PLURINATIONAL STATE OFBOLIVIA NEW TAKING POSSESSION OF THE PRESIDENCY OPERATING MANUAL La Paz, January 21st and 22nd 2015 I.INTRODUCTION This Operating Manual includes the official events to be held during the New Possession of the Presidency by Mr. Evo Morales Ayma, which will be held on January 21st and 22nd 2015 in La Paz city, to which were invited the countries that hold diplomatic relations with the Plurinational State of Bolivia, international organizations and special guests. The Operating Manual contains all the guidelines that delegations need to know for the time they will stay in La Paz, Bolivia regarding the Official Ceremonies, liaisons or attaché, airport, transport, accommodation, security, media and health, among others. Proper and timely fulfillment of all these aspects is essential for the suitable development of the various ceremonies. Also the Government of Bolivia hopes this event help to strengthen the relations with States, international organizations and special guests who will join us. II. The Bolivian territory has a variety of climates according to the geographic region. The plains are hot and humid with average temperatures of 25°C (77°F) and altitudes ranging between 200 and 400 m.a.s.l., in the valleys, mild and dry with temperatures averaging 15°C (50°F) and an altitude ranging from 1000 to 3000 m.a.s.l.. The plateau with average temperatures of 10°C (40°F) and an average elevation of 3500m.a.s.l. For its biodiversity, 65% of the territory is plains, 15% valleys and 20% highlands. GENERAL INFORMATION DEPARTMENT OF LA PAZ Name: Department of La Paz Capital of Department: Our Lady of La Paz, Seat of the Central Government, Legislative and Electoral Bodies. Geographic Location: It is located northwest of the country. The city of La Paz at an average altitude of 3,640m.a.s.l. Territorial área: 133.985 km2 Population: 2.706.351 inhabitants Weather: The climate of the Department of La Paz varies according to the altitude: Above 5000 meters altitude and perpetual snow, is polar cold. The Altiplano area is characterized by a frigid climate and for being the wettest region of Planalto Andino (650 mm of rain, annual average). In the Subandino zone the valley region has a temperate and less humid than the region of Los Yungas, characterized by a hot and humid climate with frequent fog banks in the highest parts. In the Amazon region the climate is warm and humid tropical. Temperature: Our Lady of La Paz has an average temperature of 13 degrees Celsius. On average, January is the wettest month. Languages: Spanish, aymará, quechua, machajuyai-kallawaya, tacana, leco, mosetén, araona, chimán, ese ejja, puquina, uchumataku, urus, irohito y toromona. The Department of La Paz has manufacturing industries of cotton yarn, wool, silk and chemical fiber, beer, industrial gases, tubes and plastic items, utensils manufacturing aluminum, card board, metal chassis for buses and trucks, chemicals, paints, pharmaceuticals, cigarettes, matches, shoes, hats, carbonated water, leather goods, discs, metal working packaged foods, soaps, ceramic constructions, furniture, glass and crystal cement, etc. Exports in the Department of La Paz show an increasing trend, its highest grow this shown between 2011 and 2012 (126% increase). Exports of manufacturing industries represented 91.8% of total exports, followed by the export of mineral extraction with 6,8%.The trend of imports and exports have increased significantly, 29,5% of imports correspond to imports of industrial supplies, followed by the import of capital goods with 25,7%. In 2013, 42,8% of the investment corresponds to the transport sector which includes the construction of new roads, maintenance, bridges construction and other transportation related. Manufacturing industries and tourism represent for 9,2% of public investment. In the department of La Paz you can visit ruins of pre-hispanic cultures such as the Inca and Tiwanaku culture, which dates back to about 1300 BC. Tiwanaku, which was the focus of this culture and its main ceremonial center, is located within 80 km. of the city of La Paz and 20 km away from Lake Titicaca. You can also find the Church of Copacabana and many colonial churches of rural populations located on the lakeside of Lake Titicaca and the Church of Calamarca where the paintings of Los Angeles Calamarca are highlighted. La Paz WONDERFUL CITY Surrounded by high mountains and colorful, with different ecological levels, packed with rivers and history, immaculate sky and culture to the surface which manifests with hundreds of folk tickets, the city of La Paz isundoubtedly one of the cities most attractive in the world. Cultural, historical, arquitectural and natural heritage is reflected when visiting the Murillo Square, the Cathedral, the Government Palace, the Church of San Francisco, the viewpoint of Quilli Quilla, Costumbrista Museum, the market witches where local people buy products needed for ritual ceremonies as Cha´lla and offerings to Pachamama (Mother Earth) and the Valley of the Moon. The majestic Illimani, snowed every sunset dyes her silhouette with a palette crowned in eternal white on all four summits, the sacred Titicaca Lake and sacred temples of Tiwanaku are the emblems of the city. Also, the cableway is divided into 3 corridors (lines), is one of the main attractions. The approximate distances of each line are: 2664 m. on the Red line, 3883 m. on the Yellow line and 3830 m. on the Green line. IV. ACCREDITATION