Giving the present number situation in the 87-member Assembly, no
party has the required numbers to win the four seats on its own.
The Peoples Democratic Party (PDP) leads in the numbers with 28
seats followed by the BJP which has 25 seats.
Both the NC (15) and the Congress (12) do not have the required
number of seats to elect their candidates to the upper house of
Parliament. According to sources, the BJP-PDP tie is almost 'full and
final' behind the scene and the picture is almost clear with parties deciding to contest two seats each in the RS polls.
The PDP has decided to field Nazir Ahmad Laway and Fayaz Ahmad
Mir as the party candidates for the two RS seats.

President Omar Abdullah here. After the half-an-hour long meeting,
Omar tweeted that the two parties have "decided to combine forces to
file a joint candidate for RS polls in J&K to snatch a seat from the unholy
alliance." National Conference with 15 seats and Congress has 12 MLA
in the 87-member house. The tenure of the term of the four Rajya Sabha
seats in the state will expire next month. The four members whose term
is expiring are Congress leaders Ghulam Nabi Azad and Saif-ud-Din Soz
(February 10) and National Conference (NC) leaders Ghulam Nabi Wani
and Mohammad Shafi (February 15).
According to a notification issued by the EC, the polls will be held on
February 7 and counting of votes is scheduled for the same day. (PTI)

Omar's last tweet was an apparent reference to the deadlock over
government formation in the state.
The assembly polls, whose results were declared on December 23
last, threw up a fractured mandate. PDP emerged as the single largest
party with 28 seats in the 87-member House. BJP bagged 25 seats, NC
15 and Congress 12.

degrees Celsius against the yesterday's minus 7.0 degrees Celsius,
the spokesman said. Gulmarg, the star attraction for tourists visiting the
valley during winter, experienced moderate snowfall last week - much to
the delight of the winter sports lovers. The southern Pahalgam hill resort,
which serves as a base camp during annual Amarnath yatra, recorded a
minimum of minus 4.4 degrees Celsius, down by 1.2 degrees compared
the previous night, the spokesman said.
Kupwara town in north Kashmir, which recorded a low of 1.1 degrees
Celsius yesterday, also registered a dip as the night temperature settled
at minus 1.4 degrees Celsius, the spokesman said.
Qaizund - the gateway town to Kashmir- recorded an increase of
about two degrees as the night temperature there settled at 0.2 degrees
Celsius against minus 2.0 degrees Celsius the previous night.
Kashmir Valley is currently under the grip of 'Chillai-Kalan' during
which the chances of snowfall are maximum and most frequent.
However, this year the weather had remained mostly dry with occasional snowfall or rains mostly in higher reaches.
The unusual sunny days used to come as a great relief from the
bone-chilling cold owing to freezing temperatures due to clear skies.
The maximum temperature recorded yesterday in Srinagar was 12.7
degrees Celsius - seven degrees above normal during this part of the
winter. Though 'Chillai-Kalan' would end on January 31, the winter continues after that. The 40-day period would be followed by a 20-day long
'Chillai Khurd' (small cold) and a 10-day long 'Chillai Bachha' (baby cold).

Jammu and Kashmir,'' said the Governor.
