Following three decades of large-scale privatisation, public authorities, at the national or local level, still own today, fully or partially, a wide
range of enterprises or organisations providing citizens with goods and market services.
With the 2008 financial crisis, we even experienced a trend reversal through the implementation of nationalisations, often displayed as
temporary but aiming at saving enterprises in difficulty, preserving the production tool against the risk of cessation of activity.
On the other side, a phenomenon of “re-municipalisation” occurred at the local level allowing public authorities to better control the
delivery of public services; in the framework of globalisation, issues arise on resources and tools for States to pursue strategic policies.
In this context of public enterprises, CIRIEC led scientific programmes in 2012-2014 developed by the International Scientific Commission
“Public Enterprises – Public Services” of CIRIEC International and the Scientific Commission “Public Economy” of CIRIEC France.
The international conference, organised with the support of the French Ministry of Economy, Industry and Digital Affairs and of the
Galilée.sp association, has the objective to present CIRIEC’s research results and to debate on public enterprises’ future perspectives,
together with policy-makers, managers and academics.