For security reasons, all members of Official Delegations, Retinues Support, Security Personal, Services, Special Guests, Official or Private Press and others involved in the various activities to be developed must be compulsorily credited. Likewise, pins will be provided to the delegations for the proper use by the High Authority (Presidents, Chancellors, Heads and Heads of Security Protocol). All vehicles operating in the areas related to the activities must be properly accredited to enter such areas. Everyone who does not carry his Identification Credential, due to lost, mislaid or that has not made the proper accreditation will not have access to the facilities where the events planned will be developed. Identification Credentials should be exposed permanently to facilitate the movement among the areas. It is also advised to carry an ID or passport, in order to validate your accreditation to security. In case of lost of the Identification Credential, this must be reported immediately to the Accreditation Centre for the purpose of annulling the previous accreditation and to request a new Identification Credential. Accreditation Center The office responsible for receiving accreditation forms, data processing, issuance and delivery of ID cards is the Accreditation Center. The Medical form is arranged to Heads of State, Heads of Delegation, Foreign Ministers and others who require it. Media Accreditation Press Form has been prepared for the accreditation of the Official Press and International Press. This accreditation can be made directly on line by logging on to the website www.cancilleria.bo. The accreditation of the National Press is in charge of the Ministry of Communication of the Plurinational State of Bolivia Vehicle Accreditation All vehicles operating in the areas of government activity, must exhibit the corresponding credentials. These credentials will be provided by the Coordination of Transport, once received the Official Application and the accreditation vehicles forms duly completed. The Vehicle Registration Form has been prepared for the accreditation of vehicles that will access to restricted areas. This accreditation can be made directly on line on the website of the Ministry of Foreign Affairs, link: Accreditations/vehicles. Statement weapons The temporary admission of weapons and individual protective equipments for personal security use of all delegations must be done previous remission of the respective form, which must be downloaded from the website. After completing the required form, it must be sent to the email: [email protected] Aircraft Accreditation - private flights The form for aircraft Overfly and Landing authorization must be completed with the required data and then be sent through official channels to the email: [email protected]. Dates and Deadlines The deadline for the reception of applications and accreditation forms is on January 14, 2015. ARRIVAL AND RETURN OF DELEGATIONS PROCEDURE The arrival and reception of delegations participating in the ceremonies to mark the Possession of the Presidency will be in "El Alto" International Airport in the city of La Paz, located at 30 minutes from downtown. “El Alto” International Airport Operator : SABSA NATIONALIZED Elevation : 4,058m/13,314ft (m) Coordinates : 16°30'48"S 68°11'32" O Coordinates : 16°30'48"S 68°11'32" O (map) Fuel : 100/130FUELJETA-1 It is planned to use two terminals for the arrival of the different aircrafts, the International Terminal for commercial flights and the Presidential Terminal for private flights of Presidents, Prime Ministers, Ministers of Foreign Affairs, among others. If the arrival of the Heads of State and Government happens on a commercial flight of the international terminal, the appropriate military honors will be receive in the area that is designated for the purpose. In both airport terminals will be counted with the respective protocol rooms also called VIP rooms for any need from the different delegations. Protocol welcome to the Heads of State and Government and Prime Ministers In the specific case of the arrival of the Presidents, Prime Ministers and Ministers of Foreign Affairs, either in private or commercial flight, it is contemplated that an authority of the Government of the Plurinational State will welcome the distinguished visitors. Also, a ceremonial welcome of a full military honor guard in case they are Heads of State and/or Government or Prime Ministers. A the end of the protocolar welcome, and if desired by the Chief or Head of State and/or Government, may provide a brief statement to the press, at the end of the military honor guard there will be a podium with a microphone. Finally the delegation will board the vehicles of the respective caravan. To each aircraft that spend the night at the International Airport "El Alto" will be assigned a specific parking on the platform, because at the time of the departure of each State President or Minister of Foreign Affairs, the farewell will be directly on the steps of each aircraft. Protocolar Reception to the Participants Delegations To the arrival of the official delegates that will arrive in commercial flights to the “El Alto” International Terminal, it has been planned the support by the personal of protocol, that will be carrying an identification palette of the event, and the will provide all necessary assistance in terms of migration, customs and baggage. This personal will lead to the delegates to their respective buses