Dipika Damerla Keen To Take
Ontario-India Relationship Forward
by BINOY THOMAS
Mississauga: "It was an amazing experience," says Dipika Damerla, Associate
Minister for Long Term Care, on her recent foray into the Vibrant Gujarat arena
as a representative of Ontario. She was in
the Canada delegation headed by Chris
Alexander, Minister of Immigration.
Like so many regular visitors to India, Dipika too has come back with positive impressions and desire to strengthen
our ties to her motherland.
During the four days that she spent
there, what impressed her most were
some of the people that are in charge of a
new India.
Let;s start with her official host, the
Chief Minister of Gujarat, Anandiben Patel, who took over after Narendra Modi
became prime minister. Damerla notes,
"India has had women leaders for quite
some time now. What is different about
these women is that they are not the
daughters or wives of somebody in politics. So, whatever you may think about
Mayavati or Didi, these are women who
have made it in politics on their own merit. They are truly self made women."
As a woman of substance herself, and
yes, who made it on her own merit in Ontario politics, Dipika found it very fulfilling to meet kindred spirits in the land of
her birth. There were others - like the first
ever woman CEO of India's largest bank,
the State Bank of India, Arundhati Bhattacharya, who, told her about her own
career challenges as a woman, before
she reached the top. SBI and other public
sector banks were recently instrumental
in launching Prime Minister Narendra
Modi's Dhan Yogna program to enlist
each and every adult Indian as an account
holder. They achieved an incredible 97%
success rate, landing them straight in the
Guinness Book of Records. The program
was first planned during the previous
Congress government, but didn't take off.
What was different this time? "A couple
of things," Arundhati told her. Modi asked
the bankers on what stopped them from
implementing the program, and removed
the technical hurdles. Then he gave them
a deadline. That did the trick!
There is still a schism that exists in
women empowerment in the country. "On
the one hand you have all these wonderful examples, on the other, there is this reality of violence against women," Dipika
says.
Another woman of substance that
she met, was Sangita Reddy, CEO of the
world famous Apollo Hospitals, who observed, "In healthcare here, you have this
island of excellence surrounded by a sea
of inadequacy. Similarly, there is this island of women who are doing very well,
but there is a sea of women who are yet to
catch up."
There were many others Dipika met
that gave her a new appreciation of India.
Like India's Finance Secretary, appointed
by Modi. When asked how he made the
difficult decisions that a high level bureaucrat has to on a daily basis, he said,
"From very early one, I decided to serve
without fear or favour. That's how you
come to good decisions, when you are not
afraid or when you're not trying to please
someone." Dipika says, "That's something that I am going to keep in mind in
my own life going forward."
Dipika has come back from the experience enthused about the future. "This
is a good time for Ontario and Canada
to collaborate with India. India's Prime
Minister Modi holds Canada in high esteem. Earlier Premier McGuinty has led
two missions to India, now, we can build
further on it," she says.
Among the opportunities that she has
identified is telemedicine. "That's one
area we in Ontario does well. In fact, we
have one of the world's largest telemedicine networks. Gujarat's Health Minister
Nitinbhai Patel was very interested in the
Canadian experience. One of the things
that Gujarat is doing is moving towards
universal healthcare. They are very interested in knowing how we did it in Canada. The Indian government is in the process of rolling out telemedicine and they
are very interested in how we do it here.
To be able to collaborate on something
like that creates a special bond that goes
beyond just trade."
Long term care is another area where
Ontario can share its experience. "They
are in the very early stages of long term
care planning. I think we can share ideas
on it, how to do it outside of the hospital
system which is very expensive."
Additionally, she would like to see
closer collaboration between the Chambers of Commerce of Gujarat and Ontario.
"These are the three areas that I
think we could work on immediately. Of
course, there is potential in solar energy,
smart cities etc. Did you know that Toronto is considered to be a smart city,"
Dipika says, pointing out the opportunities. And she is ready to play her role,
stressing on her own unique identity as a
Canadian who is totally at home in the Indian environment. "The fact of who I am
gives a level of confidence in relationship
building. The other more important thing
is follow up, we have identified a whole
bunch of areas, and I am going to speak
to the relevant ministers to help take them
forward," she says.
And she would work on these files,
not with a know-all attitude, but with
genuine appreciation of the other side.
"One of the fascinating things about these
initiatives is that you don't go there saying that you know everything. I learned
so much in India."
Scientist Questions
US-India Nuke Deal
February 16,
2015
Washington: Noting that the US has not set
up a new nuclear installation for decades,
an Indian-American academic has accused
President Barack Obama of hypocrisy in
pushing India on a technology the US won't
even touch.
"Why chain India to the past
and risk another Chernobyl, Fukushima, or
Bhopal when it could be leapfrogging into
the future?" asked Vivek Wadhwa, Director of Research, CERC, Pratt School of
Engineering, Duke University, in a column
in the Washington Post.
The rate at which
solar and other clean technologies are
progressing, by the time the first nuclear
plant is operational in India, it will be far
more expensive than the alternatives, he
said.
"The White House is claiming victory for a breakthrough in the impasse with
India over nuclear energy," Wadhwa wrote
suggesting "This is hardly a victory for
the United States or for India.
"It no longer makes sense for any country to install
a technology that can create a catastrophe
such as Chernobyl or Fukushima - especially when far better alternatives are available," he wrote.
In places such as Germany,
Spain, Portugal, Australia and parts of the
United States and India, residential-scale
solar production has already reached "grid
parity" with average residential electricity
prices, he wrote
"In other words, it costs no
more in the long term to install solar panels
than to buy electricity from utility companies - without government subsidies," Wadhwa wrote.
In the late 2020s, solar energy
will cost a fraction of what fossil fuel - and
nuclear-based alternatives do,' he predicted
suggesting, "This is the reality - believe it or
not."
Solar, wind, biomass, thermal, tidal,
and waste-breakdown energy, and a host of
newer energy technologies, are becoming
increasingly practical to install worldwide,
Wadhwa noted.
Obama, he suggested,
"should not be prescribing medicine that he
would not take himself.
Germany is working towards phasing out all of its nuclear
plants by 2022 and many other developed
countries are looking to follow its lead,
he said.
"So why subject India and other
developing countries to these dangers?"
Wadhwa asked.
Instead of trying to chain
India to the past with technologies such as
nuclear, Obama should help the country
leapfrog into the future with clean energy,
he wrote.
"This will benefit not only India,
but also the world."

