Regional activities/mentorship
 The MASA Aeronautical Meteorology Committee is tasked to
spearhead QMS in all member states
 MASA organized QMS workshop in Zambia 6-8 August 2015
 The workshop was attended by 14 countries
 Each member country presented the status of QMS implementation
and challenges experienced..

Regional activities/mentorship
 The following recommendations were formulated at the MASA
meeting:
• Members which have not met the deadlines should File a
difference with ICAO and copy WMO
• Top management of NMS should ensure that their Ministers are
made aware of the risks of not implementing QMS are not
implemented
• MASA to Train Trainers
• MASA to design a feedback mechanism on the QMS
implementation progress

Other activities/mentorship outside MASA
 TMA went on a mission to Saudi Arabia to help in the CA
planning/training – August 2014
 TMA also went to Nigeria to assist in CA planning/training July 2013
 Uganda is planning to visit TMA in Feb 2015 for QMS training
 A delegate from Lesotho visited South Africa for assistant in
the implementation of QMS
 The delegate was taken through QMS documentation
requirements
 A follow-up meeting is planned for early 2015

Conclusion/Recomendations
 Acknowledge the support provided by WMO, through regional
bodies (i.e. MASA) to help in the implementation of QMS
 Although this efforts have help in some regions, the road is still
long
 Given limited resources that exist, it is not possible to establish
effective twinning/mentorship programs
 In future, consideration should be made to make use of the so
called “foot soldiers” who will be dispatched to members where
there has been little or no progress to help set up QMS
 The foot soldiers should also provide training and make regular
follow-up and continuously report on the progress to WMO
