You want to be a wise donor. You want your donation to be effective. The 2012 Guides for Giving will help
answer some very important questions when you are solicited by a charity:

Will the organization be an ethical steward of my donation?
•
Does the organization value donor trust, transparency, and high ethical standards by meeting the 20
BBB Standards for Charity Accountability?

Has the organization committed to the highest BBB Standards by displaying the BBB Charity Seal?
By using the Guides for Giving, you can help ensure your donations are directed to ethical charities. But the
Guide is not intended to be the end of your research. For your convenience, this guide includes the most
frequently sough after information. Think of this guide as the beginning of your research.
Comprehensive reports on any of the 169 local charities contained in this guide are available by visiting
www.westernontario.bbb.org or calling (519) 673-3222. In addition to the summary information contained
within, these comprehensive reports will help you answer:

Does the organization provide services and programs that are important to me?
•
Does the organization have a responsible, independent governing board that is wholly committed to
what is best for the organization?
•
How diversified is the organization’s fundraising?
•
Is the organization financially solvent and stable?
•
Does the organization protect donors’ privacy and personal information?
•
If the organization does not meet all BBB Standards for Charity Accountability, why? What would it
take for the organization to meet all Standards?
•
Is there any other information the BBB has highlighted that affects my giving decision?
As you review an organization’s comprehensive report, remember: organizations that have provided us with
information have done so voluntarily. They did it to provide you with as much information as possible.
Finally, you should note that it is not easy for an organization to meet all BBB Standards – it is an everyday,
conscious decision to put accountability, trust, and ethics first…and to put donors first. Organizations that
meet our Standards have taken time to demonstrate this commitment to you. Requesting their comprehensive
report is just as important as requesting it for organizations that do not meet all our Standards. Make sure to

Developing a Charity Report
BBB charity reports extend beyond a cursory review of a charity’s finances. The BBB relies on information voluntarily
provided by the charity in order to provide donors with the most complete and accurate information possible. A
typical evaluation will examine the following:
•
Annual Report
•
Any complaints from the public
•
Audited Financial Statements
•
Board Roster
•
Current Budget
•
Fundraising Appeals
These materials are carefully examined to determine whether charities meet the 20 BBB Standards for Charity
Accountability. These standards were developed with professional and technical assistance from representatives
of small and large charitable organizations, accounting and grant making professionals, corporate contribution
officers, regulatory agencies, research organizations, and the BBB system. Additionally, the BBB Wise Giving
Alliance commissioned significant independent research on donor expectations to ensure the views of the general
public were reflected in the Standards for Charity Accountability.
After the BBB’s inital review, each charity is provided with a draft copy of its report before it is made available
to the public. If any standards were not met, the BBB offers the charity the opportunity to respond and makes
recommendations that would enable the organization to meet standards in future evaluations.
Results of the Evaluations
The 2012 Guides for Giving includes summary
reports for 194 charities. Of these, 94 charities
(48%) responded to the BBB’s request for
information. 7 (9%) reports are currently being
evaluated, and out of the 94 reports completed
in time for publication, 60 (63%) met the 20
BBB Standards for Charity Accountability, 9
(9%) met all but one standard, and 18 (19%)
did not meet multiple standards.

Above is a sample of how organizations are listed in the BBB’s Guides For Giving. The first column,
Organization, provides the name, address, phone number, and website (if any) of the charity, as
well as any other names the charity commonly uses. For organizations that did not disclose with
the BBB, this column only lists the organization’s name, city, and province. The second column,
stated purpose, contains the charity’s mission statement. The third column is broken into two subcolumns. Column A lists the percentage of total expenses spent on programs, while Column B
lists the percentage of total expenses spent on fundraising. The last column provides the charity’s
evaluation, which can include several different conclusions:

Based on the BBB’s evaluation of the materials provided, the charity did not meet one or more standards.
The Guides for Giving entry will specify which standards were not met. The charity’s full report (available

explain why this is the case, as well as the charity’s response to this determination, if any.
Unable to Verify Standard X
Despite BBB requests, the charity did not provide sufficent information to determine whether
it meets a particular standard. For example, the charity may not have provided the BBB with its
fundraising materials for the year in review. In some cases, the charity fully cooperated with the
BBB, but the necessary information was simply unavailable or too ambiguous for the BBB to make
a final determination.

Despite written requests from the BBB, the organization did not provide the requested materials.
All organizations listed as “Did Not Disclose” were sent a letter confirming their status.
Charity Seal Holder
Charities are eligible to display the BBB Charity Seal ( ) if they meet our comprehensive
Standards for Charity Accountability, have committed to continue meeting our 20 Standards in the
future, address any concerns brought to their attention by the BBB, and pay an annual licensing
fee for use of the seal. Charities authorized to use the BBB Charity Seal at the time the Guides for
Giving was published are marked by this seal.

