Locality Diagram SUBJECT: Submission of tenders for the Stabilisation of Retaining Walls and Safety Fence Installation Works - Contract 24/2015 AUTHOR: Ashraf Doureihi, Engineering Project Manager ENDORSED BY: Duncan Mitchell, Director Engineering and Property Services EXECUTIVE SUMMARY: Tenders were called and were received until 4pm on 19 November 2014 for the submission of tenders for the Retaining Walls and Safety Fence Installation Works. In order for Councillors to discuss the content of this Commercial in Confidence report it will be necessary to close the Council meeting to the public. FINANCIAL IMPLICATIONS: Funding for this project was included in the four year delivery program adopted by Council. RECOMMENDATION: 1. THAT Council accept the tender of the highest ranked Tenderer for Tender 24/2015 Retaining Walls and Safety Fence Installation Works. 2. THAT Council approves that funds be brought forward from the 2015/2016 and 2016/2017 financial years to complete Sites 4-11 this financial year. 3. THAT Council award Sites 12-14 subject to future funding. 4. THAT Council hereby authorises its Official Seal to be affixed to Contract 24/2015 under the signature of the Mayor and the General Manager. 5. THAT information relating to the successful tender be published in Council’s Register of Contracts as required by Government Information (Public Access) Act 2009 - Part 3 Division 5 - Government Contracts With Private Sector. Our Built Environment Outcome: 2.1 Infrastructure, assets and facilities that meet community needs BACKGROUND Within the past 12 months, Council’s Asset Inspectors and Engineers have assessed that a number of sandstone retaining walls, natural rock faces and safety barriers are exhibiting signs of failure or requiring an upgrade to meet current standards. The main contributing factors towards the failure of the walls are age; stresses induced from long dry periods followed by wet weather; and insufficient load capacity. Most sandstone walls within the municipality have been built well over 50 years ago to meet the standards at that time. Consequently, many of Council’s walls are not structurally viable to withstand current load conditions and design standards. Additionally, many existing safety fences are not fit for their intended purpose and do not comply with current Australian Standards. The Engineering Department has identified 14 sites requiring attention. They include: 1. Westleigh St, Neutral Bay (safety fence) 2. Elamang Av, Milsons Point (rock face) 3. The Boulevarde, Cammeray (safety fence) 4. Miller St, Cammeray (retaining wall) 5. Mary Booth Lookout, Kirribilli (rock face) 6. Walker St, North Sydney (retaining wall and safety fence) 7. Carter St, Cammeray (safety fence) 8. Milray Av, Wollstonecraft (safety fence) 9. Carr St, Waverton (safety fence) 10. Ellalong Rd, Cremorne (safety fence) 11. Matora La, Cremorne at Primrose Park (rock face) 12. Carradah Park (rock face) 13. Pine St, Cammeray (safety fence) 14. Cremorne Rd, Cremorne Point (safety fence) Sites 1, 2 and 3 have been commissioned due to their urgent nature and will be completed in early December 2014 whilst the remaining sites will be executed under this contract and awarded based on the availability of funding. CONSULTATION REQUIREMENTS Community engagement has been undertaken in accordance with Council’s Community Engagement Protocol. TENDERS RECEIVED The methodology adopted to undertake the tender evaluation of Tender 24/2015 was based on selection criteria outlined in the tender documents and in accordance with the Local Government Act 1993 and the Local Government (General) Regulation 2005. Tenders were called and closed at 4pm, 19 November 2014. Five tenders were received by the appointed time. Listed in strict alphabetical order, the tenderers were: Tenderer Civil Works Geovert Ground Engineering Land and Marine Ocean Engineering Pan Civil Shamrock Developments International Information provided by tenderers which is commercial-in-confidence has been protected and will not be disclosed in accordance with section 10A(2)(d) of the Local Government Act 1993. A consistent standard for all tenderers has been used in assessing any request for confidentiality by a tenderer. Application for access to documentation should be through lodgement of a GIPA Public Information application form and payment of prescribed fees.
