Voting for the 2014 local Government Elections
closed on Friday 7 November 2014 with the count
conducted at the Mallala Council Chambers on
Saturday 8 November 2014. The first count
conducted was that for the position of Mayor.
This was the first time for the District Council of
Mallala where the community has directly elected a
Mayor. The successful candidates are listed below in

Kerbside Audit results
Baseline data
Baseline data for the trial was collected on Monday
20 October 2014 from approximately 75 households
in Two Wells and 230 households in Mallala.
During the collection of baseline data, an
introduction fact sheet was given to households
either by letterbox in Mallala and under doormats in
Two Wells.
The introduction fact sheet provided information on
how to recycle right, along with information on the
bin tagging trial
Reduction in contamination in Recycling bins
Overall the average number of recycling bins that
were contaminated at the beginning of the trail was
67%. This reduced to 43% by the end of the third
week: a reduction in contamination of 36%.

The number of households placing food into the
green organics bin increased from 36% at the
beginning of the trial to 57% by the end of the trial:
an increase in participation by 37%.
At the highest level of participation, week 2, 62% of
households were placing food scraps into their green
organics bin: an increase in participation by 56%
from the beginning of the trial.

Service this summer
All children and families are invited to join in this
adventure by participating in Summer Reading Club
activities being delivered from 12 December 2014 to
23 January 2015.
The Summer Reading Club is a free online and inlibrary holiday program, run in partnership with State
Library of Queensland and the Australian Library and
Information Association.
This year, the Summer Reading Club is all about
adventure - dodging danger, outwitting archnemeses
and journeying beyond your wildest imagination - are
at the heart of this year’s Summer Reading Club.
There are lots of activities online too; and the
opportunity to win great prizes! From an online
scavenger hunt with Encyclopaedia Britannica, to
Word Hunting and What Happens Next story writing
with Nick Earls and Terry Whidborne, there is so much
to do. You can also meet twenty one of Australia’s
favourite authors and illustrators on – line and
preview their newly released titles.
The Summer Reading Club is delivered nationally,
giving participants the opportunity to connect with
children right across the country. Last year 34, 576
Australian children registered for the Summer Reading
Club and collectively read more than 230,000 books.

Highlights of the Summer Reading Club include:
•The Two Wells Library will be hosting a presentation
party, in mid February 2015 (date to be determined)
where Mayor Duncan Kennington will be presenting

ten books over the Summer holidays.

Council Awards
AWARD WINNING MALLALA PROJECTS
Projects undertaken by the District Council of Mallala were
recently in the spot light with two of its recently completed
projects winning awards.
The Coastal Settlement Adaptation Study won the Resilient
Australia Awards- State Highly Commended. It also won a
Commendation in the 2014 Planning Institute of Australia (PIA)
Awards for Planning Excellence,
Strategic Projects Coordinator Carol Muzyk and General
Manager Gary Mavrinac received the awards along with project
consultants from the University of South Australia and URS
Australia.
Adding to the excitement, the Virginia and Northern Adelaide
Plains Horticulture Study won first prize at the PIA Award
Ceremony in the category of Best Planning Ideas – Large.
Representatives from the City of Playford, the NRM Board, and
consultants from Jensen Planning and Design joined Carol
Muzyk at the ceremony to receive the award.
The recently completed Barossa, Light and Lower Northern
Region Public Health and Wellbeing Plan commissioned by
Mallala, Light, Barossa and Gawler Council’s was among a
number of other projects nominated for a PIA Award.
Whilst the Plan did not receive an award, the nomination
alone provides professional recognition of the Health and
Wellbeing Plan.

