the container). An automated collection truck (with a single operator) will collect your recycling. Please face the opening of the cart towards the road and ensure that the bin is five feet away from your garbage cart and any other item or obstruction. To learn about electronics recycling, see page 10 or visit PleasantPrairieOnline.com. 5 soliDWasteSERvices Con’t Residential Leaf Collection/Burning Changes Each autumn and again in the spring, residents with mature trees on their property are faced with disposing of fallen leaves. In Pleasant Prairie, residents could dispose of fallen leaves through: curbside leaf collection, delivery of leaves to the Compost Site, mulching the leaves onto a lawn as fertilizer, composting the leaves on their property or leaf burning. During 2014, the Village sought resident feedback regarding its Open Burning Ordinance related to leaf burning. Staff across multiple departments were attempting to strike a balance between the practical convenience of leaf burning and risks related to (along with complaints concerning), exposure to burning (and often times smoldering) piles of leaves. Residents responded with strong feedback and opinions related to the topic on both ends of the issue. Changes to Residential Leaf Collection In response to some of the feedback received from residents, Village staff has proposed changes to expand leaf collection services. The changes that will occur in 2015 include: 1) Spring leaf collection will increase from one round to two (see page 7); 2) Fall leaf collection will increase from three rounds to four (see page 7); 3) Hours at the Compost Site will be expanded by two hours on weekdays and two hours on Saturdays (see page 9); and 4) An additional leaf collection vacuum will be purchased through the Fleet Internal Service Fund to accommodate the larger volume of leaves being collected with the expanded collection schedule. Leaf Burning Changes Being Proposed Village staff will also be proposing changes to the leaf burning rules. During the first half of 2015, staff is expected to bring the proposed changes to the Village Board for their consideration. The proposed changes are intended to balance the needs of those with larger properties and many mature trees with the needs of those in more densely populated residential areas. Criteria for those parcels where leaf burning would not become a nuisance to other residential property owners are proposed to be: parcels that are larger than one acre in size on which a single family home has been constructed; parcels that are not in a platted subdivision; and parcels not located within 300 feet of a parcel of one acre in size or less. Holiday Tree Drop-off Sites Holiday Tree Dropoff sites will operate between December 26 and January 31. Only trees are accepted. Holiday Tree Drop-off sites are located at: Village Hall 9915 39th Avenue Pleasant Prairie Park Bain Station Road and 104th Avenue Carol Beach Park 111th Street and 10th Avenue Because trees are chipped on site, to keep costs lower for all residents by preventing costly damage to equipment, residents should remove all wreaths, garlands, lights, ornaments and other metal objects. Remove tree bags, tree stands and nails. Then drop your holiday tree inside the fenced area. The Village Holiday Tree Drop-off sites are for Village residential use only. Solid Waste The Village of Pleasant Prairie considers solid waste as garbage other than typical household waste. Examples of solid waste are clean lumber, carpet and padding, plywood, drywall, windows and scrap. In order to have solid waste items collected, they must be no larger than 3 feet by 18 inches and weigh no more than 50 pounds. Items must be small enough to fit into a garbage cart. Carpeting, padding and rugs must be cut or folded into 3-foot widths and be rolled and tied or taped. The weight limit per roll is 50 pounds. Windows can be no larger than 3 feet by 18 inches. Tape an “X” with heavy duty tape across glass on both sides to prevent breakage. Lumber must be cut into 3-foot lengths or smaller and tied or taped into bundles or placed in your garbage container. Paneling, plywood, drywall and plaster board must be cut into sections no larger than 3 feet by 18 inches and bundled, bagged or placed in your garbage container. The weight limit is 50 pounds per bag, cart or bundle. Please see page 8 for solid waste restrictions and additional information relating to residential garbage collection services, such as general garbage collection, bulk items and white goods. 6 soliDWasteSERvices Con’t Residential Leaf Collection As part of the Solid Waste Services provided to Village residents, on a seasonal basis, Village crews collect loose, unbagged leaves directly from your curb or roadside. In response to feedback received from residents during 2014 regarding the disposal of fallen leaves, the Village has made some modifications to the leaf collection program. 