First Sod Turned for Murray Regional
Equestrian Centre
The first sod was recently turned for Stage One of the $17.5M Murray Regional Equestrian
Centre in Coolup.
The Hon. Don Randall MHR Member for Canning, Mr. Murray Cowper MLA Member for
Murray-Wellington and Shire President Cr. Wally Barrett officiated the first sod turning.
The event was well attended and drew a crowd from across Peel and surrounds, to celebrate
the beginnings of the state of the art facility.
The Shire of Murray has allocated more than $1M in purchasing additional land for the
facility, as well as funding in-kind works, project management and master planning.
“The Shire recognises the scale and value of the equine industry within the Peel region and
sees the sector as a key economic driver into Peel’s future.
“Economic studies have revealed that there is a strong demand for facilities to cater
for Peel’s expanding non-racing equine industry. The state of the art Murray Regional
Equestrian Centre will cater for this demand, and catalyse the expansion of the industry,”
said Shire President Cr. Wally Barrett.
Construction for the Centre’s $2.05M Stage One, funded by the Royalties for Regions
Country Local Government fund and the Department of Sport and Recreation, has now
commenced.

“The project’s financial contributions symbolise the significant regional
partnership between Peel’s local government organisations and their
support for this major project. The Country Local Government
funding was pooled by the funding allocations for the Shires of
Waroona, Boddington, Serpentine Jarrahdale and Murray and the City
of Mandurah, to contribute towards the development of the regional
facility,” said Cr. Barrett.
Stage One works consist of the following:

Internal access roads and paths
•
Staged cross country course
•
Four polocrosse fields
•
Upgrades to the existing camp draft arena
•
Stage One vehicle parking area
•
Information and directional signage
•
Extensive tree planting and landscaping programs
Construction of Stage One is scheduled for completion by May 2015.

Community Safety Tips
for the Festive Season
Heading off to your favourite holiday destination?
Southern Palusplain
Precinct Plan
Key community stakeholders recently met with the Shire of Murray
to voice their opinions on the future development of the Southern
Palusplain Precinct.
The Shire conducted engagement sessions to determine the key
stakeholder group’s aspirations and views for the West Coolup rural
area and townsite, and to ascertain their opinions regarding the type
of development and land use they feel would make the area more
productive and sustainable.
This move forms part of the Shire of Murray’s community
consultation campaign which will aid the Shire in its development of
the Southern Palusplain Precinct plan.
The plan is being developed by the Shire of Murray, in partnership
with Department of Planning, as a guide for the future development
of the precinct. It will consider the planning, environmental,
agricultural, scenic, economic and social attributes (opportunities
and constraints) of the area and will provide for a sustainable rural
future for the Southern Palusplain Precinct.
The precinct encompasses the southern sector of the Shire of
Murray extending from the South Western Highway through to the
Peel Harvey Estuary.
“The Shire will conduct an extensive consultation campaign to
ensure the draft plan receives significant input from focus groups,
government agencies and the wider community,” said Chief
Executive Officer Dean Unsworth.
Campaign efforts will capture input from the community through
community workshops and an online survey, which is now open for

