Town of Springdale News November – December 2012 Citizens of the Season Spring 2011 Mike Marriott On rare and fine occasions, one person is in the right place at the right time and knows the right people to convince to make something happen that would be otherwise impossible. Mike Marriott was that person this summer and the new hiking/biking trail in Springdale is the result. Almost 300 people from the LDS LaVerkin Stake showed up one July morning to blaze the trail and essentially finished it in one morning. A few days later they came with friends – over 1000 people - to Springdale’s 24th of July Extravaganza – also a Mike Marriott creation. In recognition of his organizational efforts, the grateful Springdale Town Council has chosen Mike to be the Citizen of the Season for Fall 2012. Mike has also served on the Planning Commission since 2008, including a year as chairman. He and his wife Kristen live in Canyon Springs with their daughter Dulcinea. Mike says he would like to turn the 24th of July in to a great family tradition in Springdale. He also has ideas brewing in his head about the 4th of July. He says, “I’m all for lots of community celebrations. We don’t all have to see eye to eye; we just need to get together and build friendships and community.” Of the new trail, he says “Hopefully the trail will last a long time. Hopefully everyone will go out and enjoy it. It’s a beautiful place to go.” We all thank him for coordinating the immense effort of the many people who made such a fine thing happen here in Springdale. When we honor him, we also honor them. Outdoor Lighting Extraordinaire! Thanks to everyone who attended the outdoor lighting event on Monday, October 29. For those who did not attend, you really missed out. Here is the low down on what you missed: • Preserving the night sky with appropriate outdoor lighting will bring economic, health, and safety benefits to the Town. • The Town’s outdoor lighting ordinance requires: all light fixtures to be down directed and fully shielded, all lighting to be confined to functional areas (no architectural or landscape lighting), and all lighting to be confined to the property boundaries. • Lighting that was in place prior to 2009 (when the ordinance was adopted) and is currently out of compliance will need to be brought into compliance by 2016. • This winter the Town will be conducting a lighting review of all properties in Town to identify lights that are out of compliance and need to be corrected. Your property will be reviewed and you will be given a copy of the results. This review is a courtesy to property owners to help you begin the process of coming into compliance with the lighting ordinance. It is not a punitive enforcement action. It is being done in a spirit of helpfulness. Please contact Tom Dansie at the Town Office if you have any questions on the upcoming lighting review. Calendar of Events Please see the Town Calendar included in this newsletter If you would like to have an event included on the calendar, you may call the Town Hall at 772-3434 or use the online form on the Town’s website (www.springdaletown.com/eventscal.html). Zion Joy to the World, Continued • Deadline for entry forms for light parade December 3; (Only pre-registered entries are eligible for prizes.) Late entries will be allowed, of course, but not judged. We’re trying this to make sure the judges and emcee actually get the right names with the right entries. It easy to get things mixed up because, hey, it’s dark out there! • 1st Annual Elf Run! All the runners will be dressed as elves, can you believe it? December 8, at 4PM. Beginning and ending at Zion Theatre with a jaunt downtown. Pure fun. • In conjunction with the Festival, Bumbleberry Theatre is featuring the Rhett Thomas production Christmas in Zion on Fridays at 7:00 and Saturdays at 2:00 and 7:00 • Drepung Loseling Tibetan Monks making a mandala at the Community Center from December 15 through 18. Keep your eye on the Zion Joy to the World Festival website, which is more beautiful than ever, with new information, new images, new calendar information and even a video! www.zionjoy.com Mark Chambers is chairman this year with board members from Springdale Town, Zion Canyon Visitors Bureau and Z-Arts. The committee hopes this will be the best festival yet. Lions Club Turkey Shoot The Lions Club Turkey Shoot will be held on November 17th (Saturday). November-December Newsletter, Page 2 Notice of Intent to Prepare an Impact Fee Facilities Plan and Impact Fee Analysis for the Town’s Parks and Recreation Facilities The Town of Springdale will be preparing an Impact Fee Facilities Plan to determine the public parks and recreation facilities required to serve new development. In conjunction with the Impact Fee Facilities Plan, the Town of Springdale will be conducting an Impact Fee Analysis to determine the proportionate share of costs of new park and recreation facilities reasonably related to new development. Questions regarding the Impact Fee Facilities Plan or Impact Fee Analysis may be directed to Rick Wixom, Town Manager or Thomas Dansie, Director of Community Development. Phone: 435-772-3434 Email: [email protected] (Rick Wixom) [email protected] (Thomas Dansie) Town Color Palette Now Applies to Old Buildings The Town has a color palette that regulates the colors used on all new buildings. The color palette has been in place since 1992, and was substantially revised in 2006. Until recently, if your house or business building was built prior to the Town adopting the color palette you were exempt from the Town’s color regulations. That has now changed. All structures, regardless of when they were built, are now subject to the Town’s color palette. Here’s how it works. If your house is a color that is not on the color palette and you want to repaint it you have two choices. First, you can repaint the house the same color it is now, even if that color is not on the color palette. Second, you can repaint your house any color you want, as long as that color is black. Wait, I mean, as long as that color is on the Town’s color palette. Check with Tom Dansie in the Town Office for colors that are on the palette. Time to Winterize your Irrigation System As a reminder to all irrigation users: Now is the time to winterize your irrigation system. Don’t forget to insulate any exposed lines and drain your system to avoid broken lines due to freezing temperatures this winter. Annual Senior Christmas Dinner The Annual Senior Christmas Dinner will be Tuesday, December 18th at 12:00 p.m. in the Canyon Community Center. Please call Clara (772-3242), Arlene (772-0323) or Liz (66-6830) with reservations by November 11th. Christmas program will feature live entertainment: “The Gift of Christmas” by the Force from Hurricane, UT., Santa and prizes. Anyone 60+ is welcome to attend. Come join the fun with the Seniors! Utility Billing Changes A reminder of upcoming changes to the Town’s utility billing system: Consolidated Billing Statements The previous system only allowed one meter or utility service per billing statement. If your property happens to have multiple meters, you are used to seeing multiple billing statements. If you have a culinary water account and an Town irrigation account, you are also presently receiving a billing statement for both water systems. The new software will enable these billing situations to be consolidated into one billing statement. This consolidation is expected to be rolled out to utility customers this fall. Emailing Statements The other significant change is the ability to email monthly utility statements. Many residents have asked for this option and the previous software wasn’t able to produce emailed statements. If you would like to receive statements by email, please visit the town website for an authorization form to fill out and return to the Town Treasurer. The web address is: http://www.springdaletown.com/services/water/. November-December Newsletter, Page 3
