UIL RULE CHANGES
2014 - 2015
GENERAL
• Updates to the existing UIL rules for broadcasting post-season
events.
• Approved a 2 year Pilot study for 5A and 6A schools to conduct a
3 day tryout period beginning in the Spring of 2015 for sixth
graders in preparation for 7 th grade participation the following
year.

2014 - 2015
FOOTBALL
• Allow sub-varsity teams in Conferences 5A and 6A to play on
Wednesday of week one only if the varsity has a Thursday game that
same week.
• Implementation of the 40-second play clock in addition to the 25second play clock.
CROSS COUNTRY
• Increase the number of qualifiers to the top four teams and top ten
individuals (who are not already on one of the advancing teams) from
the regional meet to the state meet.

GOLF
• Allow coaches to coach their players from tee to green.
TRACK AND FIELD
• Add wheelchair competition events as a Pilot Program to the 2014
Track and Field State Meet.
• Allow the district executive committee decision on qualification from
district to regional competition in track and field.
OFFICIALS
• Require changes to Section 1204, Officials, of the UIL Constitution and
Contest Rules to conform to the law.

CONCUSSION MANAGEMENT
• The information provided on the Health and Safety section of the
UIL web site will update interested stakeholders on the UIL
requirements for concussion management in student-athletes
participating in activities under the jurisdiction of the UIL and will
also provide information on compliance with Chapter 38, Sub
Chapter D of the Texas Education Code (TEC) that was amended
by the passage of House Bill 2038 during the 82nd legislative
session.

CONCUSSION MANAGEMENT
FOOTBALL HELMET SAFETY REQUIREMENTS, EFFECTIVE FOR
THE 2012-13 SCHOOL YEAR
• According to section Sec. 33.094 of the Texas Education Code:
• (a) A school district may not use a football helmet that is 16 years
old or older in the district's football program.
• (b) A school district shall ensure that each football helmet used in
the district's football program that is 10 years old or older is
reconditioned at least once every two years.

CONCUSSION MANAGEMENT
• (c) A school district shall maintain and make available to
parents of students enrolled in the district documentation
indicating the age of each football helmet used in the
district's football program and the dates on which each
helmet is reconditioned.

“NO PASS NO PLAY”
Eligibility for the FIRST Six Weeks (Credit Requirements):
• Grades nine and below - promoted
• Second Year of High School- five accumulated credits
• Third Year of High School - ten accumulated credits or five credits
within the last twelve.
• Fourth Year or High School - fifteen accumulated credits or five
credits within the last twelve months

LIMITS ON PRACTICE AND PERFORMANCE
Activities Outside the School Year:
• One practice - no more than three hours.
• More than one practice - no more than five hours total.
• Maximum length of any single practice - three hours.
• More than one practice - a minimum of two hours of rest/recovery
time between practices.
• No consecutive days of multiple practices allowed (exception:
Volleyball).

District Executive Committee before they are eligible to participate at
the varsity level at the new school.
• A PAPF is not required for subvarsity competition.