Frequently Asked Questions
Why does the Better Business Bureau provide reports on charities?
The BBB provides charity reports for the same reason it provides business reports – to inform
the public and encourage ethical practices. It may be harder now than ever before to decide
which organizations to support. The BBB reports the mission, programs, and finances of
local charities, and evaluates these organizations according to our 20 Standards for Charity
Accountability, giving you the information you need to make the best decision.
Why have standards for charities?
The BBB Standards for Charity Accountability answer basic questions about an organization’s
governance, finances, and fundraising practices – How do they use your donations? Are they
honest in their fundraising materials and financial statements? Does the board of directs avoid
conflicts of interest and provide adequate oversight? The BBB standards are designed to apply
to any charitable organization, regardless of size or field of service. A full list of the Standards
for Charity Accountability can be found on pages 6-8.
Which are the best charities in the Guides for Giving?
The BBB does not make any judgments about the worthiness of a particular organization or
cause. Donors are strongly encouraged to use the standards as one resource for making their
own judgments; you should also take into account the charity’s mission, program activities,
and history of service. Whenever a charity does not meet all standards, its full report (available
by visiting www.westernontario.bbb.org or calling 519-673-3222) will explain why and provide
the charity’s response, if any.
What do the percentages in Columns A & B mean, and why don’t they add up to 100%?
These percentages measure two important – and very different – ratios, and it is pure coincidence
if they do add up to 100%. Column A measures the percentage of total expenses spent on
programs, while Column B measures the percentage of total expenses spent on fundraising. To
meet Standard 8, Column A should be 65% or greater. To meet Standard 9, Column B should
be 35% or less. The percentages in these two columns tell you whether the organization is
spending your donations appropriately and efficiently.
Why can’t I find the charity I’m looking for?
An organization’s report may have been completed after the Guides for Giving was published,
so check our website – www.westernontario.bbb.org – for all reports. If you still can’t find it,
we may not have a report – at least not yet. According to Canada Revenue Agency there are
over 80,000 charities in Canada, and we concentrate on those charities we receive inquiries or
complaints about. If there is a charity you would like us to review, please call (519) 673-3222,
and let us know. Your call will help determine which charities are included in the next Guides
for Giving.

BBB Standards For Charity Accountability
The BBB Standards for Charity Accountability were developed to assist donors in making sound giving
decisions and to foster public confidence in charitable organizations. The standards seek to encourage fair
and honest solicitation practices, to promote ethical conduct by charitable organizations and to advance
support of philanthropy. They are based on the belief that full and accurate disclosure of an organization’s
program, management, and finances will encourage public support of philanthropy. To meet BBB Standards
for Charity Accountability, an organization is required to:
GOVERNANCE AND OVERSIGHT
The governing board has the ultimate oversight
authority for any charitable organization. This section
of standards seeks to ensure that the volunteer board
is active, independent, and free of self-dealing. To meet
these standards, the organization shall have:
1. A board of directors that provides adequate
oversight of the charity’s operations and its staff.
Indication of adequate oversight includes, but is
not limited to, regularly scheduled appraisals of
the CEO’s performance, evidence of disbursement
controls such as board approval of the budget and
fund raising practices, establishment of conflict of
interest policy, and establishment of accounting
procedures sufficient to safeguard charity
finances.
2. A board of directors with a minimum of five voting
members.
3. A minimum of three evenly spaced meetings per
year of the full governing body, with a majority in
attendance, with face-to-face participation.
A conference call of the full board can substitute for
one of the three meetings of the governing body.
For all meetings, alternative modes of participation
are acceptable for those with physical disabilities.
4. Not more than one or 10% (whichever is greater)
directly or indirectly compensated person(s)
serving as a voting member(s) of the board.
Compensated members shall not serve as the
board’s chair or treasurer.
5. No transaction(s) in which any board or staff
members have material conflicting interest with
the charity resulting from any relationship or
business affiliation.

Factors that will be considered when concluding
whether or not a related party transaction constitutes
a conflict of interest and if such a conflict is material,
include, but are not limited to: any arm’s length
procedures established by the charity; the size
of the transaction relative to like expenses of the
charity; whether the interested party participated
in the board vote on the transaction; if competitive
bids were sought and whether the transaction is
one-time, recurring or ongoing.
MEASURING EFFECTIVENESS
An organization should regularly assess its effectiveness
in achieving its mission. This section seeks to ensure
that an organization has defined, measurable goals and
objectives in place and a defined process in place to
evaluate the success and impact of its program(s) in
fulfilling the goals and objectives of the organization and
that also identifies ways to address any deficiencies. To
meet these standards, a charitable organization shall:

its approval, a written report that outlines the
results of the aforementioned performance and

This section of the standards seeks to ensure that the charity
spends its funds honestly, prudently and in accordance
with statements made in fund raising appeals. To meet
these standards, the charitable organization shall:

