Garcia BALANGA, BATAAN – The aging Provincial Capitol here will soon get a grandiose facelift—complete with hotel rooms and call centers—should a P2.4billion development proposal to make a “never-before-done government center” pushes through. During a recent public consultation in this city, Gov. Albert Garcia took pride that the province will not spend even a single centavo because the project will be built under a public-private partnership scheme with Malaysian company MTD Philippines Inc. “Everything will really change. [The capitol and the establishments around] will be progressive because there will be lots of business opportunities,” said Garcia. Various sectoral representatives gathered at Lou-is Restaurant, Balanga City for the Joint Public Consultation on the Un- solicited Proposal for the Funding and Development of the Proposed New Bataan Provincial Capitol and Government Center Project. Garcia was present together with Vice Gov. Efren Pascual Jr. and members of the Sangguniang Panlalawigan. Pascual hailed the project, which may see groundbreaking this April, and was a result of numerous consultations with the board members and the provincial government. “What we are going to wit- ness is a big indication that what we are taking is the right direction,” said the vice governor. With the proposal, a five-level “bunker” building with basement and mezzanine will serve as the new Governor’s Office and other provincial government offices. MTD Philippines President Isaac David said the design highlights the heroic stand of Filipino and American soldiers that made Bataan the focal point of resistance against Japanese invasion forces during World War II. “There will also be a 142room business hotel, accentuated by a six-level business processing outsourcing (BPO) building and two four-level BPO buildings,” David said. The proposal sets to develop 44,436 square meters of the Capitol compound in Brgy. Poblacion, Balanga in two years, with a year each for Phases I and II. capitol facelift... Page 7 Partido AbeKa tells Lapid: Focus on work at Senate ANGELES CITY – The Partido Abe Kapampangan (AbeKa) has advised Senator Lito Lapid to focus on his unfinished term as member of the Senate instead of campaigning too early for mayor of this city. “He still has more than a year to put meaning to his long stint at the Senate where he was able to cause the passage of just one law, even as he claims he sponsored many bills and resolutions, many of which are insignificant,” said AbeKa deputy secretary general William Aguilar yesterday. Aguilar noted that as early as the second quarter of last year, Lapid was already “salivating” to become mayor of Angeles City, and even bought a mansion in Barangay Pampang and has also registered as a voter in Angeles City. Lapid is from Porac, Pampanga. During the Christmas season, Lapid had his name painted on many walls within the city, along with that of former Congressman Tarzan Lazatin and lawyer Willy Rivera, who are said to be running for congressman and vice mayor, respec- tively. Village leaders have also reported Lapid has distributed T-shirts with his name emblazoned on them in urban poor areas in Angeles City. Provincial Environment and Natural Resources Of- ficer (PENRO) Raul Mamac said timber species, fruit trees, bamboo, and rattan will be planted under the program. Last month, the validating team from DENR Region 3 surveyed high survival rate of trees planted in Bataan province under NGP. “The validating team’s estimate of 90 percent survival rate of trees we planted under the program is very high,” said the very satisfied PENRO. Mamac is pushing for the effective implementation in the province of the NGP in support to the thrust of President Aquino. He earlier said that 8,293 hectares of land in the province were already planted in the province since 2011 in line with the program. A hectare of land is averagely planted with 500 seedlings. He also earlier pointed out that they are also conducting replanting and catch-up plan, explaining that not all planted seedlings will survive. Aquino issued Executive Order 26 creating the NGP, targeting to plant 1.5 million trees in 1.5 billion hectares of land in the country from 2011 to 2016. • By Charlene A. Cayabyab ANGELES CITY - SM City Clark (SMCK) held a special screening of the movie “Life of Pi” for about 150 deaf and blind students in this city. The movie was shown with closed captioning and audio description. The students, accompanied by their parents and teachers, were from the Angeles City Sped Center. Bien Mateo, SM Supermalls vice president for operations, said the film screening is a major breakthrough for the ranks of persons with disabilities in promoting and uplifting their rights and privileges, which will enhance their welfare and enable them to realize their full potential in nation building. The film screening was in partnership with the Movie and Television Review and Classification Board, AKAP Pinoy, Philippine Blind Union, Philippine Foundation for the Rehabilitation of the Disabled and SM Cinemas. The “Life of Pi” is about an Indian teenager who was stranded in the Pacific Ocean on a lifeboat along with a Bengal tiger. The film gained nominations including three for the Golden Globe Awards and 11 nominations for the 85th Academy Awards in which the film’s director Ang Lee won the Best Director award. • TRIUMPHANT. Filipinos are eagerly awaiting for his arrival, with the hopes of seeing him in person. The Pope will be coming from Sri Lanka and is expected to arrive around 5 p.m. today. Tomorrow, Pope Francis will be welcomed by President Benigno Aquino at Malacanang, where he will also be met by other Philippine officials. He will then proceed via motorcade to the Manila Cathedral in Intramuros, Manila where he will hold Mass with select bishops and priests. After the ceremony, he will meet with families at the Mall of Asia Arena in Pasay City. The