2 Below at the right, you will see an expanded 2015 Leaf Collection Schedule. An extra round of leaf collection has been added in both the spring and the fall seasons. To learn why these changes were made, and to learn about other enhancements made to accommodate leaf disposal, please see page 6. To participate in residential leaf collection, please follow the steps below. The guidelines help keep leaf collection on schedule and help keep costs lower for the community. Leaf Collection Guidelines • See the leaf collection map at right to identify your collection zone. • See the Leaf Collection Schedule at right to determine your collection dates. • Have loose leaves ready by 7:00 a.m. on your collection dates. • To prepare your leaves, rake your loose, fallen leaves into a pile at your curb or on your roadside. • Leaves must be within six feet of the asphalt road to be collected. • Please keep leaves off of the asphalt. • For residents with curbs and gutters, please place loose leaves on the grass by the curb. • For residents with a ditch line, please place loose leaves on the grass along the roadside of the ditch. • Because leaves are vacuumed into the collection truck, they must be piled loose. • Bagged leaves or grass, branches and other yard waste will not be collected. • Do not mix other yard waste, such as potted/garden plants or branches, into your pile of leaves. Doing so can damage the leaf collection vacuum and may cause costly delays. Leaves mixed with other yard waste will not be collected. Please keep in mind that though collection staff abides by the schedule at the right, there are certain circumstances that may delay collection by one or more days. These circumstances could include: unanticipated delays due to weather, emergency situations that may draw staff away from their regular duties, or damage to collection equipment that would require repair or unscheduled service. Using the cart properly helps keep collection costs lower for our community. • Depending on your route, garbage may not be picked up until 3:00 p.m. Call 262.925.6700 if you have problems with your pickup. General Garbage Guidelines • Bag your garbage and place the bag into your Village garbage cart. • Wheel your garbage cart to the curb or roadside by 6:30 a.m. on the morning of your collection day. • Your cart should be placed 5 feet away from any obstructions (poles, cars, mailboxes, etc.) and on the opposite side of your driveway than your recycling cart. • The cart should open towards the street. • Garbage should not be placed at the roadside more than 12 hours before your collection day. • Remove empty garbage and recycling carts from the curb within 12 hours of your collection. • Garbage and Recycling will not be collected if it is mixed together in the same container. • Please shovel or clear the area at the roadside during winter weather. Garbage Cart Contents It is illegal to place the following items in your garbage cart: lead acid batteries, white goods (such as microwaves, etc.), waste oil, recyclable items, tires, compost, antifreeze, cell phones, concrete, stone, dirt/clay, hazardous or toxic materials, and electronic devices (such as televisions, computers, DVDs, VCRs, DVRs, fax machines, etc.). Recycle your rechargeable batteries and old cell phones. Drop-off boxes are available at: Village Hall, the Prange Center, RecPlex and Station #2. For more information, please call 262.925.6700. Remodeling/Construction Debris More than modest amounts of construction and remodeling debris will not be collected as part of standard “unlimited” garbage collection. For larger remodeling or construction projects, residents should hire a dumpster service to handle large amounts of debris. Penalties Fees and penalties for violations have been defined in a garbage ordinance (see Chapter 292 of the municipal code). A process for notifying residents of noncompliance with the garbage and recycling guidelines has also been established. Bulk Items White Goods Bulk items are considered any item larger than 3 feet by 18 inches and/or weighing more than 50 pounds. Some examples of bulk items are: furniture, mattresses and swing sets. The following items are considered white goods in Pleasant Prairie: Bulk Item Pickup • Call Public Works at 262.925.6700 by noon on Tuesday to schedule a pickup for the following day. • There is a $25 fee for each bulk item pickup. The fee will be added to your Utility Bill. • Bulk items will be scheduled for pickup on Wednesdays only. Please call to schedule a specific week. • If you need to reschedule for any reason, please call to cancel by noon on the Tuesday prior to the scheduled collection. You will be charged a $25 fee for any collection canceled after 4:00 p.m. on Tuesday. • See page 9 for an additional bulk item disposal option. Disassembling bulk items to smaller than 3 feet by 18 inches and fewer than 50 pounds enables you to dispose of them as solid waste. Computers and Televisions You can also call to have your old computer or television collected as a special pickup. Pickup for these items (TV or computer) will be scheduled on Fridays. During 2015 the site will be open between March 28 and December 5, weather permitting. The site is easy to use, with expanded hours, drop-off options and the same free items for Village residents - compost and wood chips. The drop-off options can help you work around those times when you need more flexibility with your disposal options, like dropping off your garbage and recycling before you leave for a vacation. FREE Accepted Materials/Items The Compost Drop-off Site is located at the Roger Prange Municipal Center at 8600 Green Bay Road. The site is situated in the southwest corner of the property. When using the Compost Drop-off Site, please be prepared to provide proof of residence in Pleasant Prairie. If you frequent the site, for your convenience, you can request a compost sticker for your automobile window. Dumping by commercial contractors is not allowed. 