A good question with a fascinating answer. When the Danes came to Britain in the ninth century and conquered and settled large parts of Yorkshire and Lincolnshire they subdivided the lands into administrative areas called Wapentakes. They were more or less equivalent to the Anglo Saxon ‘Hundred’ which is a far more widely recognised term today. The word derived from an assembly or meeting place, usually at a cross-roads or near a river, where literally one’s presence or a vote was taken by a show of weapons. So, you took your weapon (and only citizens could possess one) to the meeting and that gave you a say in what was decided there. It was local democracy, of a sort. Six clubs were successful in their bids and received a total of £314,141 to help with a range of facility improvements. Inspired Facilities is focused on making it easier for local community and volunteer groups to improve and refurbish sports clubs or transform non-sporting venues into modern grassroots sport facilities. The following clubs received funding: • Branston Community Skate Park (£25,000) • Gainsborough Rifle and Pistol Club (£42,750) • Market Rasen and District Small Bore Rifle Club (£75,000) • Horncastle Playingfields (£75,000) • Long Sutton Cricket and Hockey Club (£46,715) • Woodhall Spa Tennis Club (£49,676) A total of 152 projects were awarded funding across the country in the Round 6 funding pot. Part of Places People Play, Sport England’s programme to deliver a London 2012 legacy of increased mass participation in sport, it was recently announced that Sport England is to invest £40 million to extend the funding to 2017. Lincolnshire Sport provides advice and support to clubs who require help in their application bids. Janet Inman, Chief Executive of Lincolnshire Sport, said: “It is amazing to see how much investment there is available to support clubs across Lincolnshire. Sport England’s Inspired Facilities Fund has already helped over 1,600 different projects across the country since the funding became available in 2011.” She added: “With an additional £20 million of National Lottery money now available and the application process made easier, I would urge local sports clubs to look at how this fund can help them create more opportunities for people to get involved in sport.” The next deadline to apply for funding is June 8, 2015. The next deadline to apply for Year 5 funding is Friday, January 16, 2015. Over 400 projects have received funding since July 2011 allowing clubs and organisations to offer sports sessions for children and young people across the county. Lucy Blakey, Children and Young People Officer at Lincolnshire Sport, said: “Funding is available for sports projects in Lincolnshire to encourage semi-sporty teenagers and young adults to take part in sport. Each county will receive Sportivate funding from Sport England until 2017 to allocate to projects to encourage young people to be more active.” “It is a great opportunity to encourage young people to get involved in sport but also provides a huge financial incentive for sports clubs, schools, leisure facilities and others to deliver more sport across Lincolnshire.” Sports clubs, schools, community groups, NGBs, local authorities, universities, youth clubs, colleges, leisure facilities and workplaces targeting 11 – 25 year olds can all apply for funding. Projects are asked to base their applications on £40 per head for six to eight weeks of sport sessions. Please email completed applications to [email protected] 5 Coningsby & Tattershall Royal British Legion Women’s Section We were made very welcome at our Christmas Lunch held at the White Bull Coningsby, after the Homage and Grace everyone tucked into a delicious meal, diets forgotten. We had invited Donna and Marion as our guests this year in appreciation of all their help over the past year. Connie thanked everyone one who had worked so hard for the Poppy Appeal in both Tattershall and Coningsby Co-Ops. We raised £2,380.60 and are very grateful to the staff for their hospitality. The cups and certificates won at the County Conference were on display. Connie has suggested that we hold a coffee morning at the Lions Den to familiarize ourselves with the hall before we move our meetings there. Everyone agreed and the date set is Tuesday January 20th 2015 10am to 12 noon. There will be refreshments, bring and buy, everyone is welcome. Chairman’s report Connie Stennett 6 Letter To the Editor With reference to the leading article in December’s issue of Wapentake on the subject of the New Development Plan for Woodhall, your contributor made an excellent point. For some years I worked for one of the UK’s leading opinion poll companies as a field researcher (this is a euphemism for someone who knocks on doors, asking questions). It did not take long to realize that the people who commissioned the surveys, often Government bodies, made sure the questions were so carefully worded as to achieve exactly the answers they wanted. Imagine this: Q. Have you given up smoking in the last three weeks? A. YES or NO. To a non-smoker, the first answer