Plan your trip to include frequent stops to stretch your legs and give the kids
a distraction.
• Make sure your car is in good mechanical condition and you have spare
water and a tyre in the boot, as well as anything else you might need.
• Avoid departing for your destination at the last minute, remember to
take breaks along the way, grab a hot coffee and look after yourself so
you arrive safely at your destination.
• Make sure neighbours or someone that you trust can clear your mail
box and check in on your home periodically whilst you are away.
• Carry spare change for holiday phone boxes - some holiday destinations
don’t have mobile services.
• Leave your mobile phone in the glove box, switched off.
Around the home and during family gatherings
• Keep your valuables and keys somewhere out of the sight of prying eyes.
• Entertaining in the backyard is an open invitation to intruders through
the front door – secure your home even when you are just out the back.
• Your car is a sitting target – don’t forget to remove the keys and lock up
the vehicle no matter how close you may be to your vehicle.
• Remember to lock up your home securely even if you are only going
down the street to the shops.
• Don’t forget to mark all your valuables – free UV Marker Pens are
available from the local Pinjarra or Dwellingup Police Station.
Taking care of our seniors over Summer
• Remember to check in on our more senior family members, especially
as the weather warms up.
• Help older members of the family to manage the security in their homes.
• Make sure urgent contact telephone numbers are put into speed dial
lists on land lines or mobile phones.
• Have external metre boxes secured with a Western Power approved
padlock.
Out and about in the Community?
• Join the fight to stamp out graffiti vandalism, if you see graffiti vandalism,
report it on-line to http://goodbyegraffiti.wa.gov.au/home/reportgraffiti.
• Keep handbags and personal possessions close by, avoid using the top
of shopping trolleys.
• Avoid isolated areas that can put you at personal safety risk.
• Travelling in your car alone? Keep your car doors locked and valuable
items out of easy reach.

A Technical Working Group (TWG) will provide specialist technical
input into the plan and a Community Advisory Reference Group
(CARG) has been established to provide community feedback on
the planning proposals and assist with the community consultation
process.
“We encourage residents to help shape the future of the Southern
Palusplain Precinct by completing the online survey.
“The final plan is anticipated to be adopted by Council and the
WAPC by November 2015,” said Mr Unsworth.

Murray Community Christmas
Celebration
Edenvale Homestead was alight with carols, laughter and joy recently
as thousands gathered for the 2014 Murray Community Christmas
Celebration and Carols.
The event which took place on Wednesday 10 December attracted 2500
Murray residents and visitors.
With numerous activities for family members to enjoy the festive spirits
were extremely merry and bright.
The carols, an annual highlight of the event, did not fail to impress again
this year. The line-up of performers featured the Yuletide Beats band
with special guest appearances by Kristie Gray, Kim Godleman, Aileigh
and Eiblish, Emily Lambert, Cassandra Kotchie, Ali Hill and Courtney
Conway.
Children were impressed by the new addition to event, the Laser Tag
activity which saw the younger attendees captivated for the duration of
the event. An appearance by Santa and his helpers was the cherry on top
of the festive season indulgence.
Families’ trees will also be decked to the hauls with the creations from the
craft activities which saw children making Christmas tree decorations.
In addition to the wealth of activities the masses were able to choose
from a variety of cuisines on offer by food vendors and find the perfect
Christmas gifts for loved ones while browsing over 30 market stalls.
‘This year’s event boasted community togetherness and festive cheer. It
was a great way for Murray to join together and enjoy the start of the
festive season,’ said Shire President Cr Wally Barrett.
The evening also presented an ideal opportunity to recognise the
contributions of Midway Community Support Worker William
Bradshaw to the Murray Community presenting him with the Shire of
Murray’s Certificate of Dedication.
‘Mr Bradshaw was selected as this year’s honouree because of the
substantial amount of time he dedicates to working with people with
disabilities.’
‘Mr Bradshaw has played a significant role in enabling positive change
for local people with a disability in our community,’ said Shire President
Cr Wally Barrett.

