WASHINGTON (Dec. 29, 2014) - The South Korean and Japanese
defense ministries and the U.S. Defense Department have finalized
a trilateral information-sharing arrangement concerning the nuclear
and missile threats posed by North Korea.
This arrangement creates a framework by which the defense
authorities of the three nations may voluntarily share classified
information, Pentagon officials explained. The Defense Department
is to serve as the hub for information shared trilaterally, officials
said, adding that the arrangement does not impose any new legal
obligations on the signatories.
The arrangement advances the security of the three signatories,
officials said, because sharing information on the nuclear and missile
threats posed by North Korea will allow for a more effective response
to future provocations and during contingencies.

Most of the handlers at the kennel would agree that it’s a small
price to pay to keep their friends

San Diego VA evolving
treatments as traumatic
stress numbers rise

The fighting might be over,
but the wounded keep coming.
Every month dozens of veterans are added to the treatment
roles of the VA San Diego
Healthcare System for help
dealing with the psychological effects of their wartime
service. All told nearly 30,000
of them.
It’s been this way for at
least five years making the
San Diego VA one of the top
three locations nationally in
the number of Iraq and Afghanistan, Vietnam and even
Korea and World War II vets
being seen for Post-Traumatic
Stress Disorder and other related ills.
While no one is sure when
the procession will stop, what
has changed is how the pioneering San Diego VA is healing these warriors and restoring
their faith in the promise of
their lives.
“Years ago it was expected
that someone diagnosed with
PTSD would have it for the
rest of their lives,” said Dr.
Sonya Norman, a research psychologist at the VA San Diego
Healthcare System and director of the VA’s national PTSD
consultation program.
“Now we are much more
hopeful now that symptoms
can be relieved and that veterans can recover and have the
life and the relationships they
want,” Norman said. “We have
come a long way in the last
decade, especially in the last
few years.”
Among the most popular is a
telemedicine program piloted
at the San Diego VA that allows
vets one-on-one appointments
via computer screen at VA facilities or even their personal
laptops.
Among them, “About Face,”
(http://www.ptsd.va.gov/apps/
AboutFace/) a website dedicated to improving the lives
of veterans with posttraumatic
stress by educating them on
its symptoms, their treatment
options while allowing them
to hear the stories of veterans
who once stood in their shoes
and how they found peace.
The website contains sections for veterans, clinicians
and family members.
“The idea here is that vets
can feel pretty alone when they
are going through this and this
helps them find someone like
themselves who have experienced what they are,” Norman
said. “Many vets don’t know
what they are going to be in
store for when they come
in and this helps calm their
concerns and answers their
questions.”
Another innovation takes a
graphic approach to illustrate
the most common mental anguish arising from combat – as
well as its treatments – is a
series of “whiteboard” videos
(http://www.ptsd.va.gov/public/materials/videos/whiteboards.asp).
The animation on “What is
PTSD” has tallied more than
82,000 views since June.
The VA also capitalizing on
smart phones popularity by
introducing the mobile app
“PTSD Coach,” which has
been downloaded more than
100,000 times worldwide.
The app can help veterans
understand, manage, screen
and track symptoms while
providing links to support
24/7.

