Bataan gov’t mulls P2.4-B capitol facelift

BALANGA, BATAAN – The
aging Provincial Capitol here
will soon get a grandiose facelift—complete with hotel rooms
and call centers—should a P2.4billion development proposal
to make a “never-before-done
government center” pushes
through.
During a recent public consultation in this city, Gov. Albert
Garcia took pride that the province will not spend even a single
centavo because the project will
be built under a public-private
partnership scheme with Malaysian company MTD Philippines
Inc.
“Everything
will
really
change. [The capitol and the
establishments around] will be
progressive because there will
be lots of business opportunities,” said Garcia.
Various sectoral representatives gathered at Lou-is Restaurant, Balanga City for the Joint
Public Consultation on the Un-
solicited Proposal for the Funding and Development of the Proposed New Bataan Provincial
Capitol and Government Center Project. Garcia was present
together with Vice Gov. Efren
Pascual Jr. and members of the
Sangguniang Panlalawigan.
Pascual hailed the project,
which may see groundbreaking this April, and was a result
of numerous consultations with
the board members and the provincial government.
“What we are going to wit-
ness is a big indication that what
we are taking is the right direction,” said the vice governor.
With the proposal, a five-level
“bunker” building with basement and mezzanine will serve
as the new Governor’s Office and
other provincial government offices.

CAMP OLIVAS - A police officer is now in hot water after
intervening and interfering in
the release of his nephew, who
was arrested earlier in a police
anti-drug operation in Olongapo City.
Sr. Insp. Mar Joseph Ravelo of the Olongapo City Antiillegal Drug Special Operation
Task Group, said Sr. Inspector
Jaime Bada will be charged
with grave threat and obstruction of justice.

Olongapo City at about 11 p.m.

has advised Senator Lito Lapid
to focus on his unfinished term
as member of the Senate instead
of campaigning too early for
mayor of this city.
“He still has more than a
year to put meaning to his long
stint at the Senate where he was
able to cause the passage of just
one law, even as he claims he
sponsored many bills and resolutions, many of which are insignificant,” said AbeKa deputy
secretary general William Aguilar yesterday.
Aguilar noted that as early as
the second quarter of last year,
Lapid was already “salivating”
to become mayor of Angeles
City, and even bought a mansion in Barangay Pampang and
has also registered as a voter in
Angeles City. Lapid is from Porac, Pampanga.
During the Christmas season, Lapid had his name painted
on many walls within the city,
along with that of former Congressman Tarzan Lazatin and
lawyer Willy Rivera, who are
said to be running for congressman and vice mayor, respec-
tively.
Village leaders have also reported Lapid has distributed
T-shirts with his name emblazoned on them in urban poor
areas in Angeles City. Some
leaders also claimed to have received cash from Lapid’s men.

the National Greening Program (NGP), the Department of Environment and
Natural Resources (DENR)
Bataan is targeting to reforest 1,170 hectares of identified areas all over the province this year.

Last month, the validating team from DENR Region 3 surveyed high survival rate of trees planted
in Bataan province under

planted under the program

satisfied PENRO.
Mamac is pushing for
the effective implementation in the province of
the NGP in support to the
thrust of President Aquino.
He earlier said that
8,293 hectares of land in
the province were already
planted in the province
since 2011 in line with the
program. A hectare of land
is averagely planted with
500 seedlings.
He also earlier pointed
out that they are also conducting replanting and
catch-up plan, explaining
that not all planted seedlings will survive.
Aquino issued Executive Order 26 creating the
NGP, targeting to plant
1.5 million trees in 1.5 billion hectares of land in the
country from 2011 to 2016. •

deaf and blind students in this city.
The movie was shown with closed
captioning and audio description.
The students, accompanied by
their parents and teachers, were from
the Angeles City Sped Center.

screening is a major breakthrough for
the ranks of persons with disabilities in promoting and uplifting their
rights and privileges, which will enhance their welfare and enable them

The film screening was in partnership with the Movie and Television Review and Classification Board,
AKAP Pinoy, Philippine Blind Union,
Philippine Foundation for the Rehabilitation of the Disabled and SM Cinemas.
The “Life of Pi” is about an Indian
teenager who was stranded in the Pacific Ocean on a lifeboat along with a
Bengal tiger.
The film gained nominations including three for the Golden Globe
Awards and 11 nominations for the
85th Academy Awards in which the
film’s director Ang Lee won the Best
Director award. •

Mercy and compassion
AFTER months of anticipation, Pope
Francis is finally arriving today in the
country. Filipinos are eagerly awaiting
for his arrival, with the hopes of seeing
him in person.
The Pope will be coming from
Sri Lanka and is expected to arrive
around 5 p.m. today. Tomorrow, Pope
Francis will be welcomed by President
Benigno Aquino at Malacanang, where
he will also be met by other Philippine
officials.
He will then proceed via motorcade
to the Manila Cathedral in Intramuros,
Manila where he will hold Mass with
select bishops and priests. After the
ceremony, he will meet with families
at the Mall of Asia Arena in Pasay City.
The next day, Pope Francis will
visit the Archdiocese of Palo in Leyte,
where he will offer Mass near the
Tacloban Airport and will have lunch
with the survivors of super typhoon
“Yolanda”. Afterwards, he is scheduled to bless the Pope Francis Center
for the Poor in Palo, and visit the Cathedral of Our Lord’s Transfiguration
(Palo Cathedral) to meet with priests
and the religious.
People are praying and hoping that
the skies will be clear from rains during his visit in Leyte, although the
weather bureau has reported otherwise. But he’s the Pope, so the religious
are expecting the “miracle” of a sunny,
bright day during his visit there.
The next day, January 18, Pope Francis is scheduled to meet religious leaders and young people at the University
of Santo Tomas in Manila. In the afternoon, he will go on a motorcade for the

