About Us
Autism Society is the oldest and largest grassroots organization within the autism
community. Autism Society -Louisiana State Chapter, Inc. is a coalition of regional
Louisiana chapters of the Autism Society providing a network of families who offer
support and experience.
For over thirty five years, Autism Society - Louisiana State Chapter, Inc. has been providing
information and referrals, advocacy and support for parents and individuals with autism.
We help families identify qualified professionals in their community and assist them in
securing benefits and services provided by law.
We promote lifelong opportunities for persons with autism spectrum disorder in order to
be fully included members of their communities. In addition, we provide biennial
statewide conferences in which national and local professionals in the field of autism
present current information.
Our organization works to assist families with autism during times of emergency to the
extent possible. We collaborate with the Department of Education, Department of Health

What is Autism?
Autism is a complex developmental disability that typically appears during the first three
years of life and is the result of a neurological disorder that affects the normal functioning
of the brain, impacting development in the areas of social interaction and communication
skills. Both children and adults with autism typically show difficulties in verbal and nonverbal communication. Autism is defined by a certain set of behaviors and is a "spectrum
disorder" that affects individuals differently and to varying degrees. There is no known
single cause of autism, but increased awareness and funding can help families today.

WHAT CAUSES AUTISM?
There is no known single cause for autism, but it is generally accepted that it is caused by
abnormalities in brain structure or function. Brain scans show differences in the shape
and structure of the brain in autistic versus non-autistic children. Researchers are
investigating a number of theories, including the link between heredity, genetics and
medical problems. In many families, there appears to be a pattern of autism or related
disabilities, further supporting a genetic basis to the disorder. While no one gene has been
identified as causing autism, researchers are searching for irregular segments of genetic
code that autistic children may have inherited. It also appears that some children are born
with a susceptibility to autism, but researchers have not yet identified a single "trigger"
that causes autism to develop.
Other researchers are investigating the possibility that under certain conditions, a cluster
of unstable genes may interfere with brain development resulting in autism. Still other
researchers are investigating problems during pregnancy or delivery as well as
environmental factors such as viral infections, metabolic imbalances, and exposure to
environmental chemicals.
Autism tends to occur more frequently than expected among individuals who have certain
medical conditions, including Fragile X syndrome, tuberous sclerosis, congenital rubella
syndrome, and untreated phenylketonuria (PKU). Some harmful substances ingested
during pregnancy also have been associated with an increased risk of autism. Early in
2002, The Agency for Toxic Substances and Disease Registry (ATSDR) prepared a literature
review of hazardous chemical exposures and autism and found no compelling evidence
for an association; however, there was very limited research and more needs to be done.
The question of a relationship between vaccines and autism continues to be debated. In a
2001 investigation by the Institute of Medicine, a committee concluded that the
"evidence favors rejection of a causal relationship.... between MMR vaccines and autistic
spectrum disorders (ASD)." The committee acknowledged, however, that "they could not
rule out" the possibility that the MMR vaccine could contribute to ASD in a small number
of children. While other researchers agree the data does not support a link between the
MMR and autism, more research is clearly needed.
Whatever the cause, it is clear that children with autism and PDD are born with the
disorder or born with the potential to develop it. It is not caused by bad parenting. Autism
is not a mental illness. Children with autism are not unruly kids who choose not to
behave. Furthermore, no known psychological factors in the development of the child
have been shown to cause autism.

Office for Citizens with Developmental Disabilities:
The Office of Citizens with Developmental Disabilities OCDD is an office of the Louisiana
Department of Health and Hospitals. OCDD provides services through eight (8)
Community Services Regional Offices. OCDD is also responsible for the administration and
supervision of nine (9) developmental centers and thirteen (13) associated community
homes.
Services available though OCDD include:

Support Coordination – to assist individuals to obtain OCDD services or services
available in their community.

Individual and Family Support – Supports are tailored to enable the family to
maintain their family member with a developmental disability in the home. This
may include dental or medical services, respite care, recreation, transportation,
personal care services, equipment and supplies, counseling services, crisis
intervention, parent education and training.

Cash Subsidy – A flat monthly stipend is provided to families of children aged birth
through seventeen (17) with severe developmental disabilities.