that comes to mind would be ‘NO’ as you can’t give up something you have not ever done, which would give the result that not as many people in the UK have given up smoking as would appear. (!) The correct answer, however should be ‘YES’ as you would have refrained from smoking in the last three weeks. So please, whenever you are asked to cast a YES/NO vote, 1) Consider the wording of the question very very carefully, 2), Consider the outcome that your vote would achieve. Santa’s Grotto saw non-stop groups of children and parents visiting Father Christmas to receive some “early” Christmas gifts. Clowns, organ music and face painting kept the excited waiting children happy, street entertainment included Ed & Eddie with The London Double Decker Bus, Dance Fusion, the Kesteven Morris Men, Sleaford Ukulele Band, Oriental Drummers, Richard Sylvester Musician Extraordinary and John Derbyshire with his balloons and mini-piano. A bubble car from the Museum at Langrick was on display. All the stalls providing mulled wine, hot chocolate and Baileys, mouthwatering hot snacks, refreshments and other goodies did a roaring trade as did the coffee shops, restaurants, pubs and clubs for which Woodhall has become well known. Local charities and service organisations took this golden opportunity to raise awareness in the community and a range of tempting trade stands provided a wide variety of offerings. The Grand Raffle was drawn at 8.30 - the organisers are grateful to the local businesses who donated the prizes. The star prize of £250 will be providing the lucky winner with a merry Christmas. Council hope you have all enjoyed seeing the village trees lit up, many thanks to the businesses who joined in and helped to pay for the lights, a grant has been secured from East Lindsey District Council for £1,800 towards the cost. Council have had the budget setting meeting looking at the coming financial year and have not made any increase to the amount requested from the precept. If there is any increase in council tax it will be due to the reduction in the government grant paid to ELDC. Four new trees have been planted at the Cemetery on Dogdyke Road. Over the past few years a couple of older trees that had become either dangerous or found to be causing problems with the grave spaces have had to be removed, the new trees will hopefully make up for those lost. Allan Barker Recreation Ground is having new fencing - not before time you might say. The ongoing cost of maintenance is enormous. The Community Champions scheme sees each of the Society’s 234,000 members linked to a good cause close to where they live. Every time a member uses their dividend card in any Lincolnshire Co-op outlets where points are issued, a donation from the Community Champions pot goes towards their local good cause. In our area the following groups have received donations: Mareham-le-Fen school and Coningsby Allsports £1350.76. Money will go towards creating a peace garden and an outdoor science learning classroom at Mareham le Fen School and buying new equipment to provide activities for 6-18yos at Coningsby Allsports. Woodhall Spa Cottage Museum £870.86. Money will go towards restoring a damaged bath chair and to upgrade the archive storage facility. Member Engagement Manager Richard Whittaker said: “Our members always raise an impressive amount of money for good causes local to them. “It’s great to see people supporting community projects just by shopping with Lincolnshire Co-op and the Community Champions have really been encouraging their supporters and local members to help raise funds.” The Community Champions for the period from September to December can now look forward to being awarded a cheque or vouchers for the total amount raised by shoppers in their area. “The Champions change quarterly which means we’re able to support lots of different groups,” said Richard. “If any groups out there are in need of help with a project, we’d encourage them to apply.” Community Champions are picked by Lincolnshire Co-op’s nine Members’ Groups, made up of dividend card holders from across the area. BELL AWARD PRESENTED TO YOUNG VOLUNTEER A special presentation was made by Gill Noble, Chairman of the Woodhall Spa Cottage Museum, at the Christmas Coffee morning in St. Peter’s Hall, of the Bell Award to young volunteer Jenny Baker. Jenny has been a volunteer at the museum for almost two years. During this time she has worked with different teams, the Education team, Gardening team and now she works every week with the Administrator honing her IT skills. She is always willing to take on any task she is asked to do. The directors were very happy to present her with the Bell Award. Candlelit Carol Concert at Tattershall Castle and Holy Trinity Church, Tattershall On Saturday 6th December the annual Candlelit Carol Concert was held at Tattershall Castle and Holy Trinity Church to the accompaniment of the Mareham le Fen Victory Band. The numbers of people attending this special event continues to grow every year with many children, of all ages present. The programme started at the Castle