Message from Mayor Hepner Each year, the City of Surrey continues to recycle more and more waste while reducing garbage as part of our commitment to accomplish the goals set out in the City of Surrey’s Sustainability Charter. In 2012, the City introduced the Rethink Waste Collection Program. Since then, we have reduced our landfill garbage by over 40%. We continue to experience an increasing trend to waste recycling even while the City’s population continues to increase. We attribute this success to Surrey residents whose enthusiastic participation in the City’s Rethink Waste program has helped Surrey become a world class leader in household waste management. In 2014, the City of Surrey was very proud to receive a national Sustainable Communities Award for its Rethink Waste Collection Program from the Federation of Canadian Municipalities. The Sustainable Communities Award recognizes innovation and excellence in municipal sustainable development across Canada. The City is continuing to work towards developing North America’s first fully integrated organic waste management system through the establishment of an organic waste biofuel facility. This facility will be capable of processing organic waste collected at curbside into a renewable natural gas which, in turn, will be used to fuel our fleet of waste collection trucks, creating a truly closed-loop organics management system. If your carts were missed, contact the Waste Collection Hotline within 24 hours. Failure to report a missed collection within this time may result in your missed carts not being collected. Waste Collection During Snow & Ice Conditions Garbage, recycling and organics collection services may be disrupted during snow and ice conditions. When this happens, we will focus on collecting waste from roads that are passable, which may mean that some areas do not receive collection services on their scheduled day. Impacted households may place out up to 120 litres of additional garbage the following week. A waste collection advisory will be placed on the City’s website at www.surrey.ca during these events. 4 Organics Cart What Stays Out No Plastic Bags of any Kind No Diapers No Pet Waste Help Reduce Contamination With less contamination in the organics cart, the final compost will be a better product that can be used in agricultural, landscaping and gardening projects. Following these steps will help reduce contamination: No Plastic Please do not place any plastics (including compostable or biodegradable bags) into organics. When cleaning out your fridge, please remember to remove food from plastic bags, wrap, and styrofoam. No Elastics Remove elastic bands from bundled vegetables like celery, green onions, and asparagus. You can line your kitchen catcher with old newspaper or brown paper bags to make cleaning it easier. Paper food bags for your kitchen catcher can be purchased in packages of 10 for $1. Bags are available for purchase at the City Recreation Facilities listed on page 3. Minimize Odours Keep It Clean Deter Pests Wrap food scraps in newspaper, paper bags, paper towel, or cereal boxes before placing in your organics cart. Freeze meat scraps in a paper bag until collection day. Layer food waste with yard trimmings in your organics cart. Keep the lid of your cart closed. Keep your cart in a shady area out of direct sunlight. Sprinkle small amounts of baking soda over yard and food waste if necessary to decrease odour. Wash your organics cart periodically with mild soap or a vinegar‑water solution and then rinse with water from a hose. Pour soapy water onto grass or gravel. Do not pour soapy water down outside drains. Set your organics cart out for collection every week even if it is not full. Not much! Only waste that cannot be recycled or composted goes into the garbage — for example, diapers, cloth and textile materials, or any product that cannot be reused or recycled. Waste that cannot be placed in the organics or recyclables cart For information on how to dispose of materials that cannot be placed in the garbage, contact the Recycling Council of BC hotline at 604‑732‑9253 or visit www.rcbc.bc.ca or www.metrovancouverrecycles.org. 18 Surrey Transfer Station If an item cannot be recycled at curbside, you can take it to the Surrey Transfer Station at 9770 192 Street. Recyclables drop‑off is free of charge, as well as oil filters, metals, batteries, appliances, and propane tanks. The station accepts plastics (types 1, 2, 4, and 5), glass bottles, newspaper, mixed waste paper, and cardboard. Materials that are toxic such as paint, hazardous goods, or loads with uncontained liquids are not accepted. Fines will be levied on the dumping of toxic, prohibited, or banned waste materials. On the day of your appointment (or the evening before), place the items to be picked up at the curb. Ensure that all items are at the curb by 7:30 am. Book additional appointments as needed, provided the limit of four items per calendar year has not been reached. Overfilled carts will not be collected. Flatten containers whenever possible to gain more space in your recycling cart — keep the caps off Flattened cardboard boxes can be placed beside the cart in tied bundles — please ensure that they are cut down to fit inside your recycling cart Request a larger or additional cart Excess Organics If you regularly use extra bags or cans for yard waste, please request a larger or additional cart Carts have more capacity, take up less space than cans, and are easier to roll to the curbside Extra carts will prevent drivers from reloading your cart — reloading can be messy and can subject your driver to injury Place excess next to your cart: in kraft paper bags; in old yard waste containers with a yard sticker attached; or tied with natural twine in bundles no larger than 1 × 0.6 metres (3 × 2 feet) Please ensure your organics cart(s) is full prior to using kraft paper bags or additional cans 21 Setting Out Your Carts on Collection Day Set Out Time Place your carts at your designated collection spot by 7:30 am on your collection day but no earlier than one day prior Waste service vehicles will not return to a household that has their carts placed out late Spacing Ensure at least 1 metre (3 feet) of space around each cart, 3 metres (10 feet) of clearance above the cart and 1.5 metres (5 feet) from parked vehicles Where possible, place carts on opposite sides of your driveway Never place carts closer than 1 metre (3 feet) to any object (such as a light pole, fence, car, hydrant, tree or other cart) 1.5 m 3 m 1 m Orientation Place the cart so that it opens toward the street — the arrow on the lid should point toward the centre of the lane or street The wheels of the cart should be against the edge of the curb After Collection Remove empty carts from the curbside after they have been serviced and store them on your property 22 Alternating Collection Schedule 3-Cart System To help make the most of our waste diversion plan, the City’s collection schedule was designed in a way that will maximize the amount of organics that we divert from the garbage stream.
