Re : New Initiatives undertaken by Government of West Bengal for promotion of MSME sector in the
state
The Department of MSMEs, Government of West Bengal has recently undertaken some new initiatives
to facilitate the growth of the MSME sector in the State and make it globally competitive. These
initiatives (details enclosed) include:
• MSME Facilitation Centres(MFCs) - These are single point of contact for all statutory compliances,
government incentives and business related queries for MSMEs. MFCs are linked to a web-based Single
Application Gateway (SAG) through www.myenterprisewb.in.
• West Bengal MSME Venture Capital Fund – This 200 crore VC Fund has been launched to meet the
critical needs of the MSME sector, which will become operational from April 1, 2015.
• www.msmebengalinvest.in – This is a web portal developed by the MSME Department, GoWB in
collaboration with the Indian Institute of Management Calcutta (IIMC) - intended to connect
entrepreneurs, prospective investors and professional experts/mentors to help each other mutually.
• Scheme of Approved Industrial Park (SAIP) – This recently launched Scheme provides an opportunity
to set up Greenfield Industrial Parks with assistance from government. An Entrepreneur can set up
private industrial park in any part of the state availing of incentives from this scheme.

Entrepreneurs were required to visit various offices to
enquire, consult, and finally to submit applications.
Apart from the running around, they often become
victims of unscrupulous middlemen.
Even after all this, more visits were required to be
made to follow up and finally collect certificates or
licenses. This remained one of the biggest challenges
and a disincentive for entrepreneurs who wanted to
start a new venture, diversify or expand.
Every district now has an MSME Facilitation Centre
(MFC) located in their respective District Industries
Centres (DIC) and in Kolkata. The MFCs are dedicated service providers on statutory compliances for an
MSME entrepreneur. The MFC is tagged to the online
Single Application Gateway (SAG) through http://
myenterprisewb.in and acts as a single point to receive
all applications made by an entrepreneur to various
government entities for compliances and to avail government incentives.

definite deadlines have been fixed for the delivery of
certificates and licences.

every year and all of them with special needs, the
emphasis has been on giving them a headstart in

to introduce a relationship officer for every new
enterprise has seen some surprisingly good results
and has evoked very good response from those involved in the MSME sector. There are 400 specially
trained relationship officers working in the field in
the state.

he Government of West Bengal is
committed to promote MSMEs in the
State and creating a sustainable financial
ecosystem for the MSME sector.
MSMEs require timely and adequate capital
infusion during the early and growth stages.
Considering the rapid growth of MSMEs in
the State, the MSME & Textiles Department,
Government of West Bengal is launching a Rs
200-crore West Bengal MSME Venture Capital
Fund. While the state government commits to
provide Rs 100 crore to this fund, another Rs 100
crore is to be mobilized from other investors.
SIDBI has in-principal agreed to join the fund
with a 15% share in the corpus.
The Fund will provide equity capital to startups, emerging or early stage MSMEs with
innovative business models or new products/
services and technologies that have the potential
to bring superior value propositions in a
globalized and competitive market. About 20%
of the Fund shall be earmarked to provide
incubation support to start-ups through tie-ups

with established incubators in the State such as the
IIM Calcutta Innovation Park (IIP) among others.
Mentoring and hand holding support will be an
integral co-arrangement associated with the Fund.
The MSME and Textiles Department is creating
a Mentor and Professional Support Group
consisting of Bankers/Professional Institutions/
Consultants/Industry Associations, etc. This
Group will provide mentoring and professional
support to guide selected entrepreneurs to the
next level of business. The arrangement will boost
the confidence of banks to enhance bank lending
to the MSME sector in the State.
The Fund to be registered with SEBI as Category
– I AIF Venture Capital Fund is proposed to be
managed by SIDBI Trustee Company Limited, a
wholly owned subsidiary of SIDBI.
SIDBI Venture Capital Limited (SVCL), a wholly
owned subsidiary of SIDBI is proposed to be the
Fund Manager.

To ensure that adequate land, free from all encumbrances, is available to an entrepreneur who proposes to set
up an MSME unit in the state, the state government has
launched the Scheme of Approved Industrial Park (details at www.myenterprisewb.in). This recently launched
scheme encourages and incentivises the private sector to
set up industrial parks.
Any investor interested in setting up an industrial park in
the State can either procure private land directly or join
hands with another private entity which has land. In case
of the latter, the investor will bring in capital investment
and the private entity will have its land as equity in the
SPV. In all scenarios, the government will act as a facilitator with all kinds of hand-holding support for the SPV.

Under this scheme an industrial park can be set up by
the private sector (an SPV is required to be formed) with
various fiscal and non-fiscal incentives from the State
Government. Such incentives will be available to only
those projects which get the approval/sanction of the
state government based on certain criteria.