Office of Personnel Management explains dismissal, closure procedures

WASHINGTON - The Office of Personnel Management
explained its 2015 Washington
metro area operating status dismissal and closure procedures
and announced a leave and
telework policy change, during
a briefing here today.
The livestream, public chat
also featured National Weather
Service and Washington Metro
Area Transit Authority representatives, who offered insight as to
how they assist OPM in making
a closure determination based
on weather and the commuting
variables.
Brenda Roberts, OPM Pay
and Leave deputy associate director, reported a policy update
to an outdated leave practice
associated with not charging
pre-approved paid leave on a day
when federal offices are closed.
Employees, she said, previously automatically received an
excused absence if they were on
pre-approved paid leave when
federal offices were closed.
Recent studies show this
method of doctoring as effective as in-person sessions
with the added benefit of ease
of use.
“This was prior to the Telework Enhancement Act of 2010
when agencies were required to
incorporate telework into their
continuity of operation plans;
at the same time, OPM was encouraging telework in operating
procedures,” Roberts said.
In addition, the National
OPM, she added, has since
strongly encouraged agencies to
permit telework as appropriate
by building the infrastructure,
allowing employees to practice,
developing written telework
agreements, and communicating their expectations with
the ultimate goal of having
telework-ready employees on
closure days.
“Since many employees are
now required to telework on closure days, OPM believes that the
pre-approved leave policy has
become outdated now and does
not reflect the new realities of
the 21st century,” Roberts said.
Sexual assault reports: Week of Dec. 15- 21
WASHINGTON - This week’s overview of alleged sexual assaults was compiled based on 24 initial reports across the Navy from
Dec. 15-21. This timeframe reflects only the receipt of the initial
reports; three of the reported incidents occurred during this period,
16 occurred outside of the report period and five report incidents’
timeframe were unknown. Each report will be fully investigated.
Looking at this snapshot in time, we see the following:
* Ten reports were from events that occurred on-base, eight from
events that occurred off-base and six were unknown.
* Among the 23 alleged offenders, two were officers, one was a
chief petty officer, 10 were petty officers, two were E3 and below,
four were civilians and four were unknown.
“As a result, OPM procedures
will no longer advise agencies
to cancel pre-approved paid
leave and automatically grant the
employees excused absences on
days when the federal government is closed.”
According to Dean Hunter,
OPM Facilities, Security, and
Contracting director, agencies
have the authority to make closure and dismissal decisions on
an individual, building-by-building basis, which he said becomes
critical in cases of fire, flood or
similar incidents.
But for serious weather advisories or other events with a
major impact on federal agencies’ ability to function, OPM
engages and weighs several
factors to ensure a coordinated
approach in addressing the national capital region as a whole,
Hunter said.
“Chief and foremost for us ...
is the safety and security of the
federal workforce and the communities in which they reside,
but with that is the need for us to
have continuity of government
operations,” he said
The timeframe for decision,
Hunter explained, begins at 3
a.m., in order to ensure a timely,
appropriate action.
“At OPM, we do have a 24hour situation room and their
job is to monitor anything that
affects the status of the federal
government,” Hunter said, noting factors ranging from weather
to law-enforcement events.
* Seventeen of the alleged offenders were male, three were female
and three were unknown.

Center for Extreme Events Research
Engineers at the University of California, San Diego, have launched
a new center of excellence focused on developing better ways to protect
buildings, bridges, dams and the rest of the built infrastructure, as well
as the human body, from extreme events such as blasts from terrorist
attacks, mining explosions, car crashes, sports collisions and natural
disasters such as landslides and earthquakes.
The Center for Extreme Events Research (CEER) at the UC San Diego
Jacobs School of Engineering brings together a unique combination of
experts in experimental and computational research to tackle these problems. As a result, faculty will be able to develop sophisticated simulation
tools and validate them experimentally.
Unique Experimental Facilities
The center is home to the Extreme Events Simulator, the only facility
of its kind in the world. The simulator is capable of replicating everything
from blasts generated by car bombs to damage due to hurricane-force
winds. The simulator uses the high-speed motion from several actuators—motors driven by a piston-like motion— to replicate the shockwave
created by a blast or other type of impact, without a fireball. The damage
caused by the shockwave can be captured with high-speed cameras and
other sensors. Gil Hegemier, a Distinguished Professor of Structural
Engineering at the Jacobs School, is the center’s associate director and
leads its experimental efforts.
Hegemier, an expert in blast and earthquake damage assessment, was
called to the site of many natural and man-made disasters, including the
World Trade Center after Sept. 11 and the San Francisco Bay Bridge
after the 1989 Loma Prieta Earthquake. He designed the blast simulator
in collaboration with former Jacobs School Dean Frieder Seible and
MTS Corporation.
The center also is home to other testing technologies, including a gas
gun designed to test the impact of blasts and projectiles, both man-made,
such as bullets, and caused by natural phenomena, such as hail. Structural
engineering professor Hyonny Kim is leading this effort.

at Saufley Field, in Pensacola.
Temporary additional duty (TAD)
travel in support of AERR events
is considered mission critical
and is flag approved. All costs
pertaining to TAD are funded by
NETPDTC.
“Without exception, the feedback I’ve received from AERR
panel members has been extremely positive as time well
invested,” said Cmdr. Brenda
Stencil, Navy Advancement Center (NAC) director. “Virtually all
of the panels have members who
are back for their second or third
time, demonstrating dedication
to the process and their belief in
its value.”

select the best nominees.

Q. What happened to common courtesy? I’m a marketing consultant and I notice
increasing number of people
who don’t return phone calls,
expect my time for free, and
don’t even show up for scheduled meetings! How do I handle such common rudeness?
A. Courtesy is no longer common. The good news is if you
return phone calls the same day,
respect others’ time, and keep
commitments, you’ve got an au-
tomatic competitive advantage
over most folks. The bad news is
most professionals won’t return
the favor.
We can all get into heated
diatribes about ways in which
the world ought to be different.
But as the children’s nursery
rhyme goes, “If wishes were
horses, beggars would ride.”
The bottom line is you have to
set up your business practices to
assume rudeness and be pleasantly surprised if you experience
courtesy.

