The Genesee Joint School District is seeking bids for Internet service
for the 2015-2016 school year, July 1, 2015 through June 30, 2016
Overview.
Currently GSD has a 36 Mb fiber optic connection from the State of Idaho provided by
the Idaho Education Network (IEN). This circuit is the subject of a lawsuit at the state
level, and concern is that it may not always be available. It is scalable from 1 mbps to
1000 mbps and beyond at this current time. Currently, our circuit goes from our district
location to Syringa networks. From there it makes its way to Education Networks of
America, the ISP that provides the IEN.
Circuit type.
Currently GSD has a 36 Mb fiber optic connection. This circuit must be a fiber optic
circuit all the way back to the ISP. It must meet or beat the same specifications as our
current circuit provided by the IEN. It will connect to Genesee Joint School District at
330 West Ash Street, Genesee, ID 83832.
Capacity and equipment.
30 to 1000 mbps. Must be scalable to 1000 mbps. Must include at least 30 public IP
addresses to match the number we have with our current connection. To be the most
cost effective, bids must include pricing for 30, 36, 50, 100, and 150 Mb. Vendor will
provide all necessary routers and switches to provide the Genesee Joint School District
with 2 Category 6 cables, one to connect into our Sophos firewall, and one to connect to
a VTC network outside the firewall connected directly to the ISP’s router or switch.
Contract Type.
This must be a Month to Month service (MTM). Due to the IEN’s future and the pending
lawsuit actions and legislative actions, Genesee Joint School District cannot commit to
any time period. We have the right to bring this circuit up, or remove it on a monthly
basis. There will be no yearly or long term contract available.

Billing.

Vendor cannot bill the Genesee Joint School District for the entire monthly invoice
amount. Vendor can only bill the Genesee Joint School District the percent it owes after
E-Rate discount. Currently we are at 55-60% discount. The vendor must recover the
balance from E-Rate through Service Provider Invoicing Form (SPIF).
Summary.
Although no contract is required for month to month service, the vendor will agree to
sign a document agreeing to the above terms, and to any requirements to meet the IEN
specifications. Genesee Joint School District has no responsibility past their percentage
of the invoice, projected to be at 40% of the total invoice. Genesee Joint School District
will file the appropriate form 470, 471 and 486 so that the vendor can obtain the SPIF
from E-Rate.