Dr. Hilario D. G. Lara
was born
On January 15, 1894, Dr. Hilario D. G. Lara, regarded as the Father of Modern Public Health in the Philippines, was born in Imus, Cavite.
Lara devoted over five decades of his life to the study
of the spread of cholera, typhoid fever, dysentery,
measles and diphtheria, resulting in the prevention of
these diseases in the country.
Dr. Lara received numerous awards and recognition, including the National Scientist Award in 1985
given by President Ferdinand Marcos.
Notably, Lara established the Institute of Public
Health at the University of the Philippines and also
helped establish the National Research Council of the
Philippines.
He also organized the first medical library in the
country and established community health demonstration centers nationwide.
He died on December 18, 1987.

Olongapo opens modern sanitary landfill

OLONGAPO CITY - A new
and
environment-friendly
sanitary landfill opened here
recently, putting an end to the
city’s perennial problem on
proper garbage disposal.
Olongapo City Mayor Rolen C. Paulino led the opening
ceremony of the new Olongapo
City Sanitary Landfill which
transformed the old and reeking dump site located in Barangay New Cabalan into a modern
solid waste disposal facility.
“The construction of a new
sanitary landfill is a welcome
development for our city as a
response to its growing population alongside with fast-paced
economic progress to benefit all
our residents,” Paulino said.
The opening ceremony was
also graced by members of the
Olongapo City Council, Subic
Bay Metropolitan Authority
(SBMA) Director Cynthia Paulino, barangay officials, Olongapo City Environmental Sanitation and Management Office
(ESMO) head Dante Ramos and
among others.
Barangay New Cabalan
Chairman Rafael Lim lauded
the setting-up of the landfill
which will introduce new techniques on proper waste management and control.
Proper closure of the old
dump site will also contribute
to improving health and sanitation conditions in Olongapo
City, preventing the occurrence
of related diseases, thus improving the quality of life for
the city’s residents.
The project is expected to
create employment among local
residents for the operation and
maintenance of various components of the sanitary landfill
facility.
State-owned Development
Bank of the Philippines (DBP)
financed a P383.3-million loan
agreement with the local government of Olongapo City for
the establishment of a sanitary
landfill and materials recovery
facility as part of the bank’s efforts to advance environmental
protection in the country.
The project is in compliance
with Republic Act No. 9003, or
the Solid Waste Management
Act of 2000, mandating local
government units to establish
and develop a sanitary landfill
facility to enhance environmental protection and to maintain
ecological balance.
The project is expected to
prevent land pollution by providing a proper disposal and
storage method for municipal
solid waste, thereby avoiding
possible contamination of the
environment, and nuisance
and hazards to public health or
safety.
Positive
environmental
impacts can also be expected
through the recovery of recyclable materials thereby conserving natural resources, prolonging the useful life of materials,
and reducing the volume of
wastes for disposal.
Phase 1 of the landfill operation is also expected to generate
an average of P104 million annually in addition to the net income for the LGU, coming from
tipping fees and increase in local fees.
The composting component of the project can generate
carbon credits as conversion of
organic wastes via composting
reduces emission of methane, a
potent greenhouse gas.
According to DBM, the project may also be feasible, subject
to further study and validation,
for CDM registration through
avoidance of greenhouses gases
generation via composting and
closure of the existing disposal
facility.•
Ebdane pursues
P200-M grant
to boost Zambales
mango industry

IBA, ZAMBALES — Gov.
Hermogenes Ebdane Jr. will be
pursuing a P200-million grant
from the national government
to further increase the production of the Zambales mango
fruit, renowned as the world’s
sweetest of its kind.
Ebdane said the Department of Agriculture (DA) should
provide financial grant to the
province for the development
of the local mango industry and
promotion to the international
market.
In a meeting with Zambales mango growers, Ebdane
disclosed his plan to formulate
the Prime Commodity Investment Plan (PCIP), which is a
requirement for grant from the
Philippine Rural Development
Program (PRDP) of the DA.
“We have formed a technical working group to work on the
PRDP application, that’s why we
are conducting this workshop to
get your inputs,” Ebdane said in
media report.
He also reminded govern-
ment planners and local mango
stakeholders to map out strategies, pointing out that “the returns of investment should surpass the cost, most especially
the social cost.”
The report also quoted
Letty Viernes, manager of the
Provincial Planning and Development Office, saying that,
“prior to the PCIP preparation,
concerned departments at the
Capitol have already formulated
a value-chain analysis for mango, which is a prime product of
the province of Zambales.”
Viernes added that “the
workshop is the culmination
of months-long studies jointly
made by the provincial offices
for agriculture, planning and
development, environment, and
engineering, in consultation
with local mango growers.”