‘The Candidate’ Captures The Lighter Side
Of Indian Politics
Toronto: There is yet another delightful
novel out from an Indian writer, that revels in the peccadilloes of Indian politics.
Anirudh Bhattacharyya, based in Toronto,
grabs the potential in all the intrigues it
has to offer and presents them in his novel, The Candidate.
The synopsis given by the publisher,
Penguin Books India, gives us a pretty
good picture of where the author wants
to take us. "An upheaval in New York is
about to change the lives of the residents
of Narayanpore, a nondescript district
in West Bengal. Jay Banerjee is heading
back home to India to contemplate the
next chapter in his life, having lost his
Wall Street career to the aftershocks of the
2008 economic meltdown, and in danger
of losing his marriage to a growing sense
of drift.
A chance encounter with a childhood
friend in his hometown of New Delhi
plunges Jay into the madcap and often
seamy world of Indian politics, weeks before the approaching Lok Sabha elections.
The friend, Govardhan Ray, aka Raja, is
now a neta, thanks to loyal voters from
his family’s pocket borough of Narayanpore, and what self-respecting Indian neta
would find himself without a scandal or
two to shake off?
Certainly not Raja, who retains his
bravado, insouciance and cunning even
as he battles scandal and illness, all the
while plotting how to earn maximum returns on his political capital. He needs a
surrogate to stand for election from Narayanpore until he can clear his name, a
pliable placeholder who will dance to his
tune. Raja’s family members are out, for
predictable reasons.
Enter Jay, the meek, mild-mannered
decent guy, trustworthy and capable, and
as Raja is quick to see, someone who can
be portrayed as an NRI who wants to give
back to his motherland after making it
good in America. Raja pushes every button he can find on Jay to rope him in to
his plan; Jay, for want of any better options and a naïve belief in public service,
agrees. The Candidate is born, to front a
new party that will contest a single seat.