where the Band played to a very full parlour and continued into the atmospheric surroundings of Holy Trinity Church where mulled wine, Tea, Coffee and mince pies were en- joyed by all before the lights where extinguished and the candles lit. Traditional Christmas Carols were heartily sung complemented with readings depicting the meaning of Christmas. The highlight of the event was the many children who volunteered to sing “Away in the Manager” in front of the audience. After the service many enjoyed a visit to the Crib and many warm comments were made about the special evening. Our grateful thanks go out to the Mareham Band and Paul Robinson from the National Trust for his help and enthusiastic rendering from Charles Dickens “Christmas Carol”. It is hoped to repeat the event on the 5th December 2015. The Bell Award is given from time to time to a young person who has done something of merit for the Museum. The award came about as a result of a burglary at the Museum when the Bell Cup, which belonged to the Woodhall Spa Agricultural Show Society, was stolen. The Bell family, who had donated the cup, had retained the rights to it, donated the insurance payment to the Museum, but asked that the memory of Joseph Bell be maintained. Please mention The Woodhall Wapentake when responding to advertisers Santa and helpers out and about 11 Baking for Children in Need JOIN YOUR LOCAL LADIES CIRCLE IN THEIR MEMBERSHIP BOOST Members of local group Woodhall Spa and District Ladies Circle are organising a “new members” night on Wednesday 21st January to encourage other likeminded women aged between 18-45 to get involved and find out more about the great activities they organise. The group’s main objective is to offer a varied and active social programme of events where members can enjoy trying out new experiences, whilst making friends and helping with fundraising activities to raise money for local, national and international charities. Since joining Woodhall ladies circle, new member Trudy has found the last few months to be quite a whirlwind of activity. Trudy said “I hadn’t heard about the Ladies Circle organisation until I moved into the local area. I wanted to make more friends locally and saw information on Facebook. And what a network this has proved to be! Since joining, I have made a large circle of friends in my local area of Woodhall Spa and enjoyed nights out trying new things such as Rock Climbing in Lincoln, learning upcycling techniques in Louth and an evening of Tapas in Woodhall Spa. I’ve also had the opportunity to really help make a difference within my local community through volunteering at Woodhall Christmas Market, and getting involved in bigger events such as the BBC Children in Need fundraising Bake a Difference event in Lincoln. Woodhall’s “Sampling Supper” night on Wednesday 21st January will be held 12 from 8pm-10.30pm at The Golf Hotel in Woodhall Spa. We will be trying out different dishes in preparation for our Summer Rally event in July. Anyone interested is invited to get in touch. The Woodhall Spa and District ladies circle group meets every month, normally a Wednesday. “Being part of Ladies Circle also means that there is always something interesting going on, and I was very pleasantly surprised to find the majority of social activities very reasonably priced, with something for everyone on offer” said Angela. “I used to sit at home wondering what would be on the television each night before I joined Circle and now my diary’s packed full with loads of varied and interesting activities! In the past we’ve been bollywood dancing, driven tractors and had a go at drumming, I’m having so much fun – every night’s a good night with Ladies Circle.” Ladies Circle is the sister organisation to Round Table and is open to all women aged between 18-45. Matthew is a great all round entertainer and as well as playing his Roland Atelier 350c, he plays the Accordion and he sings. He has played in Europe, America and Australia, so he is a truly international artist and he often can be heard on BBC Radio 2 on “The Organist Entertains”. The concert is at St. Peter’s Hall, The Broadway, Woodhall Spa, on Tuesday January 20th and begins at 7.30 pm. In spite of a very miserable evening, a good crowd gathered and they were amply rewarded by a superb concert. He opened with a march from the film “Brassed Off” called “Death or Glory” and then changed style Tattershall Village Hall Carol Concert Tattershall Village Hall held it’s Annual Carol Concert on December 7th. In addition to the Community Carol singing, children from Holy Trinity C of E school and Tattershall Primary school participated. Lynne, Phoebe and Hermione Hawkins also performed solos. We ease gently into the year at our January meeting with a light-hearted quiz or two and a pot luck supper and in February there will be a talk on Pow Cottage, Tattershall, possibly the oldest property in the village (apart from the Castle that is). No doubt we will find out. At our AGM in March we have a review of the past year and sometimes pass a resolution for future meetings. From