The 2015 NSW Skills List has been released together with prices, fees and subsidies for each qualification on the List. It was developed through targeted consultations with peak provider and industry bodies, state government agencies and community representatives. The NSW Skills Board has endorsed the 2015 Skills List. The 2015 List refines the Skills List that is being used in 2014. A list of the changes on the 2015 NSW Skills List can be found at: training.nsw.gov.au/smartandskilled/nsw_skills_list.html. Use of the 2015 Skills List A student entitlement to government subsidised training will commence from 1 January 2015. The 2015 Skills List has been released to inform students and training providers which government subsidised qualifications will be available in 2015. This will help training providers plan for the courses they will apply to offer under Smart and Skilled and will help students plan their study for 2015. About the Skills List - qualifications for jobs, careers and further study The qualifications on the Skills List support the diverse needs of industry and the NSW economy. It is these qualifications that will give people the skills they need for good job prospects, career paths and higher learning opportunities. The Skills List covers all qualification levels from Certificate ll to Advanced Diploma, select Foundation Skills courses at Certificate l and ll and all apprenticeships and selected traineeships. The Skills List also defines areas of priority for pre-vocational and part qualifications for key groups and sectors. The Skills List comprises Training Package qualifications, Foundation Skills and accredited courses. Programs such as the Higher School Certificate, Tertiary Preparation Certificate and VET in Schools are managed outside of Smart and Skilled. The Skills List has been developed through extensive labour market analysis and consultation with industry and the community. It is reviewed annually to make sure the changing skill needs of industry are met. The Skills List is also updated regularly during the year to reflect changes to qualifications already on the List, and to add new qualifications approved for inclusion. 2015 NSW Skills List Entitlements and targeted priorities Smart and Skilled qualifications on the 2015 Skills List are grouped into two programs: Entitlement Targeted priorities Targeted priorities All students who meet the personal Smart and Skilled eligibility requirements are eligible. Availability of these qualifications will be subject to funding. All approved private and community training providers with the qualification on their scope can apply to deliver. TAFE NSW will also be directly funded for these qualifications for delivery by TAFE Institutes. Entitlement Certificate ll and lll qualifications and Certificate l and ll Foundation Skills qualifications on the NSW Skills List Students who meet the personal Smart and Skilled eligibility requirements and who do not have a Certificate lV or higher level qualification are eligible. All eligible providers with the qualification on their scope can apply to deliver Certificate ll and lll qualifications. Approved TAFE NSW Institutes and Adult and Community Education (ACE) providers can apply to deliver Foundation Skills qualifications. The Foundation Skills qualifications at Certificate l and ll include basic language, literacy, numeracy and computer skills that are essential to assist people to get a job. Apprenticeship and traineeship qualifications at all levels, as identified on the NSW Skills List All students who are approved or registered as NSW apprentices or NSW new entrant trainees are eligible. All eligible providers including enterprise based Registered Training Organisations (RTOs) with the qualification on their scope can apply to deliver. Note that non-government enterprise-based RTOs are only eligible to apply to deliver apprenticeship and traineeship qualifications. Full qualifications at Certificate lV, Diploma and Advanced Diploma level on the NSW Skills List Pre-vocational and part qualifications (including skill sets) Students who meet the personal Smart and Skilled eligibility requirements are eligible for these courses, subject to funding availability. For pre-vocational and part qualifications, Smart and Skilled contracted providers with the full qualification on their scope will be eligible to offer courses by invitation. Providers will be required to demonstrate successful outcomes for learners in full qualification enrolments or gaining employment, and present plans for working with industry to maximise employment outcomes. In addition, TAFE NSW and approved ACE providers will be funded to provide courses for specific target groups as community service obligations. Pre-vocational and part qualifications in 2015 In 2015 the focus for these courses will be on training to help people develop the skills they need to get a job, undertake entry level qualifications or transition to a new job. The expected outcomes of this training are that individuals enrol in full qualifications or gain employment. The three target areas will be: pre-vocational courses pre-apprenticeship and pre-traineeship courses priority groups and industries. Generally funding for these areas will only be provided where an individual or industry has no other source of funding available. Pre-vocational courses industry sectors that can demonstrate the need for entry level skill sets, rather than full qualifications emerging industry areas in a thin training market where the training supports industry expansion into new areas, creates new jobs or permanent employment or supports growth in a local or regional economy industries experiencing skill shortages. Targeted industries must be willing to partner with government and other stakeholders, participate in candidate selection, offer relevant work experience linked to the training and offer actual job opportunities. Priority groups: long-term unemployed job seekers including: These courses are targeted to individuals to help get a first job or enrol in a full qualification. They include full qualifications and also selected relevant units from nationally recognised qualifications. Pre-apprenticeships and pre-traineeships courses o Centrelink benefit recipients o underemployed workers who need further training to work more hours o mature aged workers returning to the workforce o retrenched workers and those at risk of retrenchment people with a disability Aboriginal and Torres Strait Islanders disadvantaged or at risk youth students living in rural or remote areas Priority groups and industries inmates of NSW correctional centres There are two priority areas for part qualifications. These are: unemployed volunteers to support pathways to employment and/or community service. These courses are targeted to individuals to help them gain an apprenticeship or traineeship. They consist of selected relevant units from nationally recognised apprenticeship and traineeship qualifications. Priority industries: industries undergoing economic structural change, needing to retrain or up-skill workers to adapt to changing markets or to remain viable Pre-vocational and part qualifications in 2015 Types of training The following types of training may be purchased by the NSW Department of Education and Communities for the priority groups or industries listed above when there are no other funding sources available. Vocational training: Pre-vocational courses comprising units of competency from: o qualifications on the 2015 Skills List o qualifications not on the 2015 Skills List where there is demonstrated industry or individual need Full Certificate I and II vocational qualifications not on the Skills List where there are demonstrated prevocational or pre-apprenticeship/traineeship needs Nationally recognised vocational short courses and Statements of Attainment Vocational skill sets as defined in Training Packages. Foundation Skills part qualifications: Foundation Skills part qualifications will only be purchased from Foundation Skills qualifications on the NSW Skills List. Where need can be demonstrated, units from higher level language, literacy and numeracy qualifications (Certificate III and above) may be purchased to support students undertaking higher level vocational qualifications. Funding for other access and pre-employment short courses or general education short courses may be available through TAFE NSW or Adult and Community Education colleges.
