We are pleased to provide you with a copy of the 2015 Seasonal Camping Package, including an updated Seasonal
Campers’ Guide and other documents to help you in applying for a seasonal campsite. Important modifications to
the guide have been highlighted for easy recognition.

will not be accepted.
Notifications will be sent out following the computerized draw to let applicants know their draw order for site
selection. If you have not received your notification by Thursday, February 26, 2015, please call the number
below.

applicants without an e-mail address, a letter will be sent through Canada Post. We ask for your assistance by
ensuring that your application reflects your current mailing address or e-mail address (if applicable). If you are not
filling out the application online, please print clearly to ensure the proper information is recorded.

MANITOBA PROVINCIAL PARKS
2015 SEASONAL CAMPERS’ GUIDE
Manitoba's provincial parks offer everyone the enjoyment of outdoor living and an opportunity to be
close to nature. Our campgrounds are managed to ensure that everybody has a pleasant stay.
Resource Officers and Park Patrol Officers work in our parks to ensure a peaceful, safe and enjoyable
camping experience for everyone. Rules and applicable policies are established under The Provincial
Parks Act and Regulations and are laid out in the Seasonal Campers’ Guide and the Campers’ Guide and
must be observed by all park users.
Failure to comply with these rules may result in enforcement actions by Resource Officers or Park Patrol
Officers and could include:
 Cancellation of your camping permit without compensation
 Eviction for up to 21 days
 Possible charges
 A ban from provincial parks for up to one year and automatic disqualification from the next
season’s draw
CAMPING SEASON
1. Permit: Seasonal campsites are intended for use by the permit holder and immediate family (which
is generally defined as parent(s) and their children under the age of 18 with the possible addition of
a grandparent or similar, immediate relative).
The seasonal camping permit grants the permit holder the right to occupy a specified campsite for
the period listed on the enclosed schedule of Seasonal Camping Dates and Prices.
Your seasonal camping fee covers the term of your seasonal camping permit (the start and end
dates referred to as units-on to units-off dates).
In the event that you are permitted to occupy your seasonal site either before the units-on or after
the units-off dates of your seasonal camping permit, you must obtain a nightly camping permit and
pay the applicable nightly camping fees.
If your camping unit is on site without a valid permit before or after the term of your seasonal
camping permit, you are subject to all of the following:
 having your camping unit towed at your expense
 being charged for occupying park land without a valid permit
 paying nightly camping fees for each night the camping unit occupied the site
2. Transfers and Refunds: Seasonal camping permits are neither transferable nor refundable. The
renting, subletting or assigning of camping units, camping privileges or campsites is not permitted.

At the Beginning of the Season
3. Siting Your Camping Unit: Camping units must be placed on site within 22 days of campground
opening (see enclosed Seasonal Camping Dates and Prices). In the event that you are unable to site
your camping unit by the specified units on date, the permit holder must inform the appropriate
district office (see enclosed Department Contact List). Failure to comply could result in the
cancellation of the camping permit.
4. Proof of Insurance: All camping units (except tents) must be registered with Manitoba Public Insurance
(MPI) and display a valid licence. Manitoba Conservation and Water Stewardship reserve the right to
verify licence plate numbers.
YOUR 2015 CAMPSITE
In order to be considered occupied, a campsite must contain one of the following camping units:
tent, tent-trailer, camper-truck, camping trailer, fifth-wheel or motor home. Only one camping unit
per campsite is permitted.
Please refer to 2015 Seasonal Campers’ Guide Equipment and Structures located at the back of this
guide for further information on what is permitted on your campsite. Over the years, there has been
increased use of equipment and structures that are not permitted at campsites. The result is damage
to campsites and the surrounding trees and ground cover. This guide intends to minimize the impact
on the camping environment while providing ample accommodation for your camping experience.
All allowable structures, equipment and a single motor vehicle must fit in the defined campsite. The
maximum allowable footprint of all allowable structures on a campsite cannot exceed 460 sq. ft.
Campsites must not be modified or enlarged in any way by the destruction or removal of existing
natural features, or the movement of curbs, timbers or boulders placed for site definition.
Site inspections will be conducted by regional staff in early June to identify any issues pertaining to
allowable structures, equipment or camping footprint. If a campsite is deemed non-compliant, the
permit holder must resolve any concerns within two weeks of inspection or risk forfeiture of his/her
seasonal camping permit without compensation and/or disqualification from next season’s draw.
If you are temporarily removing your camping unit for a period of time (e.g. vacation) you must
submit a Notification of Removal of Camping Unit from Seasonal Campground form (available at your
local district office) to the Campground Office or the District Office. This document must be signed by
a local District Officer. If a request to temporarily remove your unit is not on file, the site may be
deemed vacant, your permit cancelled and the site redistributed.
CAMPGROUND ETIQUETTE
1. Quiet Time: Please observe the campground quiet time between 11 p.m. and 9 a.m. and refrain
from using any equipment during this time.
2. Noise and Disturbances: Permit holders must ensure that they, and other people occupying the
site, do not interfere with the quiet, peaceful use and enjoyment of provincial park lands by other