1) If you need people to return
a phone call within a specific
time, give them motivation to
do so. For example, your time
will be booked, you will be out
of town, or a deadline they care
about will expire.
2) Assume lack of promptness
on e-mails and voice mail and

These people make poor customers and will further damage your
business by referring their rude
buddies. You don’t need that
kind of business.

paycheck when you go to work
because you’ll adore your customers and feel respected!

Deputy Chief, Wounded, Ill
and Injured visits NCCOSC

One of Navy Medicine’s top flag officers paid a visit to the Naval
Center for Combat & Operational Stress Control (NCCOSC) in San
Diego in early December.
Rear Adm. Elaine Wagner, deputy chief of Navy Medicine’s
Wounded, Ill and Injured directorate, stopped by the NCCOSC
offices for a meet and greet with the center’s leadership and staff,
and held an all-hands call to share her gratitude for the staff’s daily
endeavors to improve the quality and delivery of psychological
health care.
“It is very, very important what you have done and what you will
continue to do,” said Wagner. “You have changed in many respects
the way that we take care of our active-duty service members and
their families and the people that [care for them] ... and that has been
so important. War is a terrible thing, conflict is a terrible thing, and
yet out of really horrible situations can come a lot of goodness, and
you are some of the folks that are bringing goodness out of a very
horrible, intense and damaging conflict for many of our active-duty
folks.”
During her visit, Wagner lauded NCCOSC’s implementation of
Navy Medicine’s Caregiver Occupational Stress Control (CgOSC)
initiative, the goal of which is to teach caregivers to recognize early
stress reactions, promote early intervention, and practice self-care.
The rear admiral also acknowledged NCCOSC’s staff as being valuable subject-matter experts in the field of psychological health.
“Although the words ‘combat and operational stress control’ are a
part of your name, all of you at NCCOSC do so much more than that
on a daily basis, from supporting Navy and Marine Corps clinicians in
researching, compiling data, and publishing results about PTSD and
operational stress injuries, to pursuing and establishing best practices
on preventing, diagnosing, and treating stress disorders. NCCOSC is
truly at the forefront of mental health care and your skills and your
passion for caring for our wounded, ill and injured, their caregivers,
and their families, will never lose value,” said Wagner.
Following her time at NCCOSC, Wagner is slated to visit the Naval
Health Research Center, Marine Corps Recruit Depot San Diego,
and Naval Medical Center San Diego’s (NMCSD) Comprehensive
Combat and Complex Casualty Care facility. Her visit to San Diego will conclude with attendance at NMCSD’s Project C.A.R.E.
(Comprehensive Advanced Restorative Effort) summit and a tour

What’s the reasoning behind
this? I’ve had the test before,
and it seems like a good way to
find heart problems.

ANSWER: A treadmill stress
test can be helpful if a doctor

age, smoking, cholesterol, blood

You start slowly. As the test
progresses, the speed and incline of the treadmill increases.
The goal is to have your heart
work hard for about eight to 12
minutes to thoroughly monitor its function. You continue
exercising until you develop
symptoms that do not allow you
to continue. Occasionally your
doctor may stop the test sooner
for other reasons.
A treadmill stress test gathers
information about how well your
heart works as you exercise.
Because exercise makes your
heart pump harder and faster
than it does during most daily
activities, the test may be able
to reveal problems within your
heart that might not be noticeable otherwise.
During the stress test, you
walk on a treadmill while an
electrocardiogram, or ECG,
records the electrical signals that
trigger your heartbeats. Before
you start, sticky patches - called

during routine physical exams by doing a
treadmill stress test. The U.S. Preventive
Services Task Force, a group of medical
experts from around the country, looked
at the evidence of following this practice.
They found that for people who are at low
risk for coronary artery disease and have
no symptoms, there’s little evidence that a
treadmill stress test can accurately predict
who will suffer a heart attack.
When used as a screening test in low risk
people, the results of the treadmill test are
occasionally misleading and can suggest that
a problem is present when in fact none exists.
Clarifying this issue may require performing
more invasive and expensive tests, such as
a coronary angiogram - a procedure used to
closely examine the heart’s arteries.
Instead of a treadmill stress test, talk to
your doctor about your risk for coronary
artery disease. If your age, family history,
cholesterol levels, smoking, blood pressure
or other medical conditions point to the possibility that you could develop the disease,
you and your doctor can decide on the best
way to watch for heart problems over time.
In some cases, that could mean eventually
doing a treadmill stress test.
For most people at low risk, the best approach is to see your doctor for regularly
scheduled checkups, and follow a lifestyle
that makes it less likely you will develop
heart disease. You should stay active, eat
a low-fat diet, control your cholesterol and
blood pressure, not smoke, and maintain