Day
District Council of Mallala
Australia Day 2015 Breakfast
Australia Day is a special day for all Australians to
come together and celebrate our community and
what we love about the country we call home. It is
a chance to celebrate our Australian Citizenship as
the bond which unites us all, whether we are
Australian by birth or by choice.
This year the District Council of Mallala will
celebrate its annual Australia Day Breakfast at the
Dublin Oval, South Tce, DUBLIN on Monday
January 26, with a fully cooked breakfast catered
for by the Dublin Cricket Club and sponsored by
Council.
Commencing at 8am, breakfast will be followed by
a Citizenship Ceremony where residents will join in
with towns and regions across the nation in
welcoming our newest citizens as part of the
celebrations.
It’s a particularly significant occasion for those
residents choosing to become Australian citizens,
as they pledge their commitment to Australia and
its people and accept the privileges and
responsibilities of Australian citizenship.
Following the ceremony, presentations will be
made to the winners of the Australia Day Awards: including Citizen of the Year, Young Citizen of the
Year, Community Event of the Year, Community
Project of the Year and Community Group of the
Year
Council encourages all Australians within our
community, whether new or old, by birth or by
choice, to join in Council’s Australia Day event and
celebrate this great nation.
Breakfast will be served
from 8am, with formal
proceedings set to commence
at 9am and anticipated to conclude
at round 10am.

Community Transport
The Regional Youth Bus is a mobile
facility that will provide opportunities
for young people living in Council
areas of Mallala, Barossa, Light,
Goyder and Wakefield.
The bus will be a place where young people can connect with
peers in a fun and safe environment, whilst accessing important
information and support. Services will reflect the needs of youth
who access the bus but will primarily focus on recreation,
education, careers, health and referrals. The Regional Youth Bus
project is an initiative of the Barossa Lower North Futures in
partnership with local government, industry, youth service
providers, registered training organisations, community
volunteers and local youth organisations.
The Mid North Community Passenger Network (MNCPN)
provides transport options for residents who may not own
or drive a vehicle; may be frail, elderly, isolated or have a
disability; have a medical appointment and have
been advised they cannot drive home; friends or family who
usually assist are unavailable or may be temporarily
without transport for other reasons.
This fee for service option provides flexibility and is
available for appointments Monday to Friday. Eligible
residents may be taken to medical, health and shopping and
social activities (conditions apply). A community car is based
at the Mallala Community Hospital, enabling easy access for
residents. Volunteer drivers will collect passengers from their
home and take them directly to and from appointments.
Veteran Affairs Gold cardholders may be entitled to service
fee reimbursement. Out patients of the Flinders Medical
Centre, Royal Adelaide, Queen Elizabeth or Modbury Hospitals
may also provide reimbursement for all or part of travel costs.
In addition to its community cars, the MNCPN provides a
Medical Bus Service. The bus is available Mondays, Tuesdays,
Wednesdays and Fridays for appointments between 10am and
2pm. There is provision for a carer to travel with you, and the
bus is fitted with a wheel chair lift to enable access to all
residents.

Bookings for both the bus and community car are essential.
The service is always on the lookout for volunteer drivers, so if
you have some time to spare and would like to help your
community please feel free to contact the transport

In 2015, once the renovations have been completed,
the bus will commence travelling to various areas for youth to
use the facilities. The overall concept of the
bus is to engage and connect regional youth through social
media, be a trusted source of information and support as well as
being a fun and safe place to be.

Is your Dog Registered?
Please Note that any registration fees paid after 31st
August will need to include a $20 late fee and $70 for
a Business Registration.
Council will this year again be using the services of a
contractor who will be door knocking after the due
date. If any unregistered dogs, including dogs that
have not been re-registered, are located during this
door knock, the dog owner or keeper of the dog will be
issued with an Expiation Notice for each unregistered
dog and there will be further follow up action if these
dogs remain unregistered. If you have any queries in

Season – timely reminders:
Explosives (Fireworks) Regulations 2001
Section 9(1) states that A person must not personally use a
firework (Other the general use fireworks( toy cap guns,
starting pistols, party poppers etc)) unless they hold a Pyro
technician’s licence or acting under direct supervision of person
who holds that licence.

