Strategy 1. Area expansion and adoption of HYV & Hybrid Hybrid Rice area increased from 0.97 lakh ha. to 2.03 lakh ha. 10 thousand ha. of additional area brought under HYV Rice. Additional 9,000 ha. brought under Pulses cultivation. Covered 23,200 ha. under Hybrid Maize cultivation. 2. Productivity increasing inputs Distribution of quality seeds (4.24 lakh quintals) Varietal replacement (20% of Crop area). Area Expansion under assured irrigation increased from 6.13 lakh ha. to 7.05 lakh ha. Farm power enhanced from 1.02 HP per ha. to 1.14 HP per ha. Soil health Management (4.38 lakh Ha.) New innovation / initiative adopted by State, lesson learnt & experiences in scaling up the same during 2013-14 Sl. No. Initiative 1 Submergence tolerant variety Introduction of submergence tolerant Rice variety (Swarna Sub-1) in chronically flood affected area. Highly encouraging results. 2 Organic Farming To popularize organic farming 90 nos. of farms (50 ha. each) established in 90 LACs. 3 Installation of 208 Piezometer have been installed to monitor the ground water level on real time basis in all the plain districts. Piezometer 4 Formation of FPOs Farming community mobilized to form 25 no. of FPOs for securing better produce price. Lesson learnt Inadequate seed availability of Swarna Sub-1. Certification hurdle of organic product. Awareness building need on FPOs. Scaling up the same : Tied up with IRRI for seed security. Agricultural University has been requested to take up the certification aspect. Tied up with KVKs / Farm Schools for awareness building on FPOs. POWER : Coordination with Power Department has helped to install 67, 500 Electrical Pump Sets during last 3 years (2011-12 to 2013-14) B. IRRIGATION : Better co-ordination with Irrigation Department to harness irrigation water for double / multiple cropping in command areas. C. FERTILISER : Ensuring availability & pre stocking of fertilisers with companies / dealers. Also emphasis has been laid on production of bio-fertilisers at local level. D. CREDIT : Bankers are assisted by Agriculture Department through VLEWs for identification of farmers. Regular interaction through SLBC and NABARD. Plan to cover 1.50 lakh ha. mono cropped area in 2014-15 & 4.5 lakh ha. by 2016-17 under double cropping. Extension of Hybrid Rice cultivation to 10% of total Rice area (present 8%). Extension of submergence tolerant Kharif Rice cultivation to cover chronically flood prone areas (4.93 lakh ha.) in phase manner. Targeting char (riverine) areas for extensive cultivation of Pulses & Oilseeds. Boosting Maize production through area expansion under hybrid. Road Map Tie-up with IRRI. Technological support from SAU for effective cultivation in vast sand and silt deposited areas. Self sufficiency in quality seed production & certification. Revitalizing Assam Seed Corporation. Emphasis on Summer Rice, Mustard & Rabi Pulses on Mission mode. Establishing Maize as one of major foodgrain crops through area expansion. Bringing more areas under assured irrigation. Capacity building of farmers & field officers for absorption of new technology in collaboration with IRRI & AAU. Providing Soil Health Card to 1 lakh farmers. Leveraging modern Post Harvest Technology. Increasing irrigation potential through RIDF. Also use of Solar Pump Sets to minimise irrigation cost. Establishing Markets with market linking roads and also E-marketing Platforms & Kisan Mandis.
