On the 5th of September you presented
the proposal for the Law of Transparency
and although this was not your intention,
do you believe that by doing this you will
succeed in improving the image of the
political figure?
The Law legally guaranties that the conduct
of public administrations will comply with
some principles of transparency, example
and good management. In this sense, the
citizens will be sure that they know how
every euro which comes from their pocket
is spent and where they are going to stay.
It will mean that certain conduct has no
place in politics. Also it will carry over to
politics methods of conduct such as exist
in private company activity in the sense
that those in high positions will not have
a fixed salary but that part of it will be
variable and taken as a way of completing
a series of objectives. It will also be easier
for the citizens to be able to present
popular legal initiatives.
In each case I consider that this law
would never have been arrived at if an
authentic culture of ethical politics has
been established in Spain such as there is
in Germany or England. What has failed
is personal responsibility and the actions
of a few have tainted the rest. To confuse

everyone with only a few is what is being
taken advantage of by populist groups
and demagogues. The difficulty is that
now the citizens see us as a problem and
their confidence has to be gained once
again, even though this is brought about
by a legal imperative.
One of the latest suggestions of the
President of the government, Mariano
Rajoy, is to modify the electoral law so
that the list most voted shall govern.
What is your opinion of this reform?
To me it seems a good initiative. In the
Valencia Community we have mayors
who have not reached even ten per cent
of the vote. And we have in opposition
candidates with more than forty per cent.
With the current system there are hidden
pacts after the elections of which the
citizens know nothing. In the case of the
Mayor with the most votes the citizens will
not experience this kind of fraud.
As President of the Partido Popular of
Alicante how much significance does the
New Generations (NNGG) have?
New Generations are a very important
part of the Partido Popular of Alicante.
Their opinions permit us to modernise the
ideas of the party and oblige us to reflect
on debates which take place in the streets,
which is what the young people demand
and which we cannot avoid. Debates such
as opening up the party to the public,
open lists, primary elections, and ideas
to combat youth unemployment... Due
to this, in the recent conference methods
were approved which will allow our young
people to lead the future, methods which include the incorporation of those of less than
35 year of age in the municipal lists, more initiatives for training of young impresarios
. Without New Generations the party would not have such a clear view of the future.
Sr. Ciscar, thank you for our time and your sincerity; now to conclude, I would only
like to say that we are aware of your continued interest in and commitment towards
the city of Torrevieja and recognize your willingness to come here whenever you
have the occasion to do so.
Can you tell us what projects you have in conjunction with the Mayor Eduardo Dolón
for our city?
Our joint projects have a beginning and an end, the people of Torrevieja, and to try to
achieve for them an improvement in their quality of life at a very difficult moment in
time. The new Acequión School is a proof of this. At the heart of our joint action is the
populace of this touristic and economic capital which is what Torrevieja is, without any
doubt.

Do you have any project in view?
There is never a shortage of projects in political life, you finish one and start another.
Imagination and effort is always for the good of the citizens. At this moment there is
a study of a new structure of grants for the associations which are of a social nature,
which aims to try to increase and improve the system so that none are excluded from
this.
And other projects which have been out into action during your time; are they all
resulting in success, like the Municipal Dog Pound?
The data received confirms the strong activity and the good work which the workers
of the Zoological Nucleus have been developing, and also the group of volunteers
who by means of the social network Facebook, have led to a spectacular number of
adoptions and this has resulted in the Torrevieja municipal dog pound being one of
the ones which carries out most adoptions in Spain.

Believe in us. We are the future
On Saturday the 12th of July in Calpe we
carried out a work day together with the
Provincial President of the Popular Party,
Pepe Cascar, during which we presented
our proposals, our demands and ideas,
so as to offer constructive self criticism of
the results of the elections and the whys
and wherefores of these. This is where we
coined the slogan “One step forward: we
will build our future in the present”.
On the 18th of July in the party
headquarters, a collection of clothing
in aid of Caritas was made, as part of
the campaign “Change your wardrobe”.
Hundreds of kilos of clothing were
donated so that it could be distributed by
this religious group.
On the 27th of July with the intention
of continuing the environmental work
which NG is carrying out, a day of cleaning
in the Acequión Canal took place, during
which about 3,000 kilos of rubbish was
collected by the young people of this
organisation.
Just s in previous years, the young
members of NG participated in the “Days

of Blue Leisure”, on the 23rd and 30th of
August, in which we took a part in the
“days of the volunteer” alongside the
young people and elderly members of
AMFA in the aquatic park Aquópolis.
New Generations carried out a campaign
for the collection of school materials
to ease the difficult economic situation
which some families are experiencing.
This took place from the 2nd to the 8th
of September. Collections were made
in the PP headquarters and also in the
Paseo Vista Alegre. About 1,000 items of
stationary were collected. All the material
which was collected was later given to
organisations and education centres.
On the 11th, 12th and 13th of September

participated in the National Meeting
which was held in the city of Valencia and
various subjects were brought up which

organisation but the whole of society.
Finally a document was introduced which
contained the political conclusions to be
faced next year.