experience of other organisations people tend to stay clear of the AGM in case they go home with a job they didn’t really want but that doesn’t happen at WI! After the business part of the meeting we will be having samples of members’ favourite recipes – what better reason to come along. April’s meeting is entitled “Corsets, Cammies, Swimsuits and Smiles” and sound as though it will be a lot of fun! The programme for the following months is still in the planning stages but it will be based on suggestions put forward by our members so everyone can have a say in what goes on. 2015 sees the centenary of the WI in England and Wales which will be celebrated at the national AGM at the Royal Albert Hall in June when delegates from all over the country will be able to attend. For those that can’t go it is intended to relay the meeting to cinemas at various locations. The Lincolnshire North Federation, which local WIs are part of, will also be celebrating during the year. Before then there are calligraphy and water colour painting courses on offer and a two day outing taking in the National Memorial Arboretum and a visit to Adam Henson’s farm. The WI really does have something for everyone and we are always pleased to see visitors at our meetings on the second Thursday of the month at Coningsby Community Hall starting at 7.15 pm. Please mention The Woodhall Wapentake when responding to advertisers BRANCH ROYAL BRITISH LEGION Coningsby, Tattershall and District Branch of the Royal British Legion recently held their annual Grand Draw and Christmas Quiz at the Fortescue Arms, Tattershall, which proved to be very successful, raising over £300. We would like to thank all of the local businesses who supported us, and the many people who purchased draw tickets and/or donated prizes for the raffle. We will be holding our next Quiz Night at the Fortescue Arms Tattershall, in Tattershall Market Place, on Wednesday 18th February 2015, commencing at 7.30pm and look forward to seeing as many quizzers as possible there for a fun night out. Our Branch will have a new meeting venue as from January 2015, at the Lions Den in Silver Street Coningsby. Our meeting nights are on the second Tuesday of each month, except for August, starting at 7.30pm. We are always looking for new members to join us, and would particularly welcome serving members of the Armed Forces to come and join us. You do not have to have served in the Armed Forces to be a member of the Royal British Legion - all you need to do is to support us, and hopefully, to take an active part in our organisation. We want to hold more social events in 2015, but we need to get members who want to both organise and take part in these events on board. John Crockett 15 East Lindsey District Council News Round-up District Councillors agree to start a process which has the ability to protect the character and appearance of Woodhall Spa Conservation Area At a meeting on 10th December Councillors agreed to start the process which could lead to the implementation of measures to protect the character and appearance of Woodhall Spa Conservation Area. With the support of the Woodhall Spa Parish Council and its Heritage Subgroup, the District Council is proposing to use two planning tools, the creation of a Local Development Order and implementation of an Article 4 Direction. This could bring potentially harmful development in Woodhall Spa Conservation Area into planning control whilst at the same time allowing development that will either enhance the conservation area or not harm it, to be carried out without the need to apply for planning permission. Portfolio Holder with responsibility for Planning, Councillor Craig Leyland, said: “These measures are seen as an innovative way of encouraging beneficial change and streamlining the planning process. It will enable the Council to help protect the uniqueness of Woodhall Spa.” The move is subject to a legal process which does include a period of public consultation which will be undertaken in the Spring 2015 in conjunction with the emerging Woodhall Spa Neighbourhood Plan. The Council would encourage the residents of Woodhall Spa to support the neighbourhood planning process and actively engage with the consultation. In the run up to Christmas it is worth remembering what can and can’t be disposed of in each or your bins. Wrapping paper, greetings cards, cardboard packaging and clean foil and tins can all be disposed of in your grey recycling bin, but carrier bags, plastic sacks, bin bags and food bags must all be disposed of in your black domestic waste bin. Even bags that have been used to collect recyclable material in the home must be disposed of in the black bag once the recyclable material has been emptied into the grey bin as they can contaminate the recyclable material and can cause a whole lorry of materials to be rejected. And, vegetable peelings must be put into the black bin. Due to the highly toxic chemicals that they contain batteries should not be disposed of in either your grey or black bin as they can not only contaminate recyclable waste but also