The story follows Jay as he interacts
with his rivals and voters at various venues ranging from a traditional Durga Puja,
and a protest by Leftist students, to padyatras through villages and mega rallies.
Key characters include a political thug
shamed by his pregnant wife into supporting Jay; an honest MLA desperate to help
his fellow villagers; an enthusiastic Sikh
entrepreneur whose product may just help
Jay create a platform for his campaign; a
high-tech guru and his mysterious friends.
Along the way, Jay also has a fateful encounter with Madhabi Majumdar, an attractive Kolkata journalist covering the
election, who then becomes a constant
presence around him."
Anirudh Bhattacharyya is a journalist with extensive experience in covering politics and elections in India and the
United States for the print and television
media. From netas in India to senators in
America, he has seen them up close and
and brings that unique insights into his
satirical novel which has garnered high
praise from reviewers.

Bob Dhillon Sees Great Potential In
India’s Real Estate Market
Chandigarh: Having made his
millions in the Canadian real estate market, Canada's first Sikh
billionaire, Bob Dhillon, feels
India's real estate market has a
lot of potential if the government
makes the right moves.
"The
Indian real estate market is a
developer's dream. It is fascinating. It can be the No.1 market for
growth," Dhillon, who has charted an amazing success story for
himself by becoming the biggest
landlord in Canada with nearly
10,000
properties.
"Technology is the key in real estate. You
guys (In India) have not gone
vertical so far. With the kind of
demand and urbanization, you
need to go vertical like Manhattan, Shanghai or Toronto.
"That
requires technology. There is a
lot of catch-up to do," said Dhillon, who is based in Calgary and
whose assets are pegged at Canadian dollars 1.2 billion.
Dhillon,
who loves to talk about his success, feels that certain policies,
including ownership rights, land
acquisition and others, make the
Indian real estate market "uncompetitive" for investors from
other countries.
"The policy
on acquisition of land is non-
competitive. The negatives here
include issues like ownership
rights, landlord tenancy rights,
politics of the business, repatriation of capital, lack of technology...
"Securitization of the real
estate market is also required.
The real estate GDP here is extremely low," said Dhillon, the
president and CEO of Mainstreet
Equity Corp in Canada.
Mainstreet Equity, which went public in Canada in 2000, has been
listed as the highest performing
company on the Toronto Stock
Exchange with overall returns
of 1,270 percent over the last
10 years, Dhillon pointed out
with a sense of pride.
Having
visited India as part of the delegation of Canadian Prime Minister Stephen Harper and others
in recent years, Dhillon says the
new Narendra Modi government
was making the right moves but
a lot needed to be done.
"India
needs trillions of dollars for infrastructure. Modi is making
all the right moves but unfortunately execution goes at the
state level.
"Sometimes, that is
extremely challenging. If you
really bring in free market, create proper governance and allow
repatriation of capital, the influx of capital will begin. If you
want to have a 'Make in India'
policy, which is a great strategy,
real estate has to play a key role
in this," Dhillon said.
"Black
money is making the values artificially high. Real estate prices
in India, based on world standards, are too high. It is artificial wealth. It's beyond me why
the Indian government won't be
wooing people like us to invest.
Real estate market in India is
neither free nor controlled market. You have to decide either
way," he said.
Dhillon, whose
real name is Navjeet Singh Dhil-
lon, belongs to Tallewal village
near Barnala in Punjab.
Born in
Japan in 1965, where his grandfather had moved from Punjab
to get into shipping business,
Dhillon's family lived in Hong
Kong, Japan and Liberia. Having
lost everything in Liberia's civil
war, the family moved to Canada in the 1970s to begin from
scratch.
"For me, it has been an
unbelievable journey. I never
had an easy break, to be honest.
Our Punjabi DNA is to own real
estate. At least I am in the game.
I am 100 percent self made.
"I
have believed in diversification.
I own an island in Belize, have a
What is your
credit card processing company,
merchant process companies and
other businesses. These are pretty diverse things I do. But I have
very strong roots with Punjab and
India," said Dhillon, who holds
a MBA degree from Richard
Ivey School of Business.
Dhillon started his real estate journey at age 19 by buying two old
houses. He renovated and sold
them.
"I made 17,000 dollars

