With most of Daikin Airconditioning (S) Pte Ltd’s work activities involving working at
heights, the company strives to ensure a safe work environment for its workers. Daikin
recognises the importance of workplace safety and health (WSH), as it once faced the
challenges of securing business contracts due to a lack of proper WSH management
systems in place or access equipment to carry out work safely. The company has since
overcome these challenges to make WSH an integral part of its business operations.
Besides investing heavily in specialised WSH equipment, Daikin also has safety
professionals providing WSH advice and assistance to its technicians at various worksites
on a daily basis. Its safety demerit point system encourages safe work practices, as
project teams with the fewest demerit points incurred due to non-compliance with WSH
requirements are recognised and rewarded at its annual Service Partner Awards. The
company hopes to take a step further by developing a safety course to share its expertise
and best practices with the industry and promote safer air-conditioning works.
Being a bizSAFE Partner, Daikin is committed to promoting a strong WSH culture among its
stakeholders. For example, contractors are required to achieve bizSAFE Level 3 certification
within a year of joining Daikin. The company also provides subsidies to help its contractors
obtain bizSAFE Level 3 certification. Daikin strongly believes that the investment in WSH
has paid off and has resulted in more business opportunities. The reputation of having good

in your business
effectively
“It takes 20 years to build a reputation and five minutes
to ruin it. If you think about that, you will do things
differently.” – Warren Buffett
This quote by Warren Buffett, the American business magnate, investor and philanthropist
says it all.
Enhanced risk management can improve safety and health at
your workplace
Termed ‘Risk Management 2.0’ (or RM 2.0), the revised approach
focuses on three key principles – effective implementation of risk
management, reducing risks at source, and consideration of all factors
that can increase risks.
i Risk management should not be a paper exercise
Preparing a risk management plan does not equate to
implementation. What has been documented in the plan must be
implemented on the ground and reviewed if there is a change in
the work environment or processes.
Employers must also encourage open communication between
employers and employees for effective implementation.
ii Always reduce risk at source first
Eliminating risks should always be the first step in identifying,
evaluating and controlling risks at the workplace. By eliminating
the risk from the beginning, there will be no risk involved in the
work.
As business owners, we know that it takes time to build success and reputation, but you
can lose nearly everything in an instant when something unfortunate like an accident
at your workplace happens. And we all know that such accidents can be costly and
detrimental to the business.
However, if elimination is not possible, the next step is to
substitute the hazard with a safer alternative that can minimise
exposure to the risk. If neither approach is feasible, applying
engineering controls or administrative measures such as training
workers should be considered.
Many businesses believe that accidents would not happen to them as they think that the
risk is low.
Use of personal protective equipment should only be applied last
as the last line of defence against hazards.
But all work activities carry risks and it is crucial that risk management be carried out in
all workplaces, be they construction worksites, manufacturing plants, shipyards, food and
beverage establishments, offices, etc.

iii Consider all factors that affect risk
Employers should look beyond physical risks and hazards and take
into consideration all factors that affect risk. These may include
personal health risks such as diabetes, high blood pressure or
asthma, workload, working hours, work environment, etc.
Your Reliable Partner for Growth
These factors have an impact on the employee’s ability to work
safely and healthily. Employees should also consider the impact of
such risks, as the risks taken by the employees have an impact on
the quality of their lives and their families.