One in four children ages 0-5 in San Diego received First 5
services
First 5 San Diego, the region’s primary organization for improving the lives of children ages 0 through 5, has released its Fiscal
Year 2013-14 Annual Report. With an investment of $57 million
in direct services for young children and their families, First 5 San
Diego helped more than 90,000 children, parents and caregivers and
providers. Overall, one in four of San Diego’s youngest children
received First 5 services.
“The report shows that First 5 San Diego is making an important
investment in our community by providing valuable assistance to
our young children and their parents,” said Supervisor Greg Cox,
chair of the First 5 Commission of San Diego.

in spine to become a Marine

Esra D. Mullner was taken to a
doctor for consistent back pain
he had no idea doctors would
find a tumor in his spine.
few months the tumor grew
larger causing periods of paralysis, leaving no choice for doctors
but to perform the procedure. He
was told due to the tumors rapid
growth, the surgery was needed
to save his life.
At the time, he was just 11
years old and doctors advised
against the surgery because of
the high risk and low success
rate of the procedure.
Mullner said he had three
incidents where he became paralyzed from the waist down for 30
minutes to an hour and would
awake in the night screaming
and crying from the back pain.
“I remember my mom told me
and at the time I didn’t understand what a tumor was,” said
Mullner. “I just remember my
mom was mad that the neurosurgeon was going on vacation
right after he told us that. That’s
how I knew it was bad.”
Recruit Mullner, Platoon
3269, Mike Company, 3rd Recruit Training Battalion, said
doctors told him that if they
were able to remove 80 percent
of the tumor he would have a 50
percent survival rate.
Unfortunately over the next

had grown into his spinal nerves,
which was why he was getting
paralyzed and receiving intense
pain.
“It felt like needles coming
from inside my back pushing outward,” said Mullner,” a
Boise, Idaho native.
A seven-hour surgery was for
the most part a success. But a
minor graze of a spinal nerve
during the operation left him
without feeling in three fingers
in his right hand.
“It’s just a reminder of what
I’ve been through,” said Mullner
with a nonchalant shrug.
Prior to the diagnosed tumor,
Mullner explained becoming
a Marine had become a dream
after being inspired by Marine
recruiting posters posted on
walls near his wrestling gym.
“I saw those posters three days
a week on my way to practice,”
said Mullner. “And one day I just
knew I wanted to be like those
men in the posters. From then
on I knew it was what I wanted
to do.”
That dream didn’t vanish
because of his tumor, and postsurgery he spoke with a recruiter
about his chances of enlisting.
“He told me I would have to
be cleared for contact sports,”
said Mullner. “But with part of
the tumor still in my spine, I
couldn’t.”

“I’m honored to command USS Makin Island and all who sail
in this warship,” said Rodgers. “The awesome performance of
this ship and crew during this deployment is a testament to the
combined talents of our Sailors and Marines. I look forward to
commanding such an awesome crew as we sail alongside our
Marine shipmates.”
Capt. Stephen McKone, commander, Amphibious Squadron
Five, gave his thoughts on the ceremony.
“As we witness today’s change of command, we are given the
opportunity to commemorate both the achievements those who
have served aboard this ship have already accomplished as well
as those to come,” said McKone.
During Holsey’s tenure, Makin Island completed a 14-month
Planned Maintenance Availability (PMA). The ship received various PMA related repairs and upgrades including maintenance to
the ship’s flight deck and propulsion system and upgrades to the
ship’s communications systems. Upon completion of the ship’s
PMA, Makin Island successfully executed sea trials and a condensed work-up cycle. Makin Island and the crew are currently
serving on the ship’s second deployment.
“To the core of Team Raider, the troops.
Goals, strength, and determination. Your determination to excel is truly inspiring,” said
Holsey. “For the young folks just starting out,
you are what you aspire to be and not what you
are now. You are what you do with your youth,
you are what you do with your mind.”
Rodgers, a native of Humboldt, Tennessee, received his commission as a surface warfare officer upon graduation from Cornell
University in 1990. He attended the National Defense University,
graduating with honors from the Industrial College of the Armed
Forces with a Masters of Science Degree in National Resource
Strategy. He attended the Naval War College in Newport, Rhode
Island with a Masters of Arts in National Security Strategy. He
also graduated from the Defense Acquisition University where
he participated in the Shipbuilding Industry Study. He studied
shipbuilding processes and Government-Industry relations in over
30 domestic and foreign shipyards.
Rodgers’ sea duty assignments include USS England (CG 22),
USS Bonhomme Richard (LHD 6), Amphibious Squadron THREE
staff, USS Cleveland (LPD 7), and most recently, USS Ponce
(AFSB 15) where he served as commanding officer.
The Makin Island Amphibious Ready Group (ARG) and the
embarked 11th Marine Expeditionary Unit (MEU) are deployed
in support of maritime security operations and theater security