It is not necessary to be affiliated in order
to make suggestions or to participate
in our activities. I will take advantage
of these lines to invite all young people
of Torrevieja to give us ideas and
suggestions, as well as their complaints.
Is NG only a branch of a political group of
the PP or does it go beyond this?
As secretary of New Generations what do
you think would be a good expectation
to arrive at?
I think that where we have the greatest
expectation is that the young people
begin to have confidence once again in
our political representatives.
Do you think that with NG the suggestions
of any young person in Torrevieja will be
taken into account or only those who are
members of NG?
We are the font of the PP, from which many
of our current politicians have come,
well prepared young people, who are
educated and concerned. But in addition
the organisation carries out activities
parallel to political life, in a social manner
or to do with the environment. Everything
which may be in our hands so as to help
society. All the NGOs or associations
which need our collaboration who ask for
our help will always be given it.
What usually happens in an NG meeting?
They are meetings of young people who
have joined us to give our opinions to
the political representatives, since each
one of us has studied different things,
we belong to different social groups and
we can pass on the vision of the majority
of the young people of the city. Our
meetings are to express our complaints
in total freedom, as well as the initiatives
and needs of the citizens.
New Generations is a group which is
open to all the young people in the city.

We are living in difficult times for the
image of the politicians, but we must
believe that not all are the same and
that within one party not all behave
in the same way. I would say to them
that they may take confidence in the
best option for Torrevieja, with the best
representatives and the best electoral
programme. Eduardo Dolón is a hard
working person, a good person who
believes in young people in his daily work
and is always aware of what NG informs
him concerning the welfare of the young
people of Torrevieja.

Comunidad Valenciana
Just a few weeks ago we celebrated in Valencia
the national forum of New Generations (NG)
with the theme “A Step Forward”, where
young people from all over Spain and with
the particular participation and attendance of
young Valencianas, put together our ideas to
regenerate, to change, to modernise, in effect
to improve our society and our institutions.
New Generations once again showed that
we are not in politics to hope something will
change, hang old placards, or simply to applaud
in the meetings. We are there to propose and
demand the change necessary to transform our
society and the politics, as we did in November
last year in the NG of Valencia Community, in
our regional convention with the theme of
“Democracy and Freedom”.
The change which all the young people and
citizens want will not be democratic if it comes
from irresponsible and radical populism. The
true regeneration will be made fact when the
vote in our towns will be for the list which has
the most votes, and not for the pacts made
between losers. It will be authentic when we
can choose our provincial and autonomous
deputies, so that they look out for you and
me and look into the eyes of the voters. It is
the time for our representatives to gain a seat
in the meetings with collectives, associations
and citizens. In this way too we also ask for
the elimination of protection for deputies,
senators and autonomous deputies, and we
ask for a true division of powers which will limit
the granting of pardons, and accept only the
pardons when the report which comes from
the tribunal which hands out the sentence, is
favourable.
But if there is something which disgusts society
and all those who are passionate about politics
and service to others, it is those who serve in
politics for themselves. Because of this New
Generations have proposed the obligation to
resign public office the moment that spoken
judgment is opened, when it is for a crime
of corruption, and when it is a case of being
condemned for putting one’s hand in the till,
that we use all our strength to prevent those
people from being elected to carry out public
office ever again. Maximum severity, zero
tolerance against corruption.
Because of these and more ways which have
arisen from listening in the streets, talking
to young Valencians, whom we ask to act as
the instrument to bring back the confidence
of our citizens in politics, there is no going
back. This is a step forward which the whole
of society requires and which by means of
New Generations and the Popular Party we
are going to set in motion, even when it is
incomprehensible that other parties do not
know or do not answer with a resounding
YES what we are hearing from the people of
Valencia.
This is not an occasion to change politics and
our institutions. It is an historic opportunity
to improve the constitutional framework of
dialogue and conviviality which our fathers
established with such an effort. It is an
occasion to be involved, to take a genuine step
forward, and we have done this through New
Generations and we are not going to be held
back.

