Photo by Max Marbut By David Chapman Staff Writer Few answers about collapse No timetable for repairs, restoration of power By Max Marbut Staff Writer What is known: A section of the intersection of Coastline Drive and Liberty Street collapsed into the St. Johns River early Sunday morning. What is not known: Why the roadway, suspended above the river on pilings, failed; what it will take to repair the damage and how long residents at the Riverwalk Townhomes at The Plaza will be without electricity. “We are in survival mode,” said Dawn Emerick, a townhome resident who, along with her husband, two children and the family cat and dog checked into the nearby Hyatt Regency Riverfront on Sunday. She said Monday morning that another night at the hotel was planned while the family looks for more long-term accommodations. When the roadway collapsed, a JEA transformer, power cables and the conduit that provided electric service to the townhomes were damaged. Residents were sent a letter from JEA on Monday afternoon that explained due to the large size and weight of the 5,200pound transformer and the equipment needed to replace it, JEA is “currently unable to safely replace it” because of the weight restriction on the roads in the area. “At this time, we do not have an estimated time for power restoration,” the letter stated. Emerick said, “The last word we got is at least two weeks.” Another section of Liberty Street, which is rated at three tons maximum capacity, collapsed in April 2012 when a 12-ton crane was used for pressure washing the parking garage at The Plaza at Berkman condominiums. The condos are not affected by the power outage. City spokesman David DeCamp said Monday the Reynolds, Smith and Hills Liberty... Continued on Page A-3 The Downtown Investment Authority hasn’t truly been independent since it was created two and a half years ago. There’s been one component holding it back. Without an approved business and redevelopment plan, the authority had to keep coming back to City Council to spend money on the urban core. Those days look numbered now. “This work product and all of the pieces of the work product are something they’ve spent a year on,” council member Lori Boyer told members of the Rules Committee on Monday. The group ended up unanimously approving, 7-0, the authority’s Downtown development plan. Later in the day, the Transportation, Energy and Utilities Committee approved it 6-0. Three more committees will review it today. If approved, it likely sets up a final vote next week. Aundra Wallace, the authority’s CEO, said he thought the committee process was going well and hoped the success continued today. In effect, the plan is an update to the Downtown Master Plan adopted in 2000 and to the Community Redevelopment Areas programs, which haven’t been altered since the 1980s. The 81-page bill highlights functions of the authority, such as being able to negotiate and approve incentives for businesses without council approval. The authority’s overall budget still must annually be approved. In addition, the authority will directly manage Downtown’s tax increment finance areas, also known as TIFs. Those cover the Southbank and Northbank, with funds in each dedicated toward projects in those respective areas. The legislation also sets up authority liaisons with Downtown aspects of which it isn’t in control, such as public parking, parks and special events. Rules... Has hosted 51 foreign exchange students in 25 years. Public By Carole Hawkins Staff Writer Realtors are living in interesting times. Sally Suslak, president of the Northeast Florida Association of Realtors, sees the upside potential, though. Owner and broker of Traditions Realty in Riverside, Suslak has made it through other down cycles in the more than 35 years she’s worked in real estate. Now that statistics are turning positive, it’s time to start feeling good about Jacksonville again and telling its story, she said. The Jacksonville Jaguars have played football in London and One Spark has been reprised in Berlin. The city’s always been known for golf, but it’s also been the insurance capital of the South. Jacksonville benefits from having many different kinds of neighborhoods, whether it’s an urbanite cluster, acreage for horses in a backyard, a condo on the legal notices begin on page A-9 water or a house on the beach. “Anybody coming here can buy something in their price range,” Suslak said. “Anybody can find a place that feels like home.” Besides getting people excited about their hometown, Suslak would like to get agents more involved with NEFAR. NEFAR is a professional association that people join voluntarily. But, because its services are so fundamental to real estate — access to the Multiple Listing Service, the continuing education courses needed to maintain a license — membership is never lacking. Suslak, though, would like to see people engage beyond the minimum — by working on a committee, coming to an event or paying a fair share toward political advocacy that supports the industry. Regency Centers Inc. Vice President Tom Fleming