Description
This conference will highlight obstetric and neonatal health care advances
with an emphasis on quality improvement and the use of evidence to
encourage best practices. Speakers will discuss trends in perinatal care,
focusing on evidence-based practice strategies to reduce both maternal
and neonatal morbidity and mortality.
Obstetric presentations will include management of maternal preeclampsia
post-delivery, identifying maternal early warning criteria, maintaining
safety when caring for obese patients and caring for the low-risk mother.
Neonatal presentations will include neonatal abstinence syndrome
management, developmental pathogenesis of birth defects and genetic
testing, as well as family support strategies. Topics of interest to both
maternal and neonatal health professionals will include federal initiatives
to improve birth outcomes and communicating medical errors with
transparency and compassion.
Speakers will focus on bedside opportunities to improve outcomes
during pregnancy, birth and the neonatal period. Insights into preventive,
diagnostic and therapeutic innovations will be discussed. Evidence-based
interventions with a multidisciplinary approach that are culturally and
linguistically appropriate will be emphasized.

At the completion of the conference, the perinatal health care
professional will be able to:

and strategies to reduce risk of liability.
•• Implement key systems solutions to identify and treat women who may be
developing critical illness during labor, delivery, and the postpartum period.

of drug-exposed infants to reduce the effects of neonatal abstinence
syndrome.

for dealing with the pregnant obese woman to maintain safety for both the
patient and the care provider.

•• Identify the impact of advanced neonatal resuscitative measures including
delayed cord clamping to improve long-term brain function for babies needing
resuscitation at birth.
•• Recognize interventions that promote the health and wellbeing of mothers and
babies in order to develop a model of care that minimizes adverse outcomes.
•• Describe innovative strategies aimed at improving postpartum nutrition
and weight management to improve subsequent birth outcomes and
breastfeeding rates.
•• Understand the impact of major national initiatives to reduce maternal and
infant morbidity and mortality and their effect on hospital and professional
practice standards.
•• Utilize case studies in understanding the etiology and pathogenesis of birth
defects and developmental disabilities to develop strategies for intervention
and prevention.
•• Discuss the effect that teamwork and improved communication has on the
overall well-being of the family and the high-stress healthcare environment.
•• Understand the importance of transparency and honesty when dealing with
medical errors.
•• Identify the impact of culture, language and beliefs on the decision making
process related to complex/non-complex care, liability, access to services, and
health disparities.

Legal Issues Facing Perinatal Service Providers
Jay M. Kelley, JD
Mr. Kelley’s practice focuses on civil trial work in state and
federal courts in matters of medical negligence and wrongful
death arising from birth injury, surgery, oncological, cardiac and
pharmaceutical product liability causes. He has presented to
jury more than 70 cases, including felony prosecution, criminal
defense, civil defense and civil plaintiff cases.
Mr. Kelley speaks internationally to medical and legal groups on the issue of
birth injury and medical liability. In 2008, he was a reviewer for a fetal monitoring
textbook used by physicians around the country on the issue of liability for
birth injuries. He recently submitted a chapter on Medical Legal Liability in
Gynecology for print in Katz, 6th Edition Comprehensive Gynecology.
Federal Initiatives to Improve Birth Outcomes
Michael C. Lu, MD, MS, MPH
Dr. Lu is the associate administrator of the Maternal and Child
Health Bureau (MCHB) of the Health Resources and Services
Administration (HRSA), an agency of the U.S. Department of
Health and Human Services. Prior to his appointment to head
up MCHB, Dr. Lu chaired the Secretary’s Advisory Committee on
Infant Mortality. He has served on two Institute of Medicine Committees and the
Centers for Disease Control and Prevention Select Panel on Preconception Care.
Dr. Lu joined HRSA from the University of California, Los Angeles. While at
UCLA, Dr. Lu taught obstetrics and gynecology at the David Geffen School of
Medicine at UCLA, and maternal and child health at the UCLA School of Public
Health. As an obstetrician, Dr. Lu has attended over a thousand births, and has
been voted one of the Best Doctors in America since 2005.

We invite you to participate in our third annual poster session. This session
will feature programs, strategies and activities that promote the prevention
of preterm birth and/or improve maternal and neonatal outcomes at the
hospital, provider, community, public health or state-wide level.
Topics should be of interest to physicians, nurses and others working in
perinatal and neonatal care. Presenter(s) must attend poster sessions
during designated times on both conference days.
The abstract submission deadline is January 30, 2015.

Legal Issues Facing Perinatal Service Providers
Jay M. Kelley, JD
Mr. Kelley’s practice focuses on civil trial work in state and
federal courts in matters of medical negligence and wrongful
death arising from birth injury, surgery, oncological, cardiac and
pharmaceutical product liability causes. He has presented to
jury more than 70 cases, including felony prosecution, criminal
defense, civil defense and civil plaintiff cases.
Mr. Kelley speaks internationally to medical and legal groups on the issue of
birth injury and medical liability. In 2008, he was a reviewer for a fetal monitoring
textbook used by physicians around the country on the issue of liability for
birth injuries. He recently submitted a chapter on Medical Legal Liability in
Gynecology for print in Katz, 6th Edition Comprehensive Gynecology.
Federal Initiatives to Improve Birth Outcomes
Michael C. Lu, MD, MS, MPH
Dr. Lu is the associate administrator of the Maternal and Child
Health Bureau (MCHB) of the Health Resources and Services
Administration (HRSA), an agency of the U.S. Department of
Health and Human Services. Prior to his appointment to head
up MCHB, Dr. Lu chaired the Secretary’s Advisory Committee on
Infant Mortality. He has served on two Institute of Medicine Committees and the
Centers for Disease Control and Prevention Select Panel on Preconception Care.
Dr. Lu joined HRSA from the University of California, Los Angeles. While at
UCLA, Dr. Lu taught obstetrics and gynecology at the David Geffen School of
Medicine at UCLA, and maternal and child health at the UCLA School of Public
Health. As an obstetrician, Dr. Lu has attended over a thousand births, and has
been voted one of the Best Doctors in America since 2005.

Call For Poster Abstracts
We invite you to participate in our third annual poster session. This session
will feature programs, strategies and activities that promote the prevention
of preterm birth and/or improve maternal and neonatal outcomes at the
hospital, provider, community, public health or state-wide level.
Topics should be of interest to physicians, nurses and others working in
perinatal and neonatal care. Presenter(s) must attend poster sessions
during designated times on both conference days.
The abstract submission deadline is January 30, 2015.

Description
This conference will highlight obstetric and neonatal health care advances
with an emphasis on quality improvement and the use of evidence to
encourage best practices. Speakers will discuss trends in perinatal care,
focusing on evidence-based practice strategies to reduce both maternal
and neonatal morbidity and mortality.
Obstetric presentations will include management of maternal preeclampsia
post-delivery, identifying maternal early warning criteria, maintaining
safety when caring for obese patients and caring for the low-risk mother.
Neonatal presentations will include neonatal abstinence syndrome
management, developmental pathogenesis of birth defects and genetic
testing, as well as family support strategies. Topics of interest to both
maternal and neonatal health professionals will include federal initiatives
to improve birth outcomes and communicating medical errors with
transparency and compassion.
Speakers will focus on bedside opportunities to improve outcomes
during pregnancy, birth and the neonatal period. Insights into preventive,
diagnostic and therapeutic innovations will be discussed. Evidence-based
interventions with a multidisciplinary approach that are culturally and
linguistically appropriate will be emphasized.