that will be available for transfer to different hotels in the city. Visa The delegations of the countries that will be attending the official acts, that have signed a Visa Agreement with the Plurinational State of Bolivia, won’t require a visa, as long as they travel with the type of passport determined in the Agreement. For countries that require Visa to enter Bolivia, the same will be granted at the "El Alto" International Airport in the city of La Paz, and the "Viru Viru" International Airport in the city of Santa Cruz. To this end, it is requested that delegations sent a note to the Ministry of Foreign Affairs of the Plurinational State of Bolivia – General Directorate of Ceremonial of the State, requesting the granting of it via e-mail: mmontañ[email protected]. VII. TRANSPORTATION The organizing committee has arranged the availability of buses to transfers the delegates from the airport to the different hotels and from the hotels to the place of the event. 5.1) Vehicular Caravans In the case of a Presidential delegation, there will be arranged a vehicular caravan consisting of: transit police motorcycles, vehicle of protocol, a security vehicle SUV (Sport Utility Vehicle) , a VIP vehicle for the President, a second SUV security vehicle, a VIP vehicle for the Minister of Foreign Affairs, one Van and an ambulance. It may be added other vehicles if need by each delegation, with the respective official accreditation of these vehicles. If the Head of Delegation is the Minister of Foreign Affairs or other Authority, the vehicular caravan will be comprise of: traffic police motorcycles, a VIP vehicle and a security SUV. The Coordination for Transportation will be responsible for providing all the support and information for the rental of vehicles and will be responsible for issuing the respective accreditations. VIII. LIAISONS / ATTACHÉS Each delegation will be assigned a Diplomatic liaison whose main functions will be permanently accompany the delegation, and to channelize the requests to the coordinators for organizing the ceremonies, attend any matter related with security, airport, accreditation, accommodation, health, transportation and any other support needs that arise. IX.HOTELS The Government of the Plurinational State of Bolivia will assumes the costs of lodging (in the official hotels) for the following persons: - Presidents, Prime Ministers, Vice Presidential and Special Envoys, the format is 1+1. Special Guests and Representatives International Organizations, cover only the Head of the Delegation. Presidential suites will be arranged with all the necessary services for the Presidents, Heads of State and Government and/or Prime Ministers. The costs of hosting from the other members of the Official Delegations and support staff will be covered by each country, international organization or institution. Authorities and/or delegations may book their rooms at the official hotels of the event, through the Coordination of Hotels. In the Advanced Meeting and with the participation of delegates from each country the allocation of Hotels shall be communicated. Also, for the Official Delegations that will accompany the Presidents or Heads of Delegation, it is planned the allocation of a number of determined number of rooms reservations, whose costs will be borne by each delegation. X.EVENTS In the framework of the Presidential Possession, two major events will take place: - Ancestral Ceremony The events of the Ancestral Ceremony will be held in the ancient city of Tiwanaku (Sacred Site). TIWANAKU MAP - Official Ceremony Official events Presidential Possession at the Government Palace with the ceremonial greetings will be developed in the Plurinational Legislative Assembly with the development of the Honour Session and a Military Civic Parade. XI. SAFETY The Bolivian Police as an operating institution of the Ministry of Government has developed a plan that ensures the safety of the Heads of State and Government whom together with their delegations will participate in the events and ceremonies. The work of the Bolivian Police will be complemented by troops of the Armed Forces of the Plurinational State who will be responsible for the perimeter control of the enclosed area that will be part of the official acts. In the same way, the Bolivian Air Force (BAF) will be in charge of the security inside "El Alto" International Airport in the city of La Paz and "Viru Viru" International Airport in the city of Santa Cruz, with the task of providing the necessary security to the aircraft of the Heads of State and Government who will visit Bolivia in January. XII. HEALTH The Ministry of Health, through the Departmental Health Service has developed a system to assist in case of medical emergency while performing the acts of Possession of the Presidency. XIII. PRESS AND COMMUNICATION The Communication of Coordination has defined the services and activities for the local and international press that will develop the coverage of the whole event. Installing the International Press Centre properly equipped for facilitating the work, will be the responsibility of the Ministry of Communications of the Plurinational State of Bolivia. XIV. MEETING OF ADVANCED The Organizing Committee through the Logistics Coordination will arrange the Advanced Meeting on Friday January 9th 2015 in facilities of the Ministryof Foreign Affairs. At this meeting, different issues of logistics field, security, media and cultural will be addressed.