13. Accurately report the charity’s expenses, including
any joint cost allocations, in its financial statements.
For example, audited or unaudited statements which
inaccurately claim zero fund raising expenses or
otherwise understate the amount a charity spends
on fund raising, and/or overstate the amount it
spends on programs will not meet this standard.
14. Have a board-approved annual budget for its
current fiscal year, outlining projected expenses
for major program activities, fund raising, and

current programs activities. To meet this standard,
the charity’s unrestricted net assets available for
use should not be more than three times the size
of the past year’s expenses or three times the size
of the current year’s budget, whichever is higher.
An organization that does not meet Standards 8, 9 and/
or 10 may provide evidence to demonstrate that it’s
use of funds is reasonable. The higher fund raising and
administrative cost of a newly created organization, donor
restrictions on the use of funds, exceptional bequests,
and a stigma associated with a cause and environmental
or political events beyond an organization’s control are
among factors which may result in expenditures that
are reasonable although they do not meet the financial
measures cited in these standards.
11. Make available to all, on request, complete annual
financial statements prepared in accordance with
generally accepted accounting principles. When
total gross income exceeds $250,000, these
statements should be audited in accordance with
generally accepted auditing standards.
For charities whose annual gross income is less than
$250,000 a review by an accountant is sufficient
to meet this standard. For charities whose annual

FUND RAISING AND INFORMATIONAL
MATERIALS
A fund raising appeal is often the only contact a donor
has with a charity and may be the sole impetus for
giving. This section of the standards seeks to ensure that
a charity’s representations to the public are accurate,
complete, and respectful. To meet these standards, the
charitable organization shall:
15. Have solicitations and informational materials,
distributed by any means, that is accurate, truthful,
and not misleading, both in whole and in part. Appeals
that omit a clear description of program(s) for which
contributions are sought will not meet this standard.
A charity should also be able to substantiate that
the timing and nature of its expenditures are in
accordance with what is stated, expressed, or
implied in the charity’s solicitations.
16. Have an annual report available to all, on request,
that includes:
(a) The organization’s mission statement;
(b) A summary of the past year’s program service
accomplishments;
(c) A roster of the offices and members of the board of directors; and
(d) Financial information that includes:
(i) total income in the past fiscal year,
(ii) expenses in the same program, fund
raising, and administrative categories as
in the financial statements, and
(iii) ending net assets.
(c) Any maximum or guaranteed minimum contribution
amount (e.g., up to a maximum of $200,000).
20.Respond promptly to and act on complaints
brought to its attention by the BBB Wise Giving
Alliance and/or local Better Business Bureaus
about fund raising practices, privacy violations,
and/or other issues.
17. Include on any charity websites that solicit
contributions, the same information that is
recommended for annual reports, as well as the
mailing address of the charity and electronic
access to its most recent Revenue Canada return.
18. Address privacy concerns of donors by:
(a) providing in written appeals, at least annually, a
means (e.g., such as a check off box) for both
new and continuing donor to inform the charity
if they do not want their name and address
shared outside the organization, and
(b)providing a clear prominent and easily accessible
privacy policy on any of its websites that tells visitors
(i) what information, if any, is being
collected about them by the charity
and how this information will be used,
(ii) how to contact the charity to review
personal information collected and
request corrections,
(iii) how to inform the charity (e.g., a check
off box) that the visitor does not wish his/
her personal information to be shared
outside the organization, and
(iv) what security measures the charity has
in place to protect personal information.
(c) Provide, upon request, a copy of the privacy
policy.
19. Clearly disclose how the charity benefits from the
sale of products or services (i.e., cause-related
marketing) that state or imply that a charity will
benefit from a consumer sale or transaction.
Such promotions should disclose, at the point of
solicitation:
(a) The actual or anticipated portion of the
purchase price that will benefit the charity (e.g.,
5 cents will be contributed to ABC charity for
every xyz company product sold),
(b) The duration of the campaign (e.g., the month
of October),

Charities that display the BBB Charity Seal have committed to the highest ethical
standards of conduct. Everyday, these organizations put ethics, accountability, and
transparency first. For these organizations, instilling trust in their donors is vital to
fulfilling their mission.
Look for the BBB Charity Seal to assist with wise giving decisions. Charities are eligible
to display the BBB Charity Seal if they meet the following criteria: they currently meet
our comprehensive Standards for Charity Accountability, have committed to continue
meeting our 20 Standards in the future, address any concerns brought to their attention by the
BBB, and pay an annual licensing fee for use of the seal. Charities that have adopted the seal have
undergone the same evaluation process as all charities in the Guides for Giving, and upon meeting
our rigorous standards have been invited to join this prestigious group.

Five Questions to Ask Charity Telemarketers
1. Do you work for the charity or a professional solicitor?
Some charities use their own employees or volunteers while others hire outside contractors. If the call
works for a telemarketing company, the best follow-up question is…
2. What percentage of my donation will the charity receive?
By law, telemarketers should answer this question truthfully. While some telemarketers companies
charge a reasonable percentage for their services, others may keep 90% or more of your donation.
3. Is my donation tax-deductible?
If the answer is “no,” then the organization may be a labour union, fraternal organization, political lobbying group, or even a for-profit company claiming to be a charity. Before you donate, know who the
organization is by asking for their full name and address.
4. How will my donation be used?
Ask for details: when, where, who. If they claim to have local programs, then ask them where the programs take place. Be cautious of appeals that are long on emotion, but short on details.
5. Can you send me some written information?
Your donation is an important decision, and you deserve the right to make that decision on your own
time after thoughtful consideration. Refusing or being unable to provide written information, or pressuring you to make an immediate gift are major red flags.
