OVERVIEW

the available tax incentives and government grants in terms of the South African Income Tax Act, or the
programmes available through the Department of Trade and Industry.
‘The South African Government has prioritised entrepreneurship and the advancement of Small,
Medium and Micro-sized Enterprises (SMMEs) as the catalyst to achieving economic growth and
development. With the assistance of other government departments and institutions, The Department of
Trade and Industry takes the lead in implementing SMME-related policies, to ensure that adequate
financial and non-financial assistance is provided to the sector, for its long-term prosperity and that of
the country as a whole.’
The Department of Trade and Industry provides financial support to qualifying companies in various
sectors of the economy. Financial support is offered for various economic activities, including
manufacturing, business competitiveness; export development and market access, as well as foreign
direct investment.

12I Tax Allowance - The 12I Tax Incentive is designed to supportGreenfield investments,
as well as Brownfield investments; for both capital investment and training.
Capital Projects Feasibility Programme (CPFP) - The Capital Projects Feasibility
Programme (CPFP) is a cost-sharing grant that contributes to the cost of feasibility studies
likely to lead to projects that will increase local exports and stimulate the market for South
African capital goods and services.
Co-operative Incentive Scheme (CIS) - The Co-operative Incentive Scheme (CIS) is a
100% grant for registered primary co-operatives (a primary co-operative consists of five or
more members). The objective of the CIS is to improve the viability and competitiveness of
co-operative enterprises by lowering their cost of doing business through an incentive that
supports Broad-Based Black Economic Empowerment.
Incubation Support Programme (ISP) - The Department of Trade and Industry initiated
the Incubation Support Programme (ISP) to develop incubators and create successful
enterprises with the potential to revitalise communities and strengthen local and national
economies. In continuing to strengthen economic development through broadening
participation in the economy, the ISP aims to ensure that small, micro and medium
enterprises (SMMEs) graduate into the mainstream economy through the support provided
by the incubators. The ISP is one of the support measures to encourage partnerships in
which big business assists SMMEs with skills transfer, enterprise development, supplier
development and marketing opportunities.
Manufacturing Competitiveness Enhancement Programme (MCEP) - The
Manufacturing Competitiveness Enhancement Programme (MCEP) which is one of the key
action programmes of the Industrial Policy Action Plan (IPAP) 2012/13 – 2014/15 will
provide enhanced manufacturing support aimed at encouraging manufacturers to upgrade
their production facilities in a manner that sustains employment and maximises
value-addition in the short to medium term.
Manufacturing Investment Programme (MIP) - The MIP is a reimbursable cash grant for
local and foreign-owned manufactures who wish to establish a new production facility;
expand an existing production facility; or upgrade an existing facility in the clothing and
textiles sector.