Vocational and Habilitative Services – services include supported employment,
group models of community-based work, facility-based work and habilitative
services, daily life skills, behavior management.

Early Intervention – Community-based services are provided to individuals aged
birth to thirty-six (36) months. Services may include family training, counseling
and home visits, speech-language pathology, occupational therapy, physical
therapy, psychological services, and social work services.

Supported Living – An array of residential settings are designed to allow recipients
to acquire the skills necessary to live as independently as possible.

Extended Family Living – Substitute family care in the home of non-related
individuals is provided.

ICF/MR – Intermediate Care Facilities for the Mentally Retarded are offered.

A severe, chronic disability that is:

Attributable to
o Mental retardation, cerebral palsy, epilepsy, or autism or;
o Any other condition, other than mental illness, found to be closely related
to mental retardation, because this conditions results in impairment of
general intellectual functioning or adaptive behavior similar to that of
mentally retarded persons, or requires treatment or service similar to
those required for these persons.


Children’s Special Health Services
Provides diagnostic and treatment services for eligible children who have certain chronic physical illnesses
or serious disabilities causing (or likely to cause) impairments that could significantly limit major life
activities. Services provided may include medical evaluation, parent counseling, speech therapy,

Early Steps
The program, run through DHH’s Office of Public Health, helps children birth to age three and
their families. Early Steps aims to help children who have conditions that might lead to a disability
and also helps children who appear to have cognitive, physical, communication, social, emotional
or behavioral developmental delays.
Early Steps offers special services tailored to each family that help stimulate each child and
enhance his or her development. The Early Steps program will run a statewide ad campaign from
Dec. 29 through Feb. 4 to let parents and families know about the program and offer them more
information.

EarlySteps is Louisiana's Early Intervention System under the Individuals with Disabilities
Education Act, Part C. EarlySteps provides services to families with infants and toddlers from birth
to three years (36 months) who have a medical condition likely to result in a developmental delay,
or who have developmental delays.

Dental Services in Louisiana's Public Health Coverage Programs
Louisiana Medicaid and the Louisiana Children's Health Insurance Program (LaCHIP) are sponsored
by the federal government and administered by states that is intended to provide health care and
health-related services to low-income individuals. In Louisiana, Medicaid is administered through
the Department of Health and Hospitals (DHH). For more information on each of the programs,

The state of Louisiana does have the following programs related to Medicaid dental services:
• The Early Periodic Screening, Diagnosis, and Treatment (EPSDT) Program is the child health
component of Medicaid. The EPSDT Dental Program provides coverage of certain diagnostic;
preventive; restorative; endodontic; periodontal; removable prosthodontic; maxillofacial
prosthetic; oral and maxillofacial surgery; orthodontic; and adjunctive general services. Specific
policy guidelines apply.
• Adult Denture Program - Medicaid recipients 21 years of age and older. Dentures, denture
relines, and denture repairs are covered under this program, as well as examination and x-rays in
conjunction with the construction of a Medicaid-authorized denture.
• Expanded Dental Services for Pregnant Women (EDSPW) - Exam; Radiographs (x-rays);
Prophylaxis (cleaning); certain restorative services when the location of the cavity to be restored is
in an area that impacts the gum tissue and affects the periodontal health of the woman; certain
periodontal services; and certain oral and maxillofacial surgery services. The individual must
be: 1) Medicaid eligible for full benefits*; 2) age 21 through 59; 3) pregnant and have an original
BHSF Form 9-M completed by the medical professional providing pregnancy care. Eligibility for
the EDSPW Program ends at the conclusion of the pregnancy. The recipient must be pregnant
on each date of service to be eligible for EDSPW Program services.

Child Care Assistance Program (CCAP)

What is the Child Care Assistance Program?
The Child Care Assistance program helps low-income families to pay for the child care
they need while working, looking for work, attending school or training. Monthly
payments are based on the number of hours the parents work, look for work, or attend
school or training, the amount charged by the child care provider, family size and
household income. Parents can select any Class A child care center, school-based
before and after school program, registered family child day care home, or in-home
provider.