campers. Excessive noise or disturbance, as determined by an officer, is not permitted at any time.
This includes fighting, yelling, playing loud music, using insulting or obscene language, drunkenness,
or other disturbances such as damaging the property. Failure to comply with these rules will result
in enforcement actions by Resource Officers or Park Patrol Officers which may include being charged
for creating a public disturbance under the Park Activities Regulations (set fine of $673.65) and/or
being evicted from all provincial parks for a period of up to 21 days. More serious disturbances
could result in a charge for breach of peace under the Criminal Code and/or a ban from all provincial
parks for one year.
3. Generators: Except under the authority of an officer, generators may not be used during quiet time
of 11 p.m. to 9 a.m., or if the permit holder and/or immediate family is not present on the site.
Continuous or prolonged generator use during the day can be very disturbing to your neighbour and
is not allowed.
4. Alcohol Consumption: Alcoholic beverages may be consumed only within the permit holder's
camping unit and on his/her assigned site, and in accordance with the requirements of The Liquor
Control Act and under The Provincial Parks Act and Regulations.
Remember: Possession and/or consumption of liquor is prohibited in all provincial campgrounds
from Thursday to Monday of the May long weekend.
5. Pets: All pets must be kept leashed, tied up or caged, and under physical control at all times. Pet
owners are responsible for cleaning up after their pets.
6. Entering the Campground after 11 p.m.: Only permit holders returning to their designated
campsites are allowed into campgrounds after 11 p.m. Vehicles entering campgrounds after 11 p.m.
may be restricted.
7. Guests: Guests are allowed after 11 p.m. on an occasional basis, as long as the maximum number of
adults, including the permit holder, does not exceed four. All persons, including guests, must be
accommodated within the allowable equipment and structures. The permit holder is responsible for
the conduct of all persons using the site, regardless of whether or not those persons use the site
with or without the permission of the permit holder.
8. Only One Motor Vehicle per Campsite: Visitors to your campsite must leave their vehicles in
designated parking areas. Only one vehicle is permitted on each campsite unless approved by an
officer.
CAMPGROUND SAFETY
1. Children at Play: Please use caution when driving your vehicle or moving your camping unit.
2. Maximum Speed of 20 km/hr: The speed limit in campgrounds is 20 km/hr. All motor vehicles
operated in campgrounds must meet the requirements of The Highway Traffic Act (except for
specialized park maintenance vehicles). Motor vehicles not defined by the act (such as trail
bikes/ATVs) are prohibited, or are restricted to designated areas or trails.
3. Do Not Feed Wildlife: Feeding wildlife can be harmful to both the animals and people who come
into contact with them and as such is not allowed.