San Diego culinary specialists learn,
prepare authentic French cuisine

SAN DIEGO - About a dozen
culinary specialists savored the
opportunity to learn to prepare
fresh, authentic French cuisine
during a class hosted by Naval
Supply Systems Command
(NAVSUP) Fleet Logistics Center (FLC) San Diego recently.
The French cuisine class,
hosted by the command’s
Navy Food Management Team
(NFMT), brought Sailors from
the USS Essex (LHD 2), USS
Cowpens (CG 63) and Naval
Medical Center San Diego together to provide them with the
basic techniques necessary for
preparing and cooking French
dishes from scratch.
“It’s important to take our
culinary specialists out of their
regular cooking realm and continue to expand their horizons
to all the culinary world has
to offer,” said Chief Culinary
Specialist (SW/AW) Morio
Hall, a NFMT instructor. “It’s
about continued learning and
improvement. These are incredible scratch cooking recipes they
can add to their culinary skillsets, share with other culinary
specialists, and prepare for other
Sailors to enjoy.”
The French cuisine class is a
one-day course offered by the
NFMT throughout the year,
in addition to other advanced
courses that focus on nutrition, Italian cuisine, Japanese
cuisine, fusion cuisine, Latin
cuisine, hors d’ oeuvres, baking,
cake decorating and more. The
day’s menu included dishes like
quiche Lorraine, French onion
soup, chicken cordon-bleu,
aligot, beef bourguinon and
creme brulee.
“What we strive to do is to
offer these Sailors a multitude
of culinary training courses
to enhance their skills in the
kitchen and ignite their passion
for creating excellent cuisine,”
said Commanding Officer Capt.
Christopher Mosher. “Every
Sailor eats on the mess decks
or in the galleys, so that passion
and those skills directly benefit
our entire Navy.”
All of the training offered by
the NFMT is apart from and
in addition to the basic skills
and training Sailors in the culinary specialist rating receive in
their “A” and “C” schools. All
courses include dishes that are
prepared using ingredients that
are readily available aboard ship,
making the recipes practical, yet
gourmet.
“Culinary specialists make
enormous contributions to our
Navy by way of crew morale,”
said Hall. “Things like homecooked style meals made from
scratch really have an impact
on the warfighters who are
deployed around the world.
So whether it’s wholesome,
authentic recipes or formal
table setting they’re learning,
those things really do make a
difference.”
The San Diego team is one
of six Navy Food Management
Teams serving the culinary spe-
cialist community throughout
the United States.

“One day in 10th grade, I
went in and the doctors told me
the tumor was gone. It had just
disappeared! It was a miracle,”
said Mullner. “It was the happiest day of my life because it
meant I could play sports and
fulfill my dream of joining the
Marine Corps.”
Following high school Mull-
ner waited numerous months for
medical waivers before finally
being accepted into recruit training. His wait and efforts paid
off, and he is now currently two
weeks away from graduating.
Fellow platoon member and
rack mate declared he was inspired by Mullners story of
perseverance.
“It takes a person with determination, commitment and a
strong mindset, knowing there
was a possibility that his effort to
join the Corps could have been
in vain,” said Recruit Miguel
E. Ramirez. “I’m proud of him
having the will to stick with his
dream of joining despite people
telling him he couldn’t do it.”

Singapore - USS Fort
Worth (LCS 3) arrived in Singapore Dec. 29 as part of a 16month rotational deployment
to 7th Fleet in support of the
Indo-Asia-Pacific rebalance.
As part of an initiative to
deploy up to four LCS to the
region on a rotational basis,
Fort Worth will operate out of
Singapore as a maintenance
and logistics hub from which
the ship will conduct patrols
and train with regional navies
during exercises like Cooperation Afloat Readiness and
Training.
“The much-anticipated arrival of Fort Worth speaks
to our important partnership
with the Republic of Singapore
Navy and to our shared commitment to regional security
and stability,” said Rear Adm.
Charlie Williams, commander,
Logistics Group Western Pacific and commander, U.S.
7th Fleet’s Task Force 73. “As
multiple LCS deployments
become routine, ships like Fort
Worth will become workhorses
in 7th Fleet.”
“Fort Worth’s arrival marks
the dawn of a continuous LCS
presence in the Asia-Pacific,
bringing more flexibility and
capability to U.S. 7th Fleet,”
said Capt. Fred Kacher, commodore, Destroyer Squadron
7. “The next 15-months will
be busy for Fort Worth and
she will operate extensively
throughout Southeast Asia
in support of CARAT 2015,
as well as expanding her operational footprint to Northeast

In addition to presence in
nearly every phase of CARAT
2015 in South and Southeast
Asia, Fort Worth will train with
the Republic of Korea Navy
in exercise Foal Eagle and is
scheduled to join multinational
ships at Singapore’s Changi
Naval Base for the International Maritime Defence Exhibition (IMDEX). Fort Worth
will also expand LCS regional
presence by using additional
expeditionary maintenance
locations in Northeast Asia.
Fort Worth is embarked
with an aviation detachment
from Helicopter Maritime
Strike Squadron (HSM) 35, the
Navy’s first composite expeditionary helicopter squadron.
The detachment consists of one
MH-60R Seahawk helicopter
and one MQ-8B Fire Scout
unmanned aircraft system. The
Fire Scout will complement
the MH-60R by extending the
HSM-35’s range and endurance
thereby enhancing maritime
domain awareness.

