DESTINAZIONE EUROPA BOARDING PASS PER UNA MARIE CURIE FELLOWSHIP FOCUS - INNOVATIVE TRAINING NETWORKS (ITN) APRE Notizie – Inserto N. 01 APRE NOTIZIE - INSERTO N. 01 A cura di Angelo D’Agostino Punto di Contatto Nazionale Marie Sklodowska Curie actions DESTINAZIONE EUROPA – INNOVATIVE TRAINING NETWORKS INTRODUZIONE APRE ha il piacere di informarvi che è stata redatta la seconda edizione della collana intitolata “DESTINAZIONE EUROPA, BOARDING PASS PER LE MARIE SKLODOWSKA-CURIE FELLOWSHIP” con riferimento all’azione “Innovative Training Networks (ITN) - H2020-MSCA-ITN” che permette la formazione dei giovani ricercatori. L’obiettivo del bando ITN è infatti di formare una nuova generazione di early stage researcher (ESRs)1 che siano creativi, innovativi ed imprenditoriali. Le organizzazioni attive nella ricerca e nel training possono proporre un consorzio per presentare un “joint research training o doctoral programme”. Il presente documento si articola in tre sezioni con riferimento ai tre diversi criteri di valutazione: EXCELLENCE IMPACT IMPLEMENTATION Per ogni criterio vengono rilevati i maggiori punti di forza e di debolezza dei progetti presentati, derivanti da un’attenta analisi degli Evaluation Summary Report (ESR) del bando del 2014 e dai risultati dell’esperienza maturata dai National Contact Points (NCP) MSCA attraverso il servizio di prescreening delle proposte progettuali. Implementation ............................................................................................................................................. 9 DESTINAZIONE EUROPA – INNOVATIVE TRAINING NETWORKS Breve presentazione del bando ITN L’azione Marie Skłodowska-Curie “Innovative Training Networks” (ITN) ha l’obiettivo di formare una nuova generazione di giovani ricercatori che siano creativi, innovativi ed imprenditoriali. Le organizzazioni provenienti dal settore accademico2 e dal settore non accademico3, coinvolte nelle attività di ricerca e di formazione, possono presentare un progetto ITN. Un progetto ITN può assumere una delle tre forme seguenti4: European Training Networks (ETN) European Industrial Doctorates (EID) European Joint Doctorates (EJD) Formazioni comuni nel campo della ricerca, realizzate da almeno tre partner appartenenti al mondo accademico ed extra-accademico. Lo scopo è dare ai ricercatori la possibilità di fare esperienza in diversi settori e di sviluppare le loro competenze trasferibili lavorando su progetti di ricerca comuni. Le organizzazioni devono avere sede in almeno tre diversi paesi UE o Formazione dottorale comune erogata da almeno un partner appartenente al mondo accademico autorizzato a rilasciare diplomi di dottorato e almeno un partner non appartenente alla realtà accademica, soprattutto un'impresa. Ogni ricercatore partecipante è iscritto a un programma di dottorato ed è sottoposto alla supervisione del settore accademico e non accademico, dove è tenuto a trascorrere almeno il 50% del suo tempo. Lo scopo è consentire ai dottorandi di acquisire sia all'interno che all'esterno del mondo accademico competenze che possano rispondere alle esigenze del settore pubblico e privato. Le organizzazioni devono avere sede in almeno due diversi paesi UE o Un minimo di tre organizzazioni accademiche formano una rete con l'obiettivo di rilasciare diplomi comuni, doppi o multipli. Sono obbligatori una supervisione comune dei ricercatori e una struttura amministrativa comune. Lo scopo è promuovere la collaborazione internazionale, intersettoriale e multi/interdisciplinare nella formazione dottorale europea. Le organizzazioni devono appartenere a diversi paesi UE o associati. Excellence Punti di forza Punti di debolezza This is a strong and ambitious research program that involves substantial intersectoral aspects. The many different objectives of the project are inadequately interconnected. An interdisciplinary approach to address important issues with high potential impact in the society is described. Multidisciplinarity aspects of the training are not provided in sufficient detail. No particular innovation is seen in the methodologies proposed in the project. This is a good multidisciplinar and interdisciplinar project with high quality objectives. The training program is well addressed and covers both core skills and transferable skills. The S&T quality of the project is very good. The objectives of the research programme are clearly specified. The proposal involves very good scientists from both Academy and Industry, providing a credible research program structured in well organised and explained WPs. The innovative character of the research programme has been demonstrated. The training programme is of a very high quality. It is an excellent idea to train ESRs in teaching/supervising skills through participation in graduate and undergraduate courses. The training activities are well structured and network training events are clearly described and scheduled. The training programme includes effective activities including summer schools. All ESRs will participate in courses on transferable skills related to entrepreneurship, IP rights and patenting, networking, ethics, writing and presentation skills. The interaction between the participants is well described both for the scientific projects and for the network activities. The contribution of all partners are clearly described, including transferable skills and entrepreneurship. The Academic and Non Academic partners participate equally in research, training and event organization. The supervisory team, both in academia and non academia, possess appropriate expertise to fulfill the main objectives. The partners have a good track-record of international research collaborations. The partners are already involved in the relevant international networks and good interaction is expected. The proposed supervision arrangements are suitable to ensure efficient guidance and support to ESRs. The experience of the academic partners in supervising ESRs is demonstrated. Joint supervision is foreseen and relevant procedures are elaborated. Reference methods to be used for the validation purposes are only briefly explained. The state