confirmed last week his group is Carey “actively working” toward development of East San Marco. Fleming said no residential development partner or time frame was being announced. The vacant 5-acre site at Hendricks Avenue and Atlantic Boulevard is designed for 280 apartments, up to 63,000 square feet of commercial space, including a Publix Super Markets Inc. store, the existing Wells Fargo bank branch and additional commercial space. A deal last year called for Jacksonville-based Whitehall Realty Partners to buy the land at closing and develop the project, then sell the retail and commercial portion to Regency. Last April, Whitehall Realty Partners withdrew from the deal, saying it could not line up the financing. City Council member Lori Boyer, who represents the district, said last week she met with Fleming and understood that a deal was “looking very positive” and that Regency was working out legal agreements and other details. She would not comment about speculation that Whitehall was re-engaged with the deal, referring questions to Regency. Vistakon tank farm project tops $10M So far, the investment by Jacksonville-based Vistakon into its proposed solvent tank farm in Southside is topping $10 million. Investment in site work, plumbing, the foundation, the shell structure and the interior build-out is adding up, according to building-permit applications filed with the city. Vistakon is a division of Johnson & Johnson Vision Care Inc. It makes the Acuvue brand of disposable contact lenses at its 69-acre campus at 7500 Centurion Parkway in Deerwood Park. Gilbane Building Co. is the contractor. Construction is expected to be completed this year. Spokesman Gary Esterow said previously the tank farm houses ingredients used to make Vistakon’s Acuvue brand of contact lenses, which have been manufactured at the site for decades. Vistakon wants to relocate its existing system to an alternative location on the campus. All the necessary environmental permits have been filed, he said. He said the company does not disclose specific business or investment costs for such facility improvements. Vistakon started development of the manufacturing plant, distribution center and research and development facility in 1993 and Today has been expanding since. The two-story proposed tankfarm structure, at 8,000 square feet, not only boosts Vistakon’s investment but also its presence. The company’s campus will expand to almost 797,000 square feet. The company also leases space nearby for administrative offices. $21M GSA office a step closer Construction is another step closer for the $21 million General Services Administration office center in North Jacksonville expected to be completed in early 2016. Duke Indiana Construction Limited Partnership, part of Duke Realty Corp. of Indiana, is the contractor for the almost $5.6 million shell building planned at 10426 Alta Drive. Interior buildout will be separately permitted. A building-permit application was submitted Friday for the project, a two-story, 56,549-squarefoot foot structure on 5.56 acres. The building is being developed for the U.S. Coast Guard and U.S. Customs and Border Protection, which will use it for offices and related services in support of security at the Port of Jacksonville and its surrounding waters, according to the General Services Administration. General Capital Acquisitions LLC of Milwaukee, Wis., won the GSA contract July 31 to develop the structure near the St. Johns River and the Blount Island and Dames Point marine terminals. General Capital Vice President Steve Sirkis said previously that construction should start in February. The building will yield 46,014 square feet of rentable space. The Coast Guard and Customs and Border Protection should take occupancy March 15, 2016, under a 15-year lease term. Jacksonville-based Prosser Inc. is the civil engineer. According to the GSA, the contract amount is $20,925,000. The site is along the Interstate 295 East Beltway, north of Zoo Parkway/Heckscher Drive. General Capital and Duke Realty also developed and built the U.S. Immigration and Customs Enforcement building in Flagler Center in 2012. Mayport assisted-living center in review The city is reviewing plans for the proposed Anthem Lakes assisted-living development in the Mayport area at 905 Assisi Lane. Anthem Lakes LLC, led by Wayne, Carson and Heath McCall of Jacksonville and David Kirkland of St. Charles, Mo., submitted the plans. The limited liability company wants to develop the three-building project on 14.54 acres. The project comprises a 73,962-square-foot, three-wing assisted living building, a 22,417-square-foot memory care building and a 1,700-square-foot sales and information center. Kirkland said previously the $23 million, 119-unit Anthem Lakes is envisioned as a potential national model for veteranfriendly senior living. The retired president of St. Louis-based Allegro Senior Living said Anthem Lakes is not limited to veterans, but is positioned to serve retired or returning military. It would offer assisted- and independent-living units as