Permits
THE DISTRICT COUNCIL OF MALLALA
Burning Permit Procedures.
.
From 1st March until the end of Fire Danger Season 30th April
(unless changed by CFS Chief Officer) Burning Permits may be
issued for the purpose of General Broadacre Burning.
Application for fire permits can be obtained from the District
Council of Mallala office at Mallala and Two Wells or Council Web
site at www.mallala.sa.gov.au. To ensure you have a Burning
Permit when you want to burn please apply for the Burning
Permit a minimum of 2 Working Days before it is required by
filling out the application form and faxing or presenting to one
of the Council Office.
Please be advised that a seasonal Burning Permit may be issued
to the Permit holder for a period of more than one day but all
Fire Permits must be validated by ringing the Council Office on
the morning of the intended burn.
Please also take note of the Burning Conditions supplied with
Burning Permit including the conditions on the back of the
Burning Permit before commencing the burn. These must be
complied with.
Please note:
Permits will not be issued in the Fire Danger Season
for fireworks.
A Council Fire Prevention Officer is empowered to
refuse or cancel the validation of a permit at
anytime.
Be aware that Council Fire Prevention Officers are
now empowered to issue Expiation Notices for
offences such for not complying with Burning
Conditions.
The Burning Permit is not valid on a Day of Total Fire
Ban. (CFS Fire Ban

District.
Be aware in advance, and vigilant of any sudden
changes in weather conditions that may affect the
burn.
The 1st Burning Permit you acquire for the season
must be in the Permit holders possession before the
fire is lit. In some circumstances Permits may be
faxed.

Fire Ban District
The 2014 – 2015 Fire Danger Season for the Mid
North which includes the District Council of Mallala
starts on 1 November 2014 and will close on 30 April
2015 inclusive, unless changed by Government
declaration.
During that time no fires may be lit in the open
unless a permit for that purpose has been obtained
from Council.
Permits will not be issued prior to 1 March 2015.
(Unless for an emergency burn).
HEAVY PENALTIES APPLY FOR LIGHTING OR
MAINTAIN AN UNAUTHORISED FIRE.
Contact Council for details of the rules relating to
fires in the open for cooking and comfort purposes.
Additional fire prevention and permit information is

PLEASE NOTE, Council is able to issue an Expiation Notice for
the offence of not complying with the requirements of Bushfire
Hazard Reduction Compliance Notice. Expiation Notice fee for
non compliance $315.
CFS suggested Requirements:
1. Vacant town blocks are required to have all dry flammable
material to be reduced to a maximum height of 10cm by
means of slashing or mowing or removing and maintain
throughout the Fire Danger Season.
2. House blocks are required to all dry flammable grass
material to be reduced to a maximum height of 10cm by
means of slashing or mowing or removing and maintain
throughout the Fire Danger Season.
3. Larger blocks (more than 1 Hectare) in some situations
(not in a built up area), will require having a firebreak,
slashed or mowed to maximum height of 10cm to a
minimum width of 5 metres around property boundary,
and with a minimum width of 20 metres around any
building or asset on the property. This must also be
maintained throughout the Fire Danger Season.
4. All flammable material must be stored in
a safe manner.

Sprayright – to avoid drift
Best management practices
Good spray application management employs a number
of techniques to minimise off- target movement.
■ Spray under desirable weather conditions including
appropriate temperatures and no inversions;
■ Select the correct droplet size;
■ Spray when there is a consistent crosswind;
■ DO NOT spray with the wind direction toward
sensitive areas;
■ DO NOT spray when there is excessive wind speed;
■ DO NOT operate with a boom height too high;
■ Avoid spraying with volatile products
Due to Christmas and New Years Day and the subsequent
Public Holidays, Waste and Recyclables collections will
occur one day earlier for residents in the Two Wells and
Lewiston areas that regularly present bins for collection
on a Thursday.
Bins will not be collected Thursday 24 December or
Thursday 31 December 2014, and affected residents will
be required to have bins out on Tuesday evenings for
collection on Wednesday 23 December (General Waste)
and Wednesday 30 December (Recyclables ).
Collections will return to normal the week beginning
5 January 2015.
