Two scenarios are considered: i) the Trend scenario, which includes major reform provisions embedded into law and fully enforced; ii) the Policy scenario, which incorporates both the Trend scenario and the effect of measures expected to be introduced by the Government over the near future. The impact on GDP growth is detailed for 2020 as difference between the policy and the trend scenario. As for the long run, it is the overall impact with respect to the baseline.