9 ELEctronicsdisposal Options for Disposal of Televisions and Computers Because it is illegal to dispose of your old televisions and computers along with your regular garbage, the Village of Pleasant Prairie offers two options to help you dispose of these items. You can choose either a curbside collection or a drop-off option. While curbside collection can sometimes be more convenient, the drop-off option offers you a cost savings. The Village has a tiered fee schedule that takes into account various television sizes and the type of television. To Schedule a Pickup If you would like to schedule a curbside collection for your old television or home computer, call the Department of Public Works at 262.925.6700 by noon on Thursday to schedule a pickup for the following day, Friday. The fee associated with your pickup will be added to your monthly Utility Bill. These items will be scheduled for pickup on Fridays only. If you need to reschedule for any reason, please call and cancel by noon on the Thursday prior to the scheduled collection. You will be charged for any collection canceled after 4:00 p.m. on the Thursday prior to your collection. To Use the Drop-off Option If you would prefer to drop off your old television or home computer at the Compost Drop-off Site, simply visit the site during the hours listed on page 9. A member of the department will take your information, determine the fee associated with your particular television size and type, and will direct you to the drop-off location. The fee for the items you drop off will be added to your monthly Utility Bill. Ingram Park offers a dog park (open year round), a sledding hill, a walking trail around a fishing pond (the pond will be stocked once it naturally fills to an adequate level with rain water), open green space for passive recreational activities, and memorial trees planted in honor of each of the Kenosha County service men who lost their lives in the Vietnam War. Des Plaines River Floodplain, roughly located east of Interstate 94 between State Highways 50 and 165, is an environmentally sensitive area that contains the Des Plaines River, floodplains, shorelands, wetlands, and wildlife habitat areas. A portion of the river is accessible through nature trails located in the north western corner of Prairie Springs Park. The Des Plaines River open space area is comprised of roughly 750 acres of preservation lands. It offers opportunities for both passive recreational and preservation activities including walking/hiking and bird watching. This open space area is open to the public from sunrise to sunset, year round. Parking is available inside Prairie Springs Park. Des Plaines River Floodplain 36 Recycling Basics Why Recycle In Wisconsin, you cannot put many recyclable or compostable items in the trash. Wisconsin's recycling law bans the landfilling or incineration of these materials to conserve valuable resources. Recycling also: • Reduces the amount of waste sent to landfills; • Conserves natural resources; • Prevents pollution by reducing the need to collect new raw materials; • Saves energy; • Reduces greenhouse gas emissions; • Helps preserve the environment for the future; and • Helps create jobs in the recycling and manufacturing industries in the United States. What to Recycle Cardboard, paper, plastic containers and bottles, glass bottles, aluminum and steel cans and more (see page 5). How to Recycle Simply rinse materials and place in your recycle bin, no need to sort. Your second recycling bin is free - just call us at 262.925.6700 to order. Stormwater runoff is the rain and melting snow that flows off of streets, rooftops, lawns and farmland. The flowing water carries road salts, sand, soil, pesticides, fertilizers, leaves and grass clippings, oil, litter and many other pollutants into nearby waterways. Each of us contributes to stormwater pollution and each of us can help stop it. The amount of pollution that you stop may seem small, but together it all adds up to cleaner water for everyone to enjoy. Here are some ways you can minimize pollution of our waterways: • Plant a rain garden with deep-rooted native plants that will allow storm water to slowly percolate into the ground. A 300 square foot rain garden can hold back 12,000 gallons of rain water and snow melt annually. • Disconnect a downspout and install a rain barrel to collect rain that can be used to water your gardens or lawn. Each rain gutter can deliver up to 12 gallons a minute during heavy rain events. • Plant trees with roots that break up the soil to allow water to soak into the ground and whose leaves collect rain water to slow down runoff. Mature deciduous trees can intercept 500 to 750 gallons of water a year. One mature evergreen can intercept more than 4,000 gallons per year. • Do not rake leaves and other yard wastes into the street. Instead compost your yard waste. • Get a soil test before starting a lawn fertilization program and follow the manufacturer's directions. Use your compost to fertilize or purchase organic fertilizers like milorganite. • Use porous cement or pavers for driveways and patios. These allow rain and contaminants to soak into the ground. • Adjust your downspouts so they discharge onto lawns or gardens where water can soak in, instead of to sidewalks and driveways. • Wash your car at a car wash so dirty water and soap go to a sanitary sewer where it is treated, not into a storm sewer that drains directly to our rivers and lakes. Or wash the car on your lawn where water can soak in rather than runoff. Keep your car tuned up and repair leaks. • Dispose of hazardous wastes properly. Never pour them down a storm sewer where they go untreated to our streams, rivers and lakes. See page 5 for information about hazardous waste collection. • Clean up pet waste. Don't allow it to be washed into our storm sewers.