Galmon (S) Pte Ltd is a recipient of the bizSAFE
Enterprise Exemplary and bizSAFE Champion Awards.
When Galmon (S) Pte Ltd first embarked on its bizSAFE journey, one of the main challenges
faced by its management was changing workers’ mindsets and work practices. Galmon
used various methods, including screening of safety videos, to educate its workers on the
importance of workplace safety and health (WSH) and train them in safe work practices.
Over time, this dedication translated to an improvement in the organisation’s WSH culture.
Thus, attaining the bizSAFE Enterprise Exemplary Award is a recognition of the company’s
efforts towards achieving WSH excellence.
For Soon Li Heng Civil Engineering Pte Ltd, the biggest motivation to working safely and
healthily is family. The company understands that each worker is someone’s parent,
spouse or child and strives to ensure all workers return home safely to their families after
work. Soon Li Heng believes that good workplace safety and health (WSH) management
prevents work accidents and reduces lost-time injuries. In turn, the company will be able
to conduct its business more efficiently and productively.
As a firm believer in engaging employees on safety and health matters, Galmon promotes
a supportive work environment by encouraging all staff to provide WSH ideas. For example,
Galmon has refined the demarcation of walkways on its premises to ensure the safety of its
workers as well as visitors. It has also set up a safety committee that comprises employees
from various departments working together to develop capability building programmes
and motivating one another to adopt good WSH practices. Its employee and bizSAFE
Champion Award winner, Hazel Yong, is part of this committee and has been instrumental
in contributing to the enhancement of Galmon’s policies, processes and work environment.
As a provider of excavation and mild steel plate rental services, one of Soon Li Heng’s
work activities involves lifting and transportation of mild steel plates using a lorry crane.
However, the conventional use of wire ropes and hook presents potential WSH risks such
as the snapping of ropes during the lifting process. As part of its drive to keep workplaces
safe, the company has invested in innovative work equipment through the use of a
magnetic crawler machine. This removes the need for slings or hooks required in lifting
the steel plates, hence making the operation safer and more efficient.
Galmon believes that the bizSAFE programme has inspired it to continuously improve its
WSH management and contributed to greater productivity and fewer man-hour loss due
to work accidents. The reputation gained from having a good WSH record has also helped
Galmon gain the trust and confidence of its customers and vendors alike.
Becoming a bizSAFE Partner and receiving the bizSAFE Enterprise Exemplary Award are
important to Soon Li Heng as they affirm that the company is headed in the right direction
in WSH.
Soon Li Heng supports the bizSAFE programme in helping to create a safe and healthy
work environment and strongly encourages other companies to join the bizSAFE
community as well.

China Construction (South Pacific) Development Co Pte Ltd recognises that providing a safe
and conducive environment for its workers is not only a moral obligation, but also essential for
business success. It firmly believes that good workplace safety and health (WSH) management
allows the company to avoid unnecessary work disruptions, costly project delays and increased
insurance costs caused by work-related injuries. It firmly believes that when workers feel safe
and comfortable, they will be more engaged and productive in their work.
As its line of work is potentially high-risk, Teambuild Engineering and Construction Pte Ltd
places particular emphasis on the safety and wellbeing of its staff.
As part of efforts to improve workplace safety and health (WSH), the company makes use of
available information technology with tools such as the iSafe and iGreen systems. The systems
make safety and environmental inspections at its worksites easier and faster, as inspections are
done electronically on mobile devices rather than completing paper-based checklists. Inspection
reports are also auto-generated through the systems for further safety analysis and monitoring
by management and relevant stakeholders.
The company’s emphasis on WSH has spurred it to continually improve its WSH performance.
Instead of relying heavily on site management teams to keep the workplace safe, China
Construction has set up a corporate environmental, health and safety (EHS) department to
oversee all WSH issues. The EHS department’s role includes conducting regular workplace
inspections and implementing follow-up measures on issues reported. The company also
ensures that high WSH standards are maintained by training staff on the latest WSH regulations
and practices.
Teambuild Engineering prides itself on being a market leader in the adoption of prefabricated
pre-finished volumetric construction (PPVC) – which involves the assembly of whole flats or
units complete with internal fixtures that are produced off-site in factories, and then installed
on-site in a Lego-like manner. With the bulk of installation activities carried out off-site, the
company has seen an improvement in on-site safety and work productivity due to a reduction
in manpower and work-at-height activities required on-site.
Despite having a diversified workforce, China Construction makes a conscious effort to ensure
that all workers apply the same WSH values. Besides assimilating workers into the workplace, it
also puts workers through regular training so as to build a cohesive WSH culture.
The company constantly pushes itself to achieve better WSH standards and believes that
changing the WSH mindsets of workers, while challenging, is possible. It stresses the
importance of perseverance and commitment from management and workers, as well as
having a ‘can-do’ attitude for instilling a positive WSH culture. Through the bizSAFE programme,
Teambuild Engineering aims to reach out to other companies to help them enhance their WSH
management and build a more safety-conscious workforce.

Hertel Singapore Pte Ltd is a
bizSAFE STAR certified company.
To Hertel Singapore Pte Ltd*, the most important asset is its people. Hence, providing
workers with a safe and healthy work environment is a commitment deeply rooted in the
company’s heritage.
As part of efforts to instil a workplace safety and health (WSH) culture, the company
has implemented a Target Zero programme which involves conducting an additional
risk assessment right before work commencement. This will help to identify and
correct hazards that might have been overlooked during the initial risk assessment at
the planning stage. Hertel also uses the Hearts and Minds toolkit to ensure that WSH
is integrated within the work behaviour. By getting staff involved in WSH matters, the
toolkit helps to facilitate a cultural change from a reactive to proactive and generative
approach to WSH management.