next day, Pope Francis will visit the Archdiocese of Palo in Leyte, where he will offer Mass near the Tacloban Airport and will have lunch with the survivors of super typhoon “Yolanda”. Afterwards, he is scheduled to bless the Pope Francis Center for the Poor in Palo, and visit the Cathedral of Our Lord’s Transfiguration (Palo Cathedral) to meet with priests and the religious. People are praying and hoping that the skies will be clear from rains during his visit in Leyte, although the weather bureau has reported otherwise. But he’s the Pope, so the religious are expecting the “miracle” of a sunny, bright day during his visit there. The next day, January 18, Pope Francis is scheduled to meet religious leaders and young people at the University of Santo Tomas in Manila. In the afternoon, he will go on a motorcade for the Concluding Mass at Quirino Grandstand in Rizal or Luneta Park where millions of people are expected to flock. In a pastoral letter, the bishops urged the faithful to make “the practice of mercy our gift to the Pope when he comes to visit us.” The papal visit is focused on Mercy and Compassion. Here’s hoping that the Pope’s acts of mercy and compassion will rub off on the Filipino people, and will continue even after his visit. Malinaw na napakalaki ng hamong dala ng pagbisitang ito ni Pope Francis sa ating bansa. As millions of Filipinos are expected to attend the Mass to be celebrated by the Pontiff in Luneta on Sunday, President Aquino said he fears that the mere eagerness of the people to catch a glimpse of the Pope could start a commotion that could turn into chaos. “Obligasyon ng gobyerno ang inyong kaligtasan, at para magampanan ang tungkuling ito ay may obli- anti yang alang kapagalan, magalo, masigla at makaba. Your professional life is improving–your sense of responsibility is strong. There is focus and determination to finish what you have begun this day–you could be working after hours. You have the mental concentration and discipline to work out details that will put an end to old projects. However, situations that call for negotiation should be put on hold for now. Money is a subject you may ponder at this time. The problem with savings and the lack of same continues to haunt you this year. Now is a good time to set aside funds for the thin times. Plan a new budget. Your sense of responsibility is strong and takes over when you visit relatives this afternoon. CAPRICORN (DEC. 22 - JAN 19) Others have probably noticed that you seem to know what others want before they do. Obstacles that are in your way at work this day will be easier to handle than you think. You are learning and growing in your job or profession and you knowledgably and intuitively have an understanding into ways of handling the difficult people or problems successfully. Your concern for others is gratifying. Social work, if you are looking for work, is not out of the question. Psychology and social sciences captivate you and keep you busy either reading or into some sort of continuing education. There are some positive boosts to your income now and you may be encouraged to invest–do not be afraid to ask questions. GEMINI (MAY 21-JUN 21) You might feel a bit rudderless at times. Try to avoid making heavy-duty decisions that involve lots of people. Stay out of uncharted waters–the course will be much clearer tomorrow. Once work gets underway you may be more optimistic. Science, philosophy or religion is likely to seem as if is holds the ultimate answers at this time. There is a lot of activity to improve and promote yourself but do not overload your schedule. There are opportunities for you to balance the budget, work on your goals and detect ways to improve the income. Be aware of miscommunications such as lost letters, unconfirmed appointments, misspellings, etc. You may find someone you meet today is too shifty and sly for your taste; you are not afraid to tell them. LEO (JUL 23 - AUG. 23) There may be work to do, but you would rather call in sick. Okay . . . This, however, is not exactly a day to dream impossible dreams. The distance between your ideal world and the real one may suddenly seem oddly insurmountable. As the clever person you are, you can encourage yourself to work by creating a goal for your next vacation. Rest early tonight and a change of diet may also give you a positive boost. Consider having a horoscope chart done and you will see new reasons for creating new and better goals. Continued success on the career level will encourage you to bide your time until you can apply for a change of scenery, be it landscape or office. Your general income will increase when you least expect it to increase. LIBRA (SEP. 23 - OCT. 23) There is a major life event now that marks the beginning of more independence. There is increased responsibility and accountability. This is a good time for deep thought and review of self. If you feel that the scales are a little out of balance in your life, whether it is work or personal, take the steps necessary to make changes. This may mean more education, counseling or simply a pen and paper to write out your goals. Do not give in to the restlessness, indecision or worry that may creep in from time to time. A plan of action will get you where you want to go, especially if it is intelligently created. Take a little trip, or get outside this afternoon. This evening is a wonderful time to be involved with friends or family in some sort of fun activity. PISCES (FEB. 19 - MAR. 20) This is an important year for you, professionally. If you are already in a job that calls for authority, you may find some recognition and rewards coming your way. You feel like blowing your own horn today. Just remember to play on key. You may be in a position to tend to another person’s needs this afternoon and this is where you shine. You need an audience and a good performer can keep it enthralled, no matter what the subject. Good