well as a building for memory-care and dementia residents. Kirkland said construction should start in July for completion in 14 months. The site includes creek frontage and shoreline along a 4-acre lake. The center will be 1.4 miles south of the entry to Mayport Naval Station and directly opposite the exit from the station’s commissary, which Kirkland said “clearly lends itself to a special outreach to veterans.” The construction team comprises contractor Perry-McCall Construction, of which McCall is CEO; PQH Architects; JBC Planning & Engineering for civil engineering; and Janet O. Whitmill R.L.A. Inc. for landscape design. Westside retail development in design More retail development could be coming to West Jacksonville. A 7.15-acre site at Normandy Boulevard and Herlong Road is being marketed for $1.1 million and is designed for 50,000 square feet of commercial space. Colliers International Northeast Florida is marketing the property. A site layout plan shows the potential for five buildings on the five parcels — a twostory, 37,600-square-foot office building, four fast-food parcels and a tire store. Colliers International broker Ronald McVay is the listing broker. He said the site could be sold in whole or in parcels. The city issued a mobility fee calculation certificate in December. The property is owned by Normandy & Herlong Center LLC, whose authorized members are McVay and Marco Tran. The manager is Honglan Tran. Normandy & Herlong Center bought the property in December, McVay said. Meanwhile, McVay said he and associate Jason Hinson are talking with an “ale type” restaurant as well as a spa for the San Marcoarea shopping center they represent at 1620-1630 Hendricks Ave. McVay said the back parking lot in the popular and trendy area will be upgraded. He said the owners have invested in renovating the storefronts. “It’s a good-looking project,” he said. Owner Rettner Hendricks Realty LLC, based in Yonkers, N.Y., said in December 2013 it wanted to invest at least $300,000 in façade renovations for the storefronts. The structures, built in 1947 and 1948, total more than 11,500 square feet of space and take up about 1.31 acres. The storefronts are another link along Hendricks Avenue from the Southbank riverfront to the San Marco neighborhood retail center. The past 10 years have been a roller-coaster ride for real estate, Suslak said, going from the top to the bottom, and now finally, slowly working its way back up. In recovery, the market has also changed. “Today, people can’t just put a sign out in front of their house and say, ‘I want X amount of dollars for my house,’” Suslak said. “And then, somebody’s going to come and buy it, and they’re going to get a 125 percent loan from the bank.” Mortgage rules have been rewritten. And, foreclosures and short sales have created a marketplace with a new set of needs. “There’s been a lot of focus on property management because many homeowners were forced into becoming landlords when they couldn’t sell their house,” Suslak said. “There’s been a lot of training for that, because it’s a whole different skill set than selling a house.” Liberty... Continued from front page Lenders now offer more rehab loans, because houses were neglected or damaged through foreclosure. Another aspect that has changed is consumer sentiment. “People are cautious about paying too much for a house. They’re afraid they’ll get stuck with it,” Suslak said. “They don’t look at their house as their bank account anymore, thinking every year it’s going to go up 5 percent in value, where they’ll sell it and retire.” This year, more new consumer rules will go into effect. So, it’s still a time of regaining bearings. Ultimately though, people will always need a place to live, whether they buy or rent, Suslak said. And either way, they want the place they live in to be nice. The economic-development agency gave support last week to the four proposals, which combined are seeking $9 million a year. The stadiums are seeking the money this year from a pool of $7 million that lawmakers approved in 2014. The pool grows in 2016. Rick Scott’s office continued pushing back Monday against claims his staff forced longtime Florida Department of Law Enforcement Commissioner Gerald Bailey to resign immediately in December. The latest salvo from the governor’s office followed critical remarks last week from Attorney General Pam Bondi about the way Bailey quickly left the commissioner’s job. Bondi said she thought Scott’s staff acted without the governor’s knowledge in its handling of the situation. In an email Monday to reporters, Scott’s office said the governor didn’t instruct anyone on staff to remove Bailey immediately. “Gerald Bailey was asked to work out his transition with his successor,’’ the email said. The email, which was in the form of frequently asked questions, also gave a simple “no” to the following question: “Does Gov. Scott agree that his staff decided to force Gerald Bailey to resign immediately without the governor’s direct knowledge?” While saying she hadn’t discussed the matter with the