3. Readiness of communication links for Video Conferencing System (VCS)
4. Planning of parallel operation of old as well as new SCADA system:
M/s Alstom and M/s Chemtrols / M/s OSI systems have to run in parallel for
at least 3 months.

5. Man power deployment at ERLDC and WB as system installation is going to take
place shortly.
6. Status of FAT observation closing plan.
7. Readiness of communication links between control centre for ICCP integration.
A. Agenda received from M/s BSPTCL
1. Communication package:
(a) OPGW under up-gradation Scheme:
(I)
Priority link: POWERGRID has assured to take up the priority
link by diverting OPGW from other sources.

Work on the rest of the link: POWERGRID has informed that
OPGW works is expected to be awarded by Dec,14/Jan,15

(b) PLCC, DCPS, Isolation Transformer & related Outdoor equipment:
POWERGRID informed that the award for this work is likely to be
placed by Feb/Mar, 15.

(c) Voice communication to GSS over Fiber & PLCC: Clarification required
from POWERGRID regarding coverage of voice communication to
GSS over Fiber & PLCC being installed under up-gradation scheme.

2. Control center work under up-gradation Scheme:
(a) Testing and commissioning of Software,
(b) Implementation of customized application,
(c) Remote node for higher authorities,
(d) DTS commissioning and
(e) Modality for data exchange between SLDC, Patna & ERLDC or other
constituents of ER.
POWERGRID has informed that the above work shall be completed
by Feb, 2015.

(f) Construction of trenches

(g) Making rodent proof of the tranches:
M/s Chemtrols asking BSPTCL for construction/extension of cable
trenches. POWERGRID has also raised these issue recently vide their
latter Ref C-LDC-BSPTCL-08 dated 09-12-2014. However, it may be
inferred from the special amendment of the Technical Specification
clause, the work is in scope of the contractor.

3. Deployment of Site in-charge from Contractor M/s Chemtrols :
Shri Rambabu, Site In-charge form Chemtrols has left the site 09-0112014. Requires deployment of site incharge from Chemtrols Side for
smooth sailing of the project.

B.
Agenda Points received from M/s DVC :
1. Monitoring of Generator side active/reactive power in the upcoming
SCADA system
2. Implementation of Remote control of CB:
PGCIL to clear the matter whether they are going to implement this or not.
3. Howrah (DVC) – Howrah (WBSETCL) fibre link. WBSETCL to give its
consent for implementation of the link
4. Installation & Commissioning of the new VPS should be done
immediately.
C. Agenda Points received from M/s JUSNL :
1. Associated communication link from RTUs under upgradation project:
15 RTUs are being provided under upgradation project in JSEB sector
but it is not clarified whether associated communication link for speech
and data communication from these RTU locations to control center
are being provided or not. This is not clarified as yet.
2. Installation & Commissioning of VPS & VCS at SLDC, Ranchi control
room:
Installation of VPS is still pending in control room. SLDC control room
at Ranchi has been stacked with erection materials of VPS causing
great inconvenience to SLDC operational engineers

3. Installation of UPS & battery bank at SLDC Ranchi:
UPS, battery bank etc. have been delivered at SLDC but not
commissioned as yet. Commissioning of same should be ensured.
D. Agenda Points received from M/s Chemtrols:
1. Non readiness of WB Back up and DVC Main: Delay in readiness of
these control centre sites and hold on manufacturing of the APS
equipment (UPS. ACDB and DG set) is adversely impacting the
material sourcing as vendors/ suppliers are demanding price
escalation due to inordinate delay. WBSETCL/DVC may confirm the
Site readiness dates for WBSETCL Backup & DVC Main CCs. Also
schedule for FAT of these equipment be indicated so as to tie up the
same with the manufactures accordingly.
2. VCS have been installed at Ranchi (JUSNL), Maithon DVC, Howarah
WBSETCL, Gangtok Sikkim and POSOCO. Only Sikkim VCS link with
ERLDC was made available, the same has been tested, but the
Ranchi, Howrah, Maithon could not be tested due to non-availability of
the communication link. Recently DVC has confirmed the link
availability. Other
Constituents are requested to confirm the
readiness of the VCS Communication link where VCS has already
been installed but could not be tested due to non-availability of
communication link.
3. VCS Installation at Patna is held up for long. BSPTCL to provide the
front to facilitate the same. Also the communication link.
4. Approval of VCS SAT Procedure is required to facilitate SAT of VCS
system of the sites where I&C of VCS system has been completed.
5. POSOCO/DVC/Sikkim/Jharkhand to confirm the Civil work readiness
for starting installation of APS system (400 kVA DG, 125 kVA DG,
UPS, ACDB & Battery). DG set foundation and availability of earthings
is very critical.

6. DVC to deploy more no. of EMR teams to achieve the interfacing
of already installed RTUs. As on date out of 41 RTUs, 34 have been
installed but only 14 interfaced.
7. BSPTCL to deploy testing teams to facilitate the interfacing of already
installed RTUs and also the testing team should identify the CT/PT and
I/O points at each site. Our team is facing difficulty in interfacing in the
absence of the same.
8. We are in the process of installation & commissioning
of LDMS
system at all the locations where RTU has been installed. The End to
end test between RTU and LDMS system shall be performed after
installation of LDMS. Constituents are requested to advise the
concerned officials to sign this reports.
9. Communication Channel plan and readiness of the link between RTU
and CC be provided by the constituents
10. Signing of SAT reports of APS and other equipment as and when the
same is performed.