luck–or, as the theatrical adage goes, “break a leg!” you could be most persuasive and eloquent in speech and communication. You will be able to enjoy and value your own life situation. While shopping this evening, you will be smart to keep your antennae out for a good buy. SAGITTARIUS (NOV. 22 - DEC. 21) It’s ideas that usually count for you. This may be a time when you are expected to produce quantities of work or create results from your research. People look to you for answers. This may mean you are a chemistry teacher or perhaps you have studied a crime scene and know the results. You enjoy the stress of your job and the idea that you know the answers. You may see this as a time for judicious study and attentive work. New technologies and easier, faster ways to find an end result are what you seek. Energy and will to accomplish the hardest tasks prove your ability to lead others. Any help you may recruit will get direction and enthusiasm from you. Something athletic is a good way to transition from work stress to home environment. SCORPIO (OCT. 24- NOV. 21) At work this day, you may find yourself feeling blocked and unable to express yourself, particularly in a group situation. If possible, give yourself plenty of time for decision making. Before you know it, the answer to the most difficult of dilemmas will flash before your eyes. You are particularly good with many different types of personalities and can dive into problem solving before you even realize it. You may worry about the welfare of another and people sense your caring attitude. Any excuse for a get-together to make new friends will be welcome. You and your loved ones are especially close and your desire to nurture and enjoy their company is strong. You may find an indoor sports game, handball, volleyball, etc., is fun this evening. TAURUS (APR. 20-MAY 20) Keep your comments low keyed–you may experience a lack of focus this morning. A friend, co-worker or loved one may come to your attention–this person has much to say. The yarn this person could weave to persuade you to help needs to be reviewed and reviewed again. All of this should end rather smoothly. If the story does not make any sense–move forward. Your more reserved qualities are to the fore and found to be valuable. This is a great time to reflect and understand your own situation, just how you feel about yourself. Emotions in particular, or the feelings of those around you, may be very clear. You may enjoy a good movie or book or feel like escaping from day-to-day realities for a while. Success in a special relationship is imminent! VIRGO (AUG. 23-SEP.22) Phone calls from relatives or friends may have you changing your plans for an upcoming weekend. You now may be choosing whether you want to go to a reunion or a sports game or some other big event. If you are in a position of authority at work, you may feel a bit guilty about being preoccupied. You will, however, help several people with your support as well as your ability to pull out the most creative and workable ideas. Personally, money matters continue to be an issue. Get into the habit of asking yourself if you really need an item. There is a definite urge to rid yourself of some of the clutter in your life. If you have not enjoyed a possession in the last two years, it is time to let it go. Expect a sense of support from loved ones. Before going to a public event, make sure that your phone is fully charged. If you have power banks, don’t forget to bring them too. For security reasons, while in the middle of a crowd, you can opt to use your phone cameras and then post updates later to your social media when you are more comfortably settled and secure. Barangay New Cabalan Chairman Rafael Lim lauded the setting-up of the landfill which will introduce new techniques on proper waste management and control. Proper closure of the old dump site will also contribute to improving health and sanitation conditions in Olongapo City, preventing the occurrence of related diseases, thus improving the quality of life for the city’s residents. The project is expected to create employment among local residents for the operation and maintenance of various components of the sanitary landfill facility. State-owned Development Bank of the Philippines (DBP) financed a P383.3-million loan agreement with the local government of Olongapo City for the establishment of a sanitary landfill and materials recovery facility as part of the bank’s efforts to advance environmental protection in the country. The project is in compliance with Republic Act No. 9003, or the Solid Waste Management Act of 2000, mandating local government units to establish and develop a sanitary landfill facility to enhance environmental protection and to maintain ecological balance. The project is expected to prevent land pollution by providing a proper disposal and storage method for municipal solid waste, thereby avoiding possible contamination of the environment, and nuisance and hazards to public health or safety. Positive environmental impacts can also be expected through the recovery of recyclable materials thereby conserving natural resources, prolonging the useful life of materials, and reducing the volume of wastes for disposal. Phase 1 of the landfill operation is also expected to generate an average of P104 million annually in addition to the net income for the LGU, coming from tipping fees and increase in local fees. The composting component of the project can generate carbon credits as conversion of organic wastes via composting reduces emission of methane, a potent greenhouse gas. According to DBM, the project may also be feasible, subject to further study and validation, for CDM registration through avoidance of greenhouses gases generation via composting and closure of the existing disposal facility.• Ebdane pursues P200-M grant to boost Zambales mango industry BY RAECHELLE ANN GARCIA IBA, ZAMBALES — Gov.
