Background:
ILO is partnering with Central Administration of Statistics (CAS) to implement a Labour Force and
Households Living Conditions Survey in 2015.
The LFHLCS survey will be designed to produce estimates not only at the national and governorate
(mohafaza) levels, but also at the level of individual districts (caza) . The survey will thus yield
statistical indicators on the conditions of work and life in Lebanon that highlight regional disparities
and characteristics. Such indicators are needed for policy-making and the design of interventions at
district level. It will be the first time for CAS to undertake a household survey aimed to provide
reliable estimates at the level of cazas. As a result, the LFHLCS will be the largest household survey
ever carried out in Lebanon.
The planned LFHLCS survey will be conducted in four quarterly rounds. It will be implemented over a
period of 24 months. This period includes several months for survey planning, design and preparation,
as well as several months for analysis of the data cumulated over the four quarterly rounds, and drafting
and dissemination of the final survey report presenting data at the caza level.
Rationale
In view of the above, the supervisor will coordinate the field work as directed by CAS. He/she will be
responsible of a team of Interviewers, which he/ she will have to directly supervise and correct their
work at all stages. He/she will be responsible of receiving maps and questionnaires and related
documents from CAS and distribute the work fairly among his/her team of interviewers. When data
collection work is completed he/she is responsible of delivering all questionnaires, maps and other
forms and documents to CAS.
The supervisor will visit designated households to check on the quality of the data collected by the
interviewer. The supervisor will work under the direct supervision of CAS team involved in the
survey.

Specific Duties
He/ She will be in charge of the following tasks and activities:
 Receive maps, lists of sampled households, questionnaires, and other forms from CAS,
 Deliver and distribute fairly those documents on his/her team of interviewers,
 Help interviewer locate sampled enumeration areas (ilots) and households,
 If needed, visit designated households with interviewers to supervise and /or help the interviewer to
accomplish his/her tasks,
 Check interviewers work by revisiting a subset of sampled households, identified by CAS,
 Check the quality of the completed questionnaires (filed in, coded when needed…) before delivering
them back to CAS,
 Return completed questionnaires maps and other forms to CAS on schedule and as directed by CAS,
 On CAS request he/she should attend any meetings with CAS representative,
1. Prepare periodic reports about field work status, such as:
a) Status of ongoing fieldwork: number of started interviews by interviewer and enumeration
area,
b) Number of completed questionnaires for each interviewer and enumeration area,
c) Number of incomplete questionnaires showing the reasons for each…
 Execute all other tasks given to Him /Her by the statistician in charge of the survey.
Qualifications & Work experience
BA in any field of education. Previous experience in fieldwork or in household surveys is a must.
Language
Fluency in oral and written Arabic. English or French are an asset.
Selection process
Candidates applying for this vacancy should attend at least 90% of the training provided by CAS staff.
The final selection will be based on the test conducted after the training, only successful candidates will
be accepted to work in the project.
Confidentiality
The supervisor will protect the confidentiality of the data collected and is only allowed to discuss those
with Interviewer , CAS and ILO representative. He/she is expected to keep the maps and other forms
under his/her control. He/she is not allowed to copy/photocopy/scan/ reproduce totally or partially any
questionnaires, maps and other forms nor their contents as clearly stated by CAS law, any breach of
confidentiality will result in legal penalties.
Insurance
The ILO accepts no liability in the event of death, injury or illness of the External Collaborator. The
External Collaborator attests that he/she is adequately covered by insurance for these risks. In no
circumstances shall the External Collaborator be covered by any ILO insurance and it is his/her
responsibility to take out, at his/her own expense, any personal insurance policies he/she may consider
necessary, including a civil liability insurance policy.

Unsatisfactory or incomplete work
In the event that the work provided for in this contract is unsatisfactory or fails to conform to the
conditions set out above, the ILO reserves the right, as appropriate, to interrupt it, to request that it be
corrected or modified, or to refuse to accept it. In such cases payment may be made in consideration of
the work performed to the satisfaction of the Director-General.
Timeline
The consultancy will be for a period of 10 consecutive months from 1 February until November 2015.
This period may be renewable upon availability of funds.
Method of payment
Supervisors will be paid upon checking and verifying all visited households’ questionnaires and/or Ilots
which were completed by his/her team to the satisfaction of the ILO and CAS.