When the holiday is over, the
presents have been put away,
and the leftover roast has been
made into soup, there’s a part of
me that just wants to savor it all.
To snuggle up on the couch with
the kids in my new pjs, nibbling
from the tin of stale Christmas
cookies, basking in the glow of
the dying Christmas tree, watching movie marathons until my
eyeballs bleed.

before another hectic year is in
full swing.
These days, there’s so much
hustle and bustle associated with
the holidays, it’s nice to linger a
while. Let it all sink in. Take a
moment to stop and appreciate
the richness of our military life,
It’s all I can do to make it
through the obligatory pork-andsour-kraut on New Year’s Day,
before I want to rid the entire
house of holiday décor and begin
my new and improved lifestyle.
However, there’s another part
of me that gets antsy. Like the
plaque accumulating in my arteries from too much cheese dip, or
the needles piling up under the
tree, or the mounting credit card
bills -- the holiday builds. By
midnight on New Year’s Eve,
I’m ready to purge.
Something takes over in me, and
after weeks of excess and sloth,
I’m hell bent on eating enough
fiber, taking 10,000 steps a day,
keeping accurate financial records, compulsively vacuuming,
and fundamentally changing my
entire personality.
Inevitably, about a month or
two into it, my bad habits creep
back in. Small setbacks send me
into tailspin of guilt, and before I
know it, I’m on the couch in the
middle of the afternoon watching reality show reruns in order
to avoid my responsibilities,
with my lips wrapped around
an entire can of Sour Cream and
Onion Pringles.
Sometimes, I make a little
progress, and sometimes, I fail
completely. So why bother making New Year’s Resolutions
at all?
Some psychologists believe
that New Year’s Resolutions
make us unhappy because they
set us up for certain failure,
and nobody wants to feel like a
failure these days. According to
a 2014 University of Scranton
study, only 8 percent of Americans who make resolutions are
successful in meeting their goals
after one year.
It’s not just me. About 45%
of Americans make New Year’s
resolutions with some kind of
cathartic change in mind. Lose
ten pounds. Get organized. Quit
smoking. Reduce debt. Get a
new job. Stop procrastinating.
Spend less time on electronic
devices. Whether we hope to rid
ourselves of debt, chaos, pounds,
or bad habits, New Year’s Resolutions are supposed to make our
lives better. But do they?
Bummer.
However, 46% reported having kept their goals past six
months. Not too shabby. Most
encouragingly, the statistics
show that people who make
New Year’s resolutions are 10
times more likely to change their
behavior than people who don’t

that I’ll still be a disorganized
procrastinator chomping a Kingsized Snickers Bar come midFebruary, I’m still giving my
New Year’s resolutions a try.
Sure, I might screw it up
again, but who wants to be a
sniveling cynic who never sticks
his neck out for fear of failure?
Wayne Gretzky once said, “You
miss 100% of the shots you don’t
take.” The mere resolution to
change for the better shows that,
at the very least, I have the courage to give it a shot.

AutoMatters+: The key to
photographing auto races
Major motorsports events are
usually spread over very large
areas. Shooting involves lots of
walking around – on pavement and
sometimes through light vegetation. There are large crowds and
the weather might include extreme
heat, cold, rain and even snow.
Over the course of my lifetime I
have photographed many forms of
professional and amateur motorsports. I learned by experience that
the key to shooting them is to be at
the right place, at the right time and
with the right cameras and lenses.
If you do all of that and work on
your technique, the results will
surely follow.
While there is definitely an element of luck involved, there is also
a lot of hard work. I spend many
hours on race weekends carrying a
lot of heavy photo gear and shooting thousands of photos.
Carrying everything is a tiring
workout. Professional camera
gear is especially heavy. Typically
I carry one Nikon DSLR with an
attached, very long, very heavy
zoom lens and a second DSLR
with a medium zoom lens. Add
to that extra batteries, a flash, a
monopod and other miscellaneous
gear.
I need to be mobile and to carry
my cameras in such a way that they
will be quickly and easily accessible, and secure.
At first glance, an easy and
secure way to carry a camera is
with the strap that it came with.
Unfortunately that is not a very
good solution. The unpleasant side
effects of too many years carrying
cameras around my neck have