Bears can cause serious injury and damage property. No matter how tame they appear to be, they
are wild animals. Do not harass them, or leave food or garbage out. Report a nuisance bear to an
officer or the campground office. Please clean all cooking surfaces (barbeques, stoves, picnic tables,
etc.) regularly as leftover food will also attract wildlife.
Due to increased incidents of problem wildlife, including bears, bird feeders are no longer permitted
in seasonal campgrounds.
4. Emergency Removal of Equipment: All structures and equipment must be maintained in a
moveable state in the event that such an evacuation is necessary. Manitoba Conservation and
Water Stewardship reserves the right to evacuate all campers in the event of an emergency.
5. Campfires: Campfires are only permitted in designated fire pits and must be extinguished when the
site is unoccupied. Burning elm or ash, plastics, metal, glass and leftover food that includes bones is
not permitted.
6. Firearms: Discharging a firearm or possession of a loaded firearm within 300 metres of any
developed area, including campgrounds is prohibited at all times. Please contact your local district
office for any park specific restrictions.
7. Fireworks: The use of fireworks is prohibited in Manitoba's provincial parks.
CAMPGROUND ENVIRONMENT
All seasonal campers share responsibility to protect nature in our provincial park campgrounds. The
permit holder is responsible for the following:
1. Campsite Maintenance: The site must be maintained by the permit holder and kept in a clean and
sanitary condition at all times.
2. Wastewater Disposal: Dispose of wastewater only in dump stations or sewer drains provided.
Disposal of wastewater on the campsite or surrounding areas is not permitted.
3. Garbage Disposal: Dispose of garbage in refuse containers on a daily basis and keep your site free
of litter at all times to avoid problem wildlife. Garbage must not be stored on site.
4. Recycle: Help to reduce waste by recycling glass, paper and plastic products. Recycling items should
be disposed of daily and must not be stored on site.
5. Safe Campfires: Ensure campfires are extinguished before you retire for the night or leave the site.
Dispose of matches and cigarettes in the firepit.
6. Take care of the trees: Damaged trees are more likely to be destroyed by fungus or disease. Please
do not strip bark, use nails or attach wire on trees or shrubs. Ropes around trees are permitted, but
must be removed at end of season.

7. Glass Containers: Limit the use of glass containers as broken glass can be dangerous to visitors,
staff, pets and wildlife.
8. Firewood: Firewood, where provided, is for campsite permit holders' use only, and as such,
stockpiling of provided wood on the campsite is not allowed. The removal of wood from a provincial
park and the unauthorized collection of any living or dead vegetation is prohibited in Manitoba
provincial parks.
Do not transport firewood. Firewood brought in from out of the province may harbour harmful
pests and carry diseases that will destroy our forests. If you bring your own firewood: buy it locally,
burn it locally.
END OF CAMPING SEASON
1.
At season end, the permit holder is responsible for removing all personal property and restoring the
campsite to the condition it was in at the start of the season.
2.
Some campgrounds offer winter storage for camping units. Check with the campground’s district
office for office hours and storage availability. Winter storage is only permitted in designated areas
and is only available for seasonal campers from the current year.
a) Winter storage permits are sold on a first-come, first served basis and will be available for
purchase at the campground’s district office starting in early June through to the campground’s
units off date. Each winter storage area has a maximum capacity and the number of available
permits is limited to the capacity of the area.
b) The conditions of winter storage are listed on the winter storage application.
c) Refrigerators must be padlocked and stored immediately adjacent to the camping unit. All other
materials must be stored underneath, inside, on top of the camping unit or removed
completely. Materials not stored as required will be removed.
d) When applying for a winter storage permit, all items (equipment or materials) to be stored must
be identified. Any camping unit or associated item that is stored in winter storage that was not
present on the campsite is not permitted.
e) Boats, boat trailers and utility trailers are not permitted in winter storage areas.
f)
All camping units placed in storage must have winter storage permit posted in a clearly visible
area on the camping unit and are required to have a valid registration. Trailers may not be
present in winter storage without a winter storage permit.
Note: Failure to comply with the requirements of winter storage will result in the removal of the
camping unit from the winter storage area at the owner's expense, as well as disqualification from
next season’s draw.