of the art is not sufficiently described to explain current advances related to objectives of this project and highlight the innovative character of the research. The quality of the proposed research is high bringing innovative solutions and technological advances that go beyond the state-of-art. Many individual proposals are proposed, yet these do not clearly link to the proposed research nor to each other. The duration of trainings, exact content and teachers are not sufficiently detailed in the proposal. Contribution of the non-academic sector to the training is limited given its small size compared to the academic sector. The involvement of non-academic sector in training of ESRs is described but not in details. The proposal does not sufficiently demonstrate that all supervisors, particularly from the non academic partners, have adequate PhD supervising experience. The qualifications of the scientists at the partner organisations involved in the training is not described and therefore cannot be judged; the experience of the NonAcademic supervisors - in terms of supervising PhD students – is not presented The project does not fully describe the role of the partner organizations in this specific doctoral program and in particular the added value brought in the training activity. The exposure of ESRs to the non-academic environment through secondments is low. Insufficient information is given on the offered ESR training courses at the individual host institutions and both the description of training in transferable skills and the exposure of the recruited ESRs to different research environments are not sufficiently detailed. There is significant overlap in the activities of the participating organizations and thus the quality of the interaction is moderate. The mechanisms for supervision of each individual ESR are not entirely clear DESTINAZIONE EUROPA – INNOVATIVE TRAINING NETWORKS 2. Impact Punti di forza Punti di debolezza All ESRs are expected to broaden their knowledge and skills by visiting different network institutions. New career perspectives of the ESR are too briefly addressed. Individual career development plans for ESRs are well planned by the training manager and individual records will be developed to support the ESRs' career development and employment. All ESRs will receive a PhD degree and this is an additional asset. The high-impact research and very good training program are expected to utilize the full potential of the recruited ESRs and to highly improve their career perspectives. The proposed research training programme will provide very good skills to the ESRs. The project is expected to improve the career perspectives and the innovation potential of participating fellows. The proposal provides a strong integration between academic and the private sectors which will provide a unique career opportunity in both sectors. There is good contribution of the non-academic sector. The proposed research program will promote excellence of the recruited fellows in a field and high value for society. The recruited ESRs will be trained not only in IPR and writing research proposals, but also in the financial planning of their research. Their exposure to the industrial sector and its needs and interests at such an early stage of their career will enable ESRs to develop a creative mindset to cope with the changing demands of the employment market. The researchers recruited in this network will benefit from the excellent multidisciplinary collaborations and the training program. Skills and training are ensured with the very good quality of the participating organizations. The ESRs will acquire valuable skills both in the public sector and private sectors. It is therefore a very good idea for both SMEs to provide the ETN fellows with direct and personal contact to researchers that have successfully made the transition from academia to the private sector. The training activities and structure offer good opportunities for the ESRs to establish connections with other researchers in the field, both academic and nonacademic. The intersectoral exposure of ESRs is not meaningful for some of them, and overall the secondments to the nonacademic sector are not sufficient to have a clear impact. The contribution of the non-academic sector to doctoral training is not substantially elaborated. The contribution to structuring doctoral / early-stage research training at the European level is limited. Measures for the dissemination of the results to the private sector are not specifically addressed. There is no clear strategy on how to manage IPR issues and the commercial exploitation of results. The skills and competencies, the project intends to develop are insufficiently specified. Employability aspects and the career prospects of the ESRs have not been made sufficiently clear. Public engagement is too focused on contacting the clients of the industrial partner The dissemination plan lacks a sparkle of originality. It includes merely standard instruments like journal publications, conference attendance, a network website and lectures at conferences. The number of proposed events for outreach is too high and their impact is not credibly presented The interaction with the non-academic partners and how that promotes entrepreneurship is not clearly explained. DESTINAZIONE EUROPA – INNOVATIVE TRAINING NETWORKS Punti di forza The ability of the network to strengthen the European innovation capacity and to contribute to early-stage research training at the European level is credible. The strong contribution of the industrial partners, the scientific collaboration and the network-wide training will promote the entrepreneurial mindset of each researcher. The contribution of the non-academic sector to the doctoral/research training and how the project will enhance public-private collaborations are discussed. Measures for communication and dissemination of results are very professionally prepared and the consortium´s plan to strengthen the “knowledge triangle” between education, research and business via organizing open days for school classes and offering internships to pupils in the