Eventually I tried using a variety
of camera carriers that suspended
my cameras from my shoulders.
These helped somewhat, but
extended use of them has caused
pain in my shoulders – and that’s
not all.
When I shoot on-track racing
action, I often find myself shooting over the protective concrete
barriers and quickly turning from
side to side. I get as close to these
barriers as possible, mindful of
protecting the camera that I am not
shooting with from being damaged
by the concrete barriers. Also, my
cameras must be secure to allow
me to move quickly.
Camera carrying systems that
allow cameras to loosely hang
from the shoulders allow the cameras to swing freely. One or both
DSLR cameras and their fragile
lenses will inevitably bang into
the concrete barriers and passing
people in the crowds.
Until this year I had no choice
but to endure these problems,
but all of that changed when I
observed another photographer
using a totally different kind of
system to carry his DSLR. He let
me try his on and I was convinced.
I went to a website and ordered
one. It is now an essential part of
my photo gear.

design and build a car from what
it took just a decade ago. Used to
be that you’d need to wait sevenor-so years for those remodels to
hit the showroom floor. No more.
Today, vehicle development time
can be as short as three years – two
if it’s fast tracked. And the folks
of San Diego County get to see
all that new sheet metal January 1
– 4, 2015 at the San Diego International Auto Show.
The San Diego International
Auto Show is prepared to give
“now” to consumers. Think “kidin-a-candy-store.” With over 500
new-model vehicles waiting to
be viewed, sat in, smelled, photographed, and envied, it’s the
biggest showroom in San Diego
County, and it runs for four days
starting Jan. 1, 2015.
This year’s show is shaping
up to be the best ever, said Kevin
Leap, the show’s director.
“Every year we evaluate key
elements of the show,” said Leap.
“We especially look at what people
attending the show want and we
strive to deliver.”
Leap also said that Ride &
Drives, a feature that San Diego
has become expert at, would
continue to have a prominent
role in the show, with XX events
scheduled.
Also, several new models will
appear at the show, including:
• Ford F150 aluminum body
• Toyota Tacoma TRD Pro
• Toyota Tundra TRD Pro
• Redesigned Chrysler 300
• Charger Hellcat
Of course the San Diego show
has become known as an entertainment destination, too, and this
year’s edition will not disappoint.
There is literally something for
everyone.
In fact, said Leap, the entire
show strives to present the vehicles
in a non-sales environment, giving
consumers the chance to evaluate
the vehicles at their leisure.
Here’s a snapshot of what else
is happening:
Safety City
San Diego Fire Rescue Foundation is proud to launch Safety
City, an interactive safety program, at the 2015 San Diego
International Auto Show. Safety
City is a portable, miniature city
that provides hands-on training
designed to teach children traffic,
pedestrian, bicycle, and fire safety
and strengthen their ability to make
safer choices. The nearly 5,000square-foot city will be staffed by
some of San Diego’s finest first
responders.
And what vehicles. The SDIAS
follows another auto show several
hours to the north, and benefits by
receiving vehicles that have just
made their debuts. This year, the
SDIAS will feature the following
vehicles fresh off their intros:
• 2015 BMW X6, X6M S6M
(LA North American debut)
• 2015 BMW X5M (LA Debut)
Ford Family Day
Kids rule on Sunday, Jan. 4, at
the San Diego Convention Center.
Kids 12 and under (with a paid
adult admission) can come to the
show for free and participate in
a wide variety of activities from
performances and appearances
to hands-on activities like Safety
City, that will keep the kids entertained.
“The Ride & Drive is the single
most effective tool we have to
educate our audience,” said Leap.
“Product specialists educate the
consumer as they experience the
features and driveability of the car
without any sales pressure, giving
them a true appreciation for the
vehicle.”

Camp Jeep expands
The perennial favorite, Camp
Jeep, will be adding a new component to its track this year that
further demonstrates the rugged
vehicle’s outdoor chops. The new
obstacle for 2015, Trail Rated
Pass, demonstrates extreme threewheeling over the 50 foot long, 8’
tall obstacle. As the vehicle ascends and descends 8’ passengers
will experience the capabilities of
Jeep as the vehicle articulates side
to side over uneven ramps set at a
25 percent incline.
Jeep is also bringing a game
called the “0-60” Challenge, where
competitors race against a clock to
complete a Jeep themed task / challenge in 60 seconds or less. The
Kids Course and Climbing Wall
will be returning as well.
The Vault
For a taste of the good life, head
to The Vault, the San Diego International Auto Show’s own little
corner of luxury. From Symbolic
Motors, The Vault will feature
ultra luxury cars from the timeless
brands like Lamborghini, Ferrari,
and Bentley.
Electric Vehicle Day
Based in the ThinkBlue Eco
Center, Electric Vehicle Day will
be Friday, Jan. 2 from 10 a.m. to
4 p.m. With more than 20 types
of plug-in cars on the road today,
there is an electric car for every
lifestyle. At the SDIAS, guests can
speak with experts about state and
federal incentives, special electric
vehicle rates for your home from
SDG&E, and the benefits of driving electric.
ThinkBlue, the presenting sponsor of the EcoCenter, will also be
on hand to answer questions about

