The public is requested to fill out a “Speaker Card” to address the Board on any agenda item
before the Board takes an action on an item. Comments from the public on agenda items will
be heard only when the respective item is being considered. Comments from the public on
other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard
during the Public Forum period. Public comment is limited to 15 minutes maximum. No individual speaker will be allowed more than 3 minutes, unless presiding officer of the Board decides

i. Discussion and action on a request from Urban Partners Los Angeles for a
grant of $2,550 to fund their free mathematics tutoring program.
ii. Election of members to file the Council’s Community Impact Statements.
iii. Discussion and action on CD-10’s proposal to investigate the possibility of splitting
Pio-Pico Library’s parking lot turning half of it into a parklet.
iv. Election of new Secretary for the WCKNC.
v. Discussion and action on the recommendations made by WCKNC’s Planning and Land
Use Committee on the following projects:
(i) Case Number: ZA 2014-2871-CUB Address: 621 S. Western Avenue Requested:
Entitlement: Conditional Use Permit pursuant to Section 12.24 W1 of the L.A.M.C.
to allow sale of full line of alcoholic beverages for off-site consumption in conjunction with a proposed supermarket with hours of operation from 8 AM to 10 PM daily.
(ii) Case Number: CPC-2014-1617-ZC-ZAA-SPR Address: 3419 W, 6th Street Requested Entitlement: Zone Change Pursuant to SEC. 12.32F from the existing C2-1
Zone to RAS4-1 zone to permit an FAR 3:1 in lieu of the 1.5:1 FAR permitted in the
C2-1 zone, for the construction of 53-unit apartment building on top of an existing
commercial/retail/parking complex; also Zoning Administrator’s Adjustment per
SEC. 12.29 to permit a 5-foot front yard encroachment of an elevator shaft; and
Site Plan Review per Sec. 16.05 for a project having 50 or more residential units.
(iii) Case Number: APCC -2014-1947-SPE—SPPA-SPP-DB Address: 215-241 N. Vermont Avenue Requested Entitlement: Pursuant to Section 11.5.7, a SPP. SPPA and
SPE for the development of a 100 unit apartment building with subterranean park-

vi. Discussion and action on Case ZA-2014-4171-CUB: a request by Heyman Western
Avenue properties for a Conditional Use Permit, for the sale and dispensing of beer and
wine for on- and off-site consumption in conjunction with a new 1,250 sq. ft. beer bar
and market with 31 indoor seats, and with the hours of operation from 12 p.m. to 12
midnight daily, at 730 S. Western Avenue.
vii. Discussion of the role that WCKNC should play in helping the city’s homeless, and also
of the role that city government should play in aiding its homeless population.
viii. Discussion and possible action on the purchasing of a bench for the 6th Street beautification project