SEASONAL CAMPSITE
CONDITIONS OF APPLICATION and SITE SELECTION
Eligibility and Application:
1. Only Manitoba residents are eligible to participate in the draws for seasonal campsites. A Manitoba
resident is a citizen of the province whose primary residence is located in Manitoba and who is
present at the primary residence 183 days of the year. Upon request, the applicant must be able to
produce a Manitoba Health Registration Card or a Manitoba Driver’s Licence as identification to
verify residency.
2. Only one application per family permitted. Family is generally defined as parent(s) and their
children under 18 years of age.
Note: Anyone found to be submitting multiple applications under different names, or making
application for site occupants other than themselves will forfeit their site, seasonal camping fees
and will be disqualified from next season’s draw.
3.
A licence plate number and a copy of registration or a Notice of Registration and/or Insurance
Coverage in Force (available from Manitoba Public Insurance) are mandatory at time of application
unless a tent is listed on the application or a camping unit is not owned at the time of application.
- If a tent is declared on the application, a tent must be used unless proof of trailer/RV purchase
and new registration is provided before siting the unit on the permitted site. The use of another
applicant’s trailer/RV will not be permitted. The use of a tent cannot be listed on a full service
site application.
- If a camping unit is not owned at the time of application, proof of tent or trailer/RV purchase
and new registration must be provided before siting the unit. The use of another applicant’s
trailer/RV will not be permitted.
- Additionally, a trailer/RV that is purchased from an unsuccessful applicant may not be used in
the current year, except under certain conditions and as approved by Parks and Protected
Spaces Branch.
- An applicant may use a trailer owned by another individual, but the trailer used on site must
reflect the registration and license number provided at the time of application.
- A trailer license/registration may be used only once during the application process. Duplicates
will be disqualified from the draw process.
- Although lapsed registrations are accepted at the time of application, a copy of valid registration
must be presented to the District Office no later than 7 days after siting the trailer on the
campsite.
- If a camper-truck is declared on the application, the vehicle license number must be provided.
- Applications that do not include the license number and copy of registration will not be
accepted unless they indicate “tent” or “not purchased yet” on the application which is subject
to the terms above.

Payment:
4. The application must be accompanied with full payment by the required deadline. Applications
without the required payment and/or paperwork will not be accepted.
5. Payment options for all draw applicants include: certified cheque, bank draft, money order (made
payable to the Minister of Finance of Manitoba), Visa, and MasterCard. Cash and debit payments
are available for walk-in applicants at 200 Saulteaux Crescent only. Telephone, fax or email credit
card payments will not be accepted. Your payment must be for the full amount of the appropriate
seasonal camping fee.
REMEMBER:
 If you are paying by cheque, please make sure it is certified; otherwise it will be returned to you.
 You are responsible for ensuring that your payment reaches us before the deadline date to
ensure your application is included in the draw.
 Please make sure the payment amount is consistent with the required fee of the campground
for which you are applying (see Seasonal Camping Dates and Prices).
Mailing Your Application:
6. Should you decide to send your application by mail or by courier and it is not received by the
deadline date specified in this package, it will not be accepted. Consideration will not be given to the
postmark date on the envelope or late courier deliveries.
Accessible Sites:
7. If your application is for a campsite that is designated accessible for persons with physical
disabilities, you must make declaration on the application and provide a completed Physician
Certificate (attached). Seasonal accessible sites for persons with physical disabilities are now offered
at Asessippi, Big Whiteshell (South Shore), Black Lake, Campers Cove, Falcon Lakeshore, Hecla, Paint
Lake, Rainbow Beach and Stephenfield.
Draw Process:
8. Draws will be conducted in a two draw process:
a) A computerized draw will take place approximately two weeks after the application deadline
date to determine draw order.
b) Notification will be sent to all applicants to advise if attendance is required at the site selection
draw. Please note that this information will not be given by phone.
c) The public site selections will determine specific site assignment.
d) Applicants cannot withdraw once selected for site selection and must attend the site selection
night, personally or via proxy, or all fees are forfeit.
e) If an applicant is unsuccessful in the computerized draw, they will automatically be placed on
the Standby List for that campground in draw order.