One thing which is part of my character is the
family unit; I love to be with my loved ones. At the
same time I consider myself to be a modern but
traditional person.
What motive was there which encouraged you
to be part of New Generations and from whom?
Why did you continue? What do you get out of the
party on a person level? (satisfaction, friendship,
collaborating with your town...)
An interview with Eduardo Mata Sánchez, a
young Torrevejense 19 years old who is one of
the members of New Generations of Torrevieja as
executive Secretary on the social networks.
Let’s talk about you as a person, we’d like to get to
know you, let’s talk a little about you.
I am a young person of Torrevieja and currently
studying Law at the University of Murcia, so my life
is carried out between the two cities.
I have been interested in and concerned about
politics for years, and I consider that my legal
training will be able to help me to give critical
analysis of the political situation of this country
and of my own area, and that I have the necessary
tools to be able to give a serious contribution to
the party.
Amongst my interests are sport, reading, music
and the cinema. At the same time I place much
value on personal relationships, and because of
this enjoy being with my friends and above all with
my family.
I decided to join New Generations for different
reasons. Initially it was resistance, since politics
is a field or activity which is not looked on very
favourably socially, I had enough of seeing on the
daily news all the repeated cases of corruption
which exist in this area. But I believe that not all
politicians have to be inept and corrupt. I believe
in honesty, effort and daily work as the main
inspiration for a good outlook in the world of
politics.
With this challenge and curiosity in the political
world, I have shown an interest in how my town
functions, right from being very young. I have
also had an interest in the people who govern and
how, even though in my family there is not a single
person who has taken an active part in any political
party.
After getting to know the programme and
ideology which inspires NG, I felt I could identify
with it and my curiosity awoke and I believed it
would be possible to do things well and to help
and be useful to current society.
Nowadays what I am getting out of the party is
positive. As well as enriching and extending the
areas of my interpersonal relationships (I have
got to know some great friends), I believe that it
is helping me to complete my training and above
all, enabling my critical outlook, as much with the
members of NG as with the rest of the corporations
and political parties. But I am not thinking of what
NG can give to me or what benefit I can obtain,
what interests me most is what I can give, with
humility and with acceptance of my limitations,

that is, what could I do and how to do it in order to help to improve my town. Perhaps I am thinking of a
Utopia, but I believe in the individual and work well done.
Of the NG activities carried out at national, regional, provincial or local level, which of them stands out or
which have you enjoyed the most? And which would you like to repeat or bring to your town?
Without doubt at national level the activity which called my attention was the National Convention
which was celebrated in Valladolid last January. In this Convention I took the opportunity to meet
on a personal level important political leaders, such as the President of the Government and some of
his Ministers. I also could see the closeness which exists between the important politicians and the
members and sympathisers of the party.
As to carrying some things out in our area, it would be interesting to repeat activities such as planting
trees, the line of coins and the collection of clothes. These are activities which show solidarity and are
destined tot help the most vulnerable people who are in need in our locality.
I believe that these activities, in addition to the benefit they bring to those destined to receive help, also
give much to the young people and other people who organise the activities, because they help to
stimulate and develop a feeling for the least favoured citizens.
Could you tell us of any initiative or activity which you would like to start up via NG Torrevieja, or via the
town itself, which could be carried out by the Public Institutions?
I think it is a positive move to carry out activities or initiatives which are related to youth entrepreneurship
to generate employment. In this way the Town Hall or NG Torrevieja could organise meetings
with impresarios or professionals in this area in order to discuss the matter of the economy and
entrepreneurship.

you receive this recognition?
Above all, with great joy when they phone
you to tell you that they are giving you
a prize. This makes you strong in the
times we are living now. It encourages
you to continue maintaining the entire
infrastructure and the employees from
before the crisis. You notice daily that
the people who come into the optician’s
are looking for a professional and finally
become grandparents, parents, sons and
grandchildren. This gives us the feeling
that we are doing things right. The prize
for the sustainable commerce has been
thanks to my son who came into the firm
aged 19 and I have complete confidence
in him. Supported by his innovative ideas
I feel very proud of him.
(Son) Well, the prize comes from our
own convictions (promotions for using
bicycles, recycling...) We have made
investments in LED lighting, in bags which
are not made of plastic. We deal with
manufacturers who are concerned about
a low environmental impact. In addition
we invite our clients to park their bicycles
here. Little details which all add up. From
the first day my father has put his entire
confidence in me. We have a special
affinity and complement each other in our
method of work.

