Attached is the annual report template. Based on the positive feedback we received, we have decided to use last year’s format. The reporting template includes seven sections focusing on the board’s structure, local information sharing, community needs, program and service availability, and areas of technical assistance that are available through the Children’s Cabinet. The final section, planning board overview, should only be completed by boards which were formed or re-activated within the last twelve (12) months, by boards who did not submit an annual report last year, or by boards who have recently experienced a significant population shift. In addition, the Board assumed an advisory and oversight role for two projects in the parish addressing juvenile justice and youth issues. 1) The Juvenile Crime Enforcement Coalition (JCEC) was formed in 2000 as a requirement to receive Juvenile Accountability Block Grant (JABG) funds, through the Office of Juvenile Justice and Delinquency Prevention. Grant funds are allocated to Calcasieu Parish (Police Jury, District Attorney, Sheriff) and the City of Lake Charles. The basic premise underlying the JABG program is that both the individual juvenile offender and the juvenile justice system must be accountable. JABG, OJJDP seeks to reduce juvenile offending through both offenders-focused and system-focused activities that promote accountability. The Juvenile Crime Enforcement Coalition (JCEC) developed a Coordinated Enforcement Plan based on an analysis of the local juvenile justice system needs. The analysis determines the most effective uses of funds, within the 17 JABG program purpose areas, to achieve the greatest impact on reducing juvenile delinquency, improving the juvenile justice system, and increasing accountability for juvenile offenders. With the JCEC now located within the structure of the Board, it ensures that efforts to reduce juvenile offending are coordinated with other initiatives the Board oversees and implements. 2) The Governor’s Initiative to Build a Healthy Louisiana, now called Project Know. The program is funded through the Strategic Prevention Framework State Incentive Grant (SPF-SIG). This program is working to: · Prevent the onset and reduce the progression of substance abuse, including childhood and underage drinking. · Reduce substance abuse related problems in communities, and · Build prevention capacity and infrastructure at the State and community levels. The MARC uses scientifically sound assessment tools and referrals that divert at-risk youth from the juvenile justice system, whenever possible, into appropriate and meaningful services that will lead to better outcomes for youth and their families. This project is a “one-stop shop” concept that also assists local agencies in managing community resources efficiently and effectively in Calcasieu Parish. Afterwards, the client advocate enters into discussion regarding the outcome of the pregnancy test, alternatives and her individual needs and concerns. YES NO Please describe the process used to complete the community assessment At the January 10, 2006 meeting of the Planning Board, proposed timelines were established to continue the work of the Board, and the community assessment. The Needs Assessment committee’s goal is to assess the risk and needs of children and families in Calcasieu Parish. The committee made several revisions to the assessment instrument developed in 56 Children Youth and Planning Board 2011 Annual Report 2005 and conducted a pilot survey at a community meeting sponsored by Families and Friends of Louisiana’s Incarcerated Children in March. Following further revisions, surveys were distributed to all Planning Board members, who in turn disseminated the surveys in agencies or other areas represented by board members. Several hundred surveys were returned and compiled. From there the needs of the community were assessed. In July, 2008 a further needs assessment was conducted during a planning board retreat. This information was compiled into the strategic plan. When was the most recent assessment completed? 2008 Note: The Junior League of Lake Charles, Inc. has completed a preliminary community assessment study. The CCYPB will review this study when final draft is presented to the community to determine if any needs of the community fall under the purview of the CCYPB.