governor, Bondi said last week she thought Scott’s staff was responsible for Bailey’s quick exit from the commissioner’s job Dec. 16. “Did I know that Jerry Bailey was going to be told he was fired and have his things packed up, his entire life as a career law enforcement officer in a cardboard box, and be told to be out of the office before the end of the day? Absolutely not. Nor do I believe the governor knew it,” Bondi told reporters and editors gathered Wednesday at the Dilbert Bailey Scott Capitol for the annual Associated Press Legislative Planning Session. Later, she added: “I do not think that Rick Scott would do that. I think it was done at the staff level. I firmly believe it was done at the staff level.” The ouster of Bailey has become a major controversy for Scott, who contended last month that commissioner resigned from the post. Bailey, who has only publicly commented to the Miami Herald/Tampa Bay Times Tallahassee bureau, has said, “I did not voluntarily do anything.” Scott’s office has repeatedly emailed “FAQs” — frequently asked questions — to reporters to try to combat allegations that the administration mishandled the Bailey situation. In part, the office has said Pete Antonacci, then Scott’s general counsel, advised Bailey on Dec. 16 that the governor wanted new leadership at FDLE and requested the resignation. State laws require Scott and the Cabinet — Bondi, Agriculture Commissioner Adam Putnam and Chief Financial Officer Jeff Atwater — to agree on hiring and firing the leader of the FDLE. Putnam and Atwater have said they were advised in December by Scott’s staff that the governor was interested in making a change at FDLE, but expected the change to come up at a January meeting. Scott and the Cabinet will discuss some rudimentary new steps for hiring and reviewing agency heads during a meeting Thursday in Tampa. Scott is also calling for the Cabinet to begin the process of possibly removing at least three agency heads: Insurance Commissioner Kevin McCarty, Office of Financial Regulation Commissioner Drew Breakspear and Department of Revenue executive director Marshall Stranburg. Putnam and Atwater have maintained that they will not discuss additional leadership changes until the hiring process is revamped. By Jim Turner The News Service of Florida Part of Gov. Rick Scott’s proposed tax-cut package that would allow about 2,000 businesses to avoid the state’s corporateincome tax got approval Monday from a key Senate committee. The Finance and Tax Committee, after receiving an overview of Scott’s $673 million in proposed tax cuts for the upcoming fiscal year, unanimously backed a proposal (HB 138) by Chairwoman Dorothy Hukill, R-Port Orange, that would increase a tax exemption on corporate income. Under current law, the first $50,000 of a corporation’s income is exempt from the tax. Hukill’s bill would increase that exemption to $75,000. Scott proposed the same cut in a tax-cut package released last week. Hukill said she is more optimistic that the proposal will advance this year after failing to be included in a tax- and feecut package lawmakers approved last year. That package was dominated by a reduction in vehicleregistration fees. “I’m a believer in broad-based tax relief that hits more people generally speaking than smaller bills put together,” Hukill said. The Senate Banking and Insurance Committee also voted 10-1 to approve Hukill’s measure last month, and the proposal now goes to the Senate Appropriations Committee. An identical bill (HB 49) filed in the House by Rep. Jared Moskowitz, D-Coral Springs, has yet to make the first of its two scheduled stops, which are the Finance and Tax and Appropriations committees. Lawmakers are holding committee meetings in preparation for the March 3 start of the annual legislative session. Reducing the corporate-income tax has long been a priority for Scott. Also in his new package of proposed cuts is a reduction in a tax on cell-phone bills and cable and satellite television; a three-day back-to-school sales tax holiday; eliminating sales taxes for college textbooks; and eliminating a tax on manufacturing machinery and equipment. Under Scott’s plan, the tax holiday on school items would be similar to a discount in 2014. No state or local sales taxes would be collected during the holiday period on clothing up to $100, school supplies worth up to $15, and the first $750 off the price of computers. That proposal is projected to cut state revenue by $33.7 million and local government revenue by $7.4 million. The tax exemption on machinery is projected to cut $116.8 million in state revenue and $25.7 million in local revenue. Meanwhile, Scott’s office, projecting the average cost of a college textbook at $100, estimates that a student could save $60 to $75 a year from eliminating sales taxes on textbooks, with state and local revenue taking a $41.4 million hit. Increasing the corporate income-tax exemption is forecast to reduce state revenue by $18.7 million annually, once the measure is in place year-round. Surety Bond Solutions Machinery Insurance, Inc.