Is it more difficult than before to create a
company? From the point of view of the
administration is there any action which
would help your sector?
(Son) At a general and bureaucratic level
we don’t see administrative obstacles
in creating a business. With respect to
local action we have benefited from the
parking in Ramon Gallud and support the
idea of continuing this in the summer too
so that there can be a large number of
parking places. Above all the older people
require this. We don’t see the possibility of
a collapse of the traffic in summer; on the
contrary the town centre tends to become
lively. As a businessman communication
with the local organisms is fundamental
so that the messages are not received in
the wrong way. The suggestions can be
helpful to the small business if they are
not interpreted as demands. It’s always
possible to do much more. It is essential
that the client finds it easy to do shopping
and for example, is not afraid of being
fined. On the other hand we believe
that liberating the timetable should be
considered once again given that the
small business cannot cope with the
rotation of employees as the large stores
do. To maintain a certain standard of
service requires always being present in
the business and we believe that this is
incompatible with family conciliation.

Five Continents
Since September of 2012 I have been president of
this association which was founded by a group of
friends with the intention of doing something new
and necessary. At the beginning there were 40 of
us and nowadays we have almost 500 members,
of which 90% are citizens of countries to the east.
We work from 10.00 in the morning to 9.00 at
night, dividing the time between workshops,
language classes, sorting foodstuffs and a second
hand shop, and all of this takes place in our
headquarters in calle Fragata number 43, on the
corner with calle de los gases number 34, premises
of approximately 100 square metres.
Amongst the most popular activities are the
language classes (Spanish, Russian, English,
Arabic, Chinese), also the children’s classes for
support and development for children between
the ages of 2 to 7 years, in which we try not only
to provide scholastic learning but also the aim is
that these children know their native culture and
language. (maternal/paternal), given that many
of these children have been born in Spain and
do not have anywhere where they can learn the
language of their fathers or grandparents, nor the
culture or history of their countries of origin. We
decided to develop this kind of course and classes
as we have a variety of couples which are made up
of a Spanish progenitor and one from an eastern
country and we see that these do not know
the language of their grandparents and these
grandparents do not speak Spanish, since many of
them do not live in Spain. It is therefore impossible
for them to communicate with any fluency and we
see here the need to maintain the main thread
which is based primarily on the family, and via our
group they find this support which is so necessary,
so that little by little they are familiar with a part of
their ancestry.
All these workshops, as well as others of guitar,
yoga, chess, popular dances, painting etc are
given by qualified teachers. In each one a result
is expected so that the children understand that
the workshops have an aim in view and to give
an example, the children who take guitar lessons
have the opportunity to play in different festivals.
No long ago we went to a festival in Valencia and
one of the students of the class won a trophy in
the festival.
Once a year we have a talent competition, which
we coincide with the Day of Youth, and we have
10 participants of different nationalities in each
classification. The association intends by means of
the competition that the children can present their
many talents to the world. The association prize
which is given to the winner is 100 Euros which
is give by the association itself; nevertheless the
other participants receive presents such as back
packs, a night in a spa resort, a Tablet etc, which
are mostly donated by patrons, to whom we are
always very grateful for the support they give us.
From April 2014 we formed a football team for
children of 4 to 12 years. We now have two teams,
one of which is for children to 4 to 7 and the other
for those of 8 to 12. We have two trainers, a Russian

and a Spaniard. The children train twice a week in the sports palace Infanta Cristina, and several friendly
games and been played with teams from Orihuela Costa. A short time ago we obtained our own kit with
our own logo and each child is proud to have his or her number and name on the back.
In Five Continents we also have a warehouse of foodstuffs in the same association with which we help
people with economic needs. At this time there are 400 families who benefit from this service which is
completely free. Once every 3 months we distribute on average 25 kilos of food (milk, rice, macaroni,
oil, cheese, lentils, chickpeas, jars of baby food...) to each family. We have reached a point where we
distribute 13 tonnes of food at any one time. In the same place we also have a second hand shop in
which everything has been donated by the people of Torrevieja, and with the sales we support a part of
the costs we may have. The rest of the costs are dealt with by the quotas of the members and with part
of the money the teachers who give classes in our centre receive, which they donate to us voluntarily.
One of the activities we carry out and which I like best are the excursions (Alicante, Valencia, Albacete,
Granada, Murcia, Cartagena...) because we like to integrate, get to know the country, its culture, its

Practically all we do in Five Continents is centred on the children, in giving them education, and passing
on values and illusion to continue to improve and above all so that they face the world without fear.
In my two years in the presidency the most important thing and that which has made me continue when
things became complicated, is to see what we are doing; these things are necessary and people need
to respond to them which can be seen from the volunteers of the association who give their knowledge
and their talent for the children and adults who are part of the classes we give. They are people who
from day to day we must thank on behalf of the association, since they invest their time in helping others.