779 Express Entries In One Month!
Ottawa: Canada’s Citizenship
and Immigration Minister Chris
Alexander says that the first
round of top-ranked candidates
from Canada’s Express Entry
system is already helping to fill
demonstrated and verifiable gaps
in Canada’s labour market.
On Saturday, January 31,
779 skilled workers, including
professionals in natural and applied sciences, and industrial,
electrical and construction trades,
were invited to apply for permanent residency in Canada. Each
of these candidates declared that
they already have a valid job offer or provincial nomination.
Under Express Entry, skilled
workers who want to apply to
Canada’s key economic immigration programs are able to create an online profile and express
their interest in coming to Canada
permanently. Candidates who are
accepted into the pool are ranked
according to various factors, including language proficiency,
education and work experience.
Each is a leading indicator of
one’s likelihood of integrating
fully and quickly into Canadian
society and making an optimal
contribution to the economy.
Canada will regularly invite
the highest-ranking candidates
from the pool to apply to immigrate. With most applications
being processed in six months or
less, candidates will be able to
contribute to Canada’s economy
and job market more quickly than
ever before.
• Express Entry will manage applications for three federal economic immigration programs:
the Federal Skilled Worker Program, the Federal Skilled Trades
Program and the Canadian Experience
Class.
• Provinces and territories will be able to
use the Express Entry system to select a
portion of candidates
for their Provincial
Nominee Programs.
• Once candidates
have been invited
to apply for permanent residence, they
will need to submit
a complete application and will have
to meet eligibility
and admissibility requirements such as
health and security
checks. Candidates

re-launched by Deepak Obhrai, MP, in Ahmedabad, India
on 10th January 2015, at a business reception hosted by
GCCI.
Jain said that the Indian government is focused to attract new investment in several sectors. "This is an attractive time for the Canadian businesses to start investment
in a big way to get the maximum return," he said.
ICCC delegation also held a successful business
meeting with Gajendra Singh, Minister of Industry, Government of Rajasthan. Rajasthan is an emerging state
with its robust growth in Agriculture, Mining and stones

will have up to 60 days to submit
their application online.
“Express Entry is already
getting impressive results in its
first month. The fact that everyone who was invited to apply for
permanent residence in this round
of invitations already has a valid
job offer or provincial nomination shows that Express Entry is
working to fill Canada’s existing
labour market gaps," said Alexander.

Woman Found Guilty Of Foeticide
Washington: A US court has
found an Indian American woman guilty on charges of foeticide
and felony neglect of a dependent
after experiencing a miscarriage
or what prosecutors claim was
actually an illegal abortion.
After six days of trial and testimony,
a jury in South Bend, Indiana
deliberated for less than five
hours before finding Purvi Patel guilty Tuesday, according to
ABC News.
Patel faces up to 70
years in prison. She will be sentenced March 6.
The testimony
began with the doctor who found
the baby in plastic bags inside a
dumpster outside Moe's Southwest Grill in Granger, a restaurant Patel's parents owned.
Patel took herself to an emergency
room in South Bend in July 2013
while suffering heavy vaginal
bleeding, according to a report
in RH Reality Check.
Patel, who
lives at home in a conservative
Hindu household, initially denied
to doctors that she had been pregnant.
But after doctors persisted,
Patel acknowledged she had miscarried, telling them the foetus
was stillborn and that she had
placed it in a bag and placed the
bag in a dumpster.
Police also
questioned Patel and searched
her cell phone while she was in
the hospital, which led them to a
series of text messages the prosecution claimed made the case
for Patel's illegal abortion and
felony charges.
The prosecution
claimed Patel, in those text messages, admitted to ordering drugs
online to terminate an unexpected pregnancy.
Patel allegedly
ordered abortion-inducing drugs
from Hong Kong, which caused
her to have the child on the floor
of her bathroom.
After the verdict, the state asked the judge to
revoke Patel's bond and the judge
granted that request, according
to WSBT-TV.
Officers put Patel
in handcuffs and took her to the
St. Joseph County jail. She later
posted a $10,000 bail.

Professor’s
Discrimination
Case To Go
Ahead
Ottawa: The Nova Scotia Superior Court has okayed a human
rights complaint filed by Radha
Koipillai, a professor at the Saint
Mary's University, alleging discrimination on the basis of race,
colour and ethnic origin.
Koilpillai, who is of Indian descent, was
declared ineligible for the post of a
full-time lecturer by Saint Mary's
University dean after an external
candidate was short-listed.
Koilpillai's complaint alleged that she
was discriminated against on the
basis of her race, colour and ethnic origin.
Koilpillai filed her
human rights complaint against
the university in June 2013.
In
a written decision released Tuesday, Justice James Chipman of
Nova Scotia Supreme Court noted some administrative issues in
the commission's handling of the
case but announced that the board
of inquiry could proceed.
Saint
Mary's spokesperson Margaret
Murphy in a brief statement said:
"The university is looking forward to the opportunity to establish at the board of inquiry that
the process followed by the faculty members of the department
of management was based only
on merit and free from discrimination."