Preserving Murray
Heritage
A significant piece of Western Australian history, the headstone and
grave site of Arthur Joseph (Pat) Keane, the first Kingsley Fairbridge
Farm School child immigrant to pass away in Western Australia, has
been restored.
Yunderup Sport and
Recreation Club
Works have commenced on the renovation and extension of the
Yunderup Sport and Recreation Club.
Works will see a full internal renovation, a 150sqm extension to the
dining room and a new fully equipped kitchen.
The restoration of the headstone and grave site which can be found
at the Pinjarra Cemetery is a joint initiative coordinated by the Old
Fairbridgians Association and supported by Alcoa of Australia,
Fairbridge Western Australia Inc. and the Shire of Murray. A bequest
received from a former Fairbridge student contributed significantly to
the project funding.
“The Shire of Murray was privileged to assist with a restoration project
of this calibre.
The building has now been guttered and earthworks have been
completed for the extension.
Footings and the ground slab are anticipated to be in place prior to
Christmas.
“Pat Keane’s arrival in Western Australia marks the start of a significant
period in Western Australian history,” said Shire President Cr Wally
Barrett.
The New Year will see the commencement of brickworks,
replacement of roof sheeting and the finer internal works.
Works are expected to be completed between April - May 2015
Pat Keane, born 14 May 1899 and died 22 August 1913, arrived at
Kingsley Fairbridge Farm School, Pinjarra on 21 January 1913 when
he was 13 years old. Master Keane arrived with 11 other boys and the
group became the pioneers for thousands of children who spent their
childhood at Fairbridge Farm School.
The Shire, YSRC members and the Builder are working closely in an
endeavour to have the club remain as operational as possible during
the works.
This is posing challenges for all parties with inconveniences being
experienced by the Club and Members. Club member are requested
to be mindful of this inconveniences and consider the outcome that
will be achieved at the end of the project.
Pinjarra Multipurpose
Community Facility
Works are progressing well on the construction of the Pinjarra
Multipurpose Community Facility.
Structural steel works have been completed and brickworks, roof
sheeting and air conditioning duct works are nearing completion.
The New Year will see the commencement of internal works,
plastering, ceiling fixing, wall and floor tiling.
Final works including external paving and construction of car
parking are scheduled for commencement mid to late February. The
new building is set to open in April 2015.
“Fairbridge was established due to its founder Kingsley Fairbridge’s
vision of providing young people in need with the support necessary
to enable them to reach their full potential and while Fairbridge
Western Australia Inc. only came into existence in 1983 we are
proud to be supporting the history of the site,” said Fairbridge Chief
Executive Officer Mark Anderson.
From 1913 until 1982, Fairbridge Farm School assisted 3,580 children
who came to Fairbridge under various child migration schemes
including children affected during World War ll. The school provided
education in task-learning, husbandry, metal work and wood work.
During the Second War the school was used as a training ground for
the Women’s Land Army, as a base for Guilford Grammar School
pupils while their school was used as the American hospital base and
an airfield was constructed and operated from the school until the
1950s.
“Prior to the establishment of the Bush Cemetery at Fairbridge,
Pinjarra, deaths that occurred at Fairbridge resulted in burial in the
cemetery in Pinjarra,” said Old Fairbridgians Association President
Derek Smith.
“Residents and visitors to Murray are encouraged to visit the Pinjarra
Cemetery to view the gravestone as well as visit the Bush Cemetery at
Fairbridge to gain an insight into this important slice of our history,”
said Shire President Cr Wally Barrett.

Club Development in Murray
Murray Club Talk Workshop
Wednesday 26 November was the night of the first club talk workshop
for the Shires of Murray & Waroona, hosted at the Murray Leisure
Centre. The workshop focussed on Facebook and the Team App and
how these resources can assist clubs. Seven clubs were represented at
the workshop. Thank you to those who attended the evening and the
positive feedback received. The clubs walk away from the evening with
a developed Team App to roll out to members. The workshops assist
clubs to reduce the workload for their volunteers. The next round of
Club Talk Workshops will commence in the new year.
Power of Sport Club Culture Forum – John Worsfold Night
The Mandurah Offshore Fishing & Sailing Club hosted the Club
Culture Forum on Thursday 27 November with former West Coast
Eagles legend Coach and Captain, John Worsfold. Mr. Worsfold spoke
about the power of sport and its ability to influence everyone in the
community to become better people. The Department of Sport and
Recreation extended invitations to Presidents and Club Officials of
the 8 sports represented locally, Basketball, Netball, Football, Rugby,
Hockey, Soccer, and Surf Life Saving. Thank you to those who
attended.
The night also introduced a roll out of the Top Club Planning Tool
which is an initiative of WA Sports Federation. The Tool will be rolled
out to the clubs by their State sporting associations with the assistance
of the Club Development Officer. The roll out process is still being
developed, but this is a very useful tool for our clubs. The tool is
designed to engage club members in developing their values, vision
and identifying what those behaviours look like. Stay tuned for more
information.
Murray/Waroona Club Surveys 2014/15
The recently developed Annual Sport & Recreation survey has been
sent out to local sport and recreation groups in the region. These
surveys will provide important information which will allow trends
to be captured annually and will provide the Shire with information
regarding the areas local clubs may benefit from Shire assistance. The
surveys also provide much needed feedback to the Shire.

