BOBBY JINDAL
GOVERNOR
TIFFANY SIMPSON
EXECUTIVE DIRECTOR
CHILDREN’S CABINET
STATE OF LOUISIANA
OFFICE OF THE GOVERNOR
September 1, 2011
Dear Stakeholders,
Revised Statute §46:1941.8, requires that each Children and Youth Planning Board (CYPB)
completes an annual report by October first to the Office of Juvenile Justice and the Children's Cabinet.
Attached is the annual report template. Based on the positive feedback we received, we have decided
to use last year’s format.
The reporting template includes seven sections focusing on the board’s structure, local
information sharing, community needs, program and service availability, and areas of technical
assistance that are available through the Children’s Cabinet. The final section, planning board overview,
should only be completed by boards which were formed or re-activated within the last twelve (12)
months, by boards who did not submit an annual report last year, or by boards who have recently
experienced a significant population shift.
Please submit all reports via email to Liz Kearney at [email protected] and to the Office of
Juvenile Justice, Dr. Girard Melancon, Assistant Secretary, at [email protected] . Performance
indicators and benchmarks from your reports will be used for planning at both the state and community
levels. The amount of work dedicated to these reports is remarkable and I look forward to sharing your
activities across the state.
I look forward to helping build, rebuild, and strengthen your community Children and Youth
Planning Boards and thank you for your commitment to Louisiana’s children and youth.
Sincerely,
Tiffany Simpson, PhD.

6. Community Youth- board of youth who advice and coordinate youth event and
information.
In addition, the Board assumed an advisory and oversight role for two projects in the parish addressing
juvenile justice and youth issues.
1) The Juvenile Crime Enforcement Coalition (JCEC) was formed in 2000 as a requirement to
receive Juvenile Accountability Block Grant (JABG) funds, through the Office of Juvenile Justice and
Delinquency Prevention. Grant funds are allocated to Calcasieu Parish (Police Jury, District Attorney,
Sheriff) and the City of Lake Charles. The basic premise underlying the JABG program is that both the
individual juvenile offender and the juvenile justice system must be accountable. JABG, OJJDP seeks to
reduce juvenile offending through both offenders-focused and system-focused activities that promote
accountability. The Juvenile Crime Enforcement Coalition (JCEC) developed a Coordinated Enforcement
Plan based on an analysis of the local juvenile justice system needs. The analysis determines the most
effective uses of funds, within the 17 JABG program purpose areas, to achieve the greatest impact on
reducing juvenile delinquency, improving the juvenile justice system, and increasing accountability for
juvenile offenders. With the JCEC now located within the structure of the Board, it ensures that efforts
to reduce juvenile offending are coordinated with other initiatives the Board oversees and implements.
2) The Governor’s Initiative to Build a Healthy Louisiana, now called Project Know. The program
is funded through the Strategic Prevention Framework State Incentive Grant (SPF-SIG). This program is
working to:
· Prevent the onset and reduce the progression of substance abuse, including childhood and
underage drinking.
· Reduce substance abuse related problems in communities, and
· Build prevention capacity and infrastructure at the State and community levels.

Intervention Programs and Services
The Calcasieu Children and Youth Planning Board (CCYPB) recently opened the Multi-Agency Resource
Center (MARC). The MARC uses scientifically sound assessment tools and referrals that divert at-risk
youth from the juvenile justice system, whenever possible, into appropriate and meaningful services
that will lead to better outcomes for youth and their families. This project is a “one-stop shop” concept
that also assists local agencies in managing community resources efficiently and effectively in Calcasieu
Parish.
Additionally, the CCYPB site lists over 200 different services in the categories listed below. The services
can be found electronically at: http://www.calcypb.org/service-directory.php. If a client prefers, these
resources can be obtained in printed form.