18, who lives with you?
2. Do you, your spouse, and any other parents of children who live in your home, work or attend

Louisiana Citizens for Action Now (LaCan)
LaCAN is a statewide grassroots network of individuals and families who have worked together
since 1988 advocating for a system that supports individuals to live in their own homes rather
than having to move to a facility to receive needed services. Regional LaCAN teams include
parents, individuals with disabilities, and parents. These members are notified by telephone
trees to contact state agency officials, legislators, or the Governor when necessary. LaCAN

Facts about the Americans with Disabilities Act (ADA)
Title I of the Americans with Disabilities Act of 1990 prohibits private employers, state and local
governments, employment agencies and labor unions from discriminating against qualified
individuals with disabilities in job application procedures, hiring, firing, advancement,
compensation, job training, and other terms, conditions, and privileges of employment. The ADA
covers employers with 15 or more employees, including state and local governments. It also applies
to employment agencies and to labor organizations. The ADA’s nondiscrimination standards also
apply to federal sector employees under section 501 of the Rehabilitation Act, as amended, and it’s
implementing rules.
An individual with a disability is a person who:
Has a physical or mental impairment that substantially limits one or more major life
activities;
Has a record of such an impairment; or
Is regarded as having such an impairment.
A qualified employee or applicant with a disability is an individual who, with or without reasonable
accommodation, can perform the essential functions of the job in question. Reasonable
accommodation may include, but is not limited to:
Making existing facilities used by employees readily accessible to and usable by persons
with disabilities.
Job restructuring, modifying work schedules, reassignment to a vacant position;
Acquiring or modifying equipment or devices, adjusting or modifying examinations,
training materials, or policies, and providing qualified readers or interpreters.
An employer is required to make a reasonable accommodation to the known disability of a
qualified applicant or employee if it would not impose an “undue hardship” on the operation of the
employer’s business. Reasonable accommodations are adjustments or modifications provided by
an employer to enable people with disabilities to enjoy equal employment opportunities.
Accommodations vary depending upon the needs of the individual applicant or employee. Not all
people with disabilities (or even all people with the same disability) will require the same
accommodation. For example:
A deaf applicant may need a sign language interpreter during the job interview.
An employee with diabetes may need regularly scheduled breaks during the workday to
eat properly and monitor blood sugar and insulin levels.
A blind employee may need someone to read information posted on a bulletin board.
An employee with cancer may need leave to have radiation or chemotherapy treatments.
An employer does not have to provide a reasonable accommodation if it imposes an “undue
hardship.” Undue hardship is defined as an action requiring significant difficulty or expense when
considered in light of factors such as an employer’s size, financial resources, and the nature and
structure of its operation.

An employer is not required to lower quality or production standards to make an accommodation;
nor is an employer obligated to provide personal use items such as glasses or hearing aids.
An employer generally does not have to provide a reasonable accommodation unless an individual
with a disability has asked for one. if an employer believes that a medical condition is causing a
performance or conduct problem, it may ask the employee how to solve the problem and if the
employee needs a reasonable accommodation. Once a reasonable accommodation is requested,
the employer and the individual should discuss the individual's needs and identify the appropriate
reasonable accommodation. Where more than one accommodation would work, the employer
may choose the one that is less costly or that is easier to provide.
Title I of the ADA also covers:
Medical
Examinations
and
Inquiries
Employers may not ask job applicants about the existence, nature, or severity of a
disability. Applicants may be asked about their ability to perform specific job functions. A
job offer may be conditioned on the results of a medical examination, but only if the
examination is required for all entering employees in similar jobs. Medical examinations of
employees must be job related and consistent with the employer’s business needs.
Medical records are confidential. The basic rule is that with limited exceptions, employers
must keep confidential any medical information they learn about an applicant or
employee. Information can be confidential even if it contains no medical diagnosis or
treatment course and even if it is not generated by a health care professional. For
example, an employee’s request for a reasonable accommodation would be considered
medical information subject to the ADA’s confidentiality requirements.

