Diane B. McCarthy has been Director of Partnerships and Government
Affairs with Western Maricopa Education Center (West-MEC) since
2007. Her career includes eight years in the Arizona House of Representatives and four years on the Arizona Corporation Commission, where
she was the first woman elected to serve. McCarthy also was acting president of Phoenix Children’s Hospital and founding president of Western
Maricopa Coalition.
Prior to joining West-MEC, McCarthy was senior vice president of the
Arizona State University Foundation for four years. She was a founding
member of Leadership West, Fighter Country Partnership & Friends of
the West Valley Recreation Corridor and remains active in many civic
organizations.
Currently, McCarthy is chair of Surprise Regional Chamber of Commerce. She holds a bachelor’s degree in political science from ASU.

Rotary Begins to Spread
And so it went on from city to city and eventually from country to country, and my five years
of vagabondage served me in good stead. After
all, I was only leading Rotary over trails I had
already blazed.
Had my leadership been more skillful or my
plans more definitely worked out in advance, I
doubtless could have secured the full cooperation of Chicago Rotarians and gone forward with
a solid front. As a matter of fact, my conception
of Rotary was undergoing evolutionary processes,
almost revolutionary at times. I had preached the
doctrine of carefree fellowship. I had been freest
of the free, gayest of the gay, my voice had lead in
song and laughter. Members were satisfied with
that order. Now was something quite different. In
this dilemma, it seemed easier to organize new
clubs with new and progressive thoughts than to
reconvert old members.
Our success in the United States inspired
us to project Rotary over the boundary line into
Canada. After two unsuccessful attempts the
right man eventually was interested and the first
club outside the United States was organized in
Winnipeg. Other Canadian cities followed.
Flushed with success, we then felt that it was
of vital importance to get things started in Great
Britain and of course, London was the choice of
all cities. To win London to the movement was
a grand objective and in course of time, the
opportunity opened up.

February 8 – Grape Arizona Wine Event
Irish Cultural Center, 1106 N. Central Avenue,
Phoenix, from 2 to 5 p.m. Tickets are $60
in advance or $65 at the door. At least 16 Arizona
wineries will be represented, and wine will be
available for sale at the event. Proceeds will
benefit Phoenix Rotary Club Charities and United

The 23rd meeting of our
101st year was called to
order by VP Tony Kakar.
Somers White followed
with the invocation and
pledge, and Doug Bauguss
led us in singing the
patriotic song wearing an
Ohio State hat, which he
wore because he lost a football bet when the Buckeyes
beat the Oregon Ducks.
Visiting Rotarians and
guests were introduced by
Mo Bronson with a round of
applause of welcome to all.
Secretary Allister Adel’s
guest was her boss, Charles
Flanagan, director of Arizona Department of Child
Safety. She cited that tremendous strides have been
made within the department,
and that mandatory hot line
report calls have gone from 45 minutes to 50
seconds. The department is heavily focused on
prevention and there is a need for foster families
for the children. Anyone willing to open their
home to foster a child please contact Allister.
Table ambassadors opened up conversation with
greetings and passed out the literature on each

table of upcoming events. Secretary Allister offered free tickets to Harkins to anyone who knew
who was arrested in Japan in 1980 and sent home
nine days later. Answer? Paul McCartney. Dave
Johnson was the lucky winner.
VP Tony Kakar gave the president’s report and
informed us that Artificial Language is on the
rise and into our lives. There will be a driverless
car available in three years. He also predicted
the outcome of the Super Bowl: New England
Patriots 34, Seattle Sea Hawks 31. Tony reminded
us that the Rocky Mountain Rotary Leadership
Institute program is Saturday February 7 at the
Sheraton Crescent Hotel, 2620 W. Dunlap Avenue, Phoenix. Phoenix Rotary 100 will pay your
registration fee!
Rooster fining was led by the capable PDG John
King. PP Roger Marce, Matt Diethelm and
Mike King willingly emptied their pockets for
being rooster stumped.

PP Roger Marce announced the Phoenix Rotary 100 and The Salvation Army are hosting
the Second Century Golf Classic April 11 at the
Stonecreek Golf Club. Practice and Continental
breakfast begins at 6:30 a.m. Shotgun starts at
7:30 a.m. and a banquet follows play. Register by

Robert Roth, catering manager of Phoenix
Country Club, discussed the increase in price
of food purchased for our luncheon and that
increase will be passed on to the membership in
the near future.
Anne Cornelius introduced
today’s speaker, Chris Herstam, who spoke about how
the state election results
will affect the 2015 legislative session. Herstam has
been active at the Arizona
State Capitol for 32 years,
serving in a variety of public policy positions. He
served as a state representative in the Arizona
Legislature for eight years, the last two, as the
House Republican Majority Whip.
Herstam defined “Dark money” versus corporation donations to candidates. Low registered
voter turnout on election day was a boon for
the Republican Party in Arizona. Broken down,
Republican voters at the
polls were 34.5 percent
vs. Democrat voters at
29 percent. He discussed further the need
for better education
in order for Arizona to
have a solid foundation of well-educated
Arizonans who will be
the next generation to run the State. Today, 82
percent of the children in the state are attending
traditional schools. There are 6.6 million residents in the state and 18.6 percent – or one million two hundred fifty three thousand residents
– are living in poverty and low income children
do poorly in school. Arizona, like our neighboring state Nevada, has not fully recovered from the
recession, mainly due to the fact that our industry relies heavily on building and construction.
Arizona had a 10 percent loss of jobs, and 62
percent of those have beenrecovered. Herstam
commented on the new Governor’s inaugural
speech and what was not mentioned: common
core, Medicare, transportation gas tax and the
environment.
Herstam is a frequent guest appearing on local
television and radio outlets to discuss public
policy and political issues, most commonly on
NBC and Channel 12.
VP Tony Kakar closed the meeting. This concluded the 5,055 meeting of Phoenix Rotary 100.