contaminate drinking water sources if left to deteriorate. Many large supermarkets or electrical retailers have battery recycling points to dispose of batteries safely or alternatively you can take them to any Household Waste Recycling Centre to correctly dispose of them. Portfolio Holder for the Environment, Councillor Steve O’Dare, said: “It is important that you put the correct items into each bin so that it can be properly disposed of. Putting the wrong items in bins can cause entire lorries full of recyclable waste to be contaminated. It is not difficult – simply check online what can and can’t be put into each bin.” East Lindsey District Council is responsible for the collection of your wheeled bins, it then passes the waste on to Lincolnshire Council which is responsible for the disposal of this waste. East Lindsey District Council awards £47,000 to local community projects Eleven local community projects have been offered £47,397 worth of grant funding from East Lindsey District Council in the latest round of the Large Community Grants Scheme. These new grants raise the total amount awarded during 2014/15 to £104,796 and to more than £767,000 in total since the scheme was launched six years ago. Portfolio Holder for Communities, and Community Grants Panel Chairman, Councillor Sandra Harrison, said: “Once again it has been a challenging task for the Community Grants Panel to decide how best to award the remaining grant funding and we are very pleased to be able to support such a variety of projects and initiatives from right across the District. “The investment in the Community Grants Scheme not only continues to encourage broader community activity and opportunity but also helps to attract even larger amounts of match grant funding from regional and national sources.” Among the funding awarded was £8,000 to New Bolingbroke Community Group towards restoring the windows and doors at the Grade II listed New Bolingbroke Town Hall. On behalf of the Group, Sheila Bent said: “For the people in New Bolingbroke the Town Hall provides the only meeting place in the village. The money will go towards replacing the decaying windows and doors and making the Hall amore comfortable and attractive place for people to come together whilst preserving an historic building for future generations. We are very grateful for this contribution.” And, £6,965 was awarded to Mablethorpe Town Council towards an improved heating system in the Mablethorpe Community Hall. In a joint statement, Mablethorpe Community Hall Committee and the Town Council, said: “Following effective partnership working Mablethorpe Town Council and Mablethorpe Community Hall Committee are delighted to have received a 50 per cent match fund grant from the District Council towards the cost of replacing the heating system within Mablethorpe Community Hall. “The community hall is a much needed and well used community asset and the heating replacement will ensure the hall can operate for the residents of the parish through the autumn and winter month for years to come. The project is expected to take around seven days to complete and user groups are asked to be understanding during the period of disruption.” The other grants awarded in this round included: * £4,085 to Woodhall Spa 1940’s Festival to support an enhanced schedule of activities focussing on the 80th Anniversary of the start of World War II; * £1,814 to Coningsby Town Council towards the installation of electric points and brackets in the Town Centre for enhanced festive decorations. Although the Large Community Grants Scheme is now closed for the 2014/15 financial year, there is still approximately £60,000 still available for award through the Councillors’ Community Grant Scheme, where smaller grants of up to £1,000 can be awarded by Local Ward Councillors. They’ll be taking part in a classic motoring event to commemorate 64 pioneers of more than a century ago, who set out on an unheardof 1,000-mile marathon trial, driving from London to Scotland and back – no mean feat in 1900! “They might have suspected that motor vehicles were about to change our lives, but they can’t have imagined by just how much,”said event organiser Malcolm Brown. “We want to recognise that expedition by showing the classic vehicles which exist today because of the same kind of love for motoring people still feel.” He said the event, staged on the Sunday closest to the actual Trial start date of April 23rd 1900, was open to anyone with ‘an interesting vehicle to display’. “Our objective is to show and wow the public with the scope of interesting vehicles represented by the classic vehicle movement, and to indulge them in a large, heart-warming portion of nostalgia. “Whether they’re a club member or coming under their own steam, the event will be an opportunity to meet like-minded enthusiasts and show your pride and joy to an admiring public. “To make the day more worthwhile, we also plan to have live music during the day and to provide a range of catering options as well as stands for specialist suppliers and services including an autojumble.