PSA places great emphasis on workplace safety and health (WSH) and strives to achieve WSH
excellence by upskilling its workers, improving work processes and instilling a WSH culture.
Guided by its comprehensive Health, Safety, Security and Environment (HSSE) policy, the
company ensures that safety and health considerations are integrated into its commercial and
operational decisions.
PSA believes that a strong WSH culture helps build trust between workers and the management
and promotes a shared belief of having zero injuries at the workplace. Regular and inclusive
activities involving management, union representatives, staff, contractors and customers, such
as weekly safety performance meetings, joint inspections and walkabouts, promotional road
shows, and hazard identification programmes, serve to instil the importance of WSH at all levels.
CultureSAFE is another complementary programme for PSA to nurture a safety mindset in every
employee and emphasise WSH as an important consideration in day-to-day work.
PSA also has a 24-hour Hazard Reporting Hotline for workers to report WSH hazards identified
at its terminals. The Terminal Control Centre will take prompt action to rectify the hazard and
workers are rewarded for reporting it. These initiatives not only encourage active involvement
of workers in WSH, but also prevent potential accidents arising from the hazards identified.
To encourage business partners to enhance their WSH management, PSA requires all its vendors
to be at least bizSAFE Level 3 certified before they are qualified to undertake any work on its
premises. PSA will continue to lead by example and foster a positive WSH culture.
Creating an

At Keppel, we believe that

well-being of our colleagues and

stakeholders, we continually
tighten the safety standards of
the external parties we deal with,

our goal of zero incidents.
As a firm believer that workplace safety and health (WSH) improves productivity and
reduces risks, Keppel Corporation strives to continually enhance its WSH management
systems and align its business operations with best practices. The Keppel Group has
invested over $40 million to improve WSH – through enhancing infrastructure, upgrading
systems and building knowledge and skill sets. Over the years, several business units under
the Group have attained various categories of bizSAFE statuses, including bizSAFE Mentor,

Under the Offshore and Marine arm, regular WSH engagement visits are conducted at
workers’ dormitories and sharing sessions are held at both its Singapore and overseas yards.
These initiatives help to engage a multicultural workforce on WSH issues and train workers

Workplace safety and health (WSH) is of paramount importance to LSK Engineering (S)
Pte Ltd. The company believes that poor WSH management can have a negative impact
on the safety and wellbeing of its workers and the public, as well as its productivity
and bottom line. This belief has spurred LSK Engineering to make a conscientious effort
towards keeping themselves and those around them safe and healthy at work.
One of its WSH initiatives includes having a cross-monitoring system at its worksites,
where a designated individual from the ‘site police’ team will monitor and assist other
workers in working safely. The company also invests in additional training for the ‘site
police’ team to ensure that they are able to identify and correct work hazards. For LSK
Engineering, ensuring that workers consistently use ladders safely and properly is a
challenge. To tackle this, workers are constantly educated and reminded on using the
‘buddy system’ so that they are able to keep an eye on each other and help each other
work safely.

PCS emphasises that maintaining a safe and healthy work environment cannot be
achieved solely by one person’s efforts, but requires workers depending on one another
to identify hazards and work safely. With this in mind, the company has implemented its
“Speak Out for Safety” initiative, where everyone is empowered to talk freely, fearlessly

PCS aims to lead by example and help other companies place WSH as a priority. By

Workplace safety and health (WSH) is a core value of Sunray Woodcraft Construction Pte
Ltd’s business as it recognises that a good WSH record gives them a competitive edge over
other companies.
Sunray strives to safeguard the safety and health of its workers by conducting regular
training sessions at its worksites on safe and proper use of tools and equipment as well as
best practices. Sunray also implements engineering controls within its production factory,
such as using local exhaust ventilation during powder coating activities and automated
machinery to reduce workers’ exposure to chemicals and production materials. It also
provides recognition and rewards to drive safe work behaviour.
The company fosters a no-blame culture where workers are able to speak out, without
fear of blame, on WSH issues and make suggestions for improvement. Besides the bizSAFE
programme, the company believes that the WSH initiatives it has implemented – through
education, enforcement and positive reinforcement – have helped in building WSH
mindsets and changing unsafe work habits.
