Not enough Time for Constitutional Amendment / Rally
According to the constitution, President
Danilo Medina can not be re-elected for a
second term. The President himself shows
no ambition, that he would be willing to do
so. Nevertheless, since several months there
are demands to change the constitution of
2010, or for a constitutional amendment to
allow the reelection of the popular
president.
Cesar Pina Toribio, Legal Adviser to the
Government, said recently, that there was
not enough time left to change the
constitution before elections next year.
Likewise, Cardinal Nicolás de Jesús López
Rodríguez, who was very displeased for the
“lax” approach of the President to Haitian
issues and for his opposition to the new
Criminal Law to partly permit abortions,
vehemently opposed a constitutional
amendment for his re-election.
On the other hand Gédeon Santos, a leader
of the ruling PLD party, said there was still
plenty of time for a constitutional amendment. He called for a system like in the
United States, where the president may be
re-elected once, but then never again.
On 28 January, thousands of demonstrators
gathered before the Congress in Santo
Domingo to demand for a re-election of
President Danilo Medina.
After former President Hipólito Mejía
applied as a candidate for the opposition
party PRM, now his party colleague Luis
Abinader did the same. Leading PRM
members asked Mejía to contain his own
ambitions and to support Abinader.

Less Murders due to 911
In the first six Days, more than 3,000 Calls for Noise Annoyance / Lower Murder Rate
The Vice Minister of the Presidency and
speaker of the emergency call system 911,
Zoraima Cuello, announced that in the first
six days after the introduction of the
possibility to complain on noise annoyance
to the emergency number 911, the staff on
the phones received 3,307 calls.
At a press conference, Zoraima Cuello said:
“92 percent of the calls were for noise
annoyance due to loud music, seven
percent of the complaints were for street
merchants and workshops and one percent
was for music outside the allowed time.”
In 2,442 cases, the Police Department was
informed and 37 businesses were fined and
838 speakers were confiscated by the
police.
Zoraima Cuello added: “It is good to know
for the public that all reports of noise
annoyance will be accepted from the
authorities, but it is important to clarify that
possible emergencies in the health sector
will be treated with preference by the teams
in the line of duty.”
The Speaker of the emergency call system
emphasized that the authority was in
contact with the town halls to coordinate
that these will not issue any permits that
violate the law and cause noise pollution,
especially when the election campaigns
begin, in religious activities or street parties,
which interfere in the peace and tranquility
of the citizens.
But she also made it clear once more that
911 does not accept complaints to denounce loud-speaking female neighbors, or
children who cause unnecessary noise in
the neighborhood. But the government
never allows that the peace and tranquility
of the Dominican citizens are disturbed in
residential areas and neighborhoods.
In Santo Domingo, the violence since the
introduction of the emergency call system
911 on May 30, according to data from the
Attorney General Francisco Domínguez
Brito, the rate of violent deaths fell significantly behind that in the past year. The
emergency call system had a direct and
positive impact on the homicide rate in
Greater Santo Domingo, which declined by
213 violent deaths in comparison with the
previous year.
He pointed out that the statistics showed a
significant and lasting decline in these cases
since June, which in his opinion goes with
increased surveillance, video cameras, prevention and rapid reaction of the authorities
after calls from the public.
Domínguez Brito said, in 2014 the murder
rate was the lowest for ten years, with a
reduction of 18.63 to 17.18 murders per
100,000 inhabitants.
From 2004 to 2013, the murder rate in the
Dominican Republic was at 18.63 to 25
murders per 100,000, and thus significantly
higher than last year, said the Attorney
General.

Mixture of Catholic Tradition and Celebration of Independence / More German Tourists
February is the month of Carnival in the
Dominican Republic. In the strongholds of
Carnival, colorful and stately processions
with masks are held traditionally every
Sunday in February. The most famous place
for Dominican Carnival is La Vega. Almost
all national and some international stars of
rank and name are coming on the stage,
from Johnny Ventura and Miriam Cruz over
Raulín Rodríguez and Mozart la Para up to
the Colombian star Carlos Vives and the
popular Dominican comedians Raymond
Pozo and Miguel Céspedes.
In Puerto Plata it was thought whether to
move the installed stands away from the fire
station, because many elderly residents
complained about noise annoyance and
thefts. But probably the place will be the
same again this year - from next year on,
major events of this kind will be carried out
in the then finished amphitheater at the
Fortaleza San Felipe. The typical figure of
Carnival in Puerto Plata is the Taimáscaro to be seen on the cover of this issue.
Carnaval is one of the oldest traditions of
the country that produced different masks in
different regions. The most common and
popular is certainly the Diablo cojuelo
(photo). It is recorded that already in the
16th century there have been masks for
carnival celebrations in Santo Domingo.
Today Dominican Carnival is a mixture of
celebrations of independence after the Haitian occupation and the Catholic tradition,
which is why it doesn't end on Ash Wednesday as in other Catholic countries.
According to information from the Central
Bank (BC), in 2014, the Germans got ahead
of the French as the largest group of tourists
from Europe in the Dominican Republic. At
the airports of the country, 230,733 German and 229,678 French tourists arrived.
Compared to the previous year 2013, it
means a total of 16,582 more Germans,
while there came 3,076 French less.
Other important markets in Europe were
Russia (180,821), Spain (150,859), United
Kingdom (126,563) and Italy (82,000).
Overall, last year 4,465,000 tourists arrived
by plane, of which 26 per cent were of the
European Union.

Chikungunya and Scandal in October / Only three Percent for Preventative Health Care
The year 2014 was as specified a year of
crisis for the health service by the Dominican Political Observatory (Observatorio
Politico Dominicano - OPD), an affiliate

and 15 percent for outpatient care), while
just three percent of the budget were spent
for the preventative health care," lamented
Pérez Osorio.
At the same time, he said, there is a
mismatch in terms of administrative expenditure (13 per cent) in comparison to
other important areas, such as the provision
of drugs for outpatients (eight per cent) and
rehabilitation (one percent); which is higher
than the average for Latin America and the
Caribbean (eight percent).

much resources as before the reform of
2001. But the resources allocated by the
government funds to subsidize the part of
the population which is not covered by
health insurance, still are not sufficient.

Marino Castellanos was one of the most
popular Bachateros of the older generation
in the eighties and nineties, to be
mentioned in a row with Ramón Torres or
Ramón Cordero. The demand for his kind of
Bachata was fading away, when this then
disreputable genre of music which was seen
as music for pubs and whores, was
modernized and made presentable by
artists such as Antony Santos and Luis
Vargas. Nevertheless, the music of Marino
Castellanos never was forgotten, like “El que
nada tiene nada vale” (The one who has
nothing, is worth nothing), “Qué me lleve
quien me trajo” (Shall the one bring me
back who has brought me) or “La piscina”
(The swimming pool).
Once he even worked as a security guard to
eke out a living. But producers remembered
Marino Castellanos again from 2011. His
latest hit from 2014, “Eso pa as to”, shows
that they were right, because at the moment
it can be heard at each and every corner.