labs of the partner groups is a very promising idea that will inspire pupils and young students to work in science A well formulated plan on communication and dissemination of results is included in plenty of detail. The proposed strategies for communication, exploitation and dissemination of results are convincingly discussed. The chosen communication and dissemination pathways have good potential to reach a wide audience via social media. A wide series of outreach activities are planned to be presented to the general public. A specific work package is dedicated to the public engagement aims of the project. The communication strategy includes the use of a range of good tools and is aimed at public engagement. The dissemination will be enhanced through the formation of a Dissemination Board. The ESRs will actively contribute in the organisation of network courses and workshops. The dissemination plan is well formulated with each ESR presenting to a large audience and the production of at least one journal paper. DESTINAZIONE EUROPA – INNOVATIVE TRAINING NETWORKS 3. Implementation Punti di forza The implementation plan has very good information on the different aspects of the program. There is detailed information on the implementation of the WPs. The work packages are well described in detail showing the research-training interactions between the network teams. The work plan is credible and very convincingly articulated. The work packages including descriptions, objectives, tasks and deliverables are very well presented. The research work packages fully correspond to the project objectives. Punti di debolezza The individual research projects are described in insufficient detail. The planned secondments are not sufficiently detailed. Representatives of the ESRs are not included in the Supervisory Board Although the consortium is confident that the work packages will be achieved, contingency plans are not adequately considered. Contigency plans and risk analysis are not clearly explained Detailed lists of milestones and deliverables have been provided The risk management structure is not described in sufficient detail. A clear pathway with timescales on secondments is offered within the individual research projects. Infrastructure of beneficiaries is insufficiently described. Potential complementarities are not fully exploited. The individual projects of the researchers including clear objectives, expected results and planned secondments are described in sufficient detail. There is a good management structure, well planned meetings including training and Supervisory Board. The network will be managed by an experienced management team. The management structure is well addressed and responsibilities are clearly stated for the network participants. The proposed management structure of the research training programme is appropriate. Assignment of responsibilities is clearly described. Inclusion of the project manager, Dissemination Board and independent/external Advisory Board will strengthen and support the quality assurance programme. External experts are involved in the advisory board The ESRs will be selected in a transparent, open, equal and internationally accepted process with perspectives of gender balance. Recruitment strategy and monitoring of the project are sufficiently described. As regards gender balance, the Network has a plan to promote gender equality (target of 50%). The ESRs' progress monitoring is appropriately defined. Confusing description of the management structure is given, as the roles/responsibilities of the Supervisory Board team members are not presented; moreover, the names and roles of smaller sub-committees are not given. The plan for Main Training Events and Conferences is lacking clarity. In addition, no information related to specific training given as part of the hosts PhD program. The detailed management structure is slightly overcomplicated for a project of a relatively small size, in particular, the joint governing structure is not explained properly. The description of the individual ESR projects is imprecise, with plans for secondments between partner organisations not well explained The recruitment strategy does not include a description of the recruitment process beyond the advertisement of vacancies. It is not explained how and, by whom the selection will be organised. Very little is said on the process of progress monitoring of the ESRs projects. DESTINAZIONE EUROPA – INNOVATIVE TRAINING NETWORKS Punti di forza Punti di debolezza The IPR strategy of this project will be based on the best practice guidelines of the EC, taking into consideration institutional and industrial IPR guidelines and regulations. All teams are internationally-recognised for their research, they have experience of international collaborations and publish regularly in very good scientific journals. The host institutions have appropriate infrastructure for this research and training program. The infrastructure of the participating organizations is appropriate, it is described clearly and suits the proposal well. Descriptions of the main tasks assigned to each participant organisation are provided. The management structure is confusing and inconsistent at some instances. For instance, it is not clear whether the network will be coordinated by the Management Board or by the Supervisory Board. There is no clarity on who will be responsible for the network-wide training organization. There are too many deliverables; most of them are reports and the others are given only in a general manner. Some of the WPs are very similar. The participation of some non-beneficiary partner organisations remains insufficient and this has to be explained. The implementation plan has very good information on the different aspects of the program. There is detailed information on the implementation of the WPs. The proposed training research scheme exploits adequately complementarities among academic and industrial partners. The participating organisations are very competent and experienced. Competences, experience and complementarity of the participating organizations are well combined.