Navy Corpsman bounces on to All-Navy Men’s Basketball Team

SAN DIEGO – Since the age
of three, basketball has been a
part of Hospital Corpsman 3rd
Class (HM3) Ronald R. Rhea
Jr.’s life in one way or another.
It helped him through his youth,
took him to college, and even
led him overseas to compete as a
professional. Although basketball
was such a monumental aspect
of his life, Rhea knew there was
more he could do and more he
could offer.
In 2009, after learning his fiancée was pregnant with their first
child, Rhea sought out an opportunity to provide a more stable future
and saw the Navy as a great way
to provide for his growing family
and to serve his country. Rhea
enlisted in the Navy and attended
basic training at Recruit Training
Command Great Lakes, Ill.
Deciding to enlist was a clear
boost for his young family, nevertheless the decision was not made
without some heavy reflection.
“I knew the Navy would be
difficult as an older enlisted member,” said Rhea who enlisted at the
age of 30. “Fortunately, throughout
my time I have been blessed with
mentors and role models that have
provided me with insight and
guidance.”
Upon completion of recruit
training, Rhea had the honor of
serving in the Navy Ceremonial
Guard where he spent 2.5 years.
Midshipmen close
season with a flourish
Navy finished the 2014 season
with an 8-5 record and a 17-16
victory over San Diego State in
the Poinsettia Bowl. It marked
just the second time in school
history that Navy has won a
bowl game in back-to-back
seasons and it’s the 11th time in
the last 12 years that Navy has
recorded at least eight wins in
a season.

a 17-10 triumph Saturday.
On Dec. 13, Navy to celebrate

Asked about his awkward
jaunt aboard the two players,
Niumatalolo said, “I tried to get
down. I have so much respect for
Army, I didn’t want to upstage
anyone.”
Niumatalolo (56-35) broke a
tie with George Welsh for most
wins at Navy. He also became
the first to win his first seven
games against Army (4-8).
After serving with “The Guard,”
Rhea was selected to attend Hospital Corpsman “A” school at
Joint Base San Antonio-Fort Sam
Houston, Texas. He then traveled
to Marine Corps Base Camp
Lejeune, N.C. to be certified as a
Field Medical Service Technician.
After completing the training he
reported back to San Antonio
for additional physical therapy
training.
“I decided to be a Corpsman
because I knew that it was one
of the most prestigious and honorable rates in the Navy,” said
Rhea. “Being able to say you are
a part of Navy Medicine speaks
volumes amongst both our military peers, as well as, our civilian
counterparts.”
Rhea now had two loves:
basketball and caring for others
through Navy medicine. While
his studies, work and caring for
his family took center stage, Rhea
continued to compete and work
on his game.
After reporting to the Physical
Therapy Department at Naval
Medical Center San Diego (NMCSD) Branch Health Clinic Naval
Training Center (NTC), Rhea saw
a way to combine his passions.
By playing in intramural basketball leagues aboard Naval
Base San Diego and at NMCSD
as a representative of the hospital
staff, he was able to assist his teammates with pre- and post-workout
drills and other physical therapy
practices to help reduce and even
recover quicker from injuries.
Rhea’s contributions to the team
did not stop there.
Rhea. “They have been a constant
source of motivation and have
taught me what it means to be a
Sailor and a leader.”
“I have seen HM3 play the
role of leader, captain and mentor,” said Hospital Corpsman 2nd
Class Arland Q. Yancey, assigned
to the NMCSD Drug and Alcohol
Program Advisor’s office, who
has been both a teammate and opponent of Rhea on the court. “He
mentors players during time outs
by providing positive feedback.
His willingness to be vocal and
teach the game is something that
benefits everyone.”
Rhea’s contributions and talent
have not gone unnoticed. After
competing in a rigorous tryout for
the All-Navy squad, Rhea found
his name on the final selection
list.
Even with all his accolades in
and outside of work, Rhea has
found the time to help give back
to the community. With the help
of Navy Morale, Welfare, and
Recreation (MWR), Rhea has
developed local youth camps to
teach basketball, with an emphasis
placed on family, being a student
athlete and basic basketball fundamentals.
Rhea admits he would not have
been able to achieve and offer so
much without the help of others.
“I continue to admire the dedication and diligence of my chain of
command and my mentors,” said