and
Alcohol
Abuse
Employees and applicants currently engaging in the illegal use of drugs are not covered by
the ADA when an employer acts on the basis of such use. Tests for illegal drugs are not
subject to the ADA’s restrictions on medical examinations. Employers may hold illegal drug
users and alcoholics to the same performance standards as other employees.
It is also unlawful to retaliate against an individual for opposing employment practices that
discriminate based on disability or for filing a discrimination charge, testifying, or participating in
any way in an investigation, proceeding, or litigation under the ADA.
Federal Tax Incentives to Encourage the Employment of People with Disabilities and to Promote
the Accessibility of Public Accommodations
The Internal Revenue Code includes several provisions aimed at making businesses more accessible
to people with disabilities. The following provides general – non-legal – information about three of
the most significant tax incentives. (Employers should check with their accountants or tax advisors
to determine eligibility for these incentives or visit the Internal Revenue Service's website,
www.irs.gov, for more information. Similar state and local tax incentives may be available.)
Small Business Tax Credit (Internal Revenue Code Section 44: Disabled Access Credit)
Small businesses with either $1,000,000 or less in revenue or 30 or fewer full-time
employees may take a tax credit of up to $5,000 annually for the cost of providing
reasonable accommodations such as sign language interpreters, readers, materials in
alternative format (such as Braille or large print), the purchase of adaptive equipment, the
modification of existing equipment, or the removal of architectural barriers.

Employers who hire certain targeted low-income groups, including individuals referred
from vocational rehabilitation agencies and individuals receiving Supplemental Security
Income (SSI) may be eligible for an annual tax credit of up to $2,400 for each qualifying
employee who works at least 400 hours during the tax year. Additionally, a maximum
credit of $1,200 may be available for each qualifying summer youth employee.
Architectural/Transportation Tax Deduction (Internal Revenue Code Section 190 Barrier
Removal):
This annual deduction of up to $15,000 is available to businesses of any size for the costs
of removing barriers for people with disabilities, including the following: providing
accessible parking spaces, ramps, and curb cuts; providing wheelchair-accessible
telephones, water fountains, and restrooms; making walkways at least 48 inches wide;
and making entrances accessible.

INDIVIDUALS WITH DISABILITIES EDUCATION ACT
(IDEA)
The Individuals with Disabilities Education Act (IDEA) is a law ensuring services to
children with disabilities throughout the nation. IDEA governs how states and
public agencies provide early intervention, special education and related services
to more than 6.5 million eligible infants, toddlers, children and youth with
disabilities.
Infants and toddlers with disabilities (birth-2) and their families receive early
intervention services under IDEA Part C. Children and youth (ages 3-21) receive
special education and related services under IDEA Part B.

The Advocacy Center is Louisiana's protection and advocacy system. Federal law requires that a protection
and advocacy system operate in every state to protect the rights of persons with mental or physical
disabilities.
The Advocacy Center is also funded by the state to provide legal assistance to people residing in nursing
homes in Louisiana, as well as to residents 60 years and older of Orleans, Plaquemines and St. Tammany
Parishes (counties); and to advocate for the rights of group home and nursing home residents. In addition, the
Advocacy Center provides services to people 50 and over affected by Hurricanes Katrina and Rita and provides
case management services to people with disabilities affected by Hurricane Katrina who meet certain
eligibility criteria. Among the diverse services offered are legal representation, information and referral,
outreach and training.
The Advocacy Center is a tax-exempt, private non-profit corporation organized in 1978 and governed by a
volunteer Board of Directors. It is based in New Orleans with branch offices in Baton Rouge, Lafayette, and
Shreveport.

This Center is recognized as a statewide resource and is known for its clear emphasis on addressing "the
whole person in his/her environment". We appreciate that each of us is affected by our circumstances of
health, behavior, and social context, therefore, we pay close attention to the appropriate principles and
practices. Our scope of activities includes promoting understanding and use of validated practices while
addressing issues across the entire age span. To accomplish this mission and scope of work, we employ an
interdisciplinary faculty along with topical specialists, including individuals with disabilities and family
members, and support staff. These folks do research, provide technical assistance, teach courses and
workshops, and engage in a wide range of activities to support those who provide services and to achieve
constructive changes in agencies and systems. All these activities are intended to bring about better
services, more opportunities, and improved quality of life for Louisiana citizens

providing resources to enable people with disabilities to live productive lives. The Council
maintains a free lending library of printed materials, videotapes, and slides on community
