Contractor Task List (CTL) Update OQNOT012 8/29/14 —1— Objectives By the end of this module, you will be able to describe: • What’s changed between the current CTL and the updated CTL. • The timetable for phase-in of the updated CTL. • Where to get additional information about the CTL update. 8/29/14 —2— Background • In 1999 PHMSA implemented regulations requiring OQ evaluations for all personnel (company & contractors) when performing a covered task. • In 2000 BP/USPL developed a contractor task list to satisfy regulatory requirements. • The current Contractor Task List (CTL) contains 140 tasks and uses 3 primary third party OQ providers (OQSG, NCCER and NACE) • Over the past 14 years regulatory expectations relating to OQ have evolved and industry has reacted (for example API RP 1161) 8/29/14 —3— Why Change? Primary reasons for changing the CTL include: • To better align with current regulatory and industry expectations and best practice. • Improve linkage of tasks to third party provider’s curriculum. • Improve task definition. • Align numbering convention with API RP 1161 when practicable. 8/29/14 —4— When Is The Change Effective? • The new CTL shall be used with all new USPL projects starting 1/1/2015 and thereafter. • Ongoing USPL projects which have a projected completion date before 1/1/2015 (meaning all project contractor OQ task activities have been completed) may continue without imposing the new CTL requirements. • As of 1/1/2015 any USPL projects in progress (that require ongoing/new OQ task work) will be required to utilize the new CTL task requirements on affected tasks. The project initiator will be responsible for editing the ISN jobsite to account for the new CLT as soon as possible but before tasks are to be performed in the field. 8/29/14 —5— Who Is Affected? • USPL employees that assign contractor task(s) to projects/work including: Asset owners; Project managers; EPIC; Construction supervisors; Planners/Schedulers; Team Leaders; ROW Maintenance Coordinators; Program Managers; Corrosion group, and Tank group. • Any contractor currently assigned to a job for USPL. • Any contractor that uses the task list to identify his/her qualification(s) gap. 8/29/14 —6— What’s Changed? The update to the current 140 task CTL consists of: • 13 changes to the task list • 23 tasks added • CTL EXCEL Workbook reorganized The following slides show the changes, additions and organization of the CTL Excel Workbook. 8/29/14 —7— Changes to the CTL 1. New tasks 7.2-7.6 is a combination of old tasks 7.2-7.6 and 13.1-13.5. 2. New task 42.7 is a combination of old tasks 42.1-42.6. 3. New task 1.1-1.5 does not include corrosion activities for Bare Pipe. Bare Pipe activities for old task 1.1-1.5 are now in New Task 300. 4. Old task 20.4 is now task 304. 5. Old task 18.1 & 18.2 is now task 305. 6. Old task 28 is now task 306. 7. Old task 26 is now task 307. 8. Old task 33.1-33.3 is now task 308. 9. Old task 34 is now task 309. 10. Old task 35 is now task 310. 11. Old task 36.1-36.3 is now task 311. 12. Old task 37 is now task 312. 13.