India Affirms Commitment To Rights Of Girl Child
United Nations: Vowing to create
a "world fit for children", India
has reaffirmed its focus on the development of the girl child, ensuring her education and fighting to
end discrimination.
Ambassador
Bhagwant Singh Bishnoi told the
Executive Board of Unicef Tuesday: "The recently launched 'Beti
Bachao Beti Padhao' or save the
girl child, educate the girl child
programme in India, is a significant step for ensuring protection
of girls, increasing their participation in secondary education and
their overall development."
The
effort, he said, was propelled by
Prime Minister Narendra Modi's
call to the nation that" each one
of us has a collective responsibility toward ending discrimination
against the girl child, otherwise
we would not only be harming
the current generation, but also
inviting a terrible crises, for future generations."
An example of
the drive to financially empower
girls was the recently-launched
the Sukanya Samriddhi Account,
a small savings programme for
the girl child, which gives a higher interest rate and tax rebates
on accounts opened for them, he
said. The deposits mature when
a girl reaches 18 and withdrawals can be made earlier for education.
Bishnoi noted that 472
million children, or about one in
five, live in India, and said the
nation "continues to implement
national flagship programmes for
education, reproductive and child
Mamata Urges
Delhi Electorate
To Vote For AAP
Kolkata: West Bengal Chief Minister Mamata Banerjee Thursday asked the people
of Delhi to vote for the Aam Aadmi Party
(AAP) in Delhi's assembly election.
"My
request to all of you in Delhi to please vote
for AAP," she tweeted. "For the greater need
of the country and development in Delhi."
The AAP led by former chief minister
Arvind Kejriwal and the Bharatiya Janata
Party are the main contenders for power
in Saturday's election for the 70-member
Delhi assembly. Banerjee's appeal comes
amid her strained relations with the BJP in
West Bengal as well as the party's national
leadership and the BJP-led central government. Mohanlal Returns
Money After
Public Outcry
Thiruvananthapuram: Following a public outcry over the dismal performance of
his band Lalisom at the National Games
inaugural, Malayalam cinema’s superstar
Mohanlal Thursday returned to the authorities Rs.1.63 crore given to him for the
show.
A Games official said: “A cover was
delivered through a private courier agency
around 3.30 p.m. and it has sender’s name
as Mohanlal.” Jacob Punnoose, the chief
executive of the 35th National Games, received the delivery, said the official.
On
Wednesday, Kerala Chief Minister Oommen Chandy said the state government has
no moral right to accept the money that it
gave to Mohanlal.
The sporting event was
inaugurated here Sunday and will be held
till Feb 14.
In a related development, former sports minister K.B. Ganesh Kumar
challenged Sports Minister Thiruvanchoor
Radhakrishnan and Chandy to order a CBI
probe into allegations that were being levelled against the conduct of the Games.
“I
challenge both of them to order a CBI probe
and let them include my tenure also (201113). I am prepared to face it. Are they willing to order it?” Meanwhile, Home Minister Ramesh Chennithala Thursday said the
Games were being held very “smoothly”.
“There have been no complaints from any
person who are taking part in the events...
Once the event gets over, then we can all
decide what needs to be done,” he said.
health, child development, nutrition, protection and water and
sanitation to achieve the vision of
a 'world fit for children'."
Among
its achievements, he said, were
enactment of legislation to end
child marriage and child labour,
the reduction in child and mortality rates and the eradication
of polio.
A UN report card on
India's progress in meeting the
UN's Millennium Development
Goals set for this year said the
nation's infant mortality rate was
expected to fall to 49 per 1,000
births, although short of the target of 42 per 1,000. The report
released in New Delhi Wednesday also said that India would
not be able to achieve the goal
of universal primary education.
However, it noted that India had
exceeded the target of halving
the poverty rate during the decade, with 21.9 percent of its 1.2
billion people living below the
poverty against a target of 23.9
percent.
Speaking against this
backdrop, Bishnoi said: "India
remains committed to the development of every child, ensuring
his or her rights and protection
from exploitation."
Among measures to improve the condition of
children world-wide, he called
for a strategy to raise funding for
Unicef's programmes for health
and education and for more cooperation among the developing
nations.