Withdrawals:
9. Applicants cannot withdraw at site selection except in cases where:
a) Sites of adequate size or the service level applied for is unavailable, or
b) Authorization of the Seasonal Draw Manager is obtained prior to the site selection night. This
authorization will be granted in exceptional circumstances only.
Note: Applicants who withdraw for other reasons will forfeit their seasonal camping fees.
Site Selection:
10. The applicant or his/her representative must be present at the site selection or risk forfeiture of the
seasonal camping fee.
a) The applicant must provide proof of identity at the site selection. A representative of the
applicant must provide written authorization from the applicant and proof of identity at the site
selection.
b) Applicants who arrive late will lose their place in the draw order and must select a site after all
other site selections for that campground have taken place.
c) Applicants who are absent at site selection will lose their place in draw order and may risk
forfeiture of fees paid. Absent applicants may not withdraw without loss of fees except if
remaining site size will not accommodate the camping unit or under compassionate grounds,
with approval. Unallocated sites resulting from absenteeism will not be offered to the Standby
List unless a withdrawal is approved.
d) Applicants who have applied at a location that offers more than one level of service may opt to
select a lower level of service than the one on their application. Selection of a higher level of
service is not permitted. Once all higher service level sites have been allocated, any remaining
applicants for higher level service sites may opt for a lower level service site (where applicable),
withdraw or be added to the standby list.
e) Applicants with disabilities, who have declared the requirement for an accessible site, may
select any available electrical or basic site. However, if the applicant opts to select a site that is
not a designated accessible site, no further site accommodation will be made.
Unsuccessful at Site Selection:
11. If the applicant is unsuccessful at site selection, one of two options is available: Standby List or
Withdraw.
i.
Standby List (for sites that are vacated throughout the season)
If an applicant is unsuccessful at the site selection, they may opt to be added to the
Standby List for that campground in draw order. A full refund will be issued following the
site selections and the applicant will be contacted if a site becomes available. There is no
obligation to accept sites that may become available.

NOTE: Should an applicant select a lower level service site for a campground that offers
more than one level of service, they would not be eligible to go on the Standby List.
Once an applicant accepts a site, they cannot transfer to a different site at a later date.
ii. Withdraw
If the applicant is unsuccessful at the site selection, he/she may simply withdraw and a
full refund will be issued following the site selections.
Unallocated Sites:
12. Following the completion of the Winnipeg held site selections, all unallocated sites from the
Winnipeg site selections will be made available on a first-come, first-served basis on the Tuesday
following draw week at 200 Saulteaux Crescent at 8:45 a.m. Enquiries about available sites and how
to acquire a site for the season can be made by calling 204-945-3934 or by emailing
[email protected].
13. Unallocated sites in rural held site selections will be made available through the local district office;
interested persons should contact those offices directly for more information.
Should the applicant or his/her representative in any way contravene any condition respecting site
selection as set out herein, his/her seasonal camping fee shall be forfeited and neither the applicant nor
his/her representative shall be eligible to choose a site.
NOTE for campers entitled to refunds: Refunds will not be issued until all draw records have
been reconciled. It is expected that this reconciliation will be complete by approximately the
middle of March. All refunds are returned by cheque.

Permitted Equipment and Structures
The combination of any of the following permitted equipment and structures may not exceed the allowable
footprint of 460 sq. ft.











One camping unit
 tent, tent-trailer, camper-truck, camping trailer, fifth-wheel or motor home, not to exceed the size of
the campsite
One additional sleeping tent
One ground level deck or patio
 made of wood, carpet or other material
 not to exceed 144 sq. ft. and must fit within the site and not encroach on green space or other sites
 must fit within the 460 sq. ft. footprint
 raised deck structures are not allowed unless the site prevents a ground level deck, and is authorized by
an officer
One screened dining tent
 may not exceed 144 sq. ft.
 may not be used for storage of garbage, recyclables or any combustible material
One add-a-room not to exceed 144 sq. ft.
 canvas/vinyl and screened material product, commonly sold with trailers, which attaches to the
trailer/RV
One horizontal tarp
 is allowed for shelter only if an add-a-room or roll-out awning does not exist
 must not exceed 144 sq. ft.
 only ropes may be used to secure tarp around trees and must be removed at end of season
 fencing structures or vertical tarps are not permitted
Portable showers are only allowed in campgrounds, with approval from an officer, where shower facilities
do not exist
 portable showers must use a catch basin for transport of grey water to the appropriate dumping facility
Holding tanks are only allowed if they are part of the camping unit or are a recognized portable wastewater
receptacle
 Examples of recognized portable wastewater receptacles that are allowed are: Smart Totes or ToteAlong
CSA approved wood, oil or propane heat sources with chimneys are only permitted if they are part of the
trailer or RV
Refrigerators are only permitted if they are lockable and housed within a locked structure
Satellite television dishes are only permitted on your designated site
 Telephone or cable installations are not permitted
In addition to the above structures, the following equipment is permitted on a campsite if space allows, and is not
considered part of the footprint.
 One motor vehicle (only one vehicle is permitted in each campsite unless approved by an officer)
 One boat and trailer combination or a utility trailer (valid registration must be maintained)
Equipment or structures other than those listed above are not permitted.