“Fiscal amnesty” for pensioners with
pensions proceeding from other
countries.
In the fiscal reform approved by the Government on August 1st, an announcement was
made with regard to the measures to be taken for contributors with pensions coming
from other countries in order to regulate the earnings for the years 2010 to 2013.
These measures affect those residents in Spain who receive a pension from another
country and can apply to foreign pensioners who are resident in Spain as well as
Spanish pensioners who have returned to the country after having emigrated.
Due to the situation of these people, pensioners who are advanced in age and who have
great difficulty in understanding Spanish legislation because of having lived abroad
for many years, and who, in general, do not have large fortunes, the Government has
approved for this group , for this group the Government has approved of people an
extra period of six months from January 2015 to regulate their situation.

This extended period of time will allow them to present their declaration of income or
additional income, according to procedure, without having to pay any tax sanction or
charge, fee or any interest due to delay .
Those contributors who have already received the request to regularise their situation
will be exempt from the charges and sanctions, and they can request a refund of these
if they have already been paid.

25 years ago
25 years ago in July of 1989 the construction of the
new bus terminal was completed. It was built by the
company Costa Azul and situated next to the San
Esteban neighbourhood. The terminal included many
services, and centralised 90% of the people travelling
by road.
Shortly afterwards the music for the Torrevieja anthem
was inaugurated and was interpreted by the Torrevieja
Union Musical.
That same summer 154 units of the first public housing
in the town were presented. These were situated in
Acequión neighbourhood and were built by Valencia
Generatitat, and the land used for their construction
was ceded by the Torrevieja town authorities.
Nowadays these properties are surrounded by all
manner of services including a modern health centre,
a detachment of the Traffic Department of the Guardia
Civil, and the new building which houses the offices of
the Treasury of Social Security, amongst other things.
In June of the same year the Torrevieja Handball Club
rose to the first division of national handball for the
first time in its history, which was the greatest sporting
landmark in the town until then. The longed for
promotion came about in the Catalan field of Barberá
del Vallés.
Following the well deserved triumph there was an
official reception of the team by the authorities, and an
offering to the Inmaculada Concepción, the patron of
the town, in addition to other commemorative acts.
In addition during the summer period the work on
the new promenade of the Playa de los Náufragos
continued with all speed. This was used to link the area
which joins the Playa del Acequión with the area which
then was called the neighbourhood of the summer
visitors to the Veja Baja and which is now known as the
San Roque neighbourhood.

With the beginning of August came the fifth edition of the
Habaneras and Polyphony competition which generated
great interest as for the first time in the history of the
competition in Torrevieja it included choirs from other
places. The habanera chosen to open the competition
was the original one by Ricardo Lafuente Aguado, called
“Torrevieja” and the presenter was Marina Naranjo.
During the same month of August the tourist train was
put into action, now known as “Habanero”,. The first
route covered the beaches of del Cura, Los Locos and La
Mata, as well as other places of interest to tourists. This
service was inaugurated at the doors of the church of
the Inmaculada Concepción, in the presence of many
members of the public who were present there.
At the beginning of September there was a heavy
downpour with a deluge of rain amounting to 240
litres per square metre, and this caused a great deal of
material damage, although luckily no personal damage.
It was such a downpour that an urgent extraordinary
meeting was called with one single item on the agenda:
the unanimous approval to request the Generalitat
government and the central government to declare the
town a catastrophe area. Nowadays much work has been
carried out to improve the drainage system of our town.
The most recent example of this is in the Casa Grande
business park.
We finish in September with a reminder of the 200th
anniversary of the parish of Inmaculada Concepción in
the form of a Mass celebrated in the same temple with the
presence of the local authorities. At the same time and in
parallel there were various exhibitions of a sacred nature,
photographic exhibitions, restorations and others.