Be Safe this Bushfire season
November saw the start of an active Bushfire Season for Peel.

With Murray dealing with the aftermath of several bushfires already this
season, the safety of our community, its residents, visitors, firefighters and
volunteers culminates in the readiness of residents when threatened by a
bushfire.
It is also important to stay informed by subscribing to DFES’ alerts and
warnings, via the DFES information line on 1300 657 209 and monitor
radio, television, newspapers and news websites.
It is imperative that Murray residents know what to do when a bushfire
threatens and are able to action their Bushfire Survival Plans.
The safest option residents can take is to leave hours before a bushfire is
anticipated to reach dwellings.
Residents should also remember to consider the wellbeing of their
livestock and pets, actions for which should already be incorporated
in their bushfire survival plans. If taking to a safer place these areas
should already be established. Alternatively livestock and pets should
be evacuated as soon as a bushfire threat is reported to avoid additional
stresses during the bushfire.

It is imperative that residents have a thorough understanding of the
bushfire warnings. These are communicated by emergency services
through various channels and include three levels of warning and an
All Clear. Bushfire warnings change to reflect the increasing risk to life
and the decreasing amount of time affected residents have until the fire
arrives.
If residents plan to leave early they need to know what their triggers are.
Many people plan to leave for a safer place but leave it too late and are left
to stay and actively defend.
Driving is dangerous and stressful during a bushfire. Smoke affects
visibility and there can potentially be obstacles on the road including
fallen trees and power lines. Cars can burn due to the speed of the fire, as
they are susceptible to radiant heat.
Residents should only stay and defend dwellings if they are capable and
if their homes are well prepared and constructed. If there is doubt, leave
early.
If residents plan to stay and defend they need to take shelter when the fire
front passes as the heat will be extreme. Stay in the house when the fire

Harvest and Vehicle Movement Ban
A Harvest and Vehicle Movement Ban, including the use or operation of
engines, vehicles, plant or machinery, has been declared for Thursday, 25
December 2014, Friday 26 December 2014 and Thursday 1 January 2015
between the hours of 8.00am and 5.00pm for the whole Shire of Murray.
Activities not permitted during this period include:
• Harvesting operations.
• Any “hot works” (e.g. welding, grinding, cutting, heating etc) in
the “open air” are not permitted, (note—these activities are not
permitted during the term of any Total Fire Ban).
• Use or operation of any engine, vehicle, plant, equipment or
machinery in the area likely to cause a bush fire or contribute to the
spread of a bush fire.
• Use of recreational “off road” vehicles (e.g. motorbikes, quad bikes,
etc), and chainsaws, in bushland/grassed paddocks.
Activities permitted during this period include:
• Movement of Vehicles on “gazetted roads” (as described in r.24A(1)
of the Bush Fires Regulations 1954 and s.5.1 of the Road Traffic Act
1974)
• Movement of vehicles on a lane, driveway, yard or other area that
provides access to, or a parking facility at, any residential, farming
or business premises, if the area has been sufficiently cleared of
inflammable material to prevent the escape of fire,
• Use or operation of a vehicle if it is for the prevention of an immediate
and serious risk to the health or safety of a person or livestock, and
only if all reasonable precautions have been taken to prevent the
activity from creating a bush fire danger,
• Use or operations of vehicles and undertaking of “hot works” by
those persons holding a current exemption under s.22C of the Bush
Fires Act 1954 (Exemption from Total Fire Bans).