Whiteshell and Nopiming Only
The following equipment and structures are allowed, with limitations, and must fit within the 460 sq. ft. footprint.
One cabana or fixed roof shelter
 Allowed only if add-a-room, roll-out awning or tarp is not present
 Not to exceed the footprint of the camping unit and not to exceed 144 sq. ft., whichever is less (ex: if the
camping unit is only 120 sq. ft., cabana cannot exceed 120 sq. ft.)
 Cabanas must be attached and/or immediately adjacent to the door of the camping unit. Separate,
stand-alone cabanas are not allowed.
 If a fixed roof shelter is used, it may not exceed the height of the camping unit and should only cover
the ground level deck or patio area
 One free standing, hard-sided, storage shed, not to exceed 100 sq. ft. This shed cannot be constructed of
canvas, fabric, or similar material and must be lockable. No garbage or recyclables are to be stored in the
storage shed.

ACCESSIBLE SEASONAL CAMPSITES IN
MANITOBA’S PROVINCIAL PARKS
Manitoba’s provincial parks offer accessible campsites for persons with physical disabilities in our seasonal
campgrounds on a regional basis in order to encourage camping for persons who face barriers that prevent their
participation in camping activities that others take for granted. Previously, accessible campsites have only been
offered in the nightly camping programs.
Please note that the Seasonal Camping Package is available in larger print upon request.
What is an accessible campsite in a seasonal campground?
An accessible seasonal campsite is one that has been selected to accommodate persons with physical disabilities. It
offers a level, basic or electrically-serviced campsite that is within 100 metres of accessible washroom facilities
(modern or non-modern), potable water, and garbage disposal. Driveways will have a hard packed granular surface
and trails leading to washroom facilities will be barrier-free and level. Picnic tables have an extended table top for
improved access.
Where will these sites be offered in 2015?
Seasonal accessible campsites will be offered in Asessippi (2), Big Whiteshell (South Shore) (2), Black Lake (1),
Campers Cove (2), Falcon Lakeshore (6), Hecla/Grindstone (2), Paint Lake (5), Rainbow Beach (2) and Stephenfield (3)
in 2015. Expansion to other locations will be considered in future years.
Application Process
Any person with a long-term disability, who requires an accessible seasonal campsite, must make declaration on the
application, and return the Physician Certificate with their application.
Draw Process
Draws will maintain the integrity of the draw order process. If a campground offers 100 sites, 100 applicants will be
called in draw order, and may include applicants for accessible sites.
Applicants, who have declared the requirement for an accessible site, may select from the designated accessible
sites or from any available basic or electrical service site. When an applicant opts to select a site that is not a
designated accessible site, no further site accommodation will be made. If an applicant is unsuccessful in obtaining a
designated accessible site, they may withdraw, accept a non-accessible site if available, with no further site
modification, or opt for the standby list for the next available site, with no further site accommodation.
Once all eligible applicants for accessible sites make a site selection have been processed in the draw, or when
accessible sites are the very last to be allocated, unallocated accessible sites may then be selected by any remaining
applicants.
Full refunds for withdraw or standby options will be processed two to three weeks after the draws.
