A Notice of Intent for the following
project submitted in accordance with
§R307-401-1, Utah Administrative Code
(UAC), has been received for consideration by the Director:
Company Name: Nucor Steel
Location: Nucor Steel- Nucor Steel –
West Nucor Rd, PO Box 100, Plymouth,
UT, Box Elder County
Project Description: Nucor Steel Plymouth (Nucor) operates an Electric
Arc Furnace (EAF) shop, commonly
known as a minimill. The facility is a recycling center which utilizes scrap steel
as a raw feedstock. Nucor operates a
fabrication shop within the Maintenance
Building where cutting and welding of
metal occurs. Emissions from these activities currently vent into the building.
Nucor has requested approval to install
a dust collector system to capture the
emissions within the building, filter them
by fabric filtration, and then exhaust the
emissions to the outside. Nucor has
requested approval to install a 100 Hp
natural gas-fired emergency generator.
The generator will provide emergency
power for critical computer systems and
medical equipment during power interruptions.
Nucor is located in Box Elder County
which is a nonattainment area for PM2.5.
Nucor is a PSD source and a Title V
source. This Approval Order is being
processed as an enhanced Approval Order, and the Title V permit will be administratively amended after the Approval
Order is issued. Nucor is currently regulated by numerous federal standards,
including New Source Performance
Standards Subpart AAa (Standards for
Steel Plants: Electric Arc Furnaces and
Argon-Oxygen Decarburization Vessels Constructed after August 7, 1983).
The increase in actual emissions (in tons
per year) will be as follows: PM10 (including PM2.5) = 1.70, PM2.5 = 1.70,
NOx = 0.0002, CO = 0.0038, and CO2e
= 5.18. The new Potential to Emit (in
tons per year) will be as follows: PM10
(including PM2.5) = 122.74, PM2.5
=101.71, NOx = 350.57, SO2 = 253.57,
CO = 2,994.01, VOC = 138.57, HAPs =
14.64, and CO2e = 151,099.
The completed engineering evalu-
ation and air quality impact analysis
showed that the proposed project meets
the requirements of federal air quality regulations and the State air quality
rules. The Director intends to issue an
Approval Order pending a 30-day public
comment period. The project proposal,
estimate of the effect on local air quality and draft Approval Order are available for public inspection and comment
at the Utah Division of Air Quality, 195

the Division at this same address on or
before February 20, 2015 will be considered in making the final decision on
the approval/disapproval of the proposed

hold a public hearing to receive comments on Amendment #11 which makes
changes in Chapters 4,5, and 8 of the
Bear River